FirstVet says the funding will enable it to expand its service globally, including the United States, Germany, and France. It will also allow it to continue developing its product and introduce new features to improve the experience for pet owners and vets, such as new automation tools and integration with clinics' existing systems.
The latest round of financing takes FirstVet’s total funding to-date to €24.5M.
Founded in 2016 in Sweden, FirstVet currently has a presence in five markets: the United Kingdom, Norway, Denmark, Finland, and its native Sweden. The company says it has over 200,000 registered users and has provided consultations for over 150,000 pets since launch.
Currently, FirstVet consultations are offered free to millions of owners through partnerships with 20 insurance companies across all markets, including Bought By Many in the UK.

Salmoporc gives protection against Salmonella Typhimurium and its monophasic variants. It is administered orally to piglets and through subcutaneous injection in sows.
According to the company, Salmoporc is the only live, attenuated salmonella vaccine licensed for pigs in the UK and Ireland.
Ceva says salmonella in UK and Irish herds is the highest in the EU, with a prevalence of 19.5% and 17.5% respectively. It is particularly difficult to control in outdoor herds since the bacteria can survive in soil for a year, even longer in dried dung and has been detected in fields two years after being vacated by pigs.
Outdoor bred, or reared, pigmeat accounts for 12% of retail sales and the majority of this is processed.
Dr Rike Schmelz from Ceva said: "Salmonella is an increasing problem on pig farms and the bacteria are transmitted through breeding pyramids which eventually supply finishing pigs. Clinical cases of diarrhoea often occur after weaning and tend to be treated with antibiotics."
Rike added: "The monophasic variant of S. Typhimurium is already multi-drug resistant and vaccinating pigs can help farmers to substantially reduce their use of expensive antibiotics. In addition, with the removal of zinc oxide at therapeutic levels from the feed in mid-2022, salmonella and other enteric diseases are likely to become more apparent."
Ceva says that by immunising their pigs against S. Typhimurium, farmers will gain an economic benefit from lowered mortality and improved daily liveweight gain (DLWG) among their pigs.
In independent trials at the University of Ghent in Belgium, between three and 29 weeks, vaccinated piglets from three herds gained between 30g and 39g, significantly more per day than unvaccinated controls.
Trials in Germany have shown that, with vaccination of sows and gilts at the top of the breeding pyramid, combined with a competent hygiene programme, it is possible to eliminate salmonella from the supply chain.
It comes hot on the heels of the as-yet-unsubstantiated claim that remote dermatology diagnoses are as accurate as those conducted in person, and against a background of much debate in the profession about the risks and advantages of the various forms of telemedicine.
For this new study "Reliability of smartphone-based radiographic interpretation for evaluating cardiogenic pulmonary oedema in dogs", researchers from Universidade Federal do Paraná, Brazil, took thoracic radiographs from the medical records of 121 patients with cardiogenic pulmonary oedema or other differential diagnoses from three veterinary teaching hospitals.
All the images were then interpreted by two observers: a board-certified radiologist and an experienced cardiologist, both of whom were blinded to the patients’ diagnosis.
The images were reviewed both as JPEG images on a smartphone, and using a DICOM-viewing platform with an interval of four months between each viewing to reduce interpretation bias. The reviewers were asked to state only whether cardiogenic pulmonary oedema was present or absent. Diagnostic accuracy was assessed between interfaces and reviewers.
The authors say that the results of this study were consistent with previous research; a similar study found that small intestinal mechanical obstructions could be diagnosed from JPEG images of abdominal radiographs on a smartphone by radiologists.2
Lead author, Flavio Jojima said: "The diagnostic accuracy for cardiogenic pulmonary oedema in dogs was not significantly impaired when specialists used smartphones compared to a DICOM-viewing platform to interpret thoracic radiographs.
"This may provide supporting evidence for the use of smartphones for off-site expert interpretation of diagnostic radiographs, particularly in an out-of-hours clinical scenario, but not for routine interpretation of radiographs with a smartphone interface."
Nicholas Jeffery, editor of JSAP said: "These findings are reassuring. In off-site circumstances, particularly where immediate assessment and interpretation is needed, the use of smartphones could speed up the decision making process and enhance patient outcomes."

505 people took part in the survey in August 2019, of which 85% were receptionists. The remainder were RVNs, VCAs or practice managers with some front desk responsibility.
The survey found that 45% were paid between £8 and £9 per hour, with 9% more falling into this salary bracket than in 2018. 5.32% were paid £8 or less per hour.
The Real Living Wage is a figure calculated from the costs of a basket of household goods and services by the Living Wage Foundation, and voluntarily paid by its 6000-odd member companies in the UK. The Living Wage Foundation argues it is a better measure of what people need to get by on than the Minimum Wage (£7.70 for those aged between 21 and 25) or the National Living Wage (£8.21 for those over 25).
63% of veterinary receptionists said they were unsatisfied with their pay. However, it was not the biggest cause of dissatisfaction uncovered by the survey. 67% were dissatisfied with the recognition of the value of their role, and 69% with the career progression options open to them.
70% of respondents said they would like to do more CPD and that the main benefit would be to clients and patients. However, 43% of receptionists said there is no time allowance set aside for them to complete CPD.
Co-founder of BVRA and Honorary Associate Professor In Veterinary Business, Nottingham University, Brian Faulkner (pictured right) said: "A large part of the client experience is centred around the waiting room and receptionist area and our members work hard to ensure that experience is positive.
"We have an increasing number looking to upskill and the appetite for CPD is clearly there. If we can envisage a scenario where the minimum wage is set at £10.50 an hour, that would mean that around 65% of veterinary receptionists would need a pay increase.
"I don't think any of us believe that veterinary receptionists are currently doing an unskilled job and a key mission of BVRA is to achieve greater recognition of the value they bring to practices, both as colleagues and commercially."

Dechra says Finilac inhibits prolactin secretion by the pituitary gland and therefore inhibits all prolactin-dependent processes, meaning it can also suppress lactation in bitches and queens.
Finilac, which contains cabergoline (50 microgram/ml), is presented as a liquid which can be given orally or in food. It is available in 3 ml, 10 ml, 15 ml and 25 ml bottles with 1 ml and 2.5 ml syringes included in every pack to ensure accurate dosing.
The dosage is 0.1 ml/kg bodyweight once daily for four to six consecutive days, depending on the severity of the clinical condition. Maximum inhibition of prolactin secretion is achieved after four to eight hours.

What is avian influenza?Avian influenza (AI) is highly contagious viral disease that affects both domestic and wild birds. AI viruses are usually classified into two categories: low pathogenicity avian influenza (LPAI), which typically causes no or very few clinical signs in poultry, and high pathogenicity avian influenza (HPAI) which typically causes high mortality rates in poultry1.
What are the clinical signs of disease in poultry?The type and severity of clinical signs displayed will be dependent upon the strain of the virus and the species affected; some species such as ducks and geese may show few clinical signs2.
How is the disease spread?Wild bird species are the natural host and reservoir for all types of avian influenza, naturally carrying the virus in their respiratory and intestinal tracts, commonly without developing signs of the disease1,3. The virus is predominantly spread via body secretions, both directly and indirectly2. Migratory birds (predominantly waterfowl and gulls) can spread the disease over a wide geographical area3.
Why is the winter a higher risk period for avian influenza? The UK is at increased risk of avian influenza from migrating birds during winter2. Furthermore, avian influenza viruses are able to survive for prolonged periods of time in the environment, particularly in low temperatures4.
How can I prevent my birds from contracting avian influenza?All keepers of poultry should ensure that they uphold good levels of biosecurity to prevent disease entering their flock. This includes:
maintaining good levels of hygiene and regularly disinfecting hard surfaces;
changing shoes before entering/leaving to avoid transferring faeces in/out of the poultry enclosure;
minimizing contact with wildlife by humanely controlling rodents and deterring wild birds. Contact with wild birds can be minimized by placing food and water in an enclosed area such as the coop, and preventing poultry from accessing ponds/standing water frequented by wild bird populations, for example by erecting temporary fencing;
where possible, keeping birds of different poultry species separate (e.g. ducks and geese should be separate from chickens).
Whilst it is important that all backyard keepers maintain good levels of biosecurity, it is particularly prudent for keepers in areas deemed at higher risk of an incursion of avian influenza. In Great Britain, a number of High Risk Areas (HRAs) have been identified based upon previous experience, scientific expertise and veterinary opinion, and are predominantly areas where large numbers of migratory wild birds gather. The two-month campaign is comprised of a series of very polished videos which are now being shared on YouTube.
The videos share the experiences of a number of veterinary professionals from PSS practices who talk to the camera first as owners themselves, and then as vets.
The College says the aim is to demonstrate to the public that their animals will receive veterinary care from empathetic practice teams committed to delivering the kind of veterinary care they would want for their own animals.
Mandisa Greene, Chair of the Practice Standards Group, said: "In order for a veterinary practice to be accredited under the Practice Standards Scheme it needs to demonstrate that it is meeting a broad range of stringent standards and undergo a rigorous independent assessment every four years.
"However, we know that awareness and understanding of the Scheme amongst animal owners is relatively low, and that there is always more we can do to help change this. We have therefore developed this digital campaign to help RCVS-accredited practices explain to animal owners what RCVS-accreditation means, and why they should care about it.
"We think it’s important that RCVS-accredited practices, which go through a great deal of effort and work to achieve their accreditation, receive the recognition they deserve and we hope that they will help us to spread the word far and wide."

The clinic is being run by Liz Leece, an RCVS and EBVS Specialist in veterinary anaesthesia and analgesia, to offer bespoke pain management plans for clients.
Liz has more than 20 years’ experience in specialist anaesthesia and analgesia and has extensive experience managing dogs and cats with complex problems causing chronic pain.
Liz said: "Our pets are similar to humans in the sense that the longer they live, the greater the chance they will develop conditions causing chronic pain.
"The clinic is available for any pet referred by their primary care vet for management of chronic pain, including osteoarthritis and other orthopaedic conditions, neurological and cancer pain.

The research analysed data from 6,349 rabbits that attended 107 veterinary care clinics across the UK.
The researchers found that the most common causes of death recorded by veterinary surgeons were flystrike (10.9% of pet rabbits), anorexia (4.9%), collapse (4.9%) and gut stasis (4.3%).
The average lifespan of pet rabbits was 4.3 years, although survival up to 14.4 years had been recorded. Male rabbits tend to live longer at 5.2 years on average compared to the 3.7 years females live on average.
The most common medical issues are overgrown nails (16%), overgrown molars (7.6%), dirty bums (4.5%), overgrown incisors (4.3%) and gut stasis (4.2%). Many of these problems are associated with inappropriate housing or feeding. However, the researchers also point out that the fact rabbits evolved as a prey species has not helped owners and vets. Evolution has meant rabbits can disguise external signs of disease so that they are less likely to be targeted by predators but this also makes it harder for owners to spot that their rabbit is ill until it is often too late.
The researchers say that they hope this new study will help owners and vets prioritise what signs of illness need to be monitored.
Other findings included:
Male rabbits are more likely than females to have overgrown claws, overgrown molars, overgrown incisors and dental disease.
The average age of pet rabbits presented to vets is 3.2 years in this country.
The average adult bodyweight of rabbits presented to vets is 2.1kg.
Dr Dan O’Neill, VetCompass researcher and Senior Lecturer at the RVC, said: "For years, rabbits were considered as the perfect child’s pet: fluffy, cute, passive and only needing minimal care and handling while being fed muesli-type food in a hutch in the garden where it was generally kept on its own.
"We now know that this level of care is completely unacceptable from a welfare perspective. This new paper can further improve the lives of rabbits by helping owners and vets to recognise the common health problems of rabbits and therefore to prioritise the key management factors that will make our rabbits even healthier. Rabbits don’t exhibit their suffering like other species so it behoves all of us to be prevent and recognise their problems."
Dr Jo Hedley, VetCompass researcher and Lecturer at the RVC, added: "This study definitely highlights some of the most common presentations seen in pet rabbits. Unfortunately, due to the rabbit’s ability to hide disease, signs of a problem are often non-specific and recognised far too late, hence the causes of death recorded are in fact often just end-stage symptoms of underlying disease. Many of the key medical issues are still problems that we should be able to completely prevent by appropriate husbandry, diet and health checks. Better owner education is necessary if we are to improve rabbit health and welfare in future years."

Current estimates suggest that around 95,000 calves, 30 million chicks and 3,000 Billy kids are affected per year.
The new position calls for solutions based on the overarching principle that quality of life should take precedence over lifespan, with the longer-term aim to move away from the production of unwanted animals all together. In the meantime, the position calls for further research into solutions to reduce numbers of additional male offspring and for humane methods of killing surplus animals on-farm.
The dairy and egg industries have been advised to adopt a ‘3Rs’ (reduce, replace, refine) approach to the rearing and slaughter of animals which are surplus to the requirements of the specific industries. Reduction recommendations include selecting for sex (a technology used quite frequently within the dairy farming community) and increasing the length of time that an animal can produce milk through selective breeding.
In the absence of these options, the position recommends raising male offspring for meat, with the caveat that calves and billy goat kids should be raised within UK high welfare schemes only.
In the absence of any reduce or replacement options, veterinary experts advise that killing should be undertaken in the most humane way and that all the animal’s welfare needs must be addressed prior to slaughter.
In line with BVA’s sustainable animal agriculture position, this policy recommends that when animals are killed, every effort should be made to make sure that the carcass is used. For example, the carcasses of male chicks killed by controlled atmospheric stunning can be used in animal feed, such as for reptiles and birds of prey.
BVA Junior Vice President, James Russell (pictured right) said: "Unwanted male production animals in the dairy and meat industries are an ethical challenge on a number of levels. Firstly, for the producer who may have animals with little or no commercial value. Secondly, for the consumer who may find the notion of these unused animals a difficulty. Our new joint position is based around the principle of ‘a life worth living’ and looks at ways that the veterinary profession can work with the farming community to reduce the numbers of animals that this affects and ensure that high welfare is always front and centre.
"If slaughter of affected animals is undertaken humanely, it is not a welfare harm per se, but greater measures should be taken to make sure that these decisions are made with minimal carcass wastage and an eye to the economic, emotional and environmental impact at a farm level.
"With greater public understanding of ethical and animal welfare issues faced by the industry, the promotion of farm assurance schemes and further research into alternative breeding options such as selective sex technology, we hope to reduce these numbers and improve the welfare of the animals involved."
BCVA President, Professor David Barrett said: "The number of unwanted male dairy calves has fallen substantially in recent years, due in part to more efficient milk production meaning we now need fewer dairy cows to produce the same volume of milk, as well as the use of breeding technologies that mean we can select for female calves. Nevertheless, surplus males are still produced. Provided these calves’ welfare is protected they should become part of the meat production supply chain either as high-quality UK farm assured veal or beef."
"As we strive for improved sustainability and increase efficient use of resource in food production, we need to use every product from dairying, including calves that can be reared for meat. Our entire industry needs to work together to create a robust supply chains for high quality, farm assured British dairy beef and veal and we need to help consumers understand they should embrace these products. They are very different from intensively reared veal of the type produced in systems previously banned in the UK."
The survey, which received over 1300 responses, found that the problem is more noticeable amongst locum vets (69% have worked when they’ve not felt well enough) and employees (64%) but is also an issue amongst partners and the self-employed (57%). It’s more common for vets in clinical practice (65%) than in non-clinical roles (51%). In all of these sectors over half of vets reported working when they were unwell.
18% of the vets surveyed said they do not take sick leave because they feel uncomfortable doing so. This is more common amongst younger vets (25% of under 35s compared to 19% of 35-54-year olds, and 8% of over 55s) and female vets (21% compared to 11% of male vets).
The main reasons given for not taking time off when sick are concerns about the impact on colleagues and worries about "letting the team down". One respondent said: "Because I would leave the practice understaffed and the remaining vets would have to work a lot harder and longer as a result." Another said: "Being ill is not an option. The practice is short staffed."
Members also reported a perceived culture of working through sickness. One said: "The veterinary industry on the whole has a 'phone in dead' policy ie don't call in sick!" and another said: "[I] feel that I am judged for taking time off, even when I lost my voice and was unable to consult."
A small number of responses (36 of the 450 vets who commented) mentioned that they did not receive sick pay or only received limited sick pay, so they avoided taking sick leave for financial reasons.
The BVA is reminding all vets that they have a legal right not to attend work when they aren’t well enough do so and that any concerns should be discussed with managers. The free BVA legal helpline is available to members to provide further guidance on taking sick leave.
BVA President Daniella Dos Santos said: "We know that veterinary workplaces are under enormous pressure from staff shortages, and none of us wants to feel like we are letting our colleagues down, but presenteeism only stores up more problems for the future.
"Working when you are ill puts your own health and wellbeing at risk longer term and can also put your colleagues, clients and patients under your care at risk.
"It’s particularly worrying that some of our colleagues feel pressure to work when they feel unwell, especially younger members. As a profession we have made huge steps forward in recognising the issues around mental health and supporting one another and being physically unwell should be the same.
“Anyone who is concerned should speak to their manager and remember that BVA members can always get free advice and support via the BVA legal helpline. Ultimately, it’s important to create a workplace culture that supports the entire veterinary team to prioritise their own physical and mental health."

Sarah, who practices at Southfields Veterinary Specialists, was already a European and Royal College Specialist in oncology. Now, after studying for a year and passing the European College of Veterinary Internal Medicine (ECVIM) exams this autumn, she has now been recognised as a European Specialist in radiation oncology as well.
Sarah said: "I intend to use my experience to grow the radiation and oncology service at Southfields and, with the benefit of our new linear accelerator and state-of-the-art hospital, deliver the most advanced treatment options for our veterinary patients.

The research is being conducted by Sarah Mansell under the supervision of Dr. Malgorzata Behnke. They say this parasite hasn't been studied in depth in the UK since the 1970's, because the symptoms can be controlled by routine worming measures. However, as the industry moves away from routine worming as a measure of reducing the risk of parasites developing resistances to treatments, a condition such as this which is now considered to be quite rare in the UK can start to re-emerge.
Sarah is asking vets to fill out a short questionnaire to assess awareness of Onchocerca Cervicalis in veterinary practices. The survey includes specific questions about the parasite as well as questions about cases of unresponsive skin conditions because a similarity in symptoms can lead to misdiagnoses that could, in fact, turn out to be Onchocerca Cervicalis.
Sarah said: "Hopefully the findings will raise awareness of this problem and help shape future research in this area."
She added: "I want to get vets thinking about this issue much more than perhaps they are at the moment."

Southfields Veterinary Specialists in Laindon, which is part of the Linnaeus Group, has recruited the highly-respected Dr Fabio Stabile to join its neurology and neurosurgery unit.
Fabio will start working at the practice's neurology and neurosurgery unit in January, with another specialist, Dr Ane Uriarte from Tufts University in the USA, joining in the spring.

Fabio graduated from Padova University in 2003 before completing a three-year PhD in veterinary clinical sciences at the university supervised by Dr Marco Bernardini DVM, DECVN.
In 2009, he moved to the UK and started a Residency in Neurology and Neurosurgery at the Animal Health Trust under the supervision of Dr Luisa De Risio DVM, FRCVS, PhD, DECVN.
Fabio added: "My main area of interest in veterinary neurology and neurosurgery are epilepsies and the treatment of epilepsy and any neurosurgeries.
"Improving antiepileptic treatment for our patients has constituted my main focus of clinical research. It’s a subject I strongly care about."
Dr Stabile also enjoys passing on the benefits of his expertise and experience to the next generation of veterinary surgeons. He has presented several clinical research abstracts at international and European conferences and he is the author of multiple publications in peer reviewed journal Veterinary Services.

Rominervin contains 10 mg/ml romifidine hydrochloride, equivalent to 8.76 mg romifidine, presented in a 20 ml vial.
It can be used as a sedative to facilitate handling, examination, minor surgical interventions and minor procedures or as a premedication prior to administration of injectable or inhalation anaesthetics.
Rominervin can also be used in combination with synthetic opiates such as butorphanol to provide deeper sedation or analgesia.

The Disciplinary Committee considered a number of charges against Javier Salas Navarro MRCVS and Roman Kristin over 35 days.
The charges against Dr Navarro concerned his treatment of a kitten named Marnie. They included:
In August 2016, failing to read the anaesthesia consent form in relation to a surgical spay he performed;
When Marnie was readmitted for surgery, failing to read the anaesthesia consent form, failing to undertake adequate assessment of Marnie’s condition; performing surgery without adequately considering her condition; subjecting Marnie to anaesthesia without recognising the seriousness of her illness; failing to obtain informed consent from the owners; administering medication which was contra-indicated; and failure to make an adequate record of his involvement in Marnie’s care.
The charges against Dr Kristin also related to his treatment of Marnie. They included:
In August 2016, failing to undertake an adequate assessment of her condition; failure to recognise and record the fact that Marnie could not pass urine; failure to refer or offer her for specialist treatment; and failure to ensure Marnie received care and treatment overnight.
When admitting Marnie for surgery, that he made a number of clinical mistakes including failure to gain informed consent; and failure to recognise the seriousness of her illness;
that there were a number of failings in relation to Marnie’s care, including failure to arrange adequate overnight care, failure to monitor and record her condition, and failure to gain informed consent for the overnight care.
that he failed to advise Marnie’s owners that he suspected her uterers had been ligated during the spay, failed to advise Marnie’s owners that she required specialist veterinary treatment; and advised that Marnie undergo further surgery at the practice in spite of this meaning her having to undergo further anaesthesia in a week and with poor chances of survival;
that the above conduct was misleading and dishonest.
The Disciplinary Committee found a number of the facts in the charges against both Dr Navarro and Dr Kristin proven (the full details can be found in the documentation at www.rcvs.org.uk/disciplinary).
The Committee found that Dr Navarro breached a number of aspects of the Code of Professional Conduct for Veterinary Surgeons including: making animal health and welfare the first consideration when attending to animals; the provision of appropriate and adequate veterinary care; responsible prescription, supply and administration of medicines; communication with professional colleagues to ensure the health and welfare of the animal; being open and honest with clients and respecting their needs and requirements; effective communication with clients; keeping clear and accurate clinical records; and working with the veterinary team to coordinate the care of animals.
Of the proven charges, the Committee found that his initial failure to read Marnie’s anaesthesia consent form on 5 August did not amount to disgraceful conduct in a professional respect, but that the repetition of this failure on 9 August did amount to disgraceful conduct. It also found that Dr Navarro’s failure to undertake adequate assessment and perform surgery without this assessment amounted to serious professional misconduct. Furthermore, the Committee found that subjecting Marnie to anaesthesia in spite of her being unwell, failure to obtain informed consent and failure to keep adequate records also amounted to serious professional misconduct.
For Dr Kristin, in summary, the Committee found not proven the allegation that he had failed to respond on 5 August 2016 to concerns from Marnie’s owners about her condition while she was recovering from a surgical spay and also all the allegations relating to Dr Kristin’s admission of Marnie to the practice on 9 August on the basis that it was not satisfied so as to be sure that Dr Kristin had been the veterinary surgeon who admitted Marnie on that day.
The Committee found proven the remaining charges and found he breached the following parts of the Code of Professional Conduct for Veterinary Surgeons: making animal health and welfare the first consideration when attending to animals; keeping within area of competence and referring responsibly; providing appropriate and adequate veterinary care; responsible prescribing, supply and administration of medicines; communication with colleagues to ensure the health and welfare of the animal; being open and honest with clients and respecting their needs and requirements; communicating effectively with clients and obtaining informed consent; keeping clear and accurate clinical records; and working with the veterinary team to coordinate the care of animals.
Of the proven charges, the Committee determined that his failure to adequately assess Marnie’s health, to obtain a clinical history, to undertake blood tests and recognise that she was seriously ill, amounted to disgraceful conduct in a professional respect and led to “Marnie’s underlying condition going undetected and undoubtedly contributed to her eventual death two days later”.
The Committee also found that Dr Kristin’s decision to hospitalise Marnie without adequate overnight care, place her on IV fluids without monitoring the treatment or her condition, and failure to obtain adequate informed consent – among other things – amounted disgraceful conduct in a professional respect.
Stuart Drummond, chairing the Committee and speaking on its behalf, said: "As a direct result of Dr Kristin’s acts and omissions, Marnie was left alone overnight on fluids when those fluids had nowhere to go. Had he done his job properly he would have known that and Marnie could have avoided the prolonged suffering caused by the chosen course of treatment that did not address the underlying condition. Every element of Dr Kristin’s behaviour was catastrophic for Marnie, and yet he took no personal responsibility for her welfare and just went home.”
Following its findings on disgraceful conduct in a professional respect, the Committee then went on to consider its sanction for both Dr Navarro and Dr Kristin.
In respect of Dr Navarro, the Committee considered the mitigating factors including previous good character, admissions to some of the facts of the case from the outset; genuine insight and remorse into the seriousness of the actions; his youth and inexperience; and relevant and good-quality testimonials from colleagues. The Committee noted that the testimonials were universally positive and demonstrated that Dr Navarro had reflected on his conduct, had become more mature and confident in his practice and made efforts to rectify the areas in which he had fallen below standards.
Stuart Drummond said: “Although the consequences for Marnie and her owners were clearly devastating, the Committee considered that Dr Navarro’s part in her demise has to be seen in the context of all the evidence. In light of the extensive mitigation, including significant evidence of insight and remediation, the Committee was able to conclude that Dr Navarro did not represent a future risk to animals or the public. In such circumstances, the Committee considered that it was not necessary to restrict Dr Navarro’s registration and that a reprimand was the appropriate and proportionate sanction in his case.”
In relation to Dr Kristin, the Committee took into account positive character evidence from Mr Karel Daniel, a semi-retired veterinary surgeon and Vice-President of the Czech Republic Veterinary Chamber, a similar body to the RCVS in that country, as well as other testimonials on his behalf. In mitigation, the Committee considered Dr Kristin’s previously unblemished career, the fact that it was a single case involving a single animal; some development of insight into his conduct; no evidence of repetition; expressions of remorse; the impact of a family bereavement during the course of proceedings; and his financial position.
However, the Committee also took into account aggravating factors including a lack of candour from Dr Kristin when he was giving evidence, demonstrated by a tendency to blame others rather than take responsibility, as well as his recklessness in suggesting a third operation on Marnie that was not in her interests, rather than referring her into specialist care.
The final decision of the Committee on the sanction for Dr Kristin was that, given the seriousness of the misconduct, it was satisfied that this warranted a six-month suspension period. However, given the mitigating factors, the Committee decided that four months was appropriate and proportionate.
Commenting on the sanction Stuart Drummond said: “The Committee determined that it was important a clear message be sent that this sort of behaviour is wholly inappropriate and not to be tolerated. It brings discredit upon the respondent and discredit upon the profession and, most importantly, caused harm to Marnie and great distress to her owners.
"The Committee did consider whether to remove Dr Kristin from the Register. However, in light of the mitigation in this case, the fact that this was a single case in an otherwise unblemished career, together with the unlikelihood he would repeat his disgraceful conduct, the Committee decided that, in all the circumstances, to remove him from the Register would be disproportionate.
"The Committee therefore decided to order that the Registrar suspend Dr Kristin’s registration…. The Committee was satisfied that a period of four months was appropriate and proportionate in all the circumstances."

Prior to the start of the hearing, the RCVS received correspondence from Mr Kombert confirming that he did not intend to attend the hearing, either in person or via a video-link, nor did he intend to send legal representation in his stead.
The Committee, chaired by Dr Martin Whiting, decided to proceed with the hearing in the absence of Mr Kombert and any legal representation, on the basis that it was in the public interest and the interests of justice to proceed and that Mr Kombert had been given the opportunity to attend or be represented.
The Committee heard that staff at the practice where Mr Kombert was working as a locum had undertaken a check of the medicines kept in the practice’s controlled drugs cabinet and discovered that 5.5ml of ketamine and 1.5ml of methadone was missing. After the code to the controlled drugs cabinet was changed, Mr Kombert was observed taking an additional 3ml of methadone, which he then administered to himself while on duty at the practice.
After Mr Kombert was confronted with the evidence, he was given the details of the Vetlife charity for support and asked not to return to the practice.
The police were contacted and, on 4 January 2019, Mr Kombert was arrested and interviewed. He received a police caution for theft, with conditions that he should attend and complete a drug-use awareness course, and engage in a restorative justice process, which involved attending the practice to discuss his offences. At this meeting, Mr Kombert admitted stealing the drugs and administering them to himself while on duty, which meant he was not in a fit state to see patients. He apologised for his actions and the matter was then also reported to the RCVS.
In relation to the fact that Mr Kombert had accepted the police caution, made the admissions at the restorative justice meeting and had emailed the RCVS apologising for his actions, the facts of the case were found proven.
The Committee then went on to consider if Mr Kombert’s actions amounted to disgraceful conduct in a professional respect (henceforth called ‘serious professional misconduct’), something which Mr Kombert had admitted to in correspondence with the RCVS.
The Committee found that Mr Kombert’s actions did amount to serious professional misconduct. Dr Martin Whiting, chairing the Committee and speaking on its behalf, said: "The respondent’s conduct was dishonest; it constituted both a breach of trust and an abuse of his position with regards to access to veterinary medicines; it risked animal welfare and jeopardised the reputation of colleagues. It fell far short of the conduct expected of a member of the profession and amounts to disgraceful conduct in a professional respect."
The Committee then considered what the appropriate sanction against Mr Kombert should be, taking into account both aggravating and mitigating factors.
In terms of aggravating factors, the Committee took into account the risk of harm to animals, his dishonesty, the premeditated nature of the misconduct, the breach of trust and the fact it was repeated.
It also took into account three previous matters recorded against Mr Kombert in the United States of America.
These were: a letter of admonition from the Colorado State Board of Veterinary Medicine for practising when his licence had expired; a stipulation order from the same body in which he agreed to relinquish his licence in that state following an allegation that he took controlled substances from a veterinary practice and self-administered them; and a criminal conviction in New York State for obtaining an opioid controlled drug by deception, for which he was sentenced to three years’ probation. The Committee was made aware of the New York State criminal conviction after Dianne Norris, a Probation Officer based in that state, had contacted the RCVS after hearing about the inquiry and informed the College that Mr Kombert was in breach of his probation conditions.
Dr Whiting said: “The Committee has considered the witness statement of Ms Dianne Norris, a probation officer employed by Putnam County Probation in New York, who was responsible for supervising the respondent as part of his probation. Ms Norris explained that the respondent breached his probation on numerous occasions, which took place from November 2017 to 2018…. As a result of the breaches, Ms Norris required the respondent to increase his attendance at support groups to an inpatient treatment program for 28 days from 13 July 2018. He failed to attend.
"Ms Norris explained that warrants were issued for the respondent’s arrest…. The Committee noted that the conduct of the respondent in relation to obtaining controlled drugs from his employers for his own use while in the United States of America was similar to his conduct … [described in] the charges."
In mitigation the Committee considered that Mr Kombert had consistently admitted the charges against him as well as accepting and agreeing with the evidence against him.
However, the Committee decided that in light of the seriousness of his misconduct, including dishonesty and risk of serious harm to animals, removal from the Register was the most appropriate and proportionate sanction.
Summing up, Dr Whiting said: "The respondent has failed to uphold the requisite standards to be expected of him on multiple occasions. The Committee considers that the only sanction that is sufficient to protect the welfare of animals, maintain public confidence in the profession and declare and uphold proper standards of conduct is one of erasure."
Mr Kombert has 28 days from being informed of the outcome of the hearing in which to make an appeal to the Privy Council.
Starting in the New Year, the benefits of vaccination will be communicated to both farmers and pet owners, initially focussing on farm use.
The aims of the campaign are to raise awareness of how and why vaccines work and the range of diseases they protect against, to review and improve how vaccines are stored and administered, and to encourage better uptake of existing vaccines.
Further information and tips on storing and using vaccines correctly will be shared, to help ensure that vaccines used will be effective.

Dawn Howard, NOAH’s Chief Executive said: “It is encouraging that vaccination of the UK’s calves and sheep against livestock diseases has risen to one of the highest levels in seven years1. This increase is encouraging, however still more needs to be done in relation to uptake, storage and usage. We are asking the vet profession to support the #VaccinesWork campaign by spreading the messages with their clients and engaging on social media."
"We will be providing information for farmers e.g. if vaccines are not stored correctly, it will impact on their potency, meaning they could be less effective – not only will there be the potential for the vaccine to fail to protect animals against disease but also farmers may have wasted their efforts – and may be deterred from vaccinating again."
Whilst correct use by farmers is the initial focus, the campaign will include pets. Dawn said: "The topic of vaccine hesitancy is becoming increasingly important. Recognised by the WHO as one of the top 10 global health threats for people in 2019, this phenomenon is translating to the veterinary sector as well, especially in companion animals. The PDSA reports an ‘alarming’ drop in pet vaccinations: the proportion of pet dogs, cats and rabbits receiving a primary course when young has fallen by 18% over the past 3 years, down to 66%3.”

As a result, clients of LV=GI and Waggel will be able to book an online appointment with a veterinary surgeon within 30 minutes, without having to pay FirstVet's normal £20-30 charge.
Waggel is FirstVet's 26th insurance partner globally, and its third in the UK. The company now has 150 veterinary surgeons working on the platform.

Under current legislation, there is very little practical assistance that can be offered via an online consultation, other than recommending whether or not the animal needs to be seen by a veterinary surgeon in person. It may also be the case that the online consultation offers little more than a pet owner would get by ringing their normal vet. Nevertheless, online consultations will doubtless grow significantly in 2020, as the players line up to take advantage of any relaxation in the regulations that they hope will allow veterinary surgeons to prescribe medicines for animals they have not seen in person.
Regardless of whether that happens, there is a value in face-to-face communication between a veterinary surgeon or nurse and a client, whether it be for triage or follow up consultations. Independent practices might therefore be well advised to start implementing this kind of technology in practice sooner rather than later, in particular looking at ways that online appointments could be scheduled (perhaps between normal consultations) so as to compete with the short waiting times offered by companies like FirstVet.
The survey was conducted by Mo Gannon & Associates, which asked 2,000 UK adults about their satisfaction with the service they and their animals received from veterinary surgeons, levels of trust in the profession, and whether the service provided by vets represents value for money.
32% of the respondents felt that veterinary surgeons represented excellent (8%) or good (24%) value for money. 38% thought that veterinary fees are fair. However, 29% thought that veterinary surgeons and their services provided poor (21%) or very poor (8%) value for money. The results were very similar to the last time the survey was conducted, in 2015.
Nevertheless, veterinary surgeons continue to enjoy very high levels of trust amongst the public. 94% said they either completely trust (34%) or generally trust (60%) vets. This put veterinary surgeons in third place amongst the most trusted professions, below opticians and pharmacists but above GPs and and dentists.
Satisfaction with the profession was also high. 80% said they were either very satisfied (39%) or satisfied (41%), putting vets in fourth place below opticians, pharmacists and dentists, but above general practitioners and accountants.
RCVS President Dr Niall Connell, pictured right (would you trust this man?) said: "These results clearly demonstrate that there is a great deal of good will towards the veterinary profession and the work they do in treating the nation’s animals and serving their communities. The basis of all good relationships is trust, and it is fantastic to see that our clients continue overwhelmingly to trust our knowledge and expertise and remain very happy with the service we provide them.
"The picture on value for money is clearly a bit more mixed, although clearly 70% of the respondents recognise that we at least charge fair fees in terms of our time and expertise. There is, of course, always more work that we can do in order to help the public understand veterinary costs and fees and promote the value of veterinary care, as demonstrated by last year’s joint Pets Need Vets social media campaign with BVA, in which we highlighted the benefits to pet owners of being registered with a vet."
PBD Biotech says the Actiphage test offers the potential to revolutionise control of bovine TB by allowing detection of the disease within hours from a blood or milk sample.
Last November, the Welsh Government announced a new policy that allowed the use of non-validated tests such as Actiphage in herds affected by a TB breakdown. It followed a similar protocol to one authorised by the UK Government last year for cattle herds in England after the test was used as part of a successful private eradication plan on a Devon dairy farm.
Mossman Farming, in Ceredigion, is located in an area of chronic breakdown. It is a spring-calving milking herd with a total stock of 529, to date 312 dairy cows have been slaughtered. Farmer Chris Mossman agreed to trial Actiphage after hearing about the Gatcombe pilot.
Chris said: "TB is a massive problem in Ceredigion, so when I heard about Actiphage’s use at Gatacombe, helping to clear that dairy herd for the first time in six years, I wanted to try and replicate those findings here. Me – and many other farmers – are losing large numbers of animals. I’m trying to do all I can to get rid of this disease from my herd."
In Spring 2019, The Office of the Chief Veterinary Officer for Wales granted permission for Robert Price-Jones MRCVS to use Actiphage to screen high-risk cattle for M. bovis.
Robert, who has been leading the trial, said: "Actiphage is able to identify the presence of relatively low numbers of M. bovis in the blood stream of infected cattle. It is not dependent upon an immune system response to the pathogen - in contrast to current validated tests - and so has greater sensitivity than such as the official Tuberculin SICCT skin test.
"The benefit of using Actiphage is that it offers the potential for eradicating the disease from the farm; as early identification of animals at risk of bovine TB enables heightened disease management and control."
Under the terms of the Welsh Government’s protocol, cattle not condemned for slaughter can be tested with Actiphage. Those that give a positive result are identified with a ‘management’ marker, monitored and milked separately.
To prevent further contamination of the environment and to minimise risk to uninfected cattle, animals found to be ‘shedders’ are removed from the farm.
Although a decision to remove cattle based on a non-validated test will be at the farmers’ own expense, the APHA (Animal and Plant Health Agency) has confirmed that during the trial, where a positive result is confirmed with statutory tests, the animals will be removed with compensation as normal.
So far, 100 animals from Mossman Farming have been tested with Actiphage and Robert Price-Jones is preparing a paper to publish the findings in early 2020.
PBD Biotech is now seeking more farms to trial Actiphage in order to gain the World Organisation for Animal Health (OIE) validation. The company is offering reduced cost testing to support trials where the findings are made available to support validation of the test.
