The RCVS has published its Annual Report and Financial Statements for 2022, in which it details its strategic achievements for the year.

They include the launch of the RCVS Academy, reforms to the RCVS concerns investigation process, the publication of the Workforce Action Plan and guidance for universities on supporting Black, Asian and Minority Ethnic veterinary students, ongoing work on new under care guidance, the development of new sustainability standards for the Practice Standards Scheme, and the purchase of the future headquarters for the RCVS.

The report also contains an update from the College’s charity partner RCVS Knowledge, details of RCVS financial management policies, and an independent auditor’s report on the College.

The Annual Report and Financial Statements will be formally adopted by RCVS Council at its Annual General Meeting on Friday 7th July at One Great George Street.

Veterinary surgeons and veterinary nurses are able to submit questions about the Annual Report.

The College says that subject to time, submitted questions will be answered by the College on the day, or followed up in writing after the event.

Horiba Medical has announced the addition of the Dr. Fritz Video-Compact-System for veterinary endoscopic applications to its range of animal healthcare products. According to the company, the system is suitable for everyday small animal practice and includes a base unit and video otoscope attachment with a range of accessories for various applications.

Both the 1/3" CCD video camera and cold light source are combined in one solid and easy to operate unit, whilst the single cable technology enables the transfer of clear, magnified endoscopic images to the monitor. The camera can also be used independent of the light source and combined with a standard microscope to display urine, haematological and cytological slides. The single cable technology is facilitated by the TWIN Lock connection which enables the cable to be connected to the endoscopes with a secure bayonet lock. Offering high mobility and flexibility during examinations, the single cable makes the examination of agitated and moving animals easier.

The Dr. Fritz Video-Compact-System includes a complete set of equipment for all otoscopic examinations. The 90^° video otoscope attachment can be combined with six different examination sheaths, permitting the examination of ears, oral cavity and teeth. The combined suction and irrigation sheath enables the flushing of inflammation from the ear under visual control prior to topical treatment. Horiba says that with the working sheath, removal of foreign objects, biopsy and even dental examinations of smaller animals such as rodents is much faster, easier and more secure when following the enhanced visual display.

Optional endoscopes are also available for the Dr. Fritz Video-Compact-System, expanding the possible applications by adding rhinoscopic, bronchoscopic, cystoscopic and gynaecological functionality.

Horiba will be exhibiting the Dr. Fritz Video-Compact-System at the London Vet Show at Olympia, 22^nd to 23^rd October 2010, on Stand M4.

Bayer Animal Health has organised for prominent clinical microbiologist Dr Joseph Blondeau, from Canada's University of Saskatchewana, to tour the UK in May, giving talks to practitioners about effective antibiotic usage to prevent bacterial resistance.

Bayer's Technical Veterinary Adviser, Lucy Smith, will also be giving a talk: Maximise Treatment Success, which comes at the subject from the practical veterinary side.

Bayer Animal Health Marketing Manager, Dr Markus Edingloh said: "We are incredibly fortunate to work with such an eminent expert. Dr Blondeau is a leading authority on a new parameter that supports a dosing concept to minimise selection of bacterial resistance - the Mutant Prevention Concentration. Fortunately, he is also expert at presenting complex matters in an engaging and memorable way."

He added: "Lucy Smith will share her specific experience of Bayer's recently launched Veraflox (pradofloxacin), the first and only next generation veterinary fluoroquinolone, which has a broad spectrum of treatment which attacks Gram +, Gram - and anaerobic bacteria, in a highly efficacious way.

The Land Rover Burghley Horse Trials has announced a £15,000 bursary to the Animal Health Trust. The bursary will be used to help fund the development of a rapid result blood test to identify horses infected with Strangles.

The AHT has already developed a test that can detect the disease, however the result is not known for 48 hours. The aim of the new research is to develop the test to produce a result within 10 minutes. The test, which is being developed in conjunction with Forsite Diagnostics Ltd, will be a useful tool for disease screening at sales and competitions.

"As an independent charity we receive no government funding and this bursary is extremely important to us and we are delighted to be working in partnership with The Land Rover Burghley Horse Trials on this specific project," said Dr Richard Newton of the AHT who is carrying out the research in partnership with Professor Andrew Waller. "Without this vital funding to carry out the painstaking work that will give us the confidence to launch the test, it will remain no more than a theoretical possibility."

The Bursary will be presented at this year's Land Rover Burghley Horse Trials (1- 4 September 2011) - in recognition of the 50^th Anniversary of the event.

"With increasing horse movement, not only world-wide but closer to home between competitions and livery yards, preventing the spread of disease is an increasingly important challenge facing the horse world," said Elizabeth Inman Director of the Trials. "We are delighted to be able to play a part in this challenge and hope that this anniversary bursary will help to fast-track this new test out of the laboratory and into the field and thereby help reduce the spread of what is a horrible disease for horses and owners." 

Bayer Animal Health has announced the launch of a new campaign which plays on our anthropomorphic nature to drive owners into practice for worming.

As part of the campaign, the company has enrolled the behaviour specialist and author Sarah Whitehead to oversee a video analysis of the behavioural interaction between a small number of dogs and their owners. The results will be used to make an educational film for pet owners which helps them better understand their pet's emotions and behaviour.

Tracey Dawson, Group Product Manager at Bayer Animal Health said: "We want owners to really understand the importance of health on their dog's happiness and behaviour, whilst reminding them to worm their pet at least four times a year. Our ground breaking research will make owners feel like real-life Dr Doolittle, as they will better understand their pet's emotions and actions, highlighting the importance of keeping their dogs healthy, happy and worm-free."

In order to prompt owners to worm their dog more frequently, Bayer has also launched a free SMS/email worming reminder service available at www.drontal.com. In addition, there'll be a new CPD section for SQPs on the website in the summer..

The RCVS has announced that it will be exhibiting at the first ever BBC Countryfile Live event at Blenheim Palace in Oxfordshire this August.

The College says it will be promoting its Find a Vet search tool and its new Practice Standards Scheme (PSS) at the event, which runs from Thursday 4 to Sunday 7 August. It will also be giving career advice for prospective veterinary surgeons and veterinary nurses.

The College’s Find a Vet search tool was relaunched earlier this year, allowing users to search for a veterinary surgeon, veterinary nurse or veterinary practice all in one place. The tool also includes new features such as displaying a practice’s visiting information (including opening hours and car parking); enabling users to ‘get directions’ via Google Maps; advertising a practice’s PSS accreditations and awards; and returning individual profile pages for veterinary surgeons and veterinary nurses.

To promote the free search tool the College will be encouraging visitors to take part in its Find a Vet dice game, as well as hosting a random draw photo competition which will encourage members of the public to find and photograph one of our veterinary surgeons or veterinary nurses who will be lost in the grounds of Blenheim Palace.

Another of the College’s promotional focuses is the new PSS. The new PSS is designed to provide a greater focus on how practices use their resources to create a positive outcome for patients and clients, and allows for practices to distinguish the areas in which they excel through its awards system. The College says it is using BBC Countryfile Live to raise the profile of PSS and make animal owners more aware of the various available accreditation levels.

Ahead of the event, the RCVS is running social media competitions to give away 15 free pairs of tickets: on Facebook (/TheRCVS); Twitter (@RCVS_UK); and its new Instagram account (@thercvs). The competitions ends Friday 29 July, with winners being announced that day at 5pm. Tickets will allow entry on Thursday 4, Friday 5, and Sunday 7 August.

The RCVS Standards Committee has decided to end the temporary dispensation allowing remote prescribing of prescription-only veterinary medicines on Monday 14th March 2022.

The dispensation was originally introduced during the spring 2020 lockdown to safeguard animal health and welfare, the health and safety of the veterinary team, and public health, by allowing prescriptions to be made by veterinary surgeons without their having first physically examined the animal, subject to conditions and safeguards.

The RCVS says the Committee considered the ongoing challenges posed by Covid-19 and recognised that staff absences due to isolation requirements were still causing issues.

However, given the relaxation of the requirement to work from home in England, Scotland and Northern Ireland and relaxation of restrictions generally across the UK, the Committee felt it was time to end the dispensation.

Chair of the Standards Committee, Dr Melissa Donald MRCVS, said: “The safety and wellbeing of veterinary professionals, as well as the health and welfare of the animals they care for, have remained uppermost in our minds when considering this temporary position on remote prescribing.

“We are pleased to have been able to support the professions through a very difficult time by introducing this dispensation, however, it was only ever a temporary measure and, given the relaxation of restrictions across the UK, we feel the time has come to revert to our usual guidance.

“We will continue to keep the position under review in light of any changes, including governments’ advice and regulations, as we have throughout the pandemic.”

Zoetis has added AI equine faecal egg count analysis to its diagnostics platform, Vetscan Imagyst.

Dr Wendy Talbot BVSc DipECEIM MRCVS, Equine National Veterinary Manager at Zoetis said: “Fast equine faecal egg count results are crucial for the appropriate and timely treatment of gastrointestinal parasites, and to detect the increasingly concerning issue of dewormer resistance in horses.

"This technology is proven to be as accurate at identifying Strongyle spp. and Parascaris spp. as a board-certified parasitologist, delivering fast, reliable and shareable results within 10 minutes.¹”

Zoetis says study results have demonstrated the AI capability within the Vetscan Imagyst to be up to 99% in agreement with board-certified parasitologist results¹.

This, says the company, allows for rapid identification of high shedders versus low shedders to enable strategic targeted deworming protocols to be implemented.

White Cross Vets, the family-run veterinary group with 16 practices across the West Midlands and the North of England, has recruited its 200^th employee: Eilona Savage (pictured right), who joins the company's Kings Heath practice as a client care co-ordinator.

Eilona's is one of 50 new jobs created by the company in the last 12 months alone, across a range of positions including veterinary surgeons, nurses and client care co-ordinators.

Pfizer Animal Health has confirmed that the agreement to acquire multiple product franchises from the Schering-Plough Corporation has been completed - and approved by the European Commission.  Pfizer has acquired these assets for approximately euro 116 million in cash.

The agreement covers all European Union countries and the franchises include all major animal health species including cattle, swine, equine and companion animal.  Pfizer executives say the agreement leaves them with the most in-depth coverage of therapeutic areas, and the most highly recognised brands, in the industry. Precise details of the agreement are not being released although additional information on the products concerned will be the subject of further announcements in due course.

Albert Bourla, President of Pfizer Animal Health in Europe, said: "This represents a significant expansion of our product portfolio and strengthens our long term commitment not just to veterinary surgeons, but also to farmers and pet owners.  Pfizer spends hundreds of millions of dollars on research and development every year, and brings more new products to market than any other company, but when the opportunity arose to add well known, well respected brands to a portfolio that is already extremely strong, we had little hesitation in taking it."

Veterinary practices are being urged to raise awareness of summer skin conditions, such as sweet itch, following research carried out by Elanco Companion Animal Health, distributor of Cavalesse, which revealed that vets only tend to be consulted after horse owners have tried to manage the condition themselves (73%), or if the clinical signs have become severe (67%), potentially leading to major welfare implications.

According to the research, this is despite the fact that over half (55%) of owners of a horse with sweet itch showed concern that their horse will suffer, and nearly half being stressed about the way the condition will affect it (47%).  While many horse owners are fairly knowledgeable about the causes of sweet itch and its clinical signs, over a quarter of respondents (26%) did not start managing the condition before the midge season in the spring, which may make managing the condition more frustrating.  Nearly a third (31%) stated that they had to curtail their activities with their horse due to welfare, aesthetic and behavioural issues, such as head shaking, rubbing, unpredictability and aggression.

Ed Whittle, technical consultant at Elanco Companion Animal Health said: "86% of those questioned considered sweet itch to be a very serious welfare issue if left untreated, with the worst aspects of the condition being the suffering and distress caused by the constant irritation which affects the quality of life of the horse. Over half (55%) felt that sweet itch had adversely affected the behaviour of their horse, making them difficult to handle or ride. Veterinary practices should be proactively talking to their clients about summer skin conditions such as sweet itch to help alleviate the suffering and distress caused by this frustrating disease."

Elanco says it will be joining forces with the British Horse Society (BHS), The Blue Cross, The Horse Trust, Redwings Horse Sanctuary and World Horse Welfare (WHW) to raise awareness of summer skin conditions, such as sweet itch, during Sweet Itch Awareness Month (SIAM) in March. The campaign will highlight the preventative measures that should be carried out to help alleviate sweet itch and the importance of management of the condition before the start of the midge season in the spring.

Lee Hackett, head of welfare at the BHS, said: "The results of this survey show just how important raising awareness of sweet itch is. All of us, whether we are welfare organisations or vets, need to play our part in educating owners about sweet itch in the hope that they will seek expert advice at an earlier stage and reduce the number of horses that suffer as a result of this condition."

Kerry Taylor, education officer at The Blue Cross, said: "The Blue Cross is pleased to be supporting the sweet itch campaign to raise awareness of the physical and mental impact this condition has on horses. During our May 2011 National Equine Health Survey, skin problems came out the top syndrome affecting horses, and we continue to see many horses coming into our care suffering from sweet itch. Prevention and early treatment is key to managing the potentially debilitating condition."

The Disciplinary Committee of the Royal College of Veterinary Surgeons has refused an application for restoration to the RCVS Register from a Kent-based former veterinary surgeon struck off in 1994 for disregarding basic hygiene at his professional premises and failing to properly maintain a Controlled Drugs Register or patient records.

In June 1994, the Committee found that Mr Warwick John Seymour-Hamilton, at that time the only veterinary surgeon practising at premises at 9 Orchard Grove, Orpington, Kent, was guilty of disgraceful professional conduct and should have his name removed from the Register. The state and condition of the premises were found to be such as to risk the health and welfare of animals taken to the premises, and bring the profession into disrepute.  An application made by Mr Seymour-Hamilton for restoration made in 1995 was refused.

At a restoration hearing on 18 June 2010, Mr Seymour-Hamilton told the Committee that he sought restoration to the Register because he wished to further his research work into plants with potential medicinal properties. Restoration, he said, would improve his professional status by giving him more credibility, particularly in terms of recognition by the medical and veterinary professions.   

Mr Seymour-Hamilton said that he had no intention of returning to clinical practice immediately, and neither the Committee nor the College had heard of any adverse conduct by the applicant since his removal.

However, Caroline Freedman, Chairman of the Disciplinary Committee, noted that if Mr Seymour-Hamilton were to be restored, the Committee would have no power to prevent him from returning to general practice. 

Mr Seymour-Hamilton's response to questioning by the Committee raised a number of concerns with respect to the future welfare of animals should restoration be granted.  He told the Committee that he had not undertaken any relevant Continuing Professional Development in the past 15 years, and said he lacked knowledge of current relevant legislation, for example, the Animals (Scientific Procedures) Act 1986 and basic 'Cascade' prescribing requirements.  He also said that he had not read the RCVS Guide to Professional Conduct in the past 15 years and that it would not be satisfactory for him immediately to return to general practice. 

Ms Freedman said: "If the Committee were to reinstate the Applicant to the Register, it would have to be satisfied that he is competent and safe to practise immediately. The Committee has an obligation to protect the public and animal welfare and cannot simply accept his assurances that he would take steps to rectify his self-confessed shortcomings at some point in the future."

Having taken all the evidence presented into account, the Committee was not satisfied that Mr Seymour-Hamilton was fit to be restored to the Register and dismissed his application.

BSAVA Congress was invaded by Orangemen this year to promote the Vet Charity Challenge (VCC) taking place on 15^th September 2012.

Veterinary surgeons and industry colleagues are being encouraged to take part in the one day event in which teams of four will complete a series of physical tasks and puzzle-solving challenges. Teams can choose their own routes which include walking / running, cycling and kayaking stages and can make it as easy or hard as they like.

The Vet Charity Challenge is hoping to raise in excess of £20,000 for Hounds for Heroes; SPANA, and Pet Blood Bank. VCC says it will be a great PR opportunity for practices and an opportunity for team-building.
