Sean became interested in animal welfare science as an undergraduate veterinary student, when he was awarded a Universities Federation for Animal Welfare (UFAW) Vacation Scholarship to investigate the welfare of caged zebra finches housed under typical pet shop conditions.
Six years later, having been instrumental in developing BVA policy in supporting a ban on the importation of wild-caught birds into the European Union to be kept as pets, Sean represented the position in Brussels and an EU-wide ban was introduced in 2007.
As BVA President in 2015/16, Sean initiated and led the production of BVA’s Animal welfare strategy. Developed through consultation with representatives from across the profession and other sector stakeholders, 'Vets speaking up for animal welfare' lays out a number of strategic actions based on the veterinary profession’s unique opportunity and responsibility to advocate animals' best interests at individual, community and political levels.
The strategy aims to further expand BVA’s animal welfare advocacy; provide tools and support to BVA members in areas such as veterinary ethics; and foster collaboration with other animal welfare-focused partners such as the recently launched BVA/British Cattle Veterinary Association (BCVA) position paper promoting analgesic use alongside local anaesthesia for routine surgical procedures on calves. To help build BVA’s international animal welfare agenda, Sean has recently been appointed as a member of the FVE Animal Welfare Working Group.
Another important project during Sean’s BVA Presidency was the jointly led BVA/RCVS Vet Futures project. He assisted in developing the Vet Futures report, which identifies veterinary leadership in animal health and welfare as one of the six key ambitions in its 2030 vision for the veterinary profession. While President he also produced an online video with the international animal welfare organisation World Animal Protection on the importance and relevance of animal sentience to the veterinary profession.
British Veterinary Association President Gudrun Ravetz, said: "Improving animal welfare has always been the focus of Sean’s veterinary career, through veterinary practice and policy and developing the profession’s role in advancing animal welfare. Since his undergraduate research and subsequent postgraduate studies in animal welfare, he has undertaken a wide range of overseas volunteer projects and continues to champion and promote understanding of animal welfare at individual, community, national and international levels on a daily basis.
"Sean also led on BVA’s landmark Animal welfare strategy, championing the role of vets as advocates of animals’ best interests and sending a clear signal that the veterinary profession will be a considerable force for good, for animals and for an increasingly compassionate society in the years ahead.
"Sean has made a difference to the lives of many animals with his dedication to animal welfare. I am delighted that Sean is being recognised on an international stage for his fantastic work in the field of animal welfare with this important award."
On receiving his award, Sean said: "It is excellent that WVA has further underpinned its commitment to animal welfare, in line with global society’s expectation of our profession as animal welfare leaders, through the establishment of the Global Animal Welfare Awards. It’s a great honour to be a recipient, which is tribute to my driven and forward-looking colleagues at BVA and PDSA. I thank them, as well as the many other organisations, institutions and individuals who have given me invaluable opportunities and encouragement during my career to date."
Having had a three-month sabbatical working at Fitzpatrick, Jonathan decided to relocate from New Zealand where most recently he'd been Head of the Companion Animal Group at Massey University.
Jonathan said: "My prime passion is working directly with animals and their families in a supportive and exceptional clinical setting. I enjoy pushing boundaries and not accepting the status quo. I want to identify better ways of improving outcomes for patients, and minimising the impact of the disease (or its treatment) on an animal’s quality of life. My sabbatical at Fitzpatrick Referrals exposed me to their tremendous energy and real passion for patient and client care. From the moment the clients walk in the door, I feel there is an embrace that lets people know we truly care and want to do the best for their animal friend. I am looking forward to discovering what we can achieve together. Cancer management is such an important opportunity, with the power to change both animal and human lives positively. The direction and focus of Fitzpatrick Referrals in this area is already incredibly exciting.”
Clinical Director of Oncology and Soft Tissue, Professor Nick Bacon said: "On Jon’s first day of his sabbatical, he jumped right into the team and made an immediate positive impact. He hasn’t looked back. He carries with him such a good energy, which we all absorb and hopefully reflect back. His knowledge of implant design for dealing with defects in the mandible and elsewhere is exceptional and I am looking forward to watching that develop. I am also very pleased that Jon’s wife Sharyn is able to join the team; she is very experienced in the field of advanced imaging in humans, including Fluoroscopy and PET-CT. This is already benefitting our patients as we improve our diagnostic and treatment abilities, and get ready for the future."
Jonathan has active research interests in several clinical areas including soft tissue sarcoma, injection-site sarcoma, endoprosthetics and haemangiosarcoma. He also supports the concept of One Medicine as his PhD research into soft tissue sarcoma, haemangiosarcoma and endoprosthetics has a potential relevance in improving the understanding of treatment paradigms for humans and animals.
The associations signed a memorandum of understanding to that effect at BVA Members' Day last week.
As part of the memorandum, BVA and BVNA have agreed to identify opportunities to work together to represent the views of veterinary surgeons and veterinary nurses to the media, policymakers and general public and to raise the profile of the veterinary professions and the wider veterinary team.
The two associations have also agreed to work together to deliver joint events and support each other’s members.
British Veterinary Association President, Gudrun Ravetz said: "This memorandum really captures the importance of the veterinary family, my Presidential theme, in terms of us all working together to achieve the best possible outcomes for animal health, welfare, public health and our professions.
"At community level, we could not achieve a fraction of what we do if vets and vet nurses did not pull together and, at national level, one strong veterinary voice will achieve so much more if we work in unison.
"I am delighted that BVA and BVNA have had the strategic foresight to formalise our close working relationship, with many more opportunities to come for collaboration that will best represent the voices of our members."
British Veterinary Nursing Association President Samantha Morgan said: "BVNA are very pleased to sign this agreement to formally recognise the close relationship both professions have and therefore both representative bodies have.
"This is going to be a symbiotic relationship, with both professions and representatives retaining their own unique identity but forming a single, strong voice. This is a proud milestone for BVNA, something we have worked towards and we believe this formal understanding between both of our representative bodies is a positive step in the veterinary nurse profession.”
The memorandum between BVA and BVNA is agreed for a period of three years and will be regularly reviewed during that time.
Candidates will have the option of receiving a PGDip Veterinary Physiotherapy after two years, and will be able to practice as veterinary physiotherapists with either qualification.
The course will be delivered at the University’s Sutton Bonington campus at weekends, so that it can fit around people's existing work commitments.
Leading the course at Nottingham will be Dr Richard Payne, Assistant Professor of Veterinary Anatomy. He said: "This is an exciting expansion of our postgraduate provision and will allow us to build on our reputation for delivering first class teaching in our excellent facilities.
"The course will be run on a weekend basis over two academic years, which will allow students to continue to work in their current employment. It is very much hands-on and is designed for musculoskeletal practitioners, veterinary nurses and veterinary surgeons, but also for those who want to expand or change their career opportunities."
The course was developed by Canine and Equine Physiotherapy Training (CEPT) and has been delivered by them since 2008, but is being transferred to Nottingham due to an increasing number of applicants.
The University says much of the practical teaching will be delivered by qualified veterinary physiotherapists, both on campus and at their own practices.
Students will be qualified as veterinary physiotherapists after two years, while the third year for the MSc will revolve around research work for a dissertation based on a topic relevant to veterinary physiotherapy.
Modules will cover a range of topics including the foundations of clinical practice, anatomy and physiology, the foundations of clinical practice, applied clinical skills and clinical reasoning and reporting. Students can expect to come away with a range of practical skills such as physiotherapy, electrotherapy and exercise programming.
The course will be open to applicants with a degree (BSc or above) in a science or animal-related subject and with evidence of at least eight weeks of animal handling experience.

Under the RCVS Code of Professional Conduct veterinary surgeons are expected to demonstrate that they are keeping their skills and knowledge up-to-date by engaging in at least 105 hours of CPD over a rolling three-year period.
As part of the auditing process the 1,071 vets will be asked to share their CPD records for 2014 to 2016, either by allowing the College to access their online Professional Development Record or by sending the College a copy of their CPD record card.

The College says that if any of the veterinary surgeons who have been audited are found to be non-compliant they will be asked to explain why and send a plan stating how they will make up the hours in order to become compliant.
The deadline for sharing records is Tuesday 31 October 2017.
As part of the auditing process the College is reminding veterinary surgeons that CPD encompasses a wide range of recorded activities, which can be clinical or non-clinical, including private reading/study, webinars, mentoring, clinical audit and discussion groups as well as attending seminars and workshops.

In addition to enhancing current standards of veterinary dentistry, the WSAVA says it hopes that the guidelines will help to bridge what it perceives as a significant gap in veterinary education globally and to encourage a greater emphasis on dentistry in the veterinary curriculum.
The WSAVA’s Global Dental Guidelines include information and images of oral anatomy and common pathology, as well as best practice recommendations for oral examinations and an easily implementable dental health scoring system.
Evidence-based guidance on periodontal therapy, radiology and dental extractions is also included, together with details of minimum equipment recommendations.
A key theme is the WSAVA’s rejection of anesthesia-free dentistry (AFD), which it describes as ineffective and a cause of unnecessary stress and suffering to patients.
The guidelines have been developed by the WSAVA’s Global Dental Guidelines Committee (DGC) whose members include veterinary dentists from five continents, together with representatives from the WSAVA’s Global Pain Council, Global Nutrition and Animal Wellness and Welfare Committees. They are based on the WSAVA’s three-tier continuing education system to ensure that they are relevant for all veterinary surgeons, whether they are working in an advanced hospital setting or in a clinic in a country in which companion animal practice is still developing.
Dr Brook Niemiec, a Board-Certified Specialist in Veterinary Dentistry of the American and European Veterinary Dental Colleges and a Fellow of the Academy of Veterinary Dentistry, is Co-chair of the WSAVA DGC.
He said: "Dental, oral and maxillofacial diseases are, by far, the most common medical conditions in small animal veterinary medicine. They cause significant pain, as well as localized and potentially systemic infection but, because pets rarely show outward signs of disease, treatment is often delayed or not performed with a corresponding impact on the welfare of the patient. In developing the Global Dental Guidelines, we felt that the lack of perception of patient pain was a key issue.
"Our Committee members were also unanimous in their opposition to AFD. We believe that anesthesia is essential for the execution of any useful dental procedure and this is a central recommendation of the Guidelines. To support it, we have provided a detailed analysis of anesthesia and pain management approaches."
He added: "Our patients are not well served by the current variation in standards of care, level of equipment and procedural knowledge of dentistry. Misinformation which clouds the sector is a further hindrance. As clinicians, we cannot allow a fear of the unknown, the discomfort of client pushback or ignorance of current techniques to keep us from doing our best to relieve pain and suffering in our patients.

The company says the new award, which invites nominations from both pet owners and practices, is also to help raise awareness of Pet Diabetes Month, which this year takes place in November.
Pet Diabetes Month will have an emphasis on detecting the condition through initially screening urine samples, with pet owners being encouraged to visit their local vet practice.

Massimo (pictured left) qualified from Bologna Vet School in 1990 and spent two decades working as a specialist in veterinary neurology in Italy and Germany, following a three-year residency in neurology and neurosurgery at Bern in Switzerland.He has also spent almost 20 years lecturing at universities in Italy, including ten years as head of neurosurgery and advanced neurology diagnostics.
He said: "During my career I’ve spent short amounts of time in the UK and once I was aware of the opportunity to work with Northwest Veterinary Specialists, I jumped at the chance to move here.

Luca has authored scientific papers in peer reviewed international journals and he has also been a reviewer for the Journal of Small Animal Practice and for the BMC Veterinary Research.

The survey also aims to identify particular strengths and any areas of weakness, with the overall objective being to optimise vet and nurse student education and promote professional development if necessary.

Participation in this year’s survey was similar to previous years with 5,235 people taking part and returning records for 15,433 horses. Most horses were kept in livery or a private yard and used for leisure and hacking and the majority within the age range of 5 to 10 years.
A broad variety of breeds were represented, including natives, thoroughbred types and warmbloods.
59% of horses were recorded as healthy and 41% with one or more health problems, compared to 62% and 38% respectively in 2016.

Of the 5.5% of horses recorded with back problems 26% were also showing signs of lameness. While the details of the results do not confirm that the two are necessarily connected, these findings reflect the outcome of recent studies conducted by Dr Sue Dyson, Head of Clinical Orthopaedics at the Centre for Equine Studies at the Animal Health Trust.
Sue said: "It is a common observation that horses with lameness stiffen the back as a protective mechanism and develop muscle pain which may be misinterpreted as a primary back problem. We have shown objectively that abolition of lameness by diagnostic analgesia results in an immediate increase in range of motion of the back. The current data supports this close relationship between lameness and back pain."
The new service, a partnership between the university's School of Veterinary Medicine and Arrogen Forensics, will arm enforcement agencies such as the RSPCA and UK police forces with detailed evidence to help prosecute individuals for crimes against or involving animals.
Arrogen Veterinary Forensics is led by Dr Alex Stoll, Lead Forensic Veterinary Pathologist at the University of Surrey and Operations Director at ArroGen, and Jo Millington, Scientific Director and Lead Forensic Scientist at ArroGen, pictured right.
Alex said: "A key objective is to help investigators increase the success rate in the prosecution of individuals who commit crimes against animals. We are working closely with the RSPCA and UK police forces to optimise the scientific evidence that could form the missing link in their investigations.
"Another objective of the collaboration is to develop a strong social justice agenda with the aim of disrupting crime patterns. It is becoming increasingly well documented that animal cruelty can be used as a component part of domestic violence and there is a growing body of evidence to indicate that people who harm animals are more likely to abuse humans. We want to work with agencies to address the progression of animal to human criminal behaviour."
Jo said: "This unique collaboration brings together experts in animal diagnostics and research with specialists who have worked within the forensic sphere of the UK human Criminal Justice system for many years.
"Why not apply the same principles to the investigation of animal crime? By harnessing our collective knowledge of forensic and animal science we are simply building on our existing infrastructure and experience as human medico-legal practitioners to offer a novel and focussed integrated animal forensics service."

The service, which has been set up by ex-Olympian Lisbet Stuer-Lauridsen (badminton for Denmark, since you ask), is designed to complement the end-of-life care already offered by practices.
Lisbet says that veterinary surgeons already working with Cloud 9 told her they found it difficult to offer the compassionate care pet owners need during a 15 minute consult in a busy practice.
The new service is structured so they have time to spend with the grieving owner to help support them at this sensitive time.
Pet owners make their booking with a dedicated Care Coordinator trained to handle the situation with dignity and respect.
Because the care is then provided at home, the pet doesn’t have to experience the potential anxiety involved in transport to the practice and the owner doesn’t have to worry about trying to hide their grief from other clients in the waiting room, or driving home in a distressed state.
Veterinary surgeons who apply to join the service are given specific training in euthanasia and counselling for all members of the family. The average visit time is expected to be around 1.5 hours to allow the procedure to be carried out with sensitivity and care.
Cloud 9 says the new service offers vets, locum vets and practices a flexible additional revenue stream. Vets can select the days or hours they want to work, to fit around family or other work commitments, and Cloud 9 says it will handle all the paperwork, including payments.

Dubbed the PICO Project, the scheme will initially run via a series of specialism-specific surveys that let respondents select individual species or topics and input the research questions they would like to see covered within Veterinary Evidence.
Knowledge will make the list of submitted questions available online for the veterinary community to answer as Knowledge Summaries (Critically Appraised Topics), which will be peer-reviewed and published in the open-access journal.
Professor Peter Cockroft, recently appointed Editor-in-chief of Veterinary Evidence, said: "The practice of evidence-based veterinary medicine is an empowering process for practicing veterinarians that enables important gaps in knowledge to be identified. It is the bridge between research and clinical practice.
"If you have a clinical question that may shape the care of a patient, Veterinary Evidence may have the best current answer or will add the question to the growing archive of important information needs."
The first survey to launch – open now – will focus on equine practice, with possible subjects ranging from the likes of husbandry or vaccination to infectious diseases.
To ask for the evidence on a particular area, choose your topic in the survey’s drop-down menus and fill in up to five related questions, preferably in Population Intervention Comparison Outcome format.
Livestock will be the focus for the next survey, due to open alongside the BCVA Congress in October. Further surveys will look at canines, felines and other specialisms.

Running throughout October, it is Ceva's third TV campaign this year to raise awareness of the benefits of Feliway and Adaptil amongst pet owners.
The campaign starts with a Feliway Classic advertisement running from 3rd October until 16th October, followed by an Adaptil advertisement until 30th October, timed for the run up to the firework season.
The new TV advertising campaign will target 18.5 million pet owners and it will air on all the C4 channels, including Channel 4, E4, More4, Film4, Drama, Good Food, Really, W and Home, with two spots during the popular Channel 4 TV show Great British Bake Off, which has 6.7 million viewers.

According to the BVA, the problem is usually related to the cost of treatment, with 90% of vets saying that they or a member of their team have been challenged over their fees or charges and 98% saying that at some time they feel under pressure to waive fees or accept the promise of late payment.
Predictably, the problem is more commonly reported by those working in companion animal or mixed practice, with 89% reporting some form of intimidating experience. Younger vets and female vets were also significantly more likely to have experienced some form of intimidation.
The survey has prompted the BVA and the British Veterinary Nursing Association to issue advice concerning how to deal with intimidating clients.
BVNA President Sam Morgan said: "These statistics make for sad reading, but are certainly not surprising. Working within practice we have all either been subject to or witnessed that 'difficult' client, but we must remember any form of harassment is unacceptable. It’s important not to feel alone in these situations and to ensure there is awareness and support throughout the veterinary team."
BVA President John Fishwick, said: "Every situation is different and has to be dealt with on an individual basis, but it’s concerning to see the figures around challenging client behaviour and fees. Owning an animal is an important responsibility and will cost tens of thousands of pounds over its lifetime.
"It’s important for everyone in the vet team to take pride in the healthcare and treatment they deliver, and, equally, they must feel valued for their services. These figures emphasise the importance of managing expectations around fees by ensuring a two-way discussion about options and costs so clients can make a decision in collaboration with the veterinary team."

Atilla was presented with the concerned owners of an eight year old Staffie at the end of August this year, having found blood in the dog’s urine. He said: "Fortunately the owners were extremely vigilant and noticed the blood. They phoned on a Sunday and arrived in the surgery as an emergency two hours later, bringing with them a urine sample. The urine was dark red and remained so when spun. I then carried out an in-house peripheral blood smear and found the Babesia piroplasms. Treatment started immediately with Imizol injections."
"Having just seen the dog two weeks later for its second injection, the lucky Staffie is thankfully doing very well. This dog was fortunate though as we were not seeing it regularly at the practice so it had not been receiving regular tick treatment. This meant it was exposed to the dangers of tick-borne diseases even though it hadn’t travelled outside the UK."
Hannah Newbury, Technical Manager at MSD Animal Health said: "This case is a reminder of the value of vets remaining vigilant to the possibility of Babesiosis being present in dogs that have not travelled outside the UK or had contact with dogs that have.
"It also highlights the need for vets to discuss parasite risk with owners to ensure that dogs are given regular tick-treatments throughout the year to reduce the risks to pets and owners.”
"As we learnt from the cases of canine Babesiosis in Essex last year, there are established populations of the tick Dermacentor reticulatus acting as vectors of the introduced pathogen Babesia which is a major concern for animal health. It also demonstrates the potential dangers from the inadvertent introduction of novel disease pathogens if vigilance and surveillance are not maintained."
The expert panel consisted of Peter Sandøe (Denmark), Professor of Ethics and Welfare; Helle Friis Proschowsky (Denmark), a veterinary surgeon working with the Danish Kennel Club; Laurent Findji (France/UK), Specialist in Soft Tissue Surgery; Gudrun Ravetz (UK) – Senior Vice President, British Veterinary Association; Kristin Wear Prestrud (Norway) – Veterinary Scientific Director of the Norwegian Kennel Club and Åke Hedhammar (Sweden), Professor Emeritus in Internal Medicine (companion animals), a veterinary consultant for the Swedish Kennel Club and a member of the WSAVA Hereditary Disease Committee.
Kristin Wear Prestrud said: "Vets should dare to speak out. We must educate owners on all health and welfare matters, whether we are simply advising them that their dog is overweight or if we need to give advice on breeding or refuse planned Caesarean sections."

John said: "This is a great opportunity to raise awareness for what is a very serious problem in our profession - we all know someone within the veterinary community who has had mental health problems - and I am very proud that it is a strong community trying to tackle this issue.
"But it is not just about one day – we can’t forget about it for the rest of the year. We all live extremely busy lives and if we are not functioning as people, we are not going to function as professionals."
John says veterinary professionals must take a balanced and holistic view of their lives and develop strong teams at local, regional, national and even international level, to build resilience in dealing with stress and dispelling the stigma about mental illness that may prevent people seeking help.
Mental ill-health will affect one in four people over the next 12 months[i] and in England, one in six people experience a common mental health problem (such as anxiety and depression) in any given week[ii]. There are particular issues within the veterinary profession, with higher than average rates of suicide, and patterns of distress, anxiety and depression, among other illnesses.
The BSAVA will launch a new ‘Beyond the Clinics’ personal development stream at Congress next April, including a non-clinical series of lectures on physical and mental health, and, with RCVS, it hosts a series of Mind Matters CPD courses across all 12 regions – all of which were sold out in 2016.
John added: "I’m looking forward to inviting colleagues to Beyond The Clinics on the Sunday of Congress, which is a great opportunity for the whole profession to think more deeply about how we look after each other, by increasing knowledge about mental wellbeing, building resilience in dealing with stress and dispelling the stigma about mental illness that may prevent people seeking help.
"I’m also very proud of the BSAVA’s involvement in the Mind Matters initiative, set up by the Royal College of Veterinary Surgeons. All 12 of our regions hosted sold out courses during 2016, which is part of the profession’s response to research showing that the stress of working in modern veterinary practices has taken a heavy toll on the mental wellbeing of many staff."

The meetings provide training for all members of the practice team to help them recognise any signs of mental problems in their colleagues – and, perhaps, in themselves. The training aims to help individuals know how to communicate with people they are concerned about and offers tips on stress management and staying well.
John, who has suffered mental health difficulties himself, says it is important to reach out and respond as a profession to this serious problem.
"My main advice is to be aware of others, be supportive, understand and appreciate them, notice when someone isn’t acting normally, and also remember that you are in a team together with people to talk to and you should do that. You can’t take stress away completely but you can’t put everything on the practice owner, this is a whole team responsibility – upwards, sidewards and downwards."

The hearing concerned three separate charges against Mr Mallon. The first charge related to his treatment of a Labrador named Bailey on 15 September 2016 in which he was alleged to have euthanased the animal without the owner’s consent, after having been called out to her home following concerns about Bailey’s arthritis.
The second charge related to failure to keep adequate clinical records for Bailey between 14 March 2015 and 30 September 2016.
The third charge related to failing to respond adequately to communications regarding Bailey’s treatment from his owner between 15 September 2016 and 6 January 2017.
At the outset of the hearing, Mr Mallon admitted the charge relating to keeping inadequate clinical records. However, he disputed the College’s evidence regarding euthanasing Bailey without his owner’s consent. He claimed to have had previous discussions with the owner’s husband about euthanasia six months prior to the event, that he had been informed that the owner had mentioned a possible need for euthanasia in a phone call earlier that day and that, on attending the premises, the owner’s mother had mentioned a need to put Bailey down. During the course of the hearing, Mr Mallon accepted that these incidents could not have reasonably amounted to consent.
The Committee also heard and accepted evidence that the owner’s mother, who was present when Mr Mallon visited, had wished to contact her daughter to inform her about the planned euthanasia but that Mr Mallon proceeded to euthanase the animal regardless. The Committee also noted there was no contemporaneous clinical records nor any signed consent form for the procedure. Furthermore, the Committee found no evidence that there was a need to put Bailey down immediately and no reason why Mr Mallon could not have waited until the owner was present and had given consent.
Regarding the third charge, the Committee heard that the communications between Mr Mallon and the owner amounted to a telephone call on 15 September and a letter from the owner dated 16 September in which she asked a number of questions about Bailey’s treatment. The Committee accepted that, during the phone call, the owner had made a number of threats to Mr Mallon that had caused him to be fearful for himself and his property. Furthermore, the Committee found that there were a number of points in the subsequent letter to which he could have responded and the Committee noted that, when he was giving evidence, Mr Mallon expected the owner to apologise to him and withdraw the threats before he would engage with her complaint. The Committee therefore found the charge proved.
After finding the charges proved the Committee then went on to consider whether, individually and cumulatively, they constituted serious professional misconduct. It found this to be the case in respect of all three charges. Commenting on the first charge Jane Downes, chairing the Committee and speaking on its behalf, said: "He should have allowed the owner to come to an informed decision. He had an opportunity to obtain informed consent and he failed in this regard. By failing to take this opportunity he overrode the possibility of allowing [the owner] the right to choose whether to be present or to discuss Bailey’s prognosis."
The Committee then went on to consider the sanction for Mr Mallon and heard from a number of clients and professional colleagues who spoke to his skill, care, passion for animal welfare and high standing in his community. The Committee also considered 30 written testimonials from clients. In mitigation, the Committee also considered Mr Mallon’s otherwise unblemished 30-year career, the fact it was a single isolated event related to one animal and the fact that there was no evidence of systemic or repeated behaviour.
Jane Downes added: "The Committee concluded that the appropriate and proportionate sanction is a reprimand in this case. The Committee is confident that Mr Mallon will not repeat the conduct identified in this case again. The Committee wishes to advise Mr Mallon of the need to reflect on the outcome of this case, the need to have clear communication systems in place at this practice that are effective so as to avoid any possibility of miscommunication. The Committee further advises Mr Mallon of the need to be familiar and comply with all aspects of the Code [of Professional Conduct for Veterinary Surgeons] and its associated guidance, particularly in respect of keeping clinical records, informed consent and effective complaint management."
Before joining Defra, Christine served as the CVO for New South Wales, Australia, a position she'd held since August 2016. During her tenure there, she led the implementation of new outcome-focused and risk-based biosecurity legislation, online animal certification processes and improved evidence- and risk-based disease control approaches.
Christine comes from a farming family in the south of Scotland, with a background in beef cattle and sheep.
Prior to moving to Australia, she worked for a number of years in private practice in Scotland and the north of England with specific interest in research, meat processing and livestock genetics. She then joined the Animal Health agency (now part of the Animal and Plant Health Agency) in 2008 as a Divisional Veterinary Manager in Scotland. She also led Defra’s Animal Traceability and Public Health policy team, detecting and responding to new and emerging diseases such as Schmallenberg and Porcine Epidemic Diarrhoea.
Christine said: "I am delighted to have been appointed. It is a privilege to take over from Nigel and lead my veterinary colleagues to support our farming and food industry on the UK reputation for high health and welfare of our animals.
"I am very much looking forward to working again with the team at Defra, its agencies, the devolved administrations and all the individuals and groups who will contribute to meet future challenges.
"Our Secretary of State has confirmed he wants to cement the UK’s place as a world-leader on animal health and welfare as the UK leaves the European Union, and I’m delighted to have an opportunity to play a part in that."

The shortlist for each award was decided following a day of deliberations by a panel of judges chaired by retired veterinary surgeon, Chris Laurence MBE FRCVS. Chris is chairman of the Animal Welfare Foundation, the Canine and Feline Sector Group of the Animal Health and Welfare Board and BVBA (British Veterinary Behaviour Association) and before retiring he was chief veterinary officer at the RSPCA and veterinary director of Dogs Trust. He is also involved in a number of charities and is a trustee of the Pet Blood Bank and the Bella Moss Foundation.
Chris said: "Judging the ever-increasing number of nominations takes a lot of work, just to read them all let alone deciding who should go forward as a finalist. The standard of nomination improves every year and each is an inspiration to the judges because of the selfless effort put in by each nominee to improve animal welfare, often in the most difficult circumstances."
