Five graduates from St George's University School of Veterinary Medicine (SGUSVM), in the Caribbean island of Grenada, have passed the Statutory Membership Examination of the UK's Royal College of Veterinary Surgeons.
According to the University, SGUSVM graduates have traditionally demonstrated impressive pass rates on this rigorous exam, but this year's 100% pass rate by SGU students - compared with an overall 44% pass rate for candidates overall - is an exceptional result for SGU students, and only the second time it has been achieved in the school's history.
In order to practice veterinary surgery in the UK, all graduates with foreign or Commonwealth qualifications must pass the RCVS examination. The exam consists of two days of written papers, followed by clinical, oral and practical exams at a UK veterinary medical school. Thirty-five St George's graduates have passed into the RCVS since the School's inception in 1999.
The RCVS sets no quota for this Statutory Membership Examination, meaning those who meet the standards will pass, regardless of the number of candidates sitting the exam.

Presenting the graduates with a membership certificate at the Ceremony of Admissions at Belgravia House in London, RCVS President Dr Jerry Davies said: "I was delighted to welcome so many of this year's successful candidates to the College. Whether newly graduated or long qualified elsewhere, all of those registering today have succeeded in meeting the educational and professional requirements that enable them to call themselves veterinary surgeons and to practise in the UK."
The mandatory regulation of veterinary practices, including statutory powers of entry and inspection, is one of the main parts of the College's proposals for new primary legislation that would replace the current Veterinary Surgeons Act 1966.
The working group, which is expected to present the details of a Mandatory Practice Regulation system to Council by the end of 2024, will be chaired by RCVS President Sue Paterson FRCVS.
It will include Standards Committee Chair Linda Belton MRCVS and Practice Standards Group Chair Belinda Andrews-Jones RVN, alongside veterinary, veterinary nursing, lay and external representatives.
Sue said: “With over 70% of practice premises currently under its ambit, our Practice Standards Scheme (PSS) has shown how keen practices are to maintain high standards.
"However, it is a voluntary scheme and, as a result, there is no mechanism to ensure standards across all practices, or to ensure change in those rare situations where it is needed.
“At present, the RCVS only regulates individual veterinary surgeons and nurses, and the veterinary sector does not have an equivalent to the Care Quality Commission, which considers human healthcare premises.
"This means that the onus for maintaining standards within the workplace falls on regulated individuals rather than the business structure.
"We will consider what a scheme that puts more statutory responsibility on business owners to maintain standards should look like.
“I look forward to working with colleagues in RCVS Council, VN Council and other veterinary organisations via this group to really flesh out what this regulatory system might look like in the future, to make sure it is appropriate, robust, proportionate and enforceable.
"Establishing these details will also prove invaluable in our lobbying work with government, ministers and MPs.”
The change to the Practice Standards rules means that RVNs who have at least five years’ experience within the profession are eligible to apply to become PSS Assessors.
PSS Assessors are employees of the RCVS who are responsible for visiting practices that want to join the scheme, are undergoing their re-accreditation assessment or have applied for one or more of the PSS Awards, to ensure they meet the criteria.
The decision to allow RVNs to become PSS Assessors had already been approved by both the Practice Standards Group (the steering committee for the Scheme comprising representatives from all of the major veterinary and veterinary nursing organisations in the UK) and the RCVS Standards Committee.
Matthew Rendle is the Chair of VN Council and also sits as a member of RCVS Council. He said: “I am delighted to see that there is now a pathway to recruit veterinary nurses as PSS Assessors and hope that many of my VN colleagues will take up this opportunity to apply to join the excellent team responsible for ensuring that the Scheme’s stringent standards are met.
"We know that, on a practice-by-practice basis, veterinary nurses often play a big role in helping to coordinate and ensure that the requirements of the Practice Standards Scheme are met, for example, by preparing their team for the assessment, liaising with the RCVS and the Assessor and making sure all standards are complied with in advance. It is great to see that the crucial role they often play in meeting standards is reflected in opening up the ability to become PSS Assessors."

When the next recruitment round for PSS Assessors takes place, RVNs will be invited to apply to join the roster of Assessors.
In addition to approving the role of RVNs as PSS Assessors, Council also approved a new Equine Emergency Services Clinic accreditation to help incorporate the emerging business model of veterinary practices that provide ambulatory emergency services for equids.
The new accreditation would require these practices to meet the applicable PSS Core Standards, plus the requirements contained in an additional Equine Emergency Services module. The full details of the requirements will be published in due course.

The College says that 1CPD has been designed to facilitate the new outcomes-focused CPD model which was introduced in 2020 and becomes mandatory from 2022.
An important part of this new model is reflection, so 1CPD encourages vets to reflect on the quality, relevance and impact of their CPD activities.
Dr Linda Prescott-Clements, RCVS Director of Education said: "Although the outcomes-focused element of these changes won’t become mandatory until January 2022, we recommend that you incorporate reflection in your cycle of planning, doing and recording CPD as soon as possible, and our new 1CPD app makes this much easier to do than before.
"Research has found that reflection enhances the quality, impact and relevance of CPD as professionals consider what they have learned, how they will apply their learning and how it will improve their practice. To support this CPD model, which research has shown has a positive impact on both professionalism and patient outcomes, the 1CPD platform facilitates reflection by allowing you to record your reflective notes on your recorded CPD activities, through a variety of means including text, audio or uploading a document."
The old PDR was taken offline last Friday and all of the data saved in the PDR has been transferred to 1CPD.
The 1CPD app is now available for both Apple and Android devices, available on and off line, and through a new dedicated website, all of which is now accessible using the same credentials used to access My Account.

The launch of 1CPD also coincides with a change to the way that the College assesses CPD compliance, moving to an annual CPD requirement of 35 hours a year for veterinary surgeons and 15 hours a year for veterinary nurses.

The advice in the new help section has been designed to highlight the shared responsibilities of animal owners and their vet teams, and to support practices by giving this advice for pet owners in a clear and easy-to-read way.
It explains what pet owners can expect from their vet team - and what is expected of them - throughout the different stages of pet ownership.
The information is split into ten sections:
The content in the new resource was informed by the views of the RCVS’s Public Advisory Group (PAG), whose members comprise owners/keepers of companion animals, equine and production animals, as well as other users of veterinary services.
Veterinary surgeon and Chair of the RCVS PAG, Louise Allum MRCVS (pictured), said: "The PAG has performed an essential role in helping to inform the content creation for our animal owner help and advice resource, highlighting the need for greater transparency and support, particularly around veterinary fees, treatment options, and what to expect from vet practices.
"Veterinary professionals work tirelessly to provide the most appropriate care for their patients, and we want to support this by ensuring pet owners have access to clear, accessible information about their rights, responsibilities, and the role of veterinary teams to ensure that expectations are managed.
“We are calling upon veterinary professionals to share this resource with clients far and wide, to help owners understand more about veterinary practice and how they can build a successful partnership with their vet team, ultimately leading to better outcomes for pets, their owners and veterinary professionals alike."
The RCVS will be expanding its help and advice section to include further information for equine and livestock owners in due course.

At the outset of the hearing, Mr Kashiv, from Vets & Pets, Broxbourne, denied all aspects of the charges against him. During the course of the inquiry, some heads of charge were not pursued and some he admitted, leaving the remaining heads of charge to be determined.
The charges concerned the treatment of a Scottish Terrier, called Tanzy, whose owner, Mrs Greenhill, brought her in to see Mr Kashiv on 5 March 2015. Mrs Greenhill was concerned about blood in Tanzy’s urine and swellings in her mammary glands. After carrying out a cytopathology test, Mr Kashiv advised Mrs Greenhill that Tanzy would require surgery to remove the mammary glands. There were no further tests conducted, and no alternatives to surgery suggested.
On 13 March another veterinary surgeon at Vets & Pets therefore undertook a right-side mammary strip on Tanzy, discharging her the following day. On 17 March Mrs Greenhill brought Tanzy back in for a post-operative check and was seen by a locum veterinary surgeon, who found her to be in good condition.
On 20 March Mrs Greenhill then became concerned about Tanzy’s deteriorating condition and returned her to see Mr Kashiv. He admitted Tanzy for observation over the weekend but did not conduct any further tests at that stage, apart from radiography on 22 March. The hospitalisation records were of poor quality and substantially incomplete.
On 23 March Mr Kashiv then informed Mrs Greenhill that Tanzy could be discharged, although he recommended an MRI scan to assist in the diagnosis; this was declined on cost grounds. He did not however explain clearly to Mrs Greenhill that Tanzy’s prognosis was bleak, and did not give adequate home care instructions.
Tanzy continued to deteriorate, and on 24 March Mrs Greenhill took Tanzy to the RSPCA Harmsworth Hospital where a veterinary surgeon conducted tests which showed that Tanzy was in renal failure. The veterinary surgeon then called Mrs Greenhill and recommended that Tanzy was put to sleep, which was then performed in Mrs Greenhill’s presence.
The Committee found that Mr Kashiv had failed to conduct the necessary investigations when Tanzy was admitted from 20 to 23 March 2015, being satisfied that, by the time Tanzy had been hospitalised for a period of three days, it was mandatory for a blood test to have been performed, given her marked deterioration.
The Committee also found while Mr Kashiv did express his opinion that Tanzy’s prognosis was poor, he did not give the full explanation required in the circumstances of this case to enable Mrs Greenhill to understand fully the prognosis. The Committee also considered that Tanzy was not in a fit state to be discharged on 23 March 2015, and that he had failed to keep sufficiently clear and/or detailed and/or accurate records.
After full consideration, the Committee found that Mr Kashiv’s actions amounted to serious professional misconduct, and was satisfied that his actions fell far short of the conduct to be expected of a reasonably competent veterinary surgeon in respect of heads of charge 1, 2 and 3 but not 4.
Although it was concerned "about the culture of care in the practice, in particular not having in place proper protocols and procedures and without necessary support from properly trained staff", in deciding on appropriate sanction, the Committee was satisfied that there were "a number of serious misjudgements by Mr Kashiv in this case".
The Committee decided to postpone judgement for a period of two years, whilst recommending that Mr Kashiv agree to undertake a structured programme to benefit his clinical practice including a Personal Development Plan, mentoring, practice visits, additional CPD and regular reports to the Disciplinary Committee.
Non-compliance with these undertakings may result in the hearing being resumed at a date earlier than the two-year period.
Stuart Drummond, Chairing the Disciplinary Committee and speaking on its behalf, said: "The Committee considers that Mr Kashiv is a dedicated veterinary surgeon, as evidenced by the large number of testimonials, and that he provides a valuable service to the community, particularly with rescue animals.
"Nevertheless, the Committee considers that there were a number of fundamental failings in Mr Kashiv’s clinical competence which are required to be addressed during the period of postponement. For the reasons set out above the Committee considers that Mr Kashiv’s clinical practice will benefit from a structured programme over the period of postponement, whilst protecting the welfare of animals, maintaining public confidence in the profession and declaring and upholding proper standards of conduct."

The Codes were approved by RCVS Council and the Veterinary Nurses Council earlier this year, following a lengthy consultation and review process that began in 2009, and will replace the existing Guides to Professional Conduct.
The College says the new Codes are principles-based, easily accessible and, at 16 pages long compared to the 50-page Guides, much more concise. They bring the College's guidance into line with the codes of conduct of other regulatory bodies, and help to describe those professional responsibilities that are fundamental to veterinary surgeons' and veterinary nurses' practice.
To expand on and clarify these professional responsibilities, an additional 27 chapters of supporting guidance have been published on the RCVS website, which also consolidate and update all existing RCVS guidance for veterinary professionals.
Both Codes set out five principles of practice: professional competence; honesty and integrity; independence and impartiality; client confidentiality and trust; and, professional accountability.
The veterinary surgeons' Code features an update to the declaration made on admission to the profession and, for the first time, the veterinary nurses' Code includes a declaration to be made on professional registration.
Among the professional responsibilities introduced in the Codes are: mandatory recording of continuing professional development; a mandatory professional development phase for new veterinary surgeons and period of supervised practice for registered veterinary nurses (RVNs) returning to practice after a break; a Performance Protocol; and, notification to the RCVS of any matter that may affect fitness to practise, including convictions (although this will require further consideration by the College).
For the first time, mandatory clinical governance has been introduced, and minimum practice standards have also been incorporated, at equivalence to the core standards set out in the RCVS Practice Standards Scheme.
A pocket-sized hard copy of the Code will be posted to all vets and RVNs shortly, which will include references to where the supporting guidance and further information can be found on the RCVS website. The online versions - at www.rcvs.org.uk/vetcode and www.rcvs.org.uk/vncode - are fully searchable by keyword, and PDF versions will soon be available to download. A digital version is also being explored, to enable veterinary surgeons and veterinary nurses to access the Codes and supporting guidance on smart phones and tablets.
Although only registered veterinary nurses have agreed to abide by the VN Code of Professional Conduct, the College hopes that all veterinary nurses will consider it a useful benchmark of professional standards.

The Royal College of Veterinary Surgeons has announced that Nick Stace has been appointed its Chief Executive and Secretary, and will take up his post on 3 September 2012.
Mr Stace leaves CHOICE, Australia's equivalent of consumer group Which?, after three and a half years as Chief Executive Officer. At CHOICE, Nick led the modernisation of the organisation, this year taking it to the number one spot as the most trusted media entity in Australia. A long-standing consumer champion, Nick also held the post of Deputy CEO at Which?, he was a director at Consumers' International and former Prime Minister Gordon Brown's Director of Strategic Communications.
RCVS President Jerry Davies said: "I am delighted that Nick Stace will be joining the College. With his impressive track-record, I believe that we have a Chief Executive who will lead the College into a new phase of modernisation and development. I am grateful to the Interview Panel, led by Council member Dr Barry Johnson, for all their hard work in securing this excellent appointment."

The role of Chief Executive and Secretary is a new one - previously the Registrar led the executive of the College. One of Nick Stace's first tasks will be to assist in recruitment of the Head of Legal Services/Registrar, a new role.
The case studies were developed by the RCVS Standards Committee and use a variety of examples of where miscommunication between a client and the veterinary practice can lead to an inadequate level of consent being gained for procedures and treatment, including euthanasia.
Examples include damaged teeth being removed during a clean and polish dental procedure without the owner’s express permission and not giving the full range of options available in the case of a dog with an osteosarcoma.
The case studies follow the Standards Committee approving changes to chapter 11 (‘Communication and consent’) of the supporting guidance to the RCVS Code of Professional Conduct in January 2018 to give further advice on how to discuss informed consent with clients, who can be responsible for gaining consent for a procedure and additional guidance on consent forms.
Dr Kate Richards MRCVS, Chair of the RCVS Standards Committee, said: "We hope these case studies will prove useful to practitioners who are having to deal with the complexities around making sure that procedures are fully explained to ensure informed consent is gained.
"We understand the difficulties that are encountered and so these case studies, based on real-life scenarios, highlight where things may go wrong and how these incidents can be avoided by being thorough and ensuring that good communication is at the heart of all we do."

The final deadline for paying the fee was 31 May 2019, with the 346 who did not pay being removed on 1 June 2019, compared to 308 last year.
Those who were removed from the Register but have subsequently paid to be restored are not named on the list.
The RCVS says it sent reminders to all MsRCVS, including emails and text messages, reminding them that the fee was due. Letters were sent to those members that the College does not have an email address or mobile telephone number for.
A list of those who have not paid their fee has now been published. Practices are encouraged to check the list to ensure that no employees are named.
The College also wants to remind veterinary surgeons that, although paying the fee is required to remain on the Register, to complete their registration in full they need to confirm they are compliant with the continuing professional development (CPD) requirement and complete the criminal disclosures form. Both of these are required by the Code of Professional Conduct and can be completed on the ‘My Account’ area.

The RCVS Disciplinary Committee has dismissed a case against a London-based veterinary surgeon, having found charges related to fraudulent registration not proved.
Miss Maria Becerra Parga was charged with fraudulently entering her name on the Register of Veterinary Surgeons, by submitting a registration application in 2005 that contained a forged certificate of good standing from the Distinguished Official Veterinary Association of Lugo, Spain.
The Committee said that, in order to conclude Miss Becerra Parga had acted dishonestly, it needed to be sure that when she submitted the certificate to the RCVS she knew it was not genuine.
Miss Becerra Parga admitted that she did not make any application for the certificate directly to the Lugo Association. She accepted that the certificate she supplied to the College (the number of which was genuine and corresponded to a male veterinary surgeon registered in Spain) was a forgery, and that it contained a reference to her degree, a statement of good conduct, and was dated before she had a need for it; however, she said, this had been given to her by a friend and veterinary colleague and she had understood that she had been given a temporary membership of the Lugo Association for the purpose of registering with the RCVS. She also said that she had left these arrangements to her colleague and assumed that the document she had been given was genuine.
Her colleague, called as a witness by the College, said that Miss Becerra Parga had admitted the fraud to her and she denied that she had given the certificate to Miss Becerra Parga. Her friend said that she gave no more than general guidance because she knew that Miss Becerra Parga would be guided by a UK company that would arrange for her registration with the RCVS and through which she would be employed. She thought it possible that she had told Ms Becerra Parga that she needed a letter of recommendation, but she was not sure.
After careful consideration, the Committee preferred the evidence of Miss Becerra Parga and found her account to be "consistent with her naivety, inexperience and trusting nature" and "was sure that she did not forge the document herself". It found that to the extent that Miss Becerra Parga read the certificate at all when given it, she obviously did not notice its date or significance. The Committee was not able to say who was responsible for forging the certificate.
The Committee also dismissed an argument RCVS Counsel put forward, that Miss Becerra Parga had neither offered nor made payment for the certificate, and that she had forged the certificate to avoid a payment. The Committee said it did not find it credible that a veterinary surgeon, in work with a supportive family, who obviously was easily able to obtain proof of her good character directly from the university if necessary, would have jeopardised her entire career by forging the document, let alone for a small financial advantage.
The Committee directed that the charges be dismissed.
The RCVS has announced that its new Royal Charter, which recognises veterinary nursing as a profession, is due to come into effect early next year once it has been signed by Her Majesty the Queen and received the Great Seal of the Realm.
The Charter, which was approved at a meeting of the Privy Council on 5 November, sets out and clarifies the objects of the RCVS and modernises its regulatory functions.
The Charter will also confirm the role of the College as the regulator of veterinary nurses and give registered veterinary nurses the formal status of associates of the College.
In addition, the Charter will also underpin other activities of the College such as the Practice Standards Scheme.
One of the key changes is that those qualified veterinary nurses who are currently on the List will automatically become registered veterinary nurses. This means that they will be required to abide by the Code of Professional Conduct for Veterinary Nurses, will be held accountable for their actions through the RCVS disciplinary process and will be expected to keep their skills and knowledge up-to-date by undertaking at least 45 hours of continuing professional development (CPD) over a three-year period.
In addition, the Charter will give formal recognition for VN Council to set the standards for professional conduct and education for veterinary nurses.
Kathy Kissick RVN, the current chair of VN Council, said: “A Charter which recognises veterinary nursing as a fully regulated profession is something that many veterinary nurses, as well as the British Veterinary Nursing Association, have been wanting for some time so I commend this development.
“This can only be a good thing for the profession, the industry as a whole and animal welfare because it makes sure that registered veterinary nurses are fully accountable for their professional conduct and are committed to lifelong learning and developing their knowledge and skills.
“Furthermore, the new Royal Charter is a significant step towards attaining formal, statutory protection of title, which would make it an offence for anyone who is not suitably qualified and registered to call themselves a veterinary nurse.”
From next autumn those former listed veterinary nurses who have become registered veterinary nurses will be expected to confirm that they are undertaking CPD and will also need to disclose any criminal convictions, cautions or adverse findings when they renew their registration.

Although the date for signing and sealing the Charter has not yet been confirmed, once it comes into effect the College will be contacting all listed veterinary nurses by letter to outline the changes as well as putting an announcement on www.rcvs.org.uk.
The RCVS has announced that it will start to accept the first applications for the new Advanced Practitioner status from the start of September.
The new accreditation status represents a 'middle tier' between veterinary surgeons holding an initial veterinary degree and RCVS Specialists and will demonstrate that the veterinary surgeon has advanced knowledge and experience in a designated field of veterinary practice.
Practising veterinary surgeons with at least five years' experience and a relevant postgraduate qualification are eligible to apply to be recognised as RCVS Advanced Practitioners. Accepted qualifications include the Certificate in Advanced Veterinary Practice (CertAVP) with a designation; the RCVS Certificate awarded up to 2012; postgraduate clinical qualifications awarded by universities or recognised awarding bodies; and other relevant clinical postgraduate master's degrees. Advanced Practitioners will be expected to undertake at least 250 hours of continuing professional development (CPD) over each five-year period of accreditation, of which 125 hours should be in their designated field.
Dr Kit Sturgess is Chair of the Advanced Practitioner Assessors Panel and was involved in the development of the scheme. He said: "I am very proud that we will soon be accepting applications for the Advanced Practitioner status, just two years after the need for such an accreditation was highlighted by Professor Sir Kenneth Calman's Specialisation Working Party, set up to look at the whole specialisation framework.
"Being an Advanced Practitioner is more than just a status - it will demonstrate to members of the public and colleagues alike that a veterinary surgeon is working at an advanced level in their field and has made an ongoing commitment to career development and lifelong learning through engaging with CPD over and above the RCVS minimum requirement."
Applications from holders of the RCVS Certificate in Advanced Veterinary Practice (CertAVP) with a designation can apply from 1 September 2014 while those holding any other relevant qualifications can apply from 13 October 2014. The deadline for all applications during this first round is 30 November 2014.

The application fee for this year is £50 - from next year it will be £80. Thereafter there will be an annual fee to remain on the list (£80 by direct debit; £90 otherwise, at current rates).
All eligible applications will be assessed by the Advanced Practitioner Assessors Panel. The first list of Advanced Practitioners is due to be published, alongside the updated Specialist list, in spring 2015 subject to approval by the RCVS Education Committee in February 2015.
If accepted on to the list, practitioners will be able to use 'RCVS Advanced Practitioner in [designated field]' after their names. The accreditation and its designation will also be a primary search field on the RCVS Find a Vet practice database as well as appearing after an individual's name on the Check the Register search tool.
Once the first list has been published, the status of Advanced Practitioner will be promoted to the public.

Kit, who has served on Council as an elected member since 2013, is currently the Chair of the RCVS Finances & Resources Committee and has been RCVS Treasurer for the past three years.
He is also a member of a range of committees and project groups across the RCVS including: the Audit and Risk Committee; the PIC/ DC Liaison Committee; the Certification Subcommittee; the Estate Strategy Project Board; the RCVS Knowledge Board of Trustees; and the Advanced Practitioners Panel.
Since 2003 Kit has been working as an internist (he is an RCVS-recognised Specialist in Small Animal Medicine) in private referral practice. In 2006 he became a founding partner in a multidisciplinary referral centre that he saw grow from five to 65 members of staff within five years.
His interests include workforce issues, communicating the diverse clinical and non-clinical skills of veterinary surgeons to the general public and government, and facilitating life-long learning through achievable further professional qualifications and effective CPD.
Kit said: "It was a great honour to be elected as the next Junior Vice President by my fellow council members. I feel that I can make a positive contribution to the work that the RCVS is already undertaking in ensuring the veterinary team remains healthy and respected. In particular I am keen to look at how the RCVS can help find solutions to our workforce issues - improving retention as well as encouraging and facilitating vets and nurses back into the profession."
In addition to Kit being elected as JVP, the current holder of that office, Dr Mandisa Greene, was confirmed as President for 2020-21 and current President, Dr Niall Connell, was confirmed as Senior Vice-President for this period.
Professor Susan Dawson was voted in as RCVS Treasurer, and she will be formally invested in this role at Royal College Day on Friday, 10 July.

The review, announced earlier this year, was recommended to RCVS Council by its Standards Committee following its exploration of the implications of new technologies for both animal health and welfare and veterinary regulation.
The main areas under consideration include the provision of 24-hour emergency cover and the interpretation and application of an animal being under the care of a veterinary surgeon.
The initial stages of this review had been drafted for Standards Committee to consider at its meeting on 9 September, where the outline timetable was also discussed.
Standards Committee Chair Melissa Donald, said: "This is set to become one of our most fundamental reviews of RCVS guidance in recent years.
"Considering the complexity of the issues in question, and their importance to animal owners and the professions alike, it is vital that we allow ourselves enough time to ensure this review is as thorough and comprehensive as possible.
"We have a clear responsibility to seek, understand and, where we can, accommodate the opinions and experiences of as many different people from within and around the professions and the public as possible. I would urge my fellow vets and vet nurses to please find some time to consider these issues very carefully over the coming weeks and months, and to send us their views."
The review will comprise several stages and is expected to take around 12 months to complete. The outline timetable, which may be subject to change, is as follows:
October 2019 – January 2020: six-week Call for Evidence, followed by independent qualitative analysis of all evidence received
February – March: Select Committee-style meetings and independent qualitative analysis of additional evidence gathered [NB this stage is subject to Standards Committee requirements, depending on the evidence gathered.]
April – June: Consider all evidence and draft any new policy
July – August: six-week public consultation on draft policy
September – October: independent review of consultation responses, and production of any proposals for change
November 2020: Finalise any proposals for change and publish any new guidance
To support and promote the various stages of the review the College is also planning a programme of stakeholder engagement, and will also provide regular updates on progress to both Council and the wider profession.

From this summer, all new veterinary graduates have had to be enrolled on the VetGDP when they start their first job as a qualified vet. This means that veterinary practices and other workplaces wishing to employ new veterinary graduates will need to become, or be working towards becoming, an RCVS-Approved Graduate Development Practice or Workplace. To date, over 1,800 VetGDP Advisers around the UK have registered for the training to help develop their new graduate colleagues.
All new veterinary graduates and their VetGDP Advisers will be able to use the new e-portfolio platform to record and monitor the graduate’s progress as they work through the programme.

As part of the programme, the College aims to form a network of UK-wide rural Mental Health First Aiders in the vet profession starting with rural geographies.
The network will bolster the understanding of common mental health conditions, help individuals identify signs of mental ill-health both in themselves and others, promote self-care and provide the tools for how to effectively support people experiencing poor mental health.
Angharad Belcher, Director of the RCVS Mind Matters Initiative (MMI), said: “Veterinary surgeons working in rural and ambulatory services are often integral members of their local communities with a deep connection with farmers, animal owners and the wider rural community.
"However, as MMI-funded research conducted by Scotland’s Rural College with vets has demonstrated, veterinary work in such areas can often be very challenging which is compounded by working alone or having relatively limited contact with professional colleagues.
“Effective early intervention in cases of mental ill-health and distress can have significant impacts, and so this course will arm participants with the relevant knowledge of how to identify mental health issues and will allow them to signpost people to the most effective and relevant sources of help.”
The free training, fully funded by MMI, will be delivered online in four sessions which are each two-and-a-half hours long.

Dr Crespo appeared in front of the Disciplinary Committee earlier this week with two charges against her. The first was that, in November 2015, she dishonestly and falsely made an online representation to the College that she had no criminal convictions, cautions or adverse findings despite having been convicted, in January 2015, of failing to provide a specimen of breath. The second charge against her was that, in March 2016, she once again dishonestly and falsely failed to declare her conviction when renewing her registration.
During the hearing the Committee had two main considerations in respect of both charges – as to whether Dr Marin Crespo had been dishonest in failing to declare the conviction and as to whether the respondent ought to have known that her representations were false. Regarding the dishonesty element, the Committee found the College had not sufficiently proven this, as it accepted Dr Marin Crespo’s evidence that she did not believe she needed to declare a motoring-related offence as it was not relevant to her professional practice.
However, the Committee found it proven that the respondent ought to have known that the representations were false, taking into account that Dr Marin Crespo made admissions that she ought to have checked the guidance on declaring convictions, cautions and/or adverse findings and ought to have been aware that making such declarations is a requirement of the RCVS Code of Professional Conduct.
Having found the parts of the two charges relating to false representation proven, the Committee then considered whether this constituted serious professional misconduct.
Judith Webb, chairing the Committee and speaking on its behalf, said:"The Committee considers that the false declarations made by the respondent were born of a careless disregard for the disclosure process. The Committee notes that the respondent could easily have checked online, and/or by telephone, as to what she was obliged to do when making the relevant declarations. She failed to do that.
"In these circumstances, the Committee considers that the respondent’s conduct fell far short of that which is to be expected of the veterinary profession. Therefore, in the judgement of the Committee, on the facts found proved, the respondent is guilty of disgraceful conduct in a professional respect."
In considering Dr Marin Crespo’s sanction the Committee took into account a number of mitigating factors including her full cooperation with the College’s investigation, her hitherto unblemished career, her testimonial evidence which it felt demonstrated her dedication and professionalism, and the fact that she has displayed remorse and insight into her conduct.
Judith Webb concluded: "The Committee notes that the respondent’s conduct caused no harm, or risk of harm, to animals or humans. The Committee also notes that there is no charge arising out of the criminal conviction itself. The Committee considers that, if the respondent had answered the online questions correctly, it is unlikely that the respondent would have appeared before the Committee.
"Every veterinary surgeon must ensure that they adopt a careful and accurate approach to the self-certification exercise, which is crucial if the public and the College are to have trust in that process. In these circumstances, the Committee considered that the proportionate sanction in this case is that the respondent be… reprimanded for her conduct."
Nockolds Solicitors was approved as the new administrator of the ADR trial by RCVS Council at its June 2016 meeting at Cardiff City Hall. The company was identified and approved by the RCVS Operational Board as meeting its requirements, a decision which the RCVS says has been welcomed by the Veterinary Defence Society and the British Veterinary Association, as well as receiving lay and consumer support.
The current trial, which was launched in November 2014 and is administered by Ombudsman Services, will come to a close by 1 October, when the new trial with Nockolds will start.
Nick Stace, RCVS Chief Executive and Secretary, said: "In order to be able to make an informed choice about how we wish to design and implement a permanent ADR scheme we wanted to ensure that we have as many different options and as much data as possible. It is very important that we get the permanent scheme right and this is why Operational Board made the decision to have a second trial. It was also clear that satisfaction levels from consumers for the previous trial were lower than we would have liked and that we therefore need to explore other options.
"It is important to note that this will not just be a re-run of the first trial with a different administrator – there will be some significant differences between this and our first trial with Ombudsman Services.
"First, this will be a truly alternative process as consumers will be able to access the trial directly rather than having to go through the College’s concerns process first.
"Second, this will be a process of mediation meaning that expert advisors from Nockolds will facilitate communication between the complainant and the veterinary surgeon to try and find a satisfactory solution to the concern."
The trial will be promoted to both the public and the profession as an alternative to the College’s formal concerns investigation process and participation in the trial will be voluntary. There will also still be a panel of veterinary advisors overseeing the trial and helping staff at Nockolds with any clinical queries they may have.
Jennie Jones is a Partner at Nockolds and will head up the trial. She said: "We are committed to providing a service that mediates complaints to find a fair, efficient and proportionate resolution. We are looking forward to working with everyone involved in veterinary profession to develop an effective mediation service that can be accessed by both the public and members of the profession.
"The service will focus on finding effective and practical resolutions. Understanding the root cause of the complaint and re-establishing effective communication are the crucial first steps in mediation and helping the parties to find a solution they can both accept. Over the coming months, we will be working with the RCVS, representative bodies for the profession and consumers to launch the service.
"In addition to mediating complaints, we will share insight in mediation and complaint resolution to inform practitioners and stakeholders and to enhance standards at veterinary practices. This enables complaint analysis to be used to help improve client care, avoid complaints and maintain trust and confidence in the profession."
A bespoke website for the trial will be set up in time for the launch on 1 October 2016.
The RCVS has published the conclusions of The McKelvey Report, a review into the circumstances leading to a substantial overspend on the College's new database and development works at Belgravia House.
The review was carried out by Professor Bill McKelvey - a member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to consider all aspects relating to the College's budgeting and expenditure process, and propose lessons that could be learned.
Whilst the full report has not yet been published, its conclusions highlight:

Weaknesses exist in the governance of the RCVS which pose significant risks to the proper conduct of its business. Executive staff have not been provided with a robust governance framework by the Council, and this has led to a number of unnecessary misunderstandings between Executive staff and Non Executive members of Council. These matters should be urgently addressed by Council in order to ensure that the confidence of ordinary members of the profession in their College can be restored.
Dr Jerry Davies, RCVS President said: "That such a review was required is regretted, but I would like to thank Professor McKelvey, Richard Davis and Judith Webb for their diligence in this work. Their recommendations will be a very helpful addition to the work that is currently underway to ensure corporate governance is fit for purpose and, in particular, that the management of capital projects within the College is optimised."

Generally, veterinary practices may remain open, but there are national variations in what services should be offered and how, including the conditions under which remote prescribing can be used to help support a case.
Wales currently has the tightest ‘firebreak’ restrictions, meaning practices can only provide essential and urgent work until midnight on 8 November 2020, thereafter, returning to usual operations in line with Wales’ standard measures around workplace safety.
England and Northern Ireland are under national restrictions (4 Nov – 2 Dec, and 16 Oct – 12 Nov, respectively), meaning practices can provide treatment essential for maintaining animal health and welfare, along with non-urgent work providing that social distancing measures and safe working can be maintained.
Veterinary surgeons practising in these three countries may also choose to support a case remotely at an earlier stage, for example, through the remote prescribing of POM-Vs without first having conducted a physical examination.
Scotland remains the only country under regional tiered restrictions, meaning practices can continue to provide treatment whilst maintaining social distancing; however, before remote prescribing is offered, veterinary surgeons should first consider whether the animal can be brought under their care.

The VCMS, which is administered by Nockolds Solicitors, was formally launched by the RCVS as an alternative dispute resolution service in October 2017 following a year-long trial.
The aim of the service is to resolve, by mediation, disputes between clients and veterinary practices that do not meet the threshold of serious professional misconduct that is needed for the RCVS to investigate a concern through its formal processes.
Since the service’s trial, which started in October 2016, the VCMS has given preliminary mediation advice on how to resolve a case in more than 1,700 instances with over 580 cases having gone to full mediation of which 89% have concluded with a resolution.
Eleanor Ferguson, RCVS Registrar and Director of Legal Services, said: "From the perspective of both the public and the profession, the establishment of the VCMS has been a "win-win" situation. For the public it has provided them with an additional route to solve those complaints which wouldn’t cross the threshold to progress in the concerns investigation process.
"For the profession it has provided a more appropriate format for resolving a client dispute that doesn’t involve the time, effort and formal process of an RCVS investigation for those cases that will never amount to serious professional misconduct. I think this has been demonstrated by the fact that the vast majority of the profession are willing to engage with the VCMS process, even though it is entirely voluntary.
"The VCMS has also had a positive impact on the College and its concerns investigation process, allowing us to focus greater resources on those cases that do meet our threshold of serious professional misconduct. This has had a very clear impact on the speed with which we either close cases or move them on to the next stage of consideration by the Preliminary Investigation Committee (PIC), which, again, is important to both the public and the profession."
The College says that around 90% of cases investigated at Stage 1 of the process are now either closed or referred to PIC within four months – the College’s key performance indicator at this stage. This compares to around 50% of these cases being closed or referred within four months at Stage 1 in 2016.
The College also says that in total (including both preliminary and full mediation cases), 86% of the cases dealt with by VCMS were successfully mediated and feedback from both clients and veterinary practices has been largely positive. In client feedback from the third quarter of 2018, 93% said they would use the VCMS again and 79% considered it to be fair, while the equivalent figure amongst veterinary practices was 94% and 87% respectively.
Jennie Jones, a partner at Nockolds Solicitors who heads up the VCMS, said: "It is a good sign that mediation is largely working as it should when both parties are reporting similar satisfaction rates and we pride ourselves on negotiating resolutions that are acceptable and beneficial for both the clients and the practices.
"It is great to see that our efforts are also having an impact on the RCVS concerns investigation system by allowing it to concentrate on more serious cases."

The Disciplinary Committee of the Royal College of Veterinary Surgeons has postponed judgment on sanction for 12 months in the case of a Hampshire veterinary surgeon found guilty of serious professional misconduct for cumulative failures to provide adequate professional care, and insufficient regard for animal welfare whilst treating a dog.
At a hearing which concluded last Thursday, Peter Ardle MacMahon MRCVS faced a six-part charge after working as a locum for Vets Now at North End in Portsmouth where, on the night of 14/15 July 2009, he treated Wilfred, a Cocker Spaniel who had ingested broken glass along with raw mince.
The Committee found that, having decided that surgery was an appropriate treatment, Mr MacMahon had not removed the glass identified on a radiograph. Nor had he even superficially searched the stomach contents he had evacuated to check that a large piece of glass he had previously identified on the radiograph had been removed. He had also not taken adequate steps to prevent contamination of Wilfred's abdominal cavity prior to the incision to the stomach.
Mr MacMahon admitted he knew there had been considerable spillage of stomach contents into Wilfred's abdomen. The Committee found that, with this knowledge, for Mr MacMahon to use only 250ml of fluid to lavage the abdomen was inadequate. This contributed to the Spaniel developing chemical peritonitis which might have developed into septic peritonitis but for a second operation the next morning, after the dog had been returned to the care of his usual veterinary practice. The Committee also expressed concern that Mr MacMahon had failed to effectively communicate the abdominal contamination to Wilfred's usual vets when he was handed back into their care.
Taken as individual allegations, these would not, in the opinion of the Committee, constitute serious professional misconduct. However, the Committee was of the view that, taken cumulatively, the charges were proved, and therefore the treatment given to Wilfred, fell far short of the standard to be expected in the profession.
When considering mitigating and aggravating factors, the Committee accepted that Mr MacMahon and the veterinary nurse assisting him were unfamiliar with the premises in which they were working, resulting in a difficulty in locating important equipment, and there were also multiple urgent cases during the evening the operation took place. The Committee also noted that 17 months had passed since the operation, and no further complaints against Mr MacMahon had been received by the RCVS.
The Committee further took into account that Mr MacMahon had little recent experience, having returned to practising veterinary medicine in January 2009, following almost ten years spent outside the veterinary profession. During this hiatus he undertook no continuing professional development (CPD), and completed only a five-week period of supervised practice prior to re-entering the profession.
Mrs Caroline Freedman, Chairman of the Disciplinary Committee said: "The Respondent placed himself in this situation: he knew that he had been out of practice for ten years, had not done any formal CPD during that time and chose to accept an appointment to work as a locum in a sole-charge out-of-hours emergency clinic. A foremost aggravating factor is that animal welfare was adversely affected. A non-critical patient was placed at risk by the Respondent's failures."
The Committee reiterated that the purpose of sanctions was not to be punitive, but to protect animal welfare, to maintain public confidence in the profession and to maintain professional standards. "A postponement of judgment, with suitable undertakings from the Respondent, is the correct course of action," said Mrs Freedman. Mr MacMahon has subsequently signed undertakings relating to CPD in both surgical and medical disciplines, and the Committee has postponed for 12 months its judgment as to any further sanction.
The College sold the premises in March this year, with an option to lease it back for up to two years, giving time for Council to consider the future building requirements of the organisation and how they might have changed following the coronavirus pandemic.
Following easing of government restrictions this summer, the RCVS says that Council members and staff have started using the building for some meetings and day-to-day working, but occupancy has not yet returned to pre-pandemic levels.
RCVS Council therefore agreed at its meeting earlier this month that there is now a clear financial benefit to moving out at the first opportunity under the existing terms of lease.
Lizzie Lockett, RCVS Chief Executive, said: “As we all gradually emerge from the restrictions of the past 18 months, one of the things we, as an organisation, have learned from the pandemic is that we can cope well with remote and hybrid working, whilst continuing to provide a high level of service to the professions and the animal-owning public.
“Retaining the use of our current offices over the last few months has certainly helped us to do this, but our Estates Strategy Group recommended to Council that there was now little to be gained and much to lose financially if we continued to lease Belgravia House for another year.”
“In the coming weeks, we will be drawing up detailed plans for the safe removal and storage of our effects, including the library, historical collection and archives, which are maintained by RCVS Knowledge.
"To support the team until we can move into a permanent building, we will hire serviced office space and meeting rooms around London and elsewhere in the UK as and when we need them.
“We also plan to take Council meetings ‘on the road’ over the next 12 months to enable Council members to engage with more veterinary surgeons and veterinary nurses around the country.
“Meanwhile, we remain fully committed to the purchase of a new permanent London home for the RCVS and are seeking a building that not only meets the needs of the professions both now and well into the future, but also aims to be a sound financial investment for the College in the years ahead.”
