The RCVS has announced the results of the 2016 RCVS Council elections.
Current members Christopher Barker (2,838 votes), Amanda Boag (2,689 votes), Kit Sturgess (2,586 votes) and Stephen May (2,452 votes) were returned to four of the six available seats on RCVS Council. Melissa Donald and Lucie Goodwin are joining Council for the first time with 2,532 votes and 2,307 votes respectively.
The re-election of Stephen May means that he will serve as Junior Vice-President of the RCVS for 2016-17.
Voter turnout was down this year at 15.6% (or 4,403) of those eligible to vote, compared to 18.1% last year and the 17.2% average over the past 10 years.
Eleanor Ferguson, RCVS Acting Registrar, said: "I’d like to congratulate all those who were successfully elected, and re-elected, to Council, and thank all those who took part in this year’s elections – whether by standing as a candidate, casting a vote or submitting questions for the candidates to answer."
The successful candidates will take up their positions at RCVS Day – the College’s Annual General Meeting and Awards Day – on Friday 15 July 2016 at the Royal Institute of British Architects.
Each candidate in the elections was invited to produce a short video in which they answered questions put to them by fellow members of the professions and which appeared on the RCVS YouTube channel. The videos provided by the RCVS Council candidates received 1,169 views while those provided by the VN Council candidates received 779 views.
The elections were run on behalf of the College by Electoral Reform Services.
The VCMS, which is administered by Nockolds Solicitors, was formally launched by the RCVS as an alternative dispute resolution service in October 2017 following a year-long trial.
The aim of the service is to resolve, by mediation, disputes between clients and veterinary practices that do not meet the threshold of serious professional misconduct that is needed for the RCVS to investigate a concern through its formal processes.
Since the service’s trial, which started in October 2016, the VCMS has given preliminary mediation advice on how to resolve a case in more than 1,700 instances with over 580 cases having gone to full mediation of which 89% have concluded with a resolution.
Eleanor Ferguson, RCVS Registrar and Director of Legal Services, said: "From the perspective of both the public and the profession, the establishment of the VCMS has been a "win-win" situation. For the public it has provided them with an additional route to solve those complaints which wouldn’t cross the threshold to progress in the concerns investigation process.
"For the profession it has provided a more appropriate format for resolving a client dispute that doesn’t involve the time, effort and formal process of an RCVS investigation for those cases that will never amount to serious professional misconduct. I think this has been demonstrated by the fact that the vast majority of the profession are willing to engage with the VCMS process, even though it is entirely voluntary.
"The VCMS has also had a positive impact on the College and its concerns investigation process, allowing us to focus greater resources on those cases that do meet our threshold of serious professional misconduct. This has had a very clear impact on the speed with which we either close cases or move them on to the next stage of consideration by the Preliminary Investigation Committee (PIC), which, again, is important to both the public and the profession."
The College says that around 90% of cases investigated at Stage 1 of the process are now either closed or referred to PIC within four months – the College’s key performance indicator at this stage. This compares to around 50% of these cases being closed or referred within four months at Stage 1 in 2016.
The College also says that in total (including both preliminary and full mediation cases), 86% of the cases dealt with by VCMS were successfully mediated and feedback from both clients and veterinary practices has been largely positive. In client feedback from the third quarter of 2018, 93% said they would use the VCMS again and 79% considered it to be fair, while the equivalent figure amongst veterinary practices was 94% and 87% respectively.
Jennie Jones, a partner at Nockolds Solicitors who heads up the VCMS, said: "It is a good sign that mediation is largely working as it should when both parties are reporting similar satisfaction rates and we pride ourselves on negotiating resolutions that are acceptable and beneficial for both the clients and the practices.
"It is great to see that our efforts are also having an impact on the RCVS concerns investigation system by allowing it to concentrate on more serious cases."

Kit, who has served on Council as an elected member since 2013, is currently the Chair of the RCVS Finances & Resources Committee and has been RCVS Treasurer for the past three years.
He is also a member of a range of committees and project groups across the RCVS including: the Audit and Risk Committee; the PIC/ DC Liaison Committee; the Certification Subcommittee; the Estate Strategy Project Board; the RCVS Knowledge Board of Trustees; and the Advanced Practitioners Panel.
Since 2003 Kit has been working as an internist (he is an RCVS-recognised Specialist in Small Animal Medicine) in private referral practice. In 2006 he became a founding partner in a multidisciplinary referral centre that he saw grow from five to 65 members of staff within five years.
His interests include workforce issues, communicating the diverse clinical and non-clinical skills of veterinary surgeons to the general public and government, and facilitating life-long learning through achievable further professional qualifications and effective CPD.
Kit said: "It was a great honour to be elected as the next Junior Vice President by my fellow council members. I feel that I can make a positive contribution to the work that the RCVS is already undertaking in ensuring the veterinary team remains healthy and respected. In particular I am keen to look at how the RCVS can help find solutions to our workforce issues - improving retention as well as encouraging and facilitating vets and nurses back into the profession."
In addition to Kit being elected as JVP, the current holder of that office, Dr Mandisa Greene, was confirmed as President for 2020-21 and current President, Dr Niall Connell, was confirmed as Senior Vice-President for this period.
Professor Susan Dawson was voted in as RCVS Treasurer, and she will be formally invested in this role at Royal College Day on Friday, 10 July.
Professor David Argyle has been elected as Chair of Advancement of the Professions Committee for a second year, Dr Susan Paterson has been elected as Chair of Education Committee for her second year, and Dr Melissa Donald has been elected Chair of Standards Committee for her second year.

The Working Group, which was formed in January, is chaired by Nigel Gibbens (pictured right) and composed of representatives from BVA specialist divisions and affiliate groups, and others with relevant expertise and knowledge.
As the Association says, the RCVS review will potentially have a far-reaching impact on the future of the veterinary profession, animal health and welfare, and the relationships vets have with their clients.
Of particular concern are the impact of remote prescribing on animal welfare and how limited-service providers (ie those offering online consultations only) will affect the commercial viability of full-service providers.
It is therefore hugely important that the BVA's response represents the opinions and evidence of as many people in the profession as possible.

The ‘Introduction to the UK veterinary professions’ is a two-part online course run in partnership with VDS Training, designed to equip vets and nurses with the insight needed to work in the UK veterinary profession.
Due to the coronavirus pandemic, the course has been moved online. It includes a series of free online pre-recorded talks from representatives at a number of different veterinary organisations, including the RCVS, VDS Training, the British Veterinary Association, Vetlife, and VetAbroad.
The talks cover a variety of topics such as the Code of Professional Conduct, how to find the right job for you, how to look after mental health and wellbeing, and recognising and understanding cultural differences.
There will then be a number of live Question and Answer sessions across different dates over the coming months [see below], which are also free to attend, so those who have watched the videos can ask further questions from some of the speakers themselves.
Part 2 of the course is an optional practical and participatory paid-for online live communications skills training session run by VDS Training, looking at how to navigate some of the most common pitfalls encountered during client consultations, helping to equip you with the skills and confidence to communicate effectively in practice.

The review, announced earlier this year, was recommended to RCVS Council by its Standards Committee following its exploration of the implications of new technologies for both animal health and welfare and veterinary regulation.
The main areas under consideration include the provision of 24-hour emergency cover and the interpretation and application of an animal being under the care of a veterinary surgeon.
The initial stages of this review had been drafted for Standards Committee to consider at its meeting on 9 September, where the outline timetable was also discussed.
Standards Committee Chair Melissa Donald, said: "This is set to become one of our most fundamental reviews of RCVS guidance in recent years.
"Considering the complexity of the issues in question, and their importance to animal owners and the professions alike, it is vital that we allow ourselves enough time to ensure this review is as thorough and comprehensive as possible.
"We have a clear responsibility to seek, understand and, where we can, accommodate the opinions and experiences of as many different people from within and around the professions and the public as possible. I would urge my fellow vets and vet nurses to please find some time to consider these issues very carefully over the coming weeks and months, and to send us their views."
The review will comprise several stages and is expected to take around 12 months to complete. The outline timetable, which may be subject to change, is as follows:
October 2019 – January 2020: six-week Call for Evidence, followed by independent qualitative analysis of all evidence received
February – March: Select Committee-style meetings and independent qualitative analysis of additional evidence gathered [NB this stage is subject to Standards Committee requirements, depending on the evidence gathered.]
April – June: Consider all evidence and draft any new policy
July – August: six-week public consultation on draft policy
September – October: independent review of consultation responses, and production of any proposals for change
November 2020: Finalise any proposals for change and publish any new guidance

The Royal College of Veterinary Surgeons has announced that Nick Stace has been appointed its Chief Executive and Secretary, and will take up his post on 3 September 2012.
Mr Stace leaves CHOICE, Australia's equivalent of consumer group Which?, after three and a half years as Chief Executive Officer. At CHOICE, Nick led the modernisation of the organisation, this year taking it to the number one spot as the most trusted media entity in Australia. A long-standing consumer champion, Nick also held the post of Deputy CEO at Which?, he was a director at Consumers' International and former Prime Minister Gordon Brown's Director of Strategic Communications.
RCVS President Jerry Davies said: "I am delighted that Nick Stace will be joining the College. With his impressive track-record, I believe that we have a Chief Executive who will lead the College into a new phase of modernisation and development. I am grateful to the Interview Panel, led by Council member Dr Barry Johnson, for all their hard work in securing this excellent appointment."
Nick Stace said: "It is an enormous privilege to be leading an organisation that seeks to ensure Britain has the best vets in the world. The College has a special place in the lives of every vet in the country, it also has a responsibility to animals and consumers to set high standards and ensure they are met. The role of Chief Executive and Secretary is a new one - previously the Registrar led the executive of the College. One of Nick Stace's first tasks will be to assist in recruitment of the Head of Legal Services/Registrar, a new role.
The Committee has been named after the Supplementary Royal Charter 2015 which broadened the functions of the RCVS and allowed for a more flexible approach when dealing with complaints about professional conduct.
The Charter Case Committee can resolve cases where the conduct of a veterinary surgeon or nurse has fallen far below the level of conduct expected of them, but not so far as to warrant a full, public Disciplinary Committee hearing.
The Committee can deal with such cases without the need for a public hearing and can give veterinary surgeons or nurses either a confidential or a public warning about their future conduct.
A warning issued by the Charter Case Committee does not affect the individual’s registration status or their right to practise.
Eleanor Ferguson, RCVS Registrar, said: “The establishment of the Charter Case Committee plays a vitally important role in balancing our statutory role of upholding professional conduct standards and protecting animal health and welfare and public confidence in the professions, with our mission to become a compassionate regulator.
“The Charter Case Committee Protocol allows for the alternative resolution of certain cases where a veterinary surgeon or veterinary nurse has engaged in behaviour that amounts to serious professional misconduct or has been convicted of an offence, but where it is not in the public interest for the matter to be referred to a hearing of the Disciplinary Committee because it is at the lower end of seriousness.
“The type of cases we envisage being dealt with by the Committee are those where the Code has been breached but where there is no ongoing risk to animal welfare or public confidence, and where the level of insight and personal reflection regarding their conduct is such that it can be resolved without the need for an onerous, stressful and expensive Disciplinary Committee hearing.
"We estimate that the CCC will deal with around 20 such cases per year.
“The most serious cases of professional misconduct will, of course, continue to be referred to Disciplinary Committee hearings.”

The RCVS Disciplinary Committee has dismissed a case against a London-based veterinary surgeon, having found charges related to fraudulent registration not proved.
Miss Maria Becerra Parga was charged with fraudulently entering her name on the Register of Veterinary Surgeons, by submitting a registration application in 2005 that contained a forged certificate of good standing from the Distinguished Official Veterinary Association of Lugo, Spain.
The Committee said that, in order to conclude Miss Becerra Parga had acted dishonestly, it needed to be sure that when she submitted the certificate to the RCVS she knew it was not genuine.
Miss Becerra Parga admitted that she did not make any application for the certificate directly to the Lugo Association. She accepted that the certificate she supplied to the College (the number of which was genuine and corresponded to a male veterinary surgeon registered in Spain) was a forgery, and that it contained a reference to her degree, a statement of good conduct, and was dated before she had a need for it; however, she said, this had been given to her by a friend and veterinary colleague and she had understood that she had been given a temporary membership of the Lugo Association for the purpose of registering with the RCVS. She also said that she had left these arrangements to her colleague and assumed that the document she had been given was genuine.
Her colleague, called as a witness by the College, said that Miss Becerra Parga had admitted the fraud to her and she denied that she had given the certificate to Miss Becerra Parga. Her friend said that she gave no more than general guidance because she knew that Miss Becerra Parga would be guided by a UK company that would arrange for her registration with the RCVS and through which she would be employed. She thought it possible that she had told Ms Becerra Parga that she needed a letter of recommendation, but she was not sure.
After careful consideration, the Committee preferred the evidence of Miss Becerra Parga and found her account to be "consistent with her naivety, inexperience and trusting nature" and "was sure that she did not forge the document herself". It found that to the extent that Miss Becerra Parga read the certificate at all when given it, she obviously did not notice its date or significance. The Committee was not able to say who was responsible for forging the certificate.
The Committee also dismissed an argument RCVS Counsel put forward, that Miss Becerra Parga had neither offered nor made payment for the certificate, and that she had forged the certificate to avoid a payment. The Committee said it did not find it credible that a veterinary surgeon, in work with a supportive family, who obviously was easily able to obtain proof of her good character directly from the university if necessary, would have jeopardised her entire career by forging the document, let alone for a small financial advantage.
The Committee directed that the charges be dismissed.
Dr Crespo appeared in front of the Disciplinary Committee earlier this week with two charges against her. The first was that, in November 2015, she dishonestly and falsely made an online representation to the College that she had no criminal convictions, cautions or adverse findings despite having been convicted, in January 2015, of failing to provide a specimen of breath. The second charge against her was that, in March 2016, she once again dishonestly and falsely failed to declare her conviction when renewing her registration.
During the hearing the Committee had two main considerations in respect of both charges – as to whether Dr Marin Crespo had been dishonest in failing to declare the conviction and as to whether the respondent ought to have known that her representations were false. Regarding the dishonesty element, the Committee found the College had not sufficiently proven this, as it accepted Dr Marin Crespo’s evidence that she did not believe she needed to declare a motoring-related offence as it was not relevant to her professional practice.
However, the Committee found it proven that the respondent ought to have known that the representations were false, taking into account that Dr Marin Crespo made admissions that she ought to have checked the guidance on declaring convictions, cautions and/or adverse findings and ought to have been aware that making such declarations is a requirement of the RCVS Code of Professional Conduct.
Having found the parts of the two charges relating to false representation proven, the Committee then considered whether this constituted serious professional misconduct.
Judith Webb, chairing the Committee and speaking on its behalf, said:"The Committee considers that the false declarations made by the respondent were born of a careless disregard for the disclosure process. The Committee notes that the respondent could easily have checked online, and/or by telephone, as to what she was obliged to do when making the relevant declarations. She failed to do that.
"In these circumstances, the Committee considers that the respondent’s conduct fell far short of that which is to be expected of the veterinary profession. Therefore, in the judgement of the Committee, on the facts found proved, the respondent is guilty of disgraceful conduct in a professional respect."
In considering Dr Marin Crespo’s sanction the Committee took into account a number of mitigating factors including her full cooperation with the College’s investigation, her hitherto unblemished career, her testimonial evidence which it felt demonstrated her dedication and professionalism, and the fact that she has displayed remorse and insight into her conduct.
Judith Webb concluded: "The Committee notes that the respondent’s conduct caused no harm, or risk of harm, to animals or humans. The Committee also notes that there is no charge arising out of the criminal conviction itself. The Committee considers that, if the respondent had answered the online questions correctly, it is unlikely that the respondent would have appeared before the Committee.
"Every veterinary surgeon must ensure that they adopt a careful and accurate approach to the self-certification exercise, which is crucial if the public and the College are to have trust in that process. In these circumstances, the Committee considered that the proportionate sanction in this case is that the respondent be… reprimanded for her conduct."
The VetGDP, which replaced the Professional Development Phase (PDP), provides a period of structured support to aid the transition of newly-registered veterinary surgeons from veterinary studies to life in the workplace.
VetGDP is being rolled out during 2021 and this year’s veterinary graduates will need to enrol on it.
One of the main features of VetGDP is the requirement for a trained VetGDP Adviser to be available in the practice to provide their new graduate with one-to-one, meaningful support and guidance, to help develop their confidence and capabilities.
In order for veterinary surgeons to become VetGDP Advisers they must complete an online training package being developed by the RCVS and formally commit to supporting new graduates.
Practices that have trained VetGDP Advisers and make this commitment will receive the status of an RCVS-Approved Graduate Development Practice.
The original plan was that practices who wish to employ this year’s cohort of graduates should have obtained RCVS-Approved Graduate Development Practice status by June 2021.
This has now been amended in recognition of the additional pressures that veterinary practice teams are under as a result of the pandemic.
Practices who employ graduates this year will now have until December 2021 to achieve this status, provided they have started to work towards RCVS-Approved Graduate Development Practice status and commit to supporting their new graduate while they do so.
Dr Linda Prescott-Clements, RCVS Director of Education, said: “The ongoing pandemic restrictions, specifically changes made by the government to veterinary professionals’ key worker status on 13 January, means that there are now significant additional pressures on practice teams, particularly in terms of staffing, as many members of the profession will be balancing their work with caring responsibilities. We recognise this and, as such, we have updated the timeframe for the completion of our training for VetGDP Advisers.
“I would also like to personally thank the 850 vets who have already registered their interest in becoming VetGDP Advisers. It is very reassuring to see so many members of the profession committed to supporting new members of the profession, and wanting to engage with the training and with VetGDP to help nurture and develop our future vets through their first few years in practice.”
The College will be holding three VetGDP workshops in February. Each workshop will feature the same content, so there’s no need to attend more than one.

At the outset of the hearing, which was to consider evidence for a number of charges relating to the treatment of three colts at his former practice in 2015, Mr Denny made an application to the Committee that the hearing should be adjourned contingent on a form of undertakings being accepted. These undertakings were that his name be removed from the Register with immediate effect and that he never apply to be restored to the Register under any category.
The application was granted by the Committee, taking into account a number of factors. These include the fact that Mr Denny had now retired and closed his practice, his long and hitherto unblemished veterinary career and the fact that it would not be proportionate, or in the public interest, for there to be a lengthy hearing on the matter.
The Committee noted that there were several precedents for concluding cases in such a manner. The Committee also noted that the application was supported by both the College and the complainant.
Mr Denny was removed from the Register as of Monday 24 April 2017.
The RCVS said: "We understand that there are very strong opinions about the ban, and we respect the rights of individuals to make their own decisions.
"However, expressing these opinions can never justify or include the harassment and abuse of individual vets, vet nurses or their practice colleagues."
The BVA added: “The Government’s XL Bully ban is also placing additional pressure on veterinary teams who are doing their best in very challenging circumstances to help keep responsible XL Bully owners with their pets wherever possible.
"Their commitment extends to supporting clients with any decision-making around euthanasia in individual cases.
"It’s simply unacceptable for these professionals to face additional challenges through abuse, intimidation or threats.
"Such actions can have a hugely negative impact on individual vets and the wider team."

The case studies were developed by the RCVS Standards Committee and use a variety of examples of where miscommunication between a client and the veterinary practice can lead to an inadequate level of consent being gained for procedures and treatment, including euthanasia.
Examples include damaged teeth being removed during a clean and polish dental procedure without the owner’s express permission and not giving the full range of options available in the case of a dog with an osteosarcoma.
The case studies follow the Standards Committee approving changes to chapter 11 (‘Communication and consent’) of the supporting guidance to the RCVS Code of Professional Conduct in January 2018 to give further advice on how to discuss informed consent with clients, who can be responsible for gaining consent for a procedure and additional guidance on consent forms.
Dr Kate Richards MRCVS, Chair of the RCVS Standards Committee, said: "We hope these case studies will prove useful to practitioners who are having to deal with the complexities around making sure that procedures are fully explained to ensure informed consent is gained.
"We understand the difficulties that are encountered and so these case studies, based on real-life scenarios, highlight where things may go wrong and how these incidents can be avoided by being thorough and ensuring that good communication is at the heart of all we do."

Emeritus Professor Leslie Vaughan DSc DVR FRCVS, President of the Royal College of Veterinary Surgeons in 1987-8, has died.
Qualifying from the Royal Veterinary College in 1949, Professor Vaughan held various posts within the RVC, including House Surgeon, Lecturer and Reader. He was awarded a personal chair in 1972 as Professor of Veterinary Orthopaedics, becoming the Professor of Veterinary Surgery and Head of Department two years later. He was Vice-Principal from 1982 to 1991.
Having formally retired in 1991, Professor Vaughan continued to see small animal orthopaedic cases referred to the Queen Mother Hospital (QMH) at the Royal Veterinary College until he finally ‘put down his scalpel' at the end of 2007. During these 16 years, not only was he involved in both undergraduate and postgraduate teaching on rotations, but claimed no payment personally for his work: he donated any fees to the RVC's Animal Care Trust to support further development of the QMH. It is fitting that the third and final phase of the QMH was opened this week by HRH the Duchess of Cornwall. This was the culmination of a major project that Professor Vaughan helped initiate in the mid-1980s.
Professor Vaughan, who was 81, became a Fellow of the RCVS in 1957 for a thesis entitled: A study of the clinical and pathological aspects of the intervertebral disc protrusion in the dog.
Dr Jerry Davies, RCVS Treasurer and former colleague of Professor Vaughan said: "Leslie Vaughan had an international reputation in veterinary orthopaedics, both as a clinician and a researcher, that included small animal, equine and even farm animal species.
"Those remarkable achievements were equalled by his skills as a teacher. He had an ability to instil in his students the fundamental principles of diagnosis where meticulous clinical observation and examination must precede the careful selection of adjunct investigations such as radiography and laboratory testing. The extraordinary number of veterinary surgeons, both past and present, that will have benefited from his teaching over no less than 58 years will never be surpassed".

The RCVS has published new guidance for veterinary surgeons on 24-hour emergency first aid and pain relief, providing greater definition of the professional and legal responsibilities of veterinary surgeons in the provision of emergency care, as well as owners' responsibilities for their animals.
Two sections of the supporting guidance to the Code of Professional Conduct have been updated - Chapter 2 'Veterinary care' and Chapter 3 '24-hour emergency first aid and pain relief' - placing a greater emphasis on owners' legal responsibilities for their animals while obligating veterinary surgeons to provide full details of their 24-hour emergency cover provision to clients.
Although veterinary surgeons are professionally obliged to take steps to provide 24-hour emergency first aid and pain relief, the new supporting guidance clarifies situations where delaying or declining attendance to an animal may be appropriate. It is hoped this will assist and empower vets to decline to attend an animal away from practice where they feel it is unnecessary or unsafe.
The changes are the culmination of an evidence-gathering process with both members of the profession and animal owners about each group's expectations around the provision of 24-hour emergency care.
This process began with a call for evidence at the end of 2013, which garnered some 656 pages of written evidence, as well as a petition on home visits with over 2,800 signatures. Following this, in March 2014 there was a three-day hearing in which 15 organisations and 10 individuals were invited to attend to give evidence to the RCVS Standards Committee. Also taken into account were more than 1,000 responses from veterinary surgeons taking part in the Survey of the Professions and an online survey with 1,250 animal owners.
After a thorough review of the evidence the Standards Committee developed the new supporting guidance, which was agreed in principle by RCVS Council in its June meeting.
Gordon Hockey, RCVS Registrar, said: "Following the considerable disquiet within the profession following the Disciplinary Committee's decision on the Chikosi hearing in June 2013, we decided that only a thorough evidence-gathering process with all parties could resolve the apparent gap between the expectation of the public regarding 24-hour emergency care and the profession's ability to meet this.
"We are very happy with the way that this process was carried out and would like to thank the many individual veterinary surgeons and animal owners, as well as representative organisations, who have contributed to this outcome.
"By making the legal and professional obligations of veterinary surgeons and the welfare obligations of animal owners clearer we hope that this new guidance should allay some of the frustrations and concerns of the profession."

Kit was appointed by RCVS Council at its June meeting, making him responsible for maintaining an overview of the College’s financial affairs, ensuring the College’s financial viability, and making sure proper records and procedures are maintained.
Kit replaces Dr Amanda Boag who was elected Junior Vice-President by RCVS Council at its March meeting. He has been an RCVS Council Member since 2013 and currently sits on the Standards Committee, as well as lecturing, writing and other projects such as teaching at the local primary school. He also works three days a week seeing clinical cases in both referral and primary care practices.
Kit said: "I am very honoured to have been appointed Treasurer, and look forward to continuing Amanda’s careful stewardship of the College finances with the support of other Council members and the team at Belgravia House.

At RCVS Day Amanda will also be made Junior Vice-President, and Dr Stephen May will take up the position of RCVS President for 2017-2018.
The RCVS issued a reminder today that there is just over a month left before the 1 April deadline for all veterinary practice premises from which medicines are to be supplied to be registered with the College.
Just over 4,500 premises have applied for registration since November 2008. This includes about 750 premises not previously listed with the College, demonstrating the usefulness of the process, which will enable the government to fulfil its obligations under European law to maintain and improve traceability of, and accountability for, veterinary medicines.
From 1 April it will be an offence for a veterinary surgeon to supply a veterinary medicinal product from any practice premises not registered with the RCVS. On conviction, those committing the offence may be liable to prosecution, which may include a fine or prison sentence. Veterinary surgeons convicted of criminal offences are also considered by the College's Preliminary Investigation Committee to decide whether the conviction would affect the individual's fitness to practise and should be referred to the Disciplinary Committee.
In addition to ensuring their practice premises are registered, veterinary surgeons also need to keep a record of other places where medicines are stored, so these can be considered during an inspection - such as vets' homes or cars, or perhaps a charity premises from which veterinary work is carried out and where medicines are stored. Such records will not be published, although some of those premises may need to be registered in their own right.
Practices accredited under the RCVS Practice Standards Scheme will be inspected by the RCVS; non-compliance with medicines standards will be dealt with under the rules of the Scheme. The Veterinary Medicines Directorate (VMD) will carry out inspections of other registered premises to ensure compliance with the Veterinary Medicines Regulations. Where non-compliance is noted, the VMD will take a proportionate enforcement approach ranging from issuing advice to, where appropriate, serving an improvement notice or seizing medicines.

Eleanor Ferguson, RCVS Registrar and Returning Officer for the election, said: “Due to the coronavirus pandemic and the issues that it has caused regarding disruption to the postal service, the RCVS has gained permission from the Privy Council to temporarily amend our Election Scheme, a document that governs how we run our elections, to allow voting to take place entirely online this year. This means that physical ballot papers will not be distributed to veterinary surgeons eligible to vote this year.
“The small number of veterinary surgeons for whom we do not hold an email address will receive a letter with instructions on how to vote online, in addition to their security code to allow them access to their unique voting website. If they need further help there will also be the opportunity for them to call Civica Election Services, which runs the election on our behalf, who will assist them with casting their vote.”
Ahead of the start of the election, the RCVS is also inviting members of the profession to submit one question each for the candidates. The candidates will then be asked to record a short video of themselves answering two of the questions of their choice which will be published when the election starts.

From this summer, all new veterinary graduates have had to be enrolled on the VetGDP when they start their first job as a qualified vet. This means that veterinary practices and other workplaces wishing to employ new veterinary graduates will need to become, or be working towards becoming, an RCVS-Approved Graduate Development Practice or Workplace. To date, over 1,800 VetGDP Advisers around the UK have registered for the training to help develop their new graduate colleagues.
All new veterinary graduates and their VetGDP Advisers will be able to use the new e-portfolio platform to record and monitor the graduate’s progress as they work through the programme.
Dr Linda Prescott-Clements (pictured right), RCVS Director of Education, said: “We recognise how important it is to support new veterinary graduates as much as possible during their first job as a fully-qualified veterinary surgeon. The transition from study to work can be a daunting one, and we wanted to create a resource that would help new graduates record and reflect on their journey through the programme and provide a space for the VetGDP Adviser to monitor and support their graduate as they progress.
“We believe the VetGDP programme will have a positive impact on graduates’ development and their confidence during their first role. The new e-portfolio will be a key resource for employers to help them support the professional development of the newest cohort of veterinary professionals.”

The aim of the Working Party is to compare options, such as limited licensure, for increasing inclusion, source evidence both from the UK and other countries, and to identify any potential unintended consequences of change.
The College says that it is inviting representatives from the Association of Veterinary Students (AVS), British Veterinary Association (BVA), British Veterinary Chronic Illness Support (BVCIS), the British Veterinary Nurses Association (BVNA) and Veterinary Schools Council (VSC) to join the Working Party.

She said: “The formation of this new Working Party is a significant and very welcome step in helping to make the veterinary professions more accessible for people with a disability.
"Fellow members of the Working Party include a broad range of colleagues, students and veterinary bodies, to ensure we take into account as many perspectives as possible when we propose recommendations.
"We recognise that many organisations have already begun to explore what we could do to make the veterinary professions more accessible, and we are keen to work collaboratively with them to ensure we keep up the momentum on this vital work.
"The Working Party will endeavour to find a way that those wishing to undertake a veterinary degree or a veterinary nursing qualification in the UK are not faced with barriers due to disability."

As part of the programme, the College aims to form a network of UK-wide rural Mental Health First Aiders in the vet profession starting with rural geographies.
The network will bolster the understanding of common mental health conditions, help individuals identify signs of mental ill-health both in themselves and others, promote self-care and provide the tools for how to effectively support people experiencing poor mental health.
Angharad Belcher, Director of the RCVS Mind Matters Initiative (MMI), said: “Veterinary surgeons working in rural and ambulatory services are often integral members of their local communities with a deep connection with farmers, animal owners and the wider rural community.
"However, as MMI-funded research conducted by Scotland’s Rural College with vets has demonstrated, veterinary work in such areas can often be very challenging which is compounded by working alone or having relatively limited contact with professional colleagues.
“Effective early intervention in cases of mental ill-health and distress can have significant impacts, and so this course will arm participants with the relevant knowledge of how to identify mental health issues and will allow them to signpost people to the most effective and relevant sources of help.”
The free training, fully funded by MMI, will be delivered online in four sessions which are each two-and-a-half hours long.

The ProfCon Investigation Support (PCIS) service is a free, confidential listening and support service funded by the RCVS and its Mind Matters Initiative mental health project but delivered independently by VetSupport.me, an organisation that already offers general support services to veterinary surgeons and veterinary nurses.
The service is provided by a group of trained and experienced volunteers who will also be able to offer support to any veterinary surgeon or veterinary nurse who is acting as witness.
Lizzie Lockett, RCVS CEO, said: “At the RCVS we recognise that being investigated in respect of alleged professional misconduct is a very stressful and trying experience that can knock confidence and, in some cases, lead to distress amongst practitioners.
“While part of the social contract of being members of regulated and protected professions is that, when accusations around professional misconduct are made, they have to be fully investigated by a regulator to determine if there is a case to answer. As a compassionate regulator we want to make sure that individuals going through this process can access the help and support they need.
“This service is staffed by a team of brilliant volunteers who already have experience in providing help and support on matters of mental health and wellbeing and have received additional training to augment their ability to provide emotional support to vets and nurses who may be under investigation.
“In our Strategic Plan for 2020-24, one of our key ambitions is to strengthen our credentials as a compassionate regulator that acts with empathy and understanding. The ProfCon Investigation Support Service is an important step in fulfilling this ambition, and I hope that it can deliver help to the people that need it.”
David McKeown, from VetSupport, added: “Whether via a phone call, an email conversation, or a meet-up over Zoom, our team of trained volunteers, all of whom are registered vets or vet nurses themselves, will support service users through the duration of an RCVS investigation.
