Defra has announced that Great Britain is to be declared bluetongue-free from 5th July 2011.
From this date, bluetongue susceptible species being exported from Great Britain will no longer need to be vaccinated against BTV8 or meet any of the other 'Annex III conditions.
However, the current EU Bluetongue Directive only allows bluetongue vaccination within a protection zone, so from 5th July vaccination will no longer be permitted in Great Britain.
The British Veterinary Association is supporting Defra to lobby for these rules to be changed to allow vaccination in bluetongue areas.
Harvey Locke, BVA President, said: "The move to bluetongue freedom is thanks to the excellent partnership between government, farmers and vets across Great Britain. It is a tremendous achievement to turn the situation around from the outbreak in 2007 to freedom in 2011.
"We are disappointed that changes to the EU Directive to allow vaccination to continue could not be made before the deadline and we will continue to work with Defra to try to secure this change as soon as possible to allow vets and farmers to make the right choice to protect their herds.
"Those farmers and vets that wish to vaccinate must do so before the 5th July.
"The BVA would reiterate the message to farmers to source stock responsibly to help avoid a future outbreak."
The BSAVA has announced Richard Dawkins as its headline speaker at BSAVA Congress 2013 next April.
Richard follows in the footsteps of Lord Robert Winston and Susan Greenfield as the special speaker for the BSAVA lecture.
The talk, sponsored by Anistel, takes place on the Thursday afternoon of in Hall 1 and is open to all Congress delegates.
Dawkins is a prolific writer who first came to prominence with his 1976 book The Selfish Gene, his strident manifesto for secularism. However it is The God Delusion that now finds him so frequently called upon for comment. Along with Stephen Hawkins, he is one of the few scientists that members of the public can easily identify, in part due to his willingness to engage in academic and media debates.
Dawkins was born in Nairobi in 1941 where his father worked for British colonial service. He returned to Britain after the war to grow up on the family's estate farm. He studied zoology at Balliol College, Oxford, where he was tutored by Nobel Prize-winning ethologist Nikolaas Tinbergen, graduating in 1962. He received his M.A. and D.Phil. degrees by 1966, and remained a research assistant for another year, when his research concerned models of animal decision-making.
He has since been an assistant professor of zoology at the University of California, Berkeley, and a lecturer and reader in zoology at University of Oxford. In 1995 he was appointed Simonyi Professor for the Public Understanding of Science, a position that had been endowed by Charles Simonyi with the express intention that the holder "be expected to make important contributions to the public understanding of some scientific field", and that its first holder should be Richard Dawkins.

The Kennel Club Genetics Centre at the AHT has identified a genetic mutation which causes a severe progressive disease in Parson Russell Terriers (PRTs).
Late onset ataxia (LOA) affects coordination and balance, making everyday movement and tasks increasingly difficult. The new DNA test can accurately predict the risk of developing the disease in 97-100 per cent of PRTs and will effectively reduce the number of LOA cases in the breed.
Dogs usually develop the disease between six months and one year of age but because there is no cure, sufferers are usually euthanised around two years after onset as their quality of life diminishes.
After testing DNA of over 200 PRTs in total, the AHT's scientists were able to isolate the genetic mutation which causes the disease and establish that LOA is an inherited recessive trait; therefore dogs must have two defective copies of the genetic mutation, one from each parent, to be affected.
The test results will inform dog owners if their dog is clear from, a carrier of, or affected by LOA.
Cathryn Mellersh, Head of Canine Genetics, at the AHT said: "This is great news for PRT breeders as we believe LOA is an emerging condition in the breed and through this test we should be able to cut the disorder 'off at the pass', before the mutation becomes any more widespread.
"Interestingly, our research also suggests that there may be other causes of ataxia in the breed. It is important for breeders to understand that a clear result using the LOA DNA test will not exclude the formal possibility that dogs could still develop a genetically different form of ataxia."
Caroline Kisko, Kennel Club Secretary, said: "LOA is a relatively new but devastating condition and we are delighted that we've been able to work with the Animal Health Trust to develop a DNA test that will give breeders the opportunity to significantly reduce this disease. We will keep working together to develop tools and information for breeders, so that they are able to select dogs that will have healthy puppies."

A bad day for Egyptian veterinary surgeon Dr. Ibrahim Samaha from the University of Alexandria, who not only had the misfortune to board an aircraft that was later hijacked, but was also wrongly identified in the media as the hijacker.
Professor Samaha, who, according to Reuters, heads the department of food health at the University, later appeared on BBC Arabic to protest his innocence.
The Cyprus Ministry of Foreign Affairs later identified the real hijacker as Seif Eldin Mustafa (pictured right), about whom an official from Egypt's foreign ministry was reported to have said: "He’s not a terrorist, he’s an idiot. Terrorists are crazy but they aren’t stupid. This guy is." - though this was later denied.

CPC, the pet crematorium, has developed a new online survey tool to help practice staff analyse the effectiveness of their bereavement care capabilities.
Called "Bereavement Care - How does your practice compare?", the online survey comprises a series of multiple choice questions designed to produce a star rating out of 5. The idea is that these questions will help practices establish whether they need to improve how staff deal with bereaved pet owners.

The National Association of Veterinary Physiotherapists (NAVP) is calling for the Royal College of Veterinary Surgeons (RCVS) to establish an independent register of veterinary physiotherapy practitioners. According to the Association, such a register would eliminate individuals practicing without proper training and qualifications and raise the standard of veterinary physiotherapy by providing a disciplinary role.
NAVP President and leading veterinary anatomist Dr Sue Kempson is heading the NAVP campaign for the establishment of an independent register. In a letter to the President of the RCVS, Dr Kempson said: "Recognition by the veterinary profession of the role of physiotherapy in post-operative rehabilitation and in supporting both companion and performance animals is growing. However, we do believe that referring veterinary surgeons are increasingly faced with a dilemma caused by the wide differential between qualifications offered by the various organisations representing practitioners in areas such as physiotherapy. There is an urgent need for a distinction to be made between these different types of qualification. To this end, there should be a clearly defined independent register of practitioners with appropriately validated qualifications which are clearly understood by the veterinary profession."
In partnership with Harper Adams University College, the NAVP has introduced a fully-validated post-graduate course in veterinary physiotherapy which offers a choice of Post-Graduate Diploma or Masters Degree. Only one other professional body, the Association of Chartered Physiotherapists in Animal Therapy (ACPAT) currently offers a similar qualification at this level.
Dr Kempson said: "The establishment of a register of physiotherapists would greatly assist vets and their clients to make informed decisions on their choice of therapist. It would eliminate those individuals without proper training and qualifications and help raise the standard of veterinary physiotherapy by providing a disciplinary role. At present there are no sanctions on those people practicing without the necessary qualifications or those whose work is sub-standard or who are guilty of professional misconduct.
"We do not believe that such a register should rest with any individual professional body or be affiliated to specific educational courses. To have authority, it requires independence and a register held under the auspices of the Royal College of Veterinary Surgeons would carry the credibility that the veterinary profession requires."
RCVS Council member and Chief Veterinary Officer Professor Nigel Gibbens has been made a Commander of the Order of the British Empire in the New Year’s Honours list for 2016.
Professor Gibbens (pictured right), who was appointed by the Privy Council to RCVS Council in 2008, has been recognised for his services to the veterinary profession and animal welfare.
Over on the other side of the world, Professor Norman Williamson, Chair of the Veterinary Schools Accreditation Advisory Committee of the Australasian Veterinary Boards Council (AVBC), has been appointed an Officer of the New Zealand Order of Merit, following an application supported by the RCVS.
Professor Williamson has been working with the College as part of the veterinary education accreditation process, taking part in university visitations both in the UK and abroad.
Bradley Viner, President of the RCVS, said: "Many congratulations to Professor Nigel Gibbens for his appointment as a CBE. As CVO, Nigel has made great strides in shaping and influencing animal health and welfare policy throughout the United Kingdom and strengthening the relationship between the Department for Environment, Food and Rural Affairs, the College and the profession at large.
"As an organisation we were also very happy to write in support of the application for Professor Williamson to become an Officer of the New Zealand Order of Merit and it is gladdening to see that his contribution to international cooperation in veterinary education has been recognised."

Alternative remedies which could be dangerous to pets are being targeted by the Government in a major drive to improve animal health and welfare. Some herbal and homeopathic products are claiming medicinal benefits without scientific proof, meaning they may not properly treat or prevent serious diseases, leaving pets at risk.
The Veterinary Medicines Directorate’s (VMD) Director of Operations, John FitzGerald, said: "Some of these products are claiming to be effective and safe when no scientific evidence has been presented to us to show they are.
"Animal owners have a right to know if a product does what it claims. The products claim to treat diseases which can cause serious welfare problems and in some circumstances kill animals if not properly treated. So in some cases owners are giving remedies to their pets which don’t treat the problem."

From now on, the VMD will be contacting manufacturers to ensure that they demonstrate the products are safe and provide the benefits which they claim to. If this is not the case the manufacturers will be required to re-brand the products to make it clear they are not medicinal.
Supporting the action, British Veterinary Association President Harvey Locke said: "As veterinary surgeons we rely on the use of safe, effective and quality medicines for the health and welfare of animals under our care – and there must always be sound scientific evidence to back up medicinal claims made by the manufacturer of any product.
"Some of these unauthorised products may at the least be ineffective and at worst could cause harm because serious life-threatening diseases may go undiagnosed. We would urge animal owners always to check with their veterinary surgeon before giving any remedy or supplement to their pet."
The BVA has announced that from 2013, its annual Congress will take place at the London Vet Show.
The association says that the move is being done to bring together political debate and clinical CPD on a large scale and to ensure that the BVA can reach an even wider audience with its representative and educational services.
The BVA and the Vet Show teamed up last year at London Vet Show 2011 to announce the launch of the BVA Careers Fair, which will be hosted at this year's London Vet Show on 15-16 November, and the start of a partnership that would ensure discounted Vet Show rates for BVA members.
2013 will also see two new clinical streams added to the London Vet Show programme creating a comprehensive CPD event for vets in small and mixed practice. Cattle and equine streams for mixed practitioners will be delivered by the BVA to run alongside the popular companion animal stream provided by the Royal Veterinary College.
The partnership will also see substantial discounts being offered to BVA members.
BVA President Carl Padgett said: "BVA's number one value is that our members are at the heart of everything we do. Biogal has announced the launch of the PCRun Molecular Detection Kit, designed to give PCR results in clinic or in the lab within an hour.
The new kit doesn't require any other equipment, such as a thermocycler.
PCRun is a molecular assay based on the isothermal amplification of part of the HapI gene. The company says it is intended for the qualitative detection of pathogenic species of Leptospires only.
The PCRun has been tested at the OEI Leptospira Reference Laboratory in Ireland, on sample materials including urine and kidney biopsies collected from cows experimentally infected with L. hardjo as well as kidney cells.
According to the company, no false positive results were observed in all 63 samples tested and there was excellent correlation between Real Time PCR and PCRun reactions.

Dechra Veterinary Products has unveiled Understanding Exotics from A-Z a new online information resource designed to support veterinary practices treating exotic species.
The new resource includes a selection of leaflets to download or order, including frequently asked questions containing expert information to aid diagnosis and treatment, and pet care leaflets for owners.
There are also a number of questions and answers concerning real life cases posed by veterinary practices and answered by the exotics team at the Royal (Dick) School of Veterinary Studies, University of Edinburgh.
Understanding Exotics from A-Z covers small mammals such as rabbits and reptiles and the company says it will be frequently updated and reviewed.

The College says the consultation, which closes on 22nd December, reflects its commitment to keep reviewing its requirements for newly-qualified VNs to ensure they remain up-to-date and reflect the standards and expectations of current veterinary nursing practice.
Participants will be asked to comment on a proposed new set of requirements, which is divided into three parts:
Day One Competences: the minimum essential competences that the RCVS expects all student veterinary nurses to have met when they register, to ensure that they are safe to practise on day one.
Day One Skills Lists: the essential clinical skills that veterinary nurses are expected to possess on entering clinical practice.
Professional behaviours and attributes: this encompasses the behaviours newly-qualified veterinary nurses are expected to demonstrate on entering the profession.
Julie Dugmore, RCVS Director of Veterinary Nursing (pictured right), said: “With this consultation we want to gain an effective representation of what the professions desire from future RVNs in term of their range of skills and knowledge and professional behaviours from their first day in clinical practice.

Researchers at the Royal Veterinary College (RVC) have developed a system that eliminates the need for antibiotics and resistance genes in the engineering of industrial and medical products.
The method involves safer, less costly alternatives and is well suited for industrial production of many biofuels and biopharmaceuticals. This research has been published in the online access journal BMC Biotechnology.
Genetic engineering underpins much of biotechnology, and antibiotic selection of engineered strains is a key tool. Unfortunately, antibiotic selection methods risk spreading resistance traits, particularly as biotechnology products move into the environment and clinic. There have been alternatives, but none are satisfactory for wide application.
Gene targeting is the insertion of DNA into specific sites or genes within the genome of selected cells in order to alter gene expression for a particular purpose.
While working on gene targeting in bacteria, RVC researchers discovered that a well-known interaction between a cell membrane synthesis gene and the biocide triclosan could be exploited for strain selection. Surprisingly, triclosan selection performs better than conventional antibiotic selection.
"We think this simple technology is well suited for industrial scale fermentations that produce a range of valuable products, including bio-fuels and bio-pharmaceuticals," said Dr Liam Good, at the Royal Veterinary College and lead researcher on the project. "More importantly, the new system is relatively safe and inexpensive, because the gene is native in all bacteria and triclosan is approved for use in many household applications."
The research was carried out with Dr Shan Goh of the Department of Cell and Molecular Biology, Karolinska Institute, Stockholm.

Thankfully, the advert only had a short shelf life and we hope that Morrisons is now very unlikely to make the same mistakes again. Overall, we hope the whole incident has served to educate Morrisons and the general public about the dangers of grapes and raisins to dogs."
The survey - Surveillance use, understanding and engagement across the veterinary profession - is being carried out by the BVA's Surveillance Working Group, which is made up of 12 members of BVA and its divisions who have expertise in veterinary surveillance.
Chair of the BVA Surveillance Working Group, Kate Sharpe, said: "Following several reviews, the surveillance landscape has changed in England and Wales. This survey is your chance to tell us how you engage with the current system, what you value about the surveillance reports produced and to identify areas for improvement. We want to hear from the full breadth of the profession.
"Whilst we know that disease surveillance is a priority for the profession we would like to understand what drives veterinary professionals to engage with the scanning surveillance system as it currently stands and the barriers which prevent or limit engagement.
"This increased understanding will enable BVA to clearly set out its position on current surveillance systems and highlight key questions to pose to the Government in order to improve surveillance delivery, especially as we head into Brexit negotiations."
The survey was drafted by members of the Surveillance Working Group, with representatives from BVA’s specialist divisions, and will be promoted to members of all relevant veterinary associations.
It is the first of a series of surveillance surveys that will also include localised surveys for Northern Ireland and Scotland. Data collected will inform BVA’s policy position ensuring it is representative of disease surveillance across all the UK.
The survey will run until Friday 31 August 2017 and the BVA says that depending on your area of work, will take no longer than 20 minutes to complete. As a thank you, participants will also be entered into a prize draw to win a £100 Amazon Voucher.

Vets, consultants and other advisors should encourage dairy farmers to make use of available information to help improve their herd's performance and profitability through breeding. This is the message from DairyCo breeding+ director, Marco Winters, who says farmers should use genetics to improve not only milk production, but also health, welfare, management and type traits.
Breeding briefs, a new booklet from DairyCo, identifies some genetic improvement tools that allow farmers to make better breeding decisions and concentrates on how to use them in practice. And for those who feel confronted by an overload of information, the booklet helps identify the figures to seek out and prioritise.
Breeding decisions are cumulative: their effects build up over the generations so a problem can be introduced or cured over just a few years. A series of poor breeding decisions can mean the difference between profit and loss; even between a business's survival and failure. Yet the time, cost and effort needed for a good breeding decision to be made is much the same as those needed for a bad one.
Mr Winters says: "High quality cattle are at the heart of profitable dairy farming and this requires good quality genetics. Without these, however good farmers' management, there is a ceiling to their herd's performance and profitability. Vets, consultants and other dairy advisers have an important role to play in helping farmers access the information they need to make informed decisions."

A new award aims to ‘reward innovative and outstanding work' by a veterinarian, in the field of pain management in companion animals or horses.
The Merial Animal Health sponsored initiative was announced at a recent Pain Management Symposium held in Croatia.
Applications are now being invited for the first Merial European Pain Management Award. Case histories may relate to pain in connection with osteoarthritis, surgery, oncology or pain due to other causes.
Dr Frédéric Beugnet, technical director at Merial, Lyon explained: "The objective is to share knowledge for a better understanding, recognition, scoring and control of pain in companion animals."
Worth €3000 to the winner, the 2008 award will be presented at the 2009 Merial Pain Management Symposium to be held next spring. Applications should be made in English in an electronic format and include a short abstract (max. 500 words) of the work the applicant wishes to submit, a CV and a completed application form.
