The Disciplinary Committee of the Royal College of Veterinary Surgeons has directed that the name of a veterinary surgeon who had been practising in Essex be removed from the RCVS Register, having found him guilty of attempting to obtain medicines dishonestly.

James Alexander Lockyear, a graduate from Pretoria University in South Africa, was charged with two offences. The case was heard in his absence, although the Committee did not draw any adverse inference from this. One charge concerned his attempted purchase of steroids from a pharmacy in Colchester by dishonestly representing that the medicine was for legitimate veterinary use. The second charge related to several instances of what the Committee referred to as "inappropriate and unprofessional behaviour", including showing an offensive image to another staff member on a mobile phone, placing the testicle of a castrated dog in his mouth and the misuse of an endotracheal tube.

All of the incidents had taken place between April 2008 and September 2009, while Mr Lockyear was practising as a locum veterinary surgeon at St Runwald's Veterinary Surgery, Colchester, Essex.

The Disciplinary Committee heard evidence from a pharmacist, Mr Noble, to whom Mr Lockyear had presented an incomplete veterinary prescription for 12 ampoules of Sustanon, a prescription-only anabolic steroid for humans, and a further pharmacist, Mr Foskett MRPharmS, who outlined his suspicions that the steroids were in fact for Mr Lockyear's personal use (Sustanon is a substance which can potentially be misused in relation to body-building). Mr Lockyear had originally claimed the drugs were for general stock at the practice; he later returned with a second prescription, for double the amount of Sustanon, claiming it was for his own dog; later again, he said the prescription was for a friend's dog.

The Committee also heard evidence from the veterinary owner of the practice, a veterinary nurse and a student veterinary nurse working in the practice team, and from Dr Maddison MRCVS, an expert on small animal clinical pharmacology. Dr Maddison informed the Committee that there was a veterinary alternative to Sustanon, so it was not necessary for that drug to have been sought by Mr Lockyear. She was also of the view that Sustanon would not have been suitable to treat the ailments for which Mr Lockyear claimed it was to be used.

The Committee found Mr Lockyear guilty of the first charge - that is attempting to obtain medicines dishonestly. Chairing the Disciplinary Committee, Mrs Alison Bruce, said: "Whilst it was a one-off incident, it is conduct which falls far short of that which is expected of a member of the profession. It involves serious dishonesty; it represents an abuse of a veterinary surgeon's authority to prescribe drugs; it is conduct which tends to undermine public trust in the profession, and the honesty of its members; it is conduct which compromised other professionals, the pharmacists involved, and undermined the trust which ought to exist between pharmacists and veterinary surgeons generally, in the important area of drug prescription." The Committee therefore directed that Mr Lockyear's name be removed from the Register.

Regarding the second charge, the Committee was most concerned about the incident relating to the dog's testicles, which it felt offended against Mr Lockyear's duty to treat with respect all animals which were his patients. Taking the three incidents as a whole, the Committee felt that Mr Lockyear should be seriously criticised for behaviour that was "unprofessional... juvenile, inappropriate, disgusting and offensive". However, they felt that the conduct was not malicious, and did not occur in the presence of a member of the public, so concluded that this did not amount to disgraceful conduct in a professional respect.

The Royal College of Veterinary Surgeons has paid tribute to its former President Professor Bob Michell, who died on the 8th October, aged 75.

Bob was a member of RCVS Council from 1992 until 2004 and was President in 1999/2000. During his time on Council he also served as a member of all of the major committees of that time, with the exception of the Disciplinary Committee, and chaired several of the subject boards for the RCVS Diplomas.

Current RCVS President Chris Tufnell said: "Bob was 100% responsible for my involvement with the RCVS, putting me forward for a working party in my first year in practice. Throughout his career he nurtured young professionals who he genuinely saw as the future and he was particularly dedicated to furthering and improving the education and development of veterinary surgeons, as demonstrated by his involvement in the RCVS Diplomas, the College’s continuing professional development (CPD) board and the former RCVS Trust.

"His dedication to our profession was exceptional and his kind and erudite observations, both public and private, were always welcome. We will miss him and our thoughts are with his family at this difficult time."

The RCVS Disciplinary Committee has restored Joseph Lennox Holmes to the Register of Veterinary Surgeons, two years after he was originally struck off.

Mr Holmes was removed from the Register in February 2012 after the Disciplinary Committee found him guilty of multiple charges of serious professional conduct. Mr Holmes lodged an appeal against the decision, which was heard and dismissed by the Privy Council.

The original charges related to two separate complaints; the first involved numerous charges in respect of Mr Holmes' treatment of a King Charles Spaniel between October 2007 and March 2008; the second, several charges in relation to his treatment of three cats in 2008.

The Committee found that the majority of the charges amounted to serious professional misconduct. In removing Mr Holmes from the Register, the Committee found that "aggravating factors in both... cases included actual injuries to the animals... and a serious breach of the trust which Mr Holmes' clients had placed in him to make the welfare of the animals his primary consideration according to the standards to be expected of the profession". In addition, the Committee cited 10 further aggravating factors including lack of reference to continuing professional development (CPD) in clinical policies and practices; lack of reference to accepted practice; lack of appreciation of the importance of adequate pain relief when performing painful surgical procedures; reluctance to consider referral as an option; and lack of understanding about what information is required by a client to enable fully informed consent to be given.

Following the dismissal of Mr Holmes' appeal by the Privy Council, his first application for restoration was heard by the Disciplinary Committee in February 2013. The Committee was not satisfied that he was fit to be restored to the Register, citing the fact that his application was "premature" and that he had failed to truly appreciate the seriousness of the findings against him. The Committee was also unimpressed with the efforts he had made to keep up-to-date with skills and developments in practice and with his CPD, noting in particular that he had made very limited attempts to observe the function and experience the culture of a modern first opinion practice.

However, in this week's two-day hearing, the Committee was satisfied that Mr Holmes was now fit to be restored to the Register. It heard that Mr Holmes had made a concerted effort to engage in CPD and bring his skills and knowledge up-to-date. During a period of observation at a veterinary practice, he had gained insight into modern practice and the need for veterinary general practitioners to be aware of the advantages in referring patients to specialists.

Professor Noreen Burrows, who chaired and spoke on behalf of the Disciplinary Committee, said: "The Committee has concluded that, in the course of genuine efforts to do what was necessary to address the deficiencies identified during the original Inquiry and at the last restoration hearing, the Applicant has at last understood the seriousness of his previous misconduct and has learned new skills and, most importantly, to recognise his limitations from the extensive course of study, reflection, and other training that he has undertaken."

Furthermore, the Committee was satisfied that Mr Holmes had gained a proper understanding of the importance of securing the informed consent of his clients and building a relationship of trust with them and, in addition, recognising the importance of maintaining close relations with fellow professionals and engaging with CPD opportunities.

Additional factors considered when making the decision included: that he had been off the Register for two years; that, through self-improvement, he had equipped himself to treat animals appropriately; the impact that being removed from the Register had in both personal and financial terms; his conduct since being removed from the Register; and, a number of positive testimonials from previous clients and professional colleagues.

The RCVS is attending an increased number of public events around the UK this summer, to promote 'Find A Vet', the Practice Standards Scheme (PSS) and careers within the profession. 

The outreach programme began earlier this month at the Devon County Show (pictured right), where the College used the opportunity to spread the word about its petsneedvets campaign, handing out over 1000 promotional bags in the process.

Next on the itinerary is the Royal Welsh Show near Builth Wells from the 23rd to 26th July. From there, the College will be heading to the BBC Countryfile Live event, held in the grounds of Blenheim Palace in Oxfordshire from the 2nd to 5th August.

The RCVS Registered Veterinary Nurse Disciplinary Committee has suspended a Northants-based registered veterinary nurse who admitted to acting dishonestly with her employer, a client and a pet database company by taking home a patient that was supposed to have been euthanised.

During the two-day hearing, the Committee heard how Sally-Ann Roberts, formerly of the Best Friends Veterinary Group in Thrapston, had deliberately gone against the wishes of the owners of a 14-year-old Maine Coon cat called Jason that he be euthanised, rather than treated further, and instead had taken the cat home with her for "intensive nursing". Jason had subsequently escaped from Ms Robert's residence, leading her to fabricate a story, first to the pet database company, and then to Jason's owners and her employer, that he had escaped from the practice, before being returned by a member of the public two days later and then euthanised as originally requested.

Ms Roberts acted with her veterinary surgeon colleague Przemyslaw Bogdanowicz, who chose not to euthanise Jason and who, for his part, received a three-month suspension from the RCVS Disciplinary Committee in December 2012. She repeated the false account on a number of occasions, both orally and in written statements, and also forged the signature of Jason's owner on official documentation in order to substantiate her story.

Only when Ms Roberts was interviewed for a second time by her then employer's area manager, did she finally admit to what had actually happened. Shortly afterwards, Ms Roberts was suspended from the practice and, following an internal disciplinary hearing a few days later, was dismissed by them for gross misconduct, along with Mr Bogdanowicz. There was no evidence available as to what ultimately happened to Jason.

Explaining her actions to the Committee, Ms Roberts said she was upset that Jason's owners wanted him to be euthanised and felt that he could recover if given some love and attention. She had asked Mr Bogdanowicz to discuss this possibility with Jason's owners, but he had refused, agreeing instead that she could continue Jason's treatment at her home. After Jason escaped, Ms Roberts said she was "devastated" and had "panicked", inventing the story of Jason's escape to cover her actions, which she now acknowledged were "wrong" and "stupid", and which she "bitterly regretted". Ms Roberts expressed sorrow and remorse for her behaviour, which she said would never occur again, and stated that being a veterinary nurse was everything to her.

In view of the admitted facts, the Committee judged that Ms Robert's dishonesty and breach of client trust, as well the distinct risk of injury to which she exposed Jason, amounted to serious professional misconduct. In deciding on an appropriate sanction, the Committee balanced a number of aggravating factors (in particular, the forged signature) against Ms Roberts' "strong mitigation", which included her admitting the entirety of the charges against her, her medical and personal problems at the time, the insight she had shown into the effects of her actions on Jason's owners and her previous unblemished career.

Professor Peter Lees, chairing and speak on behalf of the Committee, said: "The Committee has concluded that the Respondent has shown insight into the seriousness of her misconduct and that there is no significant risk of repeat behaviour. In light of the Respondent's admission, her insight, her remorse and the high regard in which she is held by her professional colleagues, it is the Committee's view that the sanction of two months' suspension is appropriate and proportionate."

Ayrshire-based veterinary surgeon and farmer Melissa Donald has been elected as the RCVS Junior Vice-President for 2021-22 and will take up the post at the College’s Annual General Meeting in July 2021.

Melissa graduated from the University of Glasgow in 1987 and, after working as a food animal intern at Iowa State University in the United States for a stint, in 1990 joined a two-person traditional mixed-animal veterinary practice on the Ayrshire coast. Over the next 25 years she developed it into a 4.5 person small-animal practice with a focus on dentistry, before moving away from clinical work in 2015.

Melissa was first elected to Council in 2016 and re-elected in 2020 and, since joining, has sat on a number of committees including the Education Committee, Finance & Resources Committee, and Preliminary Investigation Committee/Disciplinary Committee Liaison Committee. Since 2019 she has chaired the Standards Committee where she has led the Review of ‘Under Care’ and Out-of-Hours Emergency Cover and also chairs the Certificate in Advanced Veterinary Practice Subcommittee.

As well as her work with RCVS she has also been President of the British Veterinary Association’s Scottish Branch and is currently a Non-Executive Director of the Red Tractor Assured Food Standards Scheme and a Trustee of the Scottish Society for the Prevention of Cruelty to Animals. Outside of work, she enjoys running, swimming, cooking, reading and hopes to have the patience one day to write children’s books.

Melissa said: “I’m delighted and humbled to have been voted in as JVP from July. Thank you to my peers on Council and, as with everything I have done in my career, you, the profession, will see me put all my energy and commitment into the role.

"Themes that I'm keen to develop as a member of the RCVS Officer Team will be: communication, as that can always be improved; community, including within the profession, within the workplace and within the society in which you live; and continuing with the ‘blame culture’ theme originally set out in Chris Tufnell's presidency by looking into how we can use veterinary human factors to improve patient safety."

Other appointments that were confirmed by election at the same meeting of Council was Dr Niall Connell MRCVS as RCVS Treasurer, a role he will take up at the July AGM after completing his year as Senior Vice-President.

Niall: “It is a tremendous honour for me to be elected Treasurer. The RCVS has an exciting strategy which I am looking forward to playing my part in ensuring we remain on a sound financial footing, supporting projects within the RCVS Strategic Plan and continuing to play a wider role within the RCVS Officer Team.”

In terms of committee chairs, Dr Sue Paterson FRCVS was reconfirmed as Chair of the Education Committee, Dr Melissa Donald was reconfirmed as Chair of the Standards Committee and current RCVS President Dr Mandisa Greene MRCVS was elected as Chair of the Advancement of the Professions Committee, replacing Professor David Argyle in that post from July 2021.

Following Professor Argyle stepping down as Junior Vice-President earlier in March 2021, an election to replace him as Junior Vice-President for the remainder of the presidential year will take place in April 2021. Subject to the usual approval from Council, this person will take up the position of RCVS President 2021-22 following the AGM in July.

Tramadol has become a controlled drug and has been added to Schedule 3 of the Misuse of Drugs Regulations 2001

The change to the regulations, which was made by the Home Office means that the drug is now subject to special requirements when writing prescriptions.

The RCVS says practitioners should also note that:

• Prescriptions for Schedule 3 controlled drugs are only valid for 28 days and are non-repeatable.
• It is an offence to supply a Schedule 3 controlled drug against a fax or email prescription; the original prescription must be obtained before the medicine is dispensed.
• If supplying a Schedule 3 controlled drug against another veterinary surgeon’s prescription, checks need to be made to ensure that the prescription has come from a UK address and that the signature is genuine.
• The date on which the drug was supplied must be marked on the prescription and the prescription retained on the practice premises for at least five years.

Although tramadol is exempt from Safe Custody Regulations, the RCVS advises that all Schedule 3 controlled drugs are locked away.

The Home Office has also reclassified ketamine as a Class B controlled drug. However, it remains under Schedule 4 (Part 1) of the 2001 Regulations meaning that the legal requirements for supply, storage and record keeping remain the same.

The RCVS therefore continues to advise that practice premises should:

• Record the use of ketamine in an informal register.
• Store ketamine in a controlled drugs cabinet.
• Destroy ketamine in the presence of an authorised witness.

One of this year’s recipients of the RCVS Impact Award, Professor Sarah Freeman, will be talking about her pioneering public awareness project on equine colic at an upcoming Regional Question Time in Nottingham on 25th November 2019.

Sarah is a Professor of Veterinary Surgery at the University of Nottingham’s School of Veterinary Medicine & Science, and leads the Nottingham Equine Colic Project, which works with organisations such as the British Horse Society to raise awareness of the condition.

Sarah's talk, 'Generating an evidence-based educational campaign on colic', will discuss new evidence from the project, and how it led to the REACT colic campaign. She will also be sharing experiences of how the campaign has worked and asking whether we can change people's attitudes and behaviours.

The evening starts at 6.15pm with food and refreshments with Sarah's talk starting at 7pm, after which there will be an update on the College’s latest projects and initiatives. That'll be followed by a question and answer session with senior officers and staff from the RCVS - including RCVS President Dr Niall Connell, and Chair of RCVS Veterinary Nurses (VN) Council Racheal Marshall.

Dr Connell said: "Thank you to Professor Freeman for agreeing to speak about the colic project which, through its Colic Awareness Week, is helping to raise knowledge of the early signs of colic amongst horse owners, allowing them to get their horses treated in good time and saving their lives.

"I also look forward to talking to members of the profession about some of the issues currently on their minds – the evening is very much led by what those who attend want to discuss – from mental health, to our under care review, to the Practice Standards Scheme. Attending the event can also count to up to three hours towards your continuing professional development (CPD) requirement."

In the afternoon before the event, between 12 noon and 5pm, the College will also be holding a series of free 45-minute Practice Standards Scheme (PSS) surgeries with PSS Lead Assessor Pam Mosedale. 

The surgeries are open to both RCVS-accredited practices and those considering joining the Scheme and allows delegates to discuss the assessment process, how to apply for awards, how to meet particular requirements and any other questions they may have about the PSS.

The RCVS has published a report summarising the latest research presented by mental health and wellbeing researchers at last November's Mind Matters Initiative Research Symposium. 

The plenary speaker was Professor Rory O’Connor, Chair of Health Psychology at the University of Glasgow’s Institute of Health & Wellbeing whose talk: "When it is darkest: understanding suicide risk" opened the day with an outline of his 25 years of work looking into suicide prevention.

Rory discussed his recent investigation into the impact of the Covid-19 pandemic on people’s mental health and wellbeing, and how to reduce the risk of suicidal ideation turning into suicidal action.

He said: “In the last 10 to 15 years there has been an increased focus in particular on psychological and psycho-social interventions for helping people who are suicidal.

"Although suicide is complex, interventions, even brief interventions, can be effective.”

Rory was followed by presentations from a number of teams, including those who'd been awarded the MMI’s Sarah Brown Mental Health Research Grant in 2019 and 2020:

• Dr Victoria Crossley and Dr Navaratnam Partheeban - Experiences of racism and its impacts on mental wellbeing in Black, Asian and Minority Ethnic people working and studying in the UK veterinary sector. 
• Dr Victoria Williamson - Experiences and impact of moral injury in UK veterinary professional wellbeing. 
• Dr Kate Stephen - How farm vets cope: An exploration of how vets cope with the daily challenges of farm animal practice and how best these coping mechanisms might be developed into tools which can be easily accessed by the livestock veterinary community.
• Camille K Y Chan from the University of Hong Kong: Cyberbullying and mental wellbeing of veterinarians in Hong Kong.

The Royal College of Veterinary Surgeons is seeking feedback on a new draft Code of Professional Conduct for Veterinary Nurses.

The new draft Code, which would replace the existing RCVS Guide to Professional Conduct for Veterinary Nurses, has been produced by a Working Party set up by the RCVS Advisory Committee to review the Guides for both veterinary surgeons and veterinary nurses.

It is the benchmark for professional conduct against which registered veterinary nurses will be measured in any hearings on serious professional misconduct held by the recently-introduced VN Disciplinary Committee.

The purpose of the review is to ensure that guidance to the profession, and the public, is clear, for example, using consistent language to distinguish between what must be done and what is advised.

The new Code is a short, principles-based document, using the Federation of Veterinarians of Europe's Code of Conduct as the starting point. It will be supported by additional advice on specific areas of veterinary practice or issues, for example, clinical governance.

The consultation follows an earlier one for a new draft Code for veterinary surgeons that closed at the end of June: the new Code for veterinary nurses follows the format and style of that for veterinary surgeons. Comments made during the veterinary surgeon consultation will be taken account of alongside comments made during this new consultation.

For the first time, the draft proposes that veterinary nurses make a declaration on joining the VN Register, which underlines the primary importance of animal health and welfare: "I PROMISE AND SOLEMNLY DECLARE that my constant endeavour will be to ensure the welfare of animals committed to my care and that I will pursue the work of my profession with integrity and accept my responsibilities to my clients, the public, the profession and the Royal College of Veterinary Surgeons."

Comments on the proposed draft are invited from the veterinary nursing profession, the veterinary profession and the public, particularly on the issue of whether the Codes for veterinary nurses and veterinary surgeons ought to be combined.

Andrea Jeffery, the RCVS Veterinary Nurses Council member who led the group tasked with developing the new Code, said: "It is 50 years since the start of the veterinary nursing profession and the changes proposed in the Code reflect the development of our professional role over this time.

"This new Code is a simplified document that focuses on key principles and which will be supported by more detailed guidance. Although it follows the format of the draft Code for veterinary surgeons, it is important that we recognise our unique position as veterinary nurses."

The RCVS is calling on everyone to nominate veterinary surgeons, veterinary nurses and laypeople who are working above-and-beyond for the benefit of animal health and welfare, the veterinary professions or public health, for one of its 2019 honours and awards.

This year the College is seeking nominations for six awards:

• The Queen’s Medal: the highest honour that can be bestowed upon a veterinary surgeon for a highly distinguished career with sustained and outstanding achievements throughout.

• The Veterinary Nursing Golden Jubilee Award: this award is aimed at veterinary nurses who have had a sustained and distinguished career, who can demonstrate a leadership role within the profession and who can act as an ambassador for the value of veterinary nurses and their work.

• RCVS International Award: this award is for vets, vet nurses or laypeople who work internationally, from either within or outside the UK, in making an outstanding contribution to, for example, raising veterinary standards, veterinary education and improving animal health and welfare.

• RCVS Impact Award: this award is for vets or vet nurses who have recently, or are currently, undertaking a project, initiative or similar that has a significant impact on the profession at large, animal health or welfare, or public health. Such impact could have been made through any field of veterinary endeavour, including clinical practice, research, education or veterinary politics.

• RCVS Inspiration Award: this award is for vets or vet nurses at any stage of their career who have demonstrated the ability to inspire and enthuse others consistently throughout. It is open to those who have inspired and motivated individuals anywhere within the profession and recognises those who have gone ‘above and beyond’ what may normally be expected from a professional colleague.

• Honorary Associateship: this honour is conferred to a small number of laypeople each year, in recognition of their special contribution to the veterinary sphere. It recognises the full range of individuals who contribute to the veterinary sphere including scientists, lecturers, journalists, charity-workers, farriers, farmers and those involved in the commercial field.

For this year’s honours and awards nomination period, the College has produced a video using footage from Royal College Day 2018, featuring interviews with those who were recognised with RCVS honours and awards on the day.

Dr Niall Connell, RCVS Junior Vice-President, is taking the lead in promoting the awards this year. He said: "Throughout my time in the veterinary profession, and particularly since joining RCVS Council, I have met so many veterinary nurses and veterinary surgeons who are truly inspiring individuals.

"The RCVS honours and awards scheme is a perfect opportunity to celebrate some of the individuals that have done or are doing something really special – whether that’s by inspiring their colleagues and peers or doing things that benefit animal health and welfare or society at large.

"Across all six awards there really is something for everyone – vets and veterinary nurses at all stages of their careers as well as laypeople are all up for recognition and so I’d strongly encourage everyone to think about someone they know who deserves recognition and get in touch.”

The RCVS has begun the final stage of its review of the definition of ‘under care’ and the provision of 24/7 emergency cover, and is now consulting veterinary surgeons, veterinary nurses, students and the wider veterinary team on its proposed new guidance.

The review started with a series of focus groups amongst veterinary professionals across multiple sectors.

This was followed by an analysis of the information gleaned from the focus groups, additional stakeholder submissions, data from the College's Covid surveys, independent research studies and formal legal advice to formulate an online qualitative survey to gain the views and feedback of UK-based veterinary professionals.

In this final stage, the public consultation, all veterinary professionals, vet and vet nurse students, practice managers and all those who work in the veterinary practice team are invited to share the extent to which they agree (or disagree) with each element of the proposed new guidance on ‘under care’, their views on the requirements for a 24/7 follow-up service following a remote prescription and other safeguards, and their feedback on the proposed definition of limited-service providers.

There will also be a consultation with members of the animal-owning public, which will likely include questions asking for information about animal owner experiences with remote prescriptions, the perceived advantages and/or disadvantages of remote prescribing, and views on 24/7 care and how important a service this is to respondents.

Dr Melissa Donald MRCVS, RCVS President and former Chair of the Standards Committee, said: “The past two years have shown us that the veterinary professions are highly capable of adopting new ways of working.

"It also revealed that we can adapt our established ways of practice to better respond to shifts in public expectations and advancements in technology.

"However, it is our collective responsibility to ensure that any changes continue to allow us to provide safe and effective care for our patients, and meet the appropriate expectations of our clients.

“Whilst we recognise and reflect on the need for change, the proposed guidance seeks to protect animal health and welfare and maintain public trust by ensuring that decision-making remains firmly in the hands of individual veterinary surgeons, as to what they, in their professional judgement, consider appropriate in a specific situation.

“This consultation, then, while not a referendum on whether RCVS guidance on ‘under care’ and 24-hour emergency first-aid and pain relief should change – that decision having been made by Standards Committee and approved by Council based on the evidence gathered, including the views of the profession and objective evidence, and legal advice – is a crucial opportunity for veterinary colleagues to tell us whether we have got the draft guidance right, whether the proposed safeguards are sufficient, and whether there is anything we might have missed or should amend.”

The RCVS has tightened up the guidance on remote prescribing, such that veterinary surgeons may now only remote prescribe for animals that are not already under their care if it is impossible to physically examine the animal. 

RCVS Council had introduced temporary guidance allowing the remote prescription of drugs for animals not under care back in March, to ensure that animal health and welfare could be maintained during lockdown without risking the health of veterinary teams or their clients.

Since then, the College has twice extended this guidance, because of the ongoing situation. 

However the College says it now recognises that many practices are returning more to 'business as usual' and that the guidance and associated flowchart should be updated according. 

Consequently, before deciding to prescribe POM-Vs remotely, the updated guidance now requires veterinary surgeons to first consider whether the animal is already under their care; or, if not, whether it is possible to physically examine the animal in order to bring the animal under their care. If the answer to both questions is ‘no’, POM-Vs may still be prescribed remotely providing the guidelines set out in the College’s coronavirus advice hub are adhered to.

Surprisingly, the College says that its surveys of the profession have thus far identified no immediate safety concerns around remote prescribing. 

RCVS President Dr Mandisa Greene, who chairs the Taskforce, said: “The reason for maintaining the possibility of remote prescribing without a physical examination was that we recognised that the current situation is unpredictable, and while the ability for the public to visit practices in person has improved over the last few months, we felt that situations might still arise where that would not be possible, and where access to remote prescribing would be necessary. These could include further local lockdowns, ongoing quarantine arrangements, and the remaining fact that some members of both the veterinary team and the public continue to shield.

“It remains our intention that this guidance will continue to be a temporary measure and may be subject to further extensions or updates given the uncertain nature of the Covid-19 pandemic.”

RCVS Council will review the position on 8 October, with any changes being effective by 1 November at the earliest.

Meanwhile, the RCVS review of ‘under care’ and out-of-hours emergency cover has now resumed, starting with a number of virtual focus groups and consultation with stakeholders within the veterinary and veterinary nursing professions.

The findings from these focus group discussions will then inform a wider survey to be sent to all veterinary surgeons and veterinary nurses in early 2021, along with stakeholder organisations and the animal-owning public. Remote prescribing will continue to form a part of this review.
