The sessions will allow members of the profession to find out about upcoming College projects and put questions to the RCVS Officer Team, RCVS Council members and senior staff, in a friendly, informal atmosphere.
The first event is taking place at the Hilton Glasgow on William Street at 6:30pm, where there'll be supper and drinks before the main event at 7:30pm, when RCVS President Melissa Donald, RCVS Treasurer Niall Connell, RCVS Senior Vice-President Kate Richards, Junior Vice-President Sue Paterson, VN Council Chair Matthew Rendle, RCVS Registrar Eleanor Ferguson and RCVS CEO Lizzie Lockett will update everyone on College activities and take questions.
The College says that the topics for discussion will be up to the audience but are likely to include workforce issues, the review of RCVS guidance on under care, proposals for legislative reform, VetGDP and the future of extra-mural studies.
Melissa said: “In my opening speech as RCVS President I said that one of the key missions of my presidential year was to talk – and especially listen – to as many members of the professions as I possibly can.
“Relaunching our question time programme after a hiatus will give me the opportunity to do exactly this, as well as giving members of the professions that all-important opportunity to put their questions and concerns directly to us.
"We might not be able to address every problem, but these events give an excellent opportunity for vets and nurses to raise issues, forge connections with their peers and work together to find solutions.
“I hope that many of you will be able to come to our first in-person event in Glasgow but we will also be holding these question times virtually in the future for those people who may struggle to make it to these evening events.

The RCVS Disciplinary Committee has reprimanded a veterinary surgeon for submitting a certificate of Clinical Inspection for Veterinary Inspectors ("TB52") for tuberculin tests he had undertaken on cattle, despite knowing that he had not fully complied with the standard operating procedures (SOP) for these tests.
At the outset of the three-day hearing, John Wilson admitted that, when acting as an Official Veterinarian (OV) he had not carried out tuberculin tests on cattle at a Wiltshire farm on 19 May 2011 strictly in accordance with the SOP required by the Animal Health and Veterinary Laboratories Agency (AHVLA), an executive agency of Defra.
The admitted shortcomings were that on 19 May, the second day of testing, Mr Wilson had failed to confirm the identity of all the animals, failed to inspect the animals digitally (ie using his hands) and had not measured the fold of skin at the injection site of all the animals. The College argued that this was contrary to the directions of the AHVLA and, in subsequently signing the TB52 certificate, he was either dishonest or should have known that the certification was incorrect. Mr Wilson admitted that he ought to have known the certification was incorrect but denied dishonesty, because he believed that he had conducted the test in a satisfactory manner and had correctly identified all the reactors in the herd.
Mr Wilson was a veterinary surgeon of over 40 years experience and unblemished record, and the Committee found his account of events to be accurate and honest. He said the farm involved was unprepared and test arrangements were chaotic, with poor handling facilities, and he would have been concerned for the safety of the animals and their handlers if he had complied fully with the SOP. He had advised the farmer to delay the test but his advice was rejected.
The Committee accepted that the testing had been carried out under exceptional and difficult circumstances. It noted that Mr Wilson had identified a reactor and taken appropriate actions, knowing that the outcome would be the quarantining of the whole herd. He had made no financial or other gain, other than the nominal fee charged for the work. Although failing to comply with the SOP fell short of what was expected of a veterinary surgeon, because of these circumstances, and as he had acted in what he considered to be the best interests of the animals and personnel, these actions did not amount to serious professional misconduct.
The Committee found that, even allowing for these difficulties and concerns, in signing the TB52 certificate a few days later, without any qualification, Mr Wilson ought to have known that it was incorrect, and his actions fell far short of the standards expected of the veterinary profession. They did not however find that he had been dishonest.
The Committee stressed the importance attached to accurate and reliable certification, in maintaining the confidence of the public and the profession, and in ensuring animal welfare.
Professor Lees, chairing and speaking on behalf of the committee said: "The Committee is aware, as confirmed by AHVLA, that this is a single, isolated event and the first offence in some 40 years of the Respondent working as a LVI [local veterinary inspector] or OV. After considering all the mitigating factors.and, given the exceptional circumstances of this specific case, the decision of the Committee is to reprimand Mr Wilson."
The RCVS Disciplinary Committee has dismissed an application to be restored to the Register of Veterinary Surgeons from a former Kent-based veterinary surgeon, Warwick Seymour-Hamilton.
Mr Seymour-Hamilton was originally removed from the Register in June 1994 for failing to maintain his equipment and facilities such that it evidenced a total disregard of basic hygiene and care for animals, thereby bringing the profession into disrepute.
The restoration hearing on Friday 18 March was Mr Seymour-Hamilton’s fourth application for restoration, with previous applications being submitted but refused in July 1995, June 2010 and January 2015. However, as the Committee made its decision on the merits of the case before it, those previous applications were not admitted as relevant to its decision.
Mr Seymour-Hamilton told the Committee that he currently works as a herbalist and naturopath for humans and wished to be restored to the Register so he could include animals in his research. He had completed a course in herbal and naturopathic medicine at the College of Naturopathic Medicine in Dublin in 2010, and told the Committee that he believed that being restored to the Register would lend credence to his endeavours to secure funding and other support. He stated that he did not intend to work again in a veterinary practice.
However, the Committee rejected his application on a number of grounds, including the impact on animal welfare should Mr Seymour-Hamilton be restored to the Register; the length of time he had been off the Register and the fact that he was therefore not up-to-date with contemporary veterinary practice and professional conduct; and that his efforts to keep up-to-date in terms of knowledge, skills and developments in practice were insufficient.
Judith Webb, chairing the Committee and speaking on its behalf, said: "The Committee is concerned about the length of time that has passed since he last practised and the paucity of the evidence he has provided to establish that, if permitted to return to practice, he would be able to attain the professional standards required of a modern veterinary practitioner, either as regards surgical capabilities/competence or as regards his knowledge of currently available veterinary medicines."
She added: "This Committee’s obligations and duties are to see that the interests of animal welfare are properly protected by ensuring that only those who are properly trained, knowledgeable and experienced are permitted to treat animals and that public confidence in the standards of the profession are maintained. The risks attendant on a restoration of this applicant to the Register are, in the judgement of this Committee, plain and obvious. Accordingly, this application is refused."
A quick survey of VetSurgeon members1 has found that of those that didn't vote in the 2011 council elections, 37.9% 'did not believe that voting in the RCVS elections will have any impact on my working life'
However, as Wynne Richards pointed out, decisions made by the RCVS, or which have involved the RCVS have had a seismic impact on the profession over the years, things like:
... and so on, and so on.
So perhaps the issue is not whether or not the College is relevant to the working lives of its members. Clearly it is. More to the point, the College and its Councillors need to find ways to engage more with the profession and better demonstrate how the decisions it takes on the issues of the day will impact on its members.
This message is further hammered home by the 26% of voters who didn't vote because they: 'considered the candidates' manifestos / forum posts, but did not feel that any of the candidates deserved my vote'. Again, if the councillors had concentrated on explaining why their work would make a difference, perhaps that number could have been improved.
Of the remainder, 21% 'forgot', 8.7% 'didn't have the time to consider who to vote for, and vote', 4.9% gave other reasons. Again, all things which might be improved if members felt that the RCVS was relevant to their working lives.
1% 'weren't aware that the elections were taking place'.
One wonders if that 1% knows that Clement Attlee is no longer the Prime Minister.

The RCVS Trust has announced 34 grants totalling approximately £165,000, being made to veterinary surgeons, universities and higher education (HE) establishments, to fund high-quality research projects in the UK and overseas, and support veterinary education.
Harper Adams University College and Myerscough College will be the first veterinary nursing colleges to receive funding under the Spencer-Hill equipment grants programme; this was the first time that RCVS-approved HE veterinary nurse training providers were able to apply for this funding. Harper Adams will receive £2,350 to purchase a Humphrey ADE-circle system, and Myerscough, £1,395 for an 'Emily' canine positioning mannequin.
Severine Tasker MRCVS, from the University of Bristol, and Janet Patterson-Kane MRCVS, from the University of Glasgow each received Blue Sky Awards of £17,000. Severine will conduct research into constructing defined feline coronavirus strains for determination of the role of virus genetics in the development of feline infectious peritonitis. Janet Patterson-Kane's research will investigate whether a new therapy for treating wounds in humans can be translated for use in horses.
Janet said: "Limb wounds in horses are very common and are notorious for developing masses of exuberant scar tissue - proud flesh - and not healing properly. This can necessitate multiple operations. The findings of current research at University College London by our collaborator, Professor David Becker, suggest that in human patients a protein, connexin 43, is not downregulated at the edges of wounds that are difficult to heal. Use of therapy to reduce connexin 43 expression in human skin wounds in which healing has stalled has been remarkably successful in achieving wound closure. The aim of our research is to determine if connexin 43 plays a similar key role as a 'master switch' for wound healing in horses. I am extremely grateful to the RCVS Trust for their support."
Six veterinary undergraduates will also receive EMS vacation research scholarships of £700 each, which can be used to fund expenses relating to a research project undertaken in the UK or overseas as part of a UK veterinary school's extra-mural studies requirement.

The course, which is led by Mental Health First Aid England, comprises of two day-long sessions, the first of which will take place on Tuesday 9th January 2024 from 9am – 5pm and the second on Thursday 11th January.
The course costs £40 per person, and is open to all those working in the veterinary professions.
Advancement of the Professions and Mind Matters Director, Angharad Belcher, said: “This day long training session will help people to gain an understanding of what mental health is and how to challenge stigma, to gain the knowledge and confidence to advocate or mental health awareness, provide them with the ability to spot the signs of mental ill health and the skills to support positive wellbeing, as well as give people the confidence to support someone who is in distress or may be experiencing a mental health issue.
“While these sessions are open to all working in the veterinary professions, we are particularly encouraging vets working in rural areas or in ambulatory work to get involved.
"All veterinary work has its challenges, but we know from MMI funded research conducted by Scotland’s Rural College that rural and ambulatory veterinary work comes with its own set of challenges which is often compounded by working alone or having relatively limited contact with colleagues.
"Those working in rural areas often play integral roles within their local communities and it is therefore important to provide people with the skills to not only look after their own mental health, but with the opportunities to learn how to best support their friends and colleagues too.”

Three members (one vet, one new grad and one nurse) are being sought to join a new engagement group tasked with raising awareness of the importance of CPD for veterinary surgeons and nurses, supporting members in how to reflect on their CPD as a way of consolidating learning, and considering plans for how the benefits of CPD and the VetGDP can be communicated to the professions.
The group will also oversee and update CPD and VetGDP guidance documents, as well as overseeing updates to the VetGDP Adviser and VetGDP Peer Reviewer training and guidance.
RCVS Council member Dr Olivia Cook MRCVS will be chairing the group.
She said: “The Engagement Group has been set up in recognition that, although the majority of the professions are engaged with meeting their CPD requirements and completing the VetGDP, there are still those who feel confused about the requirements or remain uncompliant for other reasons, and we would like very much to help them.
“Therefore, this is an exciting opportunity for anyone who wants to play an active part in advancing veterinary standards by ensuring that as many members of the professions as possible have the benefits of lifelong learning in their own practice and their ongoing work for animal health and welfare. In doing so they will help grow public confidence in the professions.
“From the VetGDP perspective, we’re particularly keen that there’s a strong peer-to-peer element, so that those who are doing the VetGDP, or have just recently completed it, are using their recent experience and understanding to evolve the policy and drive engagement.”

The RCVS is looking for two Advanced Practitioners working in practice who have completed a designated CertAVP qualification to join the Certificate in Advanced Veterinary Practice (CertAVP) Subcommittee to help actively advance the standards and policies of the RCVS CertAVP.

Finally, the College is also looking to recruit examiners for the Statutory Membership Examination, from 2025 onwards.
Examiners need to have been Members of the RCVS for a minimum of three years and be familiar with the day one competences for new registrants and the standards expected of final year students and new graduates. Experience as an assessor or examiner is preferred, although not essential as training will be provided. The College is looking for examiners with knowledge across a range of species domains including equine, veterinary public health, farm and small animal.

The Royal College of Veterinary Surgeons has refused to release the McKelvey Report in full, despite Freedom of Information requests made by VetSurgeon.org and others.
According to the College, it had always been the intention of RCVS Officers that the full report, which considered the building works in the Lower Ground Floor of the RCVS offices in Belgravia House, and the implementation of a new database, would be published.
However, on the advice of solicitors (Penningtons), only the recommendations of the Report were published initially, in November.
This publication followed discussion of the full report (one sentence was redacted on legal advice) by RCVS Council on 3 November.
Freedom of Information requests for the full report were then received by the College, so further, external senior legal advice was sought.
This advice, from Counsel, confirmed the original view from solicitors that it would be inappropriate to publish the report in full because it includes personal data, which ought not to be made public, under the Data Protection Act.
The College claims the meat of the report is in the recommendations, which account for approximately 50% of the report, and which are being taken forward by Officers and RCVS Council, with plans to put an Audit and Risk Committee in place taking priority.
The recommendations of the report, which were adopted by Council, were published online on 11 November and are available to download from the 'Related documents' box, above right.
The Royal College has announced that a Legislative Reform Order (LRO) to reconstitute its disciplinary committees separately from its Council has been signed by Defra Minister David Heath, and will come into force on 6 April 2013.
The LRO will amend Part I of Schedule 2 of the Veterinary Surgeons Act 1966 (VSA) and require that the RCVS Preliminary Investigation and Disciplinary Committees are made up of veterinary surgeons and lay members who are not RCVS Council members, and who are appointed independently.
This will ensure that the same group of people is not responsible for setting the rules, investigating complaints and adjudication, and will bring lay people formally into the Preliminary Investigation Committee.
The LRO will also allow the RCVS to increase the pool of people available to investigate complaints and sit on disciplinary hearings, reducing the workload on the individual Committee members whose primary appointment is to RCVS Council.
The RCVS has been working on the LRO with Department of Environment, Food and Rural Affairs (Defra) officials since late 2010, and the Order was based on consultations undertaken by the RCVS and Defra.
According to the College, the Order was commended at every stage of Parliamentary scrutiny as an effective means to address the single biggest deficit of the VSA and to improve how the RCVS regulates the profession. During debate in Grand Committee of the House of Lords on 10 January, the RCVS received considerable praise for its strenuous efforts to modernise under the constraints of the present legislation, and the LRO received unanimous support.
Following the Order coming into force, the first external members will join the Disciplinary and Preliminary Investigation Committees from July 2013. After a two-year transition period, members of the RCVS Council will become ineligible for membership of these committees. Information about how to apply to join these committees will be available shortly.
President Jacqui Molyneux said: "I am delighted the LRO has been made and I am immensely thankful for the hard work of the Defra team and my colleagues in the College. The LRO is the single biggest reform to the regulation of veterinary surgeons since the 1966 Act, and it will bring the RCVS in line with regulatory best practice and improve the perception of the independence of the RCVS disciplinary processes."

The RCVS has announced that the nomination period for the 2015 RCVS and VN Council elections has opened until 5:00pm on Saturday 31 January 2015.
Each year six RCVS Council seats are contested while two seats are available for VN Council. Successful candidates serve four-year terms.
Existing RCVS Council members Niall Connell, Professor Sheila Crispin, Mark Elliott, Lynne Hill, Dr Bob Moore and Professor the Lord Trees of the Ross are due to retire from Council next year but are all eligible for re-election. Elizabeth Branscombe and Elizabeth Cox are due to retire from VN Council but will also be eligible to stand again in 2015.
In order to stand, candidates for either RCVS or VN Council will need to complete a nomination form, submit a short biography, write a short personal statement and supply a high resolution digital photo.
Each candidate will also need to provide two nominations - for RCVS Council candidates this should be two veterinary surgeons on the RCVS Register who are not current RCVS Council members; for VN Council candidates nominators must be registered or listed VNs who are not current VN Council members.
The election period commences in early March 2015 and runs until Friday 24 April. Successful candidates for either Council will take up their seats at RCVS Day - the College's Annual General Meeting and Awards Day - on Friday 10 July 2015.

Mr Bowles faced four charges, but did not respond to the College's notification about the hearing, so the Committee decided to proceed in his absence.
The first charge was that in 2020, while attending a farm in Lincolnshire in his capacity as an Official Veterinarian (OV), Mr Bowles carried out Intradermal Comparative Tuberculin (ICT) tests on a herd of cattle but failed to measure the skin thickness of all the cattle using callipers and failed to take and record measurements for the cattle.
The Committee was provided with evidence that Mr Bowles had, in earlier correspondence with the College, admitted that he had failed to follow Animal and Plant Health Agency (APHA) standard operating procedures for ICT testing at the farm and so the charge was found proven.
The second charge was that he then certified the results of the inaccurate ICT test he'd performed earlier.
The Committee found this charge proven on the basis that, without using callipers to measure skin thickness, he was not entitled to certify the test.
The third charge was that his conduct in relation to the first two charges was dishonest, misleading and risked undermining government testing procedures designed to promote public health and animal welfare.
The Committee found all elements of the charges proven.
The final charge was that Mr Bowles's conduct took place despite warnings, advice and re-training being given by the APHA.
These included: a letter sent to Mr Bowles’s by APHA in 2014 about the suspension of his OV status after he failed to comply with APHA rules; a letter sent by the APHA to Mr Bowles’s employer in October 2016 regarding issues of non-compliance it had found during a September 2016 audit; and the suspension of Mr Bowles’s OV duties by his employer, pending further training, following issues of non-compliance.
Given Mr Bowles’s history of non-compliance with APHA standard operating procedures and standards, the Committee found the charge proven.
The Committee found that charges 1 to 3 amounted to serious professional misconduct but that charge 4, while making the conduct in the other charges more serious, did not in and of itself constitute serious professional misconduct.
In determining the most appropriate sanction for Mr Bowles, the Committee found that he had paid ‘scant regard’ to the testing procedures set out by APHA and breached the RCVS certification requirements set out in the Code of Professional Conduct for Veterinary Surgeons in ‘numerous and serious’ ways.
Hilary Lloyd, chairing the Committee and speaking on its behalf, said: “The Committee’s view is that the respondent’s conduct in refusing to follow the OV Instructions when testing cattle in May 2020 constituted conduct of an egregious kind.
"In addition, there are several aggravating elements which can be applied to his misconduct, including a risk to animal or human health; his lack of probity and integrity in certifying test results which he knew were non-compliant and unreliable; recklessness in reaching a conscious decision to ignore the OV Instructions; his failure to comply with the requirements of the position of trust and responsibility which attached to his APHA authorisation; and against a backdrop of sustained pattern of behaviour that displayed blatant disregard of the system that regulated TB testing by OVs.
"It follows that the respondent manifested no insight into the seriousness of his misconduct when acting as an OV.”
The Committee considered whether there were any mitigating factors regarding Mr Bowles’ conduct.
It took into account that Mr Bowles had not secured any financial advantage, that there was no actual harm to animals, and that he had a long career as a veterinary surgeon, although with a history of non-compliance.
It noted that there had been some late admissions of misconduct by Mr Bowles when he tendered an apology, but found this mitigation was undermined by the fact his explanations lacked consistency and that he had also initially asserted that he had used callipers during the testing.
Due to the seriousness of the non-compliance, the dishonesty and the potential risk to public health, the Committee considered that removing Mr Bowles from the Register was the only proportionate and appropriate response to the scale of misconduct.
Hilary added: “Given the amount of advice received and re-training which the respondent was required to undertake, he has already had ample opportunity to remediate his practice but has not done so.
"The Committee is therefore concerned that there is a very real risk of further repetition of this conduct in the future were he to be permitted to remain on the Register.
“The Committee’s concern in this regard stems from the fact that the dishonesty of which the respondent has been found guilty, was not dishonesty committed on the spur of the moment.
"The respondent had ample opportunities for reflection before resolving to act as he did.
"This places his acts of dishonesty in the most serious category.
“The public is entitled to expect that it can have confidence in the certifications of a veterinary surgeon who is carrying out a public duty on behalf of that public body.
"Indeed, that is the whole purpose behind the requirement that OVs undertake additional and specialised training before being permitted to undertake OV duties.”

The survey is conducted every four to five years and asks vets to answer questions about a variety of subjects including demographic data (for example, socio-economic background, educational attainment, race/ethnicity, disability), work-related data (for example, employment status, location of workplace, type of workplace, hours of work, position in practice) and information about professional achievement (for example, hours of continuing professional development (CPD) undertaken and extra qualifications earned).
The survey, which is conducted on the College’s behalf by the Institute for Employment Studies, also ask respondents about their views on different aspects of their profession, including career plans, challenges facing the profession, and wellbeing.
This year, the survey also asks for your view of the RCVS, including its values, how it should communicate, and what it should prioritise in future years.
Lizzie Lockett, RCVS CEO (pictured right), said: "The results of the Surveys form a very important ‘snapshot’ of the profession at a given point in time, but they also prove useful for years to come in terms of how the College develops its regulatory and educational policy, the areas it chooses to focus on and the issues it chooses to tackle.
"The ensuing reports are also used by a myriad of other individuals, such as those in academia, government and representative bodies, as well as journalists. It’s therefore really important that we have as accurate a picture as possible. So although completing the Surveys is entirely voluntary, we strongly encourage members of the professions to take the time to complete them. It will, ultimately, help the development of appropriate and supportive policies for your profession."
In addition to the main survey, there will be an additional survey for MsRCVS who practise overseas. This survey aims to better understand why they continue to retain their MRCVS status, what this status means in the countries in which they work, global attitudes towards the RCVS and how the College could improve its communication with them.
Annual renewal fees for veterinary surgeons will remain at the same level as in 2021: £364 for UK-practising members, £182 for members practising outside the UK and £60 for non-practising members.
The removal of the alternative fee payment arrangements means there will no longer be the option to pay in instalments and the fee needs to be paid in full by the usual deadline of 1 April.
RCVS Treasurer Niall Connell said: “We understand that many veterinary surgeons and veterinary nurses will have been impacted financially over the last couple of years, and we appreciate that this has been a very difficult time for the professions.
"We are pleased that we are able to keep fees static for a second year running, whilst maintaining a strong programme of strategic projects that help to set, uphold and advance standards within the professions.”
The RCVS is seeking the views of veterinary surgeons, veterinary nurses and members of the public about proposals for a new Royal Charter which would clarify and underpin the role of the College and give it formal recognition as regulator of the veterinary nursing profession.
The new Charter, approved at a meeting of RCVS Council in November, would replace the 1967 Supplemental Charter, with the most far reaching change being a proposal to make veterinary nursing a formally regulated profession on a similar footing to veterinary surgeons. Veterinary nurses would become associates of the College and have the post-nominal letters RVN. The List and the Register of Veterinary Nurses would also be effectively combined, meaning that the 1,100 listed veterinary nurses would join the 10,500 already on the Register.
Under the proposals registered veterinary nurses would continue to need to fulfil certain responsibilities, including abiding by the Code of Professional Conduct and completing an average of 15 hours a year of continuing professional development, and would be subject to RCVS disciplinary procedures.
What's new is that individuals struck off from the Register for serious professional misconduct would no longer be able to give medical treatment or carry out minor surgery under veterinary direction.
As well as changes to the regulation of veterinary nursing, the proposed Charter would also more clearly state the role and remit of the RCVS, for example, in advancing standards through the promotion of continuing professional development and the Practice Standards Scheme.
Professor Stephen May, a member of RCVS Council who led the Legislation Working Party that developed the new Charter proposals, said: "The proposed new Charter represents an historic opportunity to affirm the role of the RCVS, and to provide a modern framework for the future regulation of the professions. I call on veterinary surgeons and nurses, together with other interested stakeholders, to read the consultation documents and support our proposals."
Speaking about the need for change, RCVS President Neil Smith added: "The consultation paper explains why it is time to replace the 1967 Charter with a new version which sets out the role of the College. The present Charter doesn't explain what objects the RCVS should set out to achieve, and it is silent about veterinary nurses. The remit of the College should include being the regulator for the veterinary nursing profession, and we want a new Charter to recognise registered veterinary nurses.
"We hope that the new Charter will provide a solid basis for the work of the College for years to come. We would urge members of the professions and the public to let us know what they think and help us to make sure that we have got it right."

Ceredigion veterinary surgeon Robert Alun Merfyn Evans has been suspended from the Register for six months by the RCVS Disciplinary Committee after he admitted to misconduct relating to tuberculin testing for cattle he owned and failing to register the births and deaths of cattle.
Mr Evans appeared before the Committee on the 11th February, when he admitted the two heads of charge of misconduct against him.
The first head of charge related to the fact that, between 24 June and 29 June 2013, he deliberately failed to bring to attention of Wyn Lewis MRCVS, an Official Veterinarian (OV) and fellow director of Mr Evans’ practice in Cardigan, the cattle on his farm requiring intradermal comparative tuberculin tests; that he tested certain of the cattle himself despite not being the OV for those tests and having a conflict of interest; and that he provided inaccurate and incomplete information to his practice for the completion of a report on the testing to be sent to the Animal Health and Veterinary Laboratories Agency (AHVLA). This misconduct was then repeated the following year between 19 June and 1 August 2014.
The second head of charge against Mr Evans related to breaches of the Cattle Identification (Wales) Regulations 2007 between 4 July 2005 and 20 June 2014, namely the fact that he failed to register the birth of five calves and the death of nine cows. These were accepted as being specimen charges reflecting a much larger total number of breaches over the whole nine year period.
Mr Evans’ misconduct first came to light when a late return was sent to the AHVLA in August 2014 regarding the TB testing of 51 live animals on his farm in June 2014. When the report was scrutinised the AHVLA noticed that 26 animals shown on the return as dead were still registered, while 20 animals that were tested were not registered. When the AHVLA investigated, Mr Evans immediately admitted that he had misled Mr Lewis on two occasions and carried out his own testing despite not being the OV.
The Committee heard that he did this because he did not want it to be found out that he had unregistered cattle on his farm. Regarding the unregistered cattle, the Committee heard that this stemmed from a mistake made by Mr Evans in 2005 or 2006 whereby he mislaid a batch of around nine bovine passport application forms sent to him to register the birth of calves on his farm, a legal requirement for the purposes of animal health, disease control and safeguarding the food chain.
As a result of poor IT skills and being profoundly deaf, Mr Evans felt unable to seek support online or by telephone, was too embarrassed to tell others and, furthermore, felt that it was impossible to correct his mistake without being in breach of the law. So, for a period of nine or 10 years, he failed to register the birth of calves on his farm. His failure to register the deaths of cattle, was also caused by administrative failings. His breaches of the cattle registration regulations were subject to criminal proceedings and on 14 October 2015 he plead guilty at Ceredigion and Pembrokeshire Magistrates Court to 14 offences for which he was given a conditional discharge for 18 months and ordered to pay costs of £1,000.
The Committee considered that a suspension from the Register would be in line with the seriousness of the charges against Mr Evans. Professor Alistair Barr, chairing the Committee and speaking on its behalf, said: "The Committee agrees that the lengthy period over which these offences took place, his betrayal of his colleague, and the undermining of the reputation of the profession and of the system of disease control, taken together with his dishonesty, make it impossible to impose a lesser sanction than suspension.
"The Committee finds that the respondent, who is a man of good character, has fully accepted his guilt, and has real insight into the seriousness of his conduct. He cooperated fully with the investigations and with the County Council who prosecuted him in the Magistrates [Court], and with the College. He made an open and frank admission about his misconduct from the outset.
"The course of conduct on which he embarked and which has led to these charges was the result of a simple mistake at a time of considerable stress to him. He was not guilty of deliberate misconduct at the outset but… what started as an innocent mistake took on a life of its own and led him to deliberate and dishonest misconduct because he did not know how to get himself out of the predicament he was in."
Professor Barr also said that there was no financial gain in Mr Evans’ actions and that animal welfare had not been compromised as the cattle were well cared for and in good health and that Mr Evans’ actions in carrying out the tuberculin tests on the unregistered cattle himself demonstrated that he was concerned about identifying any disease in his herd.
He added: “In all the circumstances the Committee has decided a proportionate sanction is that the respondent’s registration should be suspended for a period of six months.”

The RCVS has clarified its role concerning new UK veterinary schools, saying that it has no mandate to control student or graduate numbers.
Responding to calls from the profession that it should comment on the desirability of any change in the number of schools or graduates, the College has confirmed that whilst it is committed to setting, upholding and advancing the standards that any new UK veterinary degrees would need to meet in order to be approved by the Privy Council, it has no role in capping student numbers.
The College also points out that the free market and mobility of workers in the EU makes any control at the level of a sovereign state effectively meaningless with respect to workforce management. However, the College says it is committed to ensuring that standards are maintained, and to continue working with bodies such as the European Association of Establishments for Veterinary Education, which evaluates veterinary degrees across Europe.
The College also seeks to support healthy debate through providing information on the state of the profession - an example of which is the survey that it recently commissioned from the Institute for Employment Studies on job availability for veterinary graduates over the last five years.
The headline results from that survey were released in the summer, and showed that increasing graduate numbers over the last five years have so far appeared to have had little impact on veterinary job prospects, with 94% of graduate respondents seeking a role in clinical practice obtaining work within six months of starting to look.

The RCVS has announced that voting is now open for the 2016 Council elections.

The RCVS Charitable Trust Library is marking National Libraries Day (4 February) with an open day and prize draws for library users.
The Library is inviting all vets and veterinary nurses - and librarians, staff and students from veterinary schools, other Royal Colleges and university medical schools - to an open day on Friday, 3 February. Free workshops on how to use and search the bibliographic databases will be run by Trust librarians, and those visiting can sign up for a free three-day trial membership. Refreshments will also be provided.
On National Libraries Day, every member of the RCVS Charitable Trust Library will be entered automatically into a draw to win a free 12-month extension to their library membership. Anyone who uses the Trust's Library services between 30 January and 10 February will also be entered into a separate draw for a chance to win a £50 voucher for Trust Library services.

The RCVS Disciplinary Committee has dismissed a case against a Nottinghamshire veterinary surgeon, having found not proven the charge that he had caused, allowed or failed to prevent a potential breach of the Rules of Racing of the Greyhound Board of Great Britain (GBGB).
During the re-scheduled, three-day hearing, the Committee heard that Dr Gary Samuel was on duty on 10 October 2009 as the GBGB licensed track veterinary surgeon at Nottingham Greyhound Stadium. When the trainer came to collect her dog for the race, she discovered a biscuit in his kennel in the paddock area, in potential contravention of the rules of the GBGB, which do not allow greyhounds access to any food, drink or other substance after weighing in, prior to a race. She reported this discovery to the paddock steward. The dog was withdrawn from the race, so there was no prospect of prize money. The trainer, despite her unblemished record, was put at risk of disciplinary action by the GBGB, which could have resulted in the loss of her training licence and livelihood. Following the events of 10 October, the GBGB held a disciplinary hearing, at which Dr Samuel was disqualified indefinitely from holding a GBGB licence and fined £2,500, and the matter was referred to the College.
The RCVS Disciplinary Committee confirmed that it should not be bound by the GBGB decision, and that the charges laid against Dr Samuel must be resolved on the basis of the evidence before it. Both Counsel for Dr Samuel and the College urged the Committee to have close regard of CCTV footage from 10 October, which showed Kennel 21 where the dog had been placed and the biscuit found. From evidence given by the paddock steward and the trainer, the Committee accepted that the kennel was clean when the dog entered at 5.30pm, so the biscuit must have been introduced between 5.30pm and 9pm, when the trainer collected him for the race.
The footage available to the Committee from Nottingham Race Track was only four-and-a-half minutes long. The Committee was concerned that there were almost three-and-a-half hours of footage that it had not been shown and that, in addition, witnesses were not able to state that they had viewed the remainder of the footage. In those circumstances, the Committee considered that the footage available must be of the best quality to allow it to reach a sure conclusion as to what exactly Dr Samuel may have been doing in his position close to Kennel 21. From the quality of the footage available, the Committee was not able to be sure.
Speaking on behalf of the Disciplinary Committee, Vice-Chairman Professor Sheila Crispin said: "The fact remains that the Committee cannot be sure that the Respondent caused the biscuit to enter Kennel 21, [so] finds the charge against the Respondent not proved."
Dr Samuel therefore remains on the RCVS Register and is entitled to practise.
The investment is being made to increase the speed at which concerns are either closed or referred, ensure that the process meets its service standards and reduce stress for the public and profession.
The decision to increase investment in the process was made by the College’s Operational Board in response to a steady increase in the number of concerns being investigated. The College forecasts that it will receive in excess of 1,000 concerns raised about the professional conduct of veterinary surgeons and veterinary nurses this year.
The RCVS developed a simplified, three-stage concerns process in 2014 which included the introduction of targets for cases to be either closed or referred at each stage. In order to ensure that these targets can be met, the College will now be hiring five paralegals to assist the existing five case managers.
Eleanor Ferguson, Acting Registrar, said: "Currently we are only closing or referring just over half of concerns we receive at stage 1 (case examiner stage) within our four month target. In order for the system to run more smoothly we will be investing in extra staff to help clear the backlog and ensure that these targets are met going forward.
"Similarly, in order to deal with the increase in the number of cases being referred to Preliminary Investigation Committee (stage 2), we will be increasing the frequency of these committee meetings from one to two per month.
"It is important to add that this investment is not just about dealing with concerns more quickly but is also about quality of service and having more staff on hand will ensure that this quality is maintained in terms of how we communicate with complainants and members of the profession. Speeding up the process will reduce the stress and anxiety felt by all involved."

Veterinary surgeons, veterinary nurses and other practice staff are all welcome to attend.
The webinar - 24/7 Emergency Care - A New Emphasis - will be led by RCVS Registrar and Head of Legal Services Gordon Hockey and Clare Tapsfield-Wright, former RCVS Council member and Chair of the RCVS Standards Committee. They will be explaining changes to supporting guidance of the Code of Professional Conduct and their impact on the responsibilities of practices and practice staff, as well as the public.
The changes to the guidance resulted from an extensive evidence-gathering process with both the profession and animal owners in respect of their expectations on the provision of 24-hour emergency veterinary cover.
The new supporting guidance, which was developed by RCVS Standards Committee after a thorough review of the evidence and approved in principle by RCVS Council in June, now places a greater emphasis on owners' legal responsibilities for the welfare of their animals as well as an obligation on veterinary surgeons to provide more information to clients about their out-of-hours service.
Furthermore, the new guidance will assist and empower vets to decline to attend an animal away from the practice when unnecessary or unsafe. The new guidance will be published online shortly.

From 31 October 2008, veterinary surgeons will again be allowed to charge animal owners for writing prescriptions, when a three-year ban on such fees comes to an end.
The Supply of Relevant Veterinary Medicinal Products Order 2005 was introduced by the former Department of Trade and Industry (DTI) to implement recommendations from a 2003 Competition Commission inquiry into the supply of prescription-only veterinary medicines, which, among other things, found that prescription charges were against the public interest. It was hoped by the DTI that the move would benefit consumers by providing for pharmacies and other suppliers to have an opportunity to establish themselves as competitors to veterinary surgeons in supplying prescription-only veterinary medicines.
Although veterinary practices will be able to make a charge for writing a prescription from 31 October 2008, one thing does not change: practices must not charge different fees for other services or veterinary medicines to those who take a prescription and those who do not.
Jill Nute, RCVS President said: "The OFT (Office of Fair Trading) will monitor the reintroduction of prescription charges and has indicated that the level of monitoring will be proportionate to the perceived need - how well the market is working.
In addition, the RCVS will monitor complaints that relate to prescription charges and meet with the OFT to review the situation in six months time. Care must be taken to ensure that prescription fees are calculated sensibly, or the zero-fee ruling may be reintroduced."
The OFT has advised that veterinary practices must not agree between themselves what constitutes a suitable fee: it is prohibited by competition law.
