The RCVS Day held last Friday saw the investiture of Professor Stuart Reid as the new President for 2014/15, the formal adoption of a new Royal Charter that recognises veterinary nurses, and a smorgasbord of awards.
Professor Reid, who graduated from the University of Glasgow in 1987, began by outlining three things he wants to pursue during his term in office:
Jacqui Molyneux then stood down as Vice-President, replaced by Dr. Bradley Viner, who in turn was replaced as Treasurer by Amanda Boag.
After approving of the minutes of last year's RCVS Day and the Annual Report and Statement of Accounts for 2013, members of the College were then asked to vote on a motion to adopt the new Royal Charter. The motion, which was proposed by Professor Reid and seconded by Robin Hargreaves, President of the BVA, was passed unanimously. The proposed new Charter was delivered to the Privy Council that afternoon. According to the College, approval should be given later this year or early next.
Introducing the new Charter, Professor Reid said it would better define the objects of the College, provide a clear framework for the existing functions of the RCVS and give Council the power to create new classes of associate.
However, the greatest impact of the new Charter will surely be felt by veterinary nurses, as it formally recognises them as professionals and associates of the College for the first time. Professor Reid said: "Words like 'historic' should be used sparingly, but on this occasion it is justified. We now have some 12,000 veterinary nurses on the books, nine-tenths of them being registered veterinary nurses. Yet the present Charter does not so much as mention their existence.
"The new Charter gives the RCVS a formal duty to keep the Register of Veterinary Nurses and makes the Veterinary Nurses Council responsible for setting standards for their training, education and conduct."
After adopting the Charter, David Bartram, Mandisa Greene and Susan Paterson were formally welcomed on to Council. Amber Richards was welcomed onto VN Council, which Neil Smith is also joining.

Nick Stace, Chief Executive Officer and Secretary of the RCVS, then gave an update on what the College had achieved in the last year. Among the achievements he noted was the introduction of a new system to reduce the time it takes to process complaints; the imminent launch of the new Advanced Practitioner status; and the development of a new Practice Standards Scheme, due to come into force next year.
He said: "In addition, we have listened and responded to fair criticism from the profession, including a very productive evidence-gathering session on 24/7 emergency care, which has resulted in important changes.
"I believe listening and responding is a sign of strength and confidence. We do not seek to be popular but to be sensible in how we regulate and respectful in how we carry out our Royal College duties."
He also outlined how he wanted the RCVS to be a "force for good" in the world by supporting the very best veterinary practitioners and ensuring that the public feels properly protected.
The Department for Environment, Food & Rural Affairs (Defra) has launched a consultation on reforming the governance arrangements of the RCVS.
The consultation follows a period of discussions between the RCVS and Defra about how the College might best modernise Council.
The consultation gives the public and profession the opportunity to have their say on what reforms would best prepare the College for the future. It discusses the appropriate size and composition of Council, including the proportion of elected members, how veterinary schools should be represented, increasing lay membership, and ensuring appropriate veterinary nurse representation. It also examines how flexibility can be built into the reforms in case of future changes, such as the possibility of new categories of associate. Responses to the consultation will inform the College’s work with Defra to determine the precise details of any new governance arrangements.
The College says any reform should meet its unique requirements as a Royal College that regulates and the criteria already agreed by the College: Council’s decision-making role would be strengthened, for instance, by increasing the number of Council meetings per year. This would reduce or remove the need for a separate Operational Board in order that the CEO reports directly to Council.
Any reforms also need to ensure that Council has sufficient members to populate the College’s committees and Presidential team, and follow the government’s five principles of better regulation, by being proportionate, consistent, accountable, transparent and targeted.

The RCVS welcomed 15 veterinary surgeons who passed the RCVS Statutory Examination for Membership with a registration ceremony held on Monday at Belgravia House.
The RCVS Statutory Examination for Membership is open to veterinary surgeons with a veterinary degree gained outside the UK that is not recognised by the RCVS, and who therefore cannot join the RCVS Register. Candidates for the exam must also score at least 7.0 in the academic International English Language Testing System (IELTS) test, which is comparable to requirements for entry to UK veterinary degrees and those of other professional regulators.
RCVS President Jacqui Molyneux said: "Your success is remarkable - especially for those whose first language is not English. The veterinary profession in the UK is small and welcoming, and you will find valuable support offered by the different members of the veterinary team as well as from professional organisations."
Registering at the ceremony was Mr Vahidreza Ardani, who qualified from the Islamic Azad University in Iran, where he practised for ten years as a large animal vet. He said: "It took me nearly three years of study to prepare for the IELTS [English language] exam. I have also been seeing practice here for the past two and a half years, including at the small animal hospital at the University of Glasgow. I hope now to find work at a small animal practice."
Ms Olga Woolmer, who qualified from Perm State Agricultural Academy, Russia, also registered. Olga saw practice in several UK small animal and equine practices as preparation for the exam, whilst also working as an animal technician. She said: "I'm really grateful to all the practices that let me see practice. In particular, Burghley Veterinary Centre at Stamford helped me a lot in learning about what veterinary clients in the UK expect and how to sound confident when I give advice - which ultimately is best for the patient. It's great that I will soon be able again to do the work that I've trained so hard for."
The RCVS is calling on veterinary surgeons and students, and listed or registered veterinary nurses to complete its Survey of the Professions 2014.
The four-yearly, confidential survey provides the College with data that helps it develop policy, plan its activities and respond to questions from stakeholders such as government and the media.
The survey aims to find out more about individuals' employment type and experiences, working patterns and professional development. It also asks about aspirations for the short- and long-term and current views on the veterinary profession.
Questions are also asked about mental health and well-being, using the Warwick-Edinburgh Mental Well-Being Scale. The data will be used to track the mental well-being of the profession at a population level over successive years - a process that started with the 2010 survey - which will feed into other work being carried out across the profession.
Finally, the survey includes a set of questions about 24/7 emergency cover, the answers to which will feed into the RCVS Standards Committee's current evidence-gathering exercise.
This year the survey, which is being carried out by the Institute for Employment Studies, will only be available online. All those for whom the RCVS has a personal email address (ie not 'info@' or similar) have been sent a participation request. Others will be sent a letter, including the survey URL. The deadline for completion of the survey is 30 April.
Free veterinary careers materials are available from the Royal College of Veterinary Surgeons for vets going back to school to give careers talks.
Freda Andrews, Head of Education said: "We know that, although veterinary surgeons are busy people, they often say yes when schools ask them to give careers talks. "Since September last year we've responded to around 500 requests for our 'Veterinary Science...for all Walks of Life' careers information. If you are giving a talk, these are well worth a look."
Comprising a printed booklet and a series of short videos available online, the careers materials were produced by the RCVS in collaboration with the vet schools and with government funding. They aim to show the variety both in veterinary work, and in vets themselves, to encourage teenagers from all backgrounds to consider aiming for a career in veterinary medicine. The videos can also be watched on the VetCareers channel on YouTube.
Each video features a vet working in a different field within veterinary medicine, and the brochure contains information about different types of veterinary careers, routes into the vet schools, and the entry requirements. Anyone who is in a position to advise aspiring vet students on the university entry requirements needs to be aware that there are now a variety of different routes into vet school, including options for students with vocational qualifications such as BTEC Diplomas, and pre-entry or foundation years aimed at increasing the diversity of the student population.
A new careers leaflet will also shortly be available from the RCVS to encourage would-be veterinary nurses, and will include the new RCVS Level 3 VN Diploma and the mixed-practice route to qualification newly introduced by the RCVS.
Freda said: "Veterinary surgeons can come from all walks of life - as our careers materials show. It's important that the profession reflects the population it serves and for teenagers to have good advice about veterinary careers and how to get into the profession. So, if you're going back to school to encourage the next generation, then get in touch!"

The candidates for this year's RCVS Council election have been announced, many of whom will be coming to the VetSurgeon.org forums to lay out their stalls and explain why you should vote for them.
A record number of veterinary surgeons - 14 - are contesting six seats in the RCVS Council election. Veterinary surgeons may each vote for up to six candidates to fill these seats, which fall vacant as elected Council member's terms of office expire at the RCVS Annual General Meeting (6 July). In 2012, five existing Council members are seeking re-election, and nine new candidates are standing.
Of the 42 RCVS Council members, four are appointed by the Privy Council, 14 by the veterinary schools and 24 by direct election; each member serves a four year term. This year's candidates are:
Voting opens from Friday 9 March and all veterinary surgeons eligible to vote should receive their ballot papers shortly. Votes must be received by 5pm on 27 April 2012 and, as in previous years, can be cast online, by post, or by text message
The course offers practical tips and is also designed to help vets understand their obligations under the Code of Professional Conduct when discussing costs with clients.
RCVS CEO Lizzie Lockett said: “Discussions around the costs of veterinary treatment are not always easy and can sometimes give rise to misunderstandings or lack of clarity between clients and veterinary teams.
"We recognise the challenges these conversations present and the pressures veterinary professionals face.
“Meanwhile, the ongoing Competition and Markets Authority (CMA) investigation has highlighted that animal owners are not always satisfied with the level of information they receive in order to make an informed choice about treatment options.
This course supports the development of veterinary surgeons’ and veterinary nurses’ communication skills so that they can discuss treatment costs more transparently with their clients, helping to reduce potential misunderstandings and build trust.”
The course takes 45 minutes to complete and features an interactive scenario as well as expert video advice from experienced veterinary surgeons.

The completion date for the RCVS surveys of the veterinary and veterinary nursing professions is Monday 8 February, and the College is urging anyone who has not yet completed their survey to do so.
The data collected will be used to help develop policy, in discussion with government and other bodies, and in response to requests from journalists and members of the public who wish to have an accurate picture of the veterinary profession today. So it's important that as many people as possible complete their surveys.
For the first time, a standard set of questions about well-being (the Warwick-Edinburgh Mental Well-Being Scale) has been included. Over time, data collected will enable the College to monitor population changes in mental health and well-being, and work with other organisations to address any issues identified.

The Royal College of Veterinary Surgeons Trust is looking for a vet with a particular interest in veterinary education, professional development and research, to be a new trustee.
The RCVS Trust is an independent small charity that provides two key services to the veterinary profession to further education and animal welfare: an educational grants programme and a Library and Information Service. It is seeking a trustee who can bring new contacts and ideas relevant to the work of the Trust.
The Trust is also seeking further 'lay' trustees with experience of library services, fundraising and grant-making.
The current Board members have a wide range of experience from academia, government, animal health and small and large animal practice, and veterinary nursing. However, there is room for some new Trustees to join and bring the Board up to full strength.
Stephen Ware, Chairman of the Board of Trustees, said: "The Trust has an important role in supporting practising vets, veterinary nurses, researchers, students and academics through its grants programmes and library and information resources."
"We are looking for a veterinary surgeon who is actively involved in the wider profession through networks and specialist interest groups, and who is willing to promote the work of the Trust, for example, at veterinary congresses. Given the nature of the Trust's work, the new trustee should also have experience of postgraduate education or research.
"We need someone who has the energy and experience to get things done - and who can work with other trustees in a collegiate style."
Trustees serve an initial three-year term, spending around six days a year at meetings in London and conferences. Reasonable expenses are reimbursed. Experience of charity governance and finance is not necessary as training and support will be given.

The Royal College of Veterinary Surgeons is calling for comment on a draft Performance Protocol, which aims to manage proportionately any justified concerns about the professional performance of veterinary surgeons and registered veterinary nurses.
The RCVS's Preliminary Investigation and Advisory Committees have been working together to develop a new protocol setting out the way in which the College will respond to ongoing performance-related concerns. There is an expectation that veterinary surgeons and RVNs are already regularly reviewing their clinical work in the workplace. This will be reinforced by the new principles-based Code of Professional Conduct, currently being finalised, which is likely to require clinical governance to be part of professional practice for veterinary surgeons and RVNs.
According to the College, the draft protocol is intended to formalise and build on the way it already manages ongoing serious performance-related concerns. It introduces new measures, including supervision and undertakings, to seek to ensure that veterinary surgeons and RVNs take reasonable steps to address any serious performance concerns. This will bring the RCVS into line with other professional regulators and enable a tailored and proportionate response to these cases to protect the welfare of animals and the public interest. The College's current system of offering advice to veterinary surgeons and RVNs will remain for complaints which are closed, because there is no indication of serious professional misconduct.
The College says that according to independent legal advice, such an approach is appropriate and necessary in order for it to fulfil its regulatory responsibilities. The draft performance protocol follows similar legal advice that supported the implementation of the RCVS Health Protocol, and both protocols clarify the College's parallel jurisdiction relating to health and performance-related issues.
RCVS President Jerry Davies said: "When veterinary surgeons and registered veterinary nurses are unable to deal with performance-related concerns, it is important that we are able to provide a supportive framework to oversee remedial steps that are designed to address those concerns and encourage professional development. This is best achieved outside a Disciplinary Committee hearing, if at all possible".
The approved draft protocol is now open for public consultation, and may be found at www.rcvs.org.uk/performance. All comments on the draft should be emailed to Simon Wiklund, Advisory Manager at s.wiklund@rcvs.org.uk by 13 January 2012, with 'Performance Protocol' added to the subject heading.
The feedback received from the consultation will be considered by the Preliminary Investigation and Advisory Committees in January 2012, before being submitted to RCVS Council for approval in March.
The College says it hopes that a performance protocol will form part of the supporting guidance to the new RCVS Codes of Professional Conduct for both veterinary surgeons and registered veterinary nurses.
A project which aims to standardise the assessment of veterinary nurse practical training across Europe will have life beyond its pilot phase, thanks to European VN training network, Vetnnet.
The announcement was made in September at an Oslo-based conference to mark the conclusion of the pilot phase of the Pan-European Practical Assessment System project (PEPAS).
During its two-year pilot, the Leonardo da Vinci-funded project developed 111 new stations for Objective Structured Clinical Examinations (OSCEs), including mark-sheets and examiner notes, and trained over 50 veterinary nursing examiners from eight countries across Europe. The new OSCE stations have been trialled across 250 students by seven European veterinary nurse schools.
Vetnnet has now committed to continuing the project, enabling its members to access the OSCEs and associated training.
The Royal College of Veterinary Surgeons was a main project partner in the pilot, with specific responsibility for training and quality assurance of the system. Victoria Hedges, RCVS VN Examination and Higher Education Quality Manager said: "It's great that the hard work put into the project by so many countries will continue to bear fruit.
"Feedback in Oslo was excellent and it was heartening to see that when examiners' marks were compared across countries, standardisation was very good. The feedback also helped us to see where students were not achieving the desire results, indicating where more training is needed."

The RCVS has published its 2014 Survey of the Veterinary and Veterinary Nursing Professions, a snapshot of the demographics of the profession, and the educational and work status of its members.
The results, which gauge individual views on the current state of the profession, are used to inform the College's future policy and activities.
6,988 veterinary surgeons (27% of the profession), 3,612 registered/listed veterinary nurses (31% of the profession) and 1,792 student veterinary nurses took part in the surveys, which are conducted once every four years by the Institute for Employment Studies.
This year's surveys included a set of questions about 24-hour emergency cover, which contributed to the recent review of the College's guidance in this area, and, for the first time, questions from the government-backed Social Mobility Toolkit, which aim to assess the social background of members of the profession.

Both the Survey of the Veterinary Profession and the Survey of the Veterinary Nursing Profession, together with a report that brings together common themes, can be downloaded from the RCVS publications page.
Over 1,200 members of the Royal College of Veterinary Surgeons, including around 800 UK-practising veterinary surgeons, have not yet paid their retention fees, and face being removed from the Register if they do not pay before 29 May 2010.
Veterinary surgeons must be registered with the College in order to practise legally in the UK. Retention fees are due by the end of March each year, and the College allows a further two-month period before removing veterinary surgeons from the Register, during which time reminders are issued.
There is still just time for payment to be made by credit card, bank transfer or cheque. Payments cannot be made over the telephone.
Those who have recently changed address, practice address or bank details are urged to check that payments have been properly processed. It is the responsibility of individual members to ensure payment has been made, even if an employer pays the fee. Those whose names are removed for non-payment after 29 May will no longer be able to practise legally in the UK, and would need to pay an additional fee if they wished to be restored to the Register.
Bill Mavir, VDS Chairman said: "Registration with the RCVS is a prerequisite for membership of the Veterinary Defence Society and the provision of professional indemnity insurance."
The Information Commissioner has supported the Royal College of Veterinary Surgeons' decision not to publish the Overspend Review Group's report (aka the McKelvey Report) in full.
The verdict follows two challenges to the College's decision, one made by the British Veterinary Association and a second by a member of the College.
The College says its original decision not to publish the report in full was based on two sets of external legal advice that to do so would be unlawful under the provisions of the Data Protection Act. However, the College did publish the recommendations from the report (otherwise known as the McKelvey Report), which it says comprise more than half of the total.
The Overspend Review Group was tasked with considering all aspects that relate to the College's budgeting and expenditure processes and to propose lessons that should be learned. It was set up following overspends in two areas: the installation of a new data management system and building development work at the College's premises in London.
RCVS President Jacqui Molyneux said: "This verdict is welcome in that it supports our original decision. But I can appreciate that it may frustrate those members unhappy that they will not see the full report.
"When it was commissioned, it was intended that the report would be published in full; in the event, the document included information that would contravene the Data Protection Act if published. However, I would like to reassure members that the substance of the report was included in the published recommendations, and these have now, in the main, been acted upon."

The RCVS is reminding veterinary surgeons that the retention fee payment deadline is 31 March. Fee payments received after 1 April are subject to an extra £35, and veterinary surgeons whose fees remain unpaid after 31 May are removed from the Register.
Veterinary surgeons also need to confirm or update their Register details annually as part of renewing their registration. Although the deadline for this is 30 September, members may find it convenient to do this at the same time as making fee payments. UK- and overseas-practising members need to confirm additionally that they have met the continuing professional development (CPD) requirements. Renewals can be made either online or via the form included with the annual renewal notice, regardless of how payments are made.
Fees can be paid through the RCVS website, by cheque, direct debit (which will need to have been set up in advance) or bank transfer. Particularly relevant for those making payments on someone else's behalf, is to remember to write the vet's name and Register number on the back of the cheque, or as a bank transfer reference. The RCVS processes over 22,000 registrations every year and needs to know to whom each payment relates.
For those who have set up a direct debit, the RCVS generally aims to take the payment on 31 March. As this will be a Sunday this year, the payment will be taken as soon as possible afterwards. To set up a bank transfer (which can be from a bank account online, telephone banking, or a branch, depending what the bank offers) the RCVS account details are available by telephoning the Finance Department (020 7202 0723). Payments cannot be taken over the phone.
A veterinary surgeon's registration acts as a licence to practise and those removed from the Register may not practise unless and until they have been restored.
Nominations are now being sought for candidates to stand in the Royal College of Veterinary Surgeons Council and Veterinary Nurse Council (VN Council) elections. The deadline for nominations is 5pm on 31 January 2013.
Nick Stace, RCVS Chief Executive said: "Last year, a record number of veterinary surgeons showed by seeking a seat on RCVS Council that they were willing to help regulate their profession. The RCVS needs the efforts of willing vets and VNs to ensure that their professions continue to be well regulated. If you've thought about standing 'someday' - why not make someday now?"
There are six seats due to be filled on RCVS Council, and two on VN Council. Those elected will take their seats on RCVS Day next July, to serve four-year terms. Council members will be expected to spend at least six to eight days a year attending Council and Committee meetings, working parties and subcommittees (for which a loss-of-earnings allowance is available).
Each candidate needs to find two proposers; any veterinary surgeon or veterinary nurse (who is not presently on either Council) may propose one candidate for RCVS or VN Council respectively.

For the first time this year the RCVS will organise a webinar-style hustings event for RCVS Council candidates during the election period. This will offer candidates the opportunity to outline his or her manifesto verbally in a live event, with an audio-only recording. It will not be compulsory for candidates to take part, although it is hoped that the event will enable candidates to make their points in a way that will engage a broader range of voters than the paper manifestos alone.
The RCVS and VN Councils Elections are now open for nominations from candidates who wish to stand in 2011.
RCVS Registrar Jane Hern said: "We are always pleased when veterinary surgeons and veterinary nurses are prepared to contribute personally to the activities of the College and the governance of their own professions.
"Serving as a Council Member requires a fair amount of an individual's time and effort however, so we are announcing the nomination period in good time to allow people the chance to consider their options and make plans accordingly."
Six seats on RCVS Council and two on VN Council are due to be filled in the 2011 elections. Those elected will take their seats on RCVS Day next July, to serve four-year terms, and will be expected to spend at least six to eight days a year attending Council meetings, working parties and subcommittees (a loss-of-earnings allowance is available).
All prospective candidates need to provide the signatures and registered/listed addresses of two proposers, and should also submit a short biography, manifesto and photograph for inclusion in the RCVS News Extra election specials. Nobody can nominate more than one candidate, and no current member of the RCVS Council or VN Council may make nominations.

The RCVS is seeking applications for a paid, part-time parliamentary internship from veterinary surgeons and students who have completed the third year of a veterinary degree.
Applicants are also required to demonstrate a commitment to the advancement of the veterinary profession in the UK.
The internship is to support the activities of Professor the Lord Trees, with the successful applicant expected to work three days a week whilst Parliament is sitting (around 150 days a year). The role is for one year, starting in October, and is London-based, with a salary of £15,000 (not pro-rata). A housing allowance may also be available.

The RCVS has announced that it is to host an open day on Monday 15 December for those members of the veterinary and veterinary nursing professions who are interested in joining the College’s Preliminary Investigation Committee (PIC), Disciplinary Committee (DC) or Veterinary Nurse Preliminary Investigation Committee (VN PIC).
In January 2015 the College will be looking to recruit veterinary members for PIC and DC following a legislative reform order last year to reconstitute them separately from RCVS Council. This means that the committees must be made up of veterinary and lay members who are not on Council and members will be appointed on the advice of an independent selection committee.
The RCVS will be seeking to recruit four veterinary surgeons for DC as well as three veterinary surgeons for PIC. At the same time the College will be recruiting two registered veterinary nurses and a veterinary surgeon for VN PIC. Applications are particularly sought from practising or recently retired clinicians.
The Open Day (at Belgravia House from 9.30am to 4pm) will provide the opportunity for those who are interested in applying to hear from current members of each committee about what being a committee member is really like and the type of cases dealt with. Recruitment consultants will also be on hand to explain the hiring process and attendees will have the opportunity to put questions to Gordon Hockey, RCVS Registrar.

The RCVS has announced that 19 people are standing in this year's RCVS Council elections, including, for the first time, more women than men, and a much lower average candidate age.
Of the 19 candidates - believed to be the highest number since records began - ten are women. Not only is this the most women ever to stand, but it is in direct contrast to last year where all 13 candidates were men. Additionally, whereas the average age of all elected Council members in March 2013 was 56.5 (57 for women and 56 for men), the average age of this year's candidates is 47 (45 for women and 48 for men).

Last year, the all-male candidate list prompted concern from the profession and calls for the College to investigate the reasons behind the lack of women and to take steps to redress the balance. The then RCVS President Jacqui Molyneux invited feedback from the profession about the barriers to joining Council, and set up a working party, chaired by Council member Amanda Boag, to look at how participation could be widened, not only to women, but also younger members of the profession and those actively engaged in clinical practice.
The working party suggested a number of initiatives, including a mentoring scheme, providing more practical information about being a Council member (see www.youtube.com/rcvsvideos), and inviting prospective candidates to the RCVS to discuss the role in more detail.
Amanda said: "The College's efforts to broaden participation in its election process seem to have paid dividends. I'm delighted there is so much more diversity amongst the election candidates this year, and that so many women have decided to throw their hat into the ring, especially as women now form over 50% of the profession. I'm very much looking forward to the outcome of the elections, and hope that this dramatic increase in candidates in turn prompts an excellent turnout."
In a slightly later start to the voting period this year, ballot papers and candidate details will be posted on 19 March 2014, and all votes must be cast, either online or by post, by 5pm on Friday, 25 April 2014.
In the meantime, the College is inviting all voters to think about the one question they would like to put to the candidates and submit it in time for this year's 'Quiz the Candidates', to be broadcast by the Webinar Vet on the evening of 20 March. All questions received will be put to the candidates, who will each then answer two questions of their choice, as well as explaining what they consider sets them apart as a potential Council member. The candidates' answers will be pre-recorded (due to the large number of candidates) and made available online at around 8:00pm on 20th March.

The RCVS has announced that its former President, Professor Sandy Trees, will be appointed to the House of Lords as a non-party-political (cross-bench) peer, following recommendation by the House of Lords Appointments Commission.
Professor Trees, who was President of the RCVS in 2009-2010, has served on the College Council for 12 years. He becomes only the second veterinary surgeon to take a seat in the House of Lords, joining Lord Soulsby of Swaffham Prior.
Professor Trees said: "This is a great honour, and a wonderful opportunity. I look forward to the prospect of ensuring that legislation relating to animal health and welfare is fit for purpose, but I also feel that veterinary surgeons have a great deal to offer society more broadly, and I will relish the opportunity of raising the profile of the profession and what it can contribute.
"Beyond the immediate veterinary sphere, my areas of experience include science, the environment, education, middle eastern politics and tropical medicine, so I hope to be able to contribute to the work of the House of Lords on many fronts."
Dr Jerry Davies, RCVS President, said: "I am delighted to hear that Professor Sandy Trees has been appointed to the House of Lords. I know that he will not only represent the profession on all matters of veterinary science, veterinary education, animal welfare and public health, but as a cross-bencher, he will also bring a breadth of experience to bear on issues outside the immediate interests of our profession. He is a well informed and articulate advocate of whom the profession can be rightly proud."
The BVA also welcomed the appointment. BVA President Carl Padgett said: "The British Veterinary Association is absolutely delighted at Professor Trees' appointment to the House of Lords. He will bring a wealth of experience and scientific expertise into the political arena, not only in the fields of animal health and welfare but also public health, where he has particular knowledge and experience.
"We are pleased that the value of veterinary input in legislative debate has been recognised by the Appointments Commission.
"We are also proud that Professor Trees will be formally opening this September's BVA Congress in Liverpool where he inspired two generations of vets through his teaching and research, and we look forward to working with him to deliver a healthy future for animals, vets and the country."
Following issues with the implementation and associated costs of the Royal College of Veterinary Surgeons' database (iMIS), independent IT specialists TFX Consulting Ltd have reported on both the implementation project and the long-term suitability of the database for the College's needs.
The TFX iMIS Report highlights inadequacies in the procurement process for the IT system, especially with regard to the drafting of the original brief. The Report suggests that this led to differing expectations from the College and ASI, the company licensing and assisting with the implementation of the software, in terms of the detail and complexity of the project.
Although TFX says it believes the iMIS system to be suitable for the finance functionality required, it is critical of its ability to support some other RCVS data structures, and considers it is a poor fit for the complex registration and education functions of the College. The Report writers note that the RCVS continues to fulfil its statutory duties in terms of fee collection and the maintenance of registration records.
The key recommendations of the Report are that the RCVS continues to work with the iMIS database in the immediate future, particularly with regard to core functions, but that a new partner is sought for ongoing support of the system. Thereafter, the Report recommends that a plan is put in place to migrate away from the system over a period of two to three years, as part of a natural upgrade path for RCVS IT systems.
As part of this programme, TFX recommends that a detailed analysis exercise is required, with the objective of more completely defining the College's complex requirements.
This is the second of two reports prepared by TFX; the first reviewed the College's technology more generally. The Technology Report provided valuable advice in areas of network security, staged replacement of legacy hardware and a coherent software and licensing programme, with associated staff training.

The TFX Technology Report will not be published, as it concerns issues relating to security of the College's IT infrastructure.
RCVS President Jerry Davies said: "We are grateful to TFX Consulting, and Ben Murray in particular, for the depth and clarity of both of their reports. It has been very useful to have independent scrutiny of the iMIS project and our IT systems as a whole.
"Lessons can be - and have been - learned. For example, new project management protocols have been introduced by the College, and the instigation of an Audit and Risk Committee has been agreed".
Council accepted the findings of the Report at its recent meeting, and the new Chief Executive and Secretary, Nick Stace, will consider how the recommendations are best implemented, when he takes up his post in September 2012.
Defra has launched a public consultation on proposals that would enable the RCVS to reconstitute its disciplinary committees independently of the RCVS Council, to ensure that the same group of people are not responsible for setting the rules, investigating complaints and hearing cases. The Royal College is urging the profession to support the proposals.
The proposed changes will be made by a Legislative Reform Order that will amend a specific part of the Veterinary Surgeons Act 1966, to require the RCVS Preliminary Investigation and Disciplinary Committees to be made up of veterinary surgeons and lay members who are not RCVS Council members, and who are appointed at arm's-length.
RCVS President, Dr. Jerry Davies said: "I am delighted that Defra is consulting on these long-anticipated proposals, which would allow the RCVS to deliver better, fairer and more effective regulation. I would urge members of the profession and the public to respond to this important consultation and to support the changes."
Under the proposals, following a transitional period, the Committees would cease to include Council members. The bodies which consider allegations of misconduct on the part of veterinary surgeons would thus be independently constituted and detached from policy discussions. The proposals would also improve the independence of the disciplinary processes by formally bringing lay people into the relevant Committees.
In addition, the College says that changes would increase the pool of people available to investigate complaints and sit on disciplinary hearings, thus allowing the case-load to be handled more efficiently, and ensuring that complaints are heard swiftly.

On Tuesday 15 January the RCVS will hold a 'Meet the RCVS Day' for those standing or considering standing for election to RCVS Council or the Veterinary Nurses Council.
The event offers prospective candidates an opportunity to find out more about what the role of a Council member involves, and what would be expected of them, if elected.
Candidates and prospective candidates will have the chance to meet the RCVS Officers and senior staff, and to find out what goes on behind the scenes. The day will start at 10.30am, and finish at approximately 3.30pm, to allow plenty of time for questions. Lunch and refreshments will be provided.

Council and VN Council members will be expected to spend at least six to eight days a year attending Council and Committee meetings, working parties and subcommittees (for which a loss-of-earnings allowance is available).
The Royal College of Veterinary Surgeons has called for comment on a new draft health protocol which aims to deal compassionately with veterinary surgeons who have health problems, such as alcohol or drug addiction or mental health issues, while continuing to protect the public interest.
According to independent legal advice sought by the College, such an approach is appropriate and necessary in order for the RCVS to fulfil its regulatory responsibilities - similar systems exist within other regulators.
RCVS President Peter Jinman said: "At present, where veterinary surgeons suffer from health problems that affect their fitness to practise, they may be referred to a formal and public Disciplinary Committee inquiry and stopped from practising. But it is recognised that this is not always in the public interest, which could be protected by a more compassionate approach, involving medical help, workplace supervision and continued practice, subject to conditions."
As a result, the draft Protocol has been developed by the RCVS Preliminary Investigation and Advisory Committees. It formalises and builds on steps taken by the Preliminary Investigation Committee in the past to help veterinary surgeons to recover from health problems affecting fitness to practise, without referral to the RCVS Disciplinary Committee. Often those veterinary surgeons are also receiving help from the Veterinary Benevolent Fund's Veterinary Surgeons' Health Support Programme.
The Protocol encourages anyone coming into contact with veterinary surgeons - including other veterinary surgeons, veterinary nurses, members of practice staff, clients and healthcare professionals - who have concerns about a veterinary surgeon's health to report those concerns to the RCVS as soon as is reasonably practicable. Veterinary surgeons and veterinary nurses who are concerned about the health of a veterinary surgeon must also take steps to ensure that animals are not put at risk and that the interests of the public, including those of their colleagues, are protected.
A similar protocol would be introduced for Registered Veterinary Nurses when the equivalent disciplinary system comes into force next year.
The draft protocol, together with recommended changes to the RCVS Guide to Professional Conduct to support the change, is available online (www.rcvs.org.uk/healthprotocol) and comments are requested by 8 October 2010. The comments will be considered by Advisory Committee and then RCVS Council.
