The RCVS has announced the candidates standing in the RCVS Council and Veterinary Nurses Council elections this year and is inviting veterinary surgeons and nurses to put their questions to them directly for a video reply.
There are eleven candidates standing for election to RCVS Council in 2015. Overall there are six men and five women, which include two existing Council members eligible for re-election and nine new candidates. They are:

Ballot papers and candidates' details are due to be posted to all veterinary surgeons and veterinary nurses eligible to vote during the week commencing 16th March, and all votes must be cast, either online or by post, by 5pm on Friday, 24 April 2015.
Once again the College is inviting members of both professions to 'Quiz the candidates' by putting their questions directly to all those standing for election. Each candidate will then be invited to choose two questions to answer from all those received, and produce a video or audio recording of their answers. All recordings will be published on the RCVS website on Thursday 19 March.

The awards, which which celebrate initiatives that advance the quality of veterinary care and demonstrate a commitment to using an evidence-based approach, will be open for applications until 13th January 2023.
The two new award categories are Antimicrobial Stewardship and Canine Cruciate Outcomes.
The Canine Cruciate Outcome Awards are to recognise and celebrate individuals and teams who are using Quality Improvement initiatives alongside RCVS Knowledge’s Canine Cruciate Registry (CCR) to monitor and improve their canine cruciate surgery outcomes.
Applications are invited by surgeons and teams who are using the CCR.
The Antimicrobial Stewardship Awards, which are divided into farm animal, equine, and companion animal categories, aim to showcase practical examples where individuals and teams are improving responsible antimicrobial prescribing.
In addition, the charity is looking for entries for its existing awards for students and those who have implemented Quality Improvement (QI) techniques.
The Veterinary Evidence Student Awards enables students from around the world to enhance their academic and research skills by writing a Knowledge Summary and submitting it for publication to Veterinary Evidence, RCVS Knowledge's open access, peer-reviewed journal.
The Quality Improvement Awards showcase the implementation of Quality Improvement techniques which drive improvement within the professions.

The RCVS is advising all practices that it is not currently carrying out a data-gathering exercise and that phone calls prompting the return of a survey, and requesting mobile phone numbers, are not being made on behalf of the College.
The warning comes after several practices have called the College to query 'feedback forms' - supposedly issued in relation to the Practice Standards Scheme or the payment of members' retention fees.
The practices were asked to return forms which they had not received, and also to provide mobile phone numbers, by someone who claimed to work for the 'statutory regulator' or 'the RCVS'. Contact phone numbers left by the caller were either RCVS fax numbers or numbers which looked like RCVS direct dial numbers, but were not.
Lizzie Lockett, Head of Communications, said: "This looks like an exercise to gain mobile phone numbers which is being carried out in the College's name. We are currently investigating who might be making these calls. In the meantime, if a practice receives such a call, it would be helpful if they could take down a name and contact number and let us know."

For the research, Which? conducted an online poll of 1,009 pet owners who had had an issue with their vet in the past two years.
It also conducted qualitative interviews with 14 owners who had complained.
The most common reasons for complaint were:
Of the 1009 pet owners who had experienced some kind of problem with their vet, 57% did NOT make a complaint, 33% because they did not want to fall out with their vet.
Pet owners who wish to complain about veterinary services have three options: to complain directly to their practice, to use the voluntary Vet Client Mediation Service (VCMS), or to raise a 'concern' with the RCVS.
The Which? report found that of those who did complain to their practice, 35% were not happy with the outcome and 31% with the way it was handled.
Which? found that although the VCMS reported a high resolution rate of 84% in 2022-23, its interviewees had found it a bit hit or miss.
Finally, Which? found the process of complaining to the regulator flawed by the fact that the threshold for the College to progress a 'concern' is set so high, because College has no jurisdiction at a practice level, and because it has no sanctions to use in enforcing consumer law.

CommentI loved the regal response from the RCVS to The Guardian about the case studies in the Which? report: “the facts presented in the case studies do not completely align with those reported to us”.
That aside, surely the big issue here is not so much that consumers have little way to complain effectively.
That is important, of course, but isn't it more important to consider what they are complaining about, which in the main is MONEY.
Driven by the advances in veterinary medicine, the innate desire of vets to provide the best possible care, anthropomorphising pet owners saying they want 'the best' for their fur baby (without necessarily having the wherewithal), corporatisation and society's changing expectations about working conditions, prices have been going up at a rate far outstripping inflation.
Increasing prices have of course been accompanied by an increase the standards of care and the range of clinical equipment.
But the question everyone must ask is at what point the cost of veterinary care for a dog outstrips the benefits of owning one?
These complaints are the canary in the coalmine.
The RCVS has announced a total of £1 million funding to address mental health and wellbeing within the veterinary profession over the next five years.
The RCVS Operational Board has agreed £100K of funding for the first year of the Mind Matters initiative, with a view to a similar amount per year for the subsequent four years.
Additionally, the College says it intends to contribute approximately £500K over the next five years to the Veterinary Surgeons' Health Support Programme (VSHSP). This is a continuation of previous funding, effectively doubling the College's contribution. The VSHSP, independently run by the Veterinary Benevolent Fund, offers a confidential service that aims to combat problems with alcohol, drugs, eating disorders and other addictive and mental health issues. Neil Smith, Mind Matters' Chair said: "I am delighted that we have £500K of new funding over the next five years to dedicate to improving the mental health and wellbeing of the veterinary team, together with the increase to our support for the VSHSP. It shows the College's commitment in this vital area, and is a substantial amount that will really help change lives."
The funding will be reviewed annually as part of the RCVS budgeting process.

Mind Matters is supported by a taskforce comprising the Veterinary Benevolent Fund, the British Veterinary Association, the British Veterinary Nursing Association, the Veterinary Practice Management Association, the Veterinary Schools Council, the Veterinary Defence Society, the Society of Practising Veterinary Surgeons and the Association of Veterinary Students.
The report is the culmination of the work of a joint RCVS and VSC BAME Student Support Working Group, set up to explore key issues in supporting BAME veterinary students during their studies.
The Working Group made a total of 14 recommendations, which included:

She said: “I hope this encourages and supports our veterinary institutions to actively implement change regarding discrimination faced during studies and placements, nurturing role models and helping affected students develop sense of belonging and community during their studies and beyond.

At the meeting, which took place last Thursday, Council members were asked to decide how to proceed with three specific proposals on reforming the disciplinary system:
Acknowledging some of the concerns that have been raised about changing the standard of proof, RCVS Registrar Eleanor Ferguson said: “The RCVS is now one of just a few regulators that still uses the criminal standard of proof in determining the facts of a case. We have sought these changes as part of our ongoing aim to develop a compassionate and forward-looking disciplinary system with the protection of the public absolutely at its heart, whilst also acknowledging the huge toll the process takes on the mental health of veterinary professionals.
"Research that we carried out into the impact of changing the standard of proof indicated that it would not lead to a major increase in cases being referred from the Preliminary Investigation Committee to the Disciplinary Committee. Importantly the number is likely to be very low because the standard of proof only applies to proving the facts of a case; the judgement as to whether proven facts amount to serious professional misconduct will follow the same process as at present.
"We estimated that during 2019, there could have been just two more cases brought to DC under a altered standard of proof, with an additional three cases that were borderline but probably wouldn’t have proceeded any further. Conversely, we also estimated that three cases that did go to DC during 2019 would probably not have done, had the ‘Charter Case Committee’ option been available.
"Ultimately, the aim of the RCVS in regulating the veterinary professions is to protect the public and animal welfare as well as upholding the reputation of the professions. We believe these changes will better achieve that aim."
The consultation on whether to change the standard of proof as well as to introduce the Charter Case Protocol and ‘mini-PICs’ is now planned for later this year.

Figures produced by the Royal College of Veterinary Surgeons show that almost half of the first cohort of newly-qualified vets to sign up to the Professional Development Phase (PDP) have now completed it.
The PDP is a web-based database that enables new graduates to develop, and reflect on, their professional skills during their first year in clinical practice. Completing the PDP became a professional obligation for all newly-qualified vets from 2007 onwards. Of the 636 vets who graduated in 2007, 586 (92%) signed up to PDP and 290 have now completed. Of the 616 vets who graduated in 2008, 546 (88%) have so far registered for the PDP.
Freda Andrews, RCVS Head of Education, said: "Undertaking PDP is a professional requirement for every newly-qualified vet working in clinical practice. The first vets to undertake PDP seem to be taking around 15 months from signing up to signing off. Properly completing PDP counts as the first year's CPD and we strongly recommend that this year's graduates sign up as soon as they have found their first clinical role."
The PDP is also open to any vet returning to practice.

The RCVS Disciplinary Committee has suspended a Co. Tyrone veterinary surgeon from the Register for ten months, having found him guilty of serious professional misconduct relating to three convictions for contravening animal export regulations.
Whilst working as an Authorised Veterinary Inspector in Castlederg for the Department of Agriculture and Rural Development (DARD), William Manson had falsely certified that he had inspected three consignments of sheep presented for assembly at Plumbridge Export Assembly Centre on 16 and 23 August 2009. At this week's two-day hearing, Mr Manson admitted that the convictions he had received at the Strabane Magistrates Court on 26 November 2010 made him unfit to practise veterinary surgery, but said in mitigation that he had examined the sheep nearby at Landahussy, a site he considered more suitable for a large number of animals.
The Committee was satisfied that Mr Manson believed the Landahussy site to be more suitable for large deliveries; the Committee also was satisfied that he did carry out a visual inspection of the sheep at the Landahussy site on 16 and 23 August 2009. However, the information Mr Manson provided on the three certificates was false and misleading. Mr Manson had also been reminded of the importance of complying with government regulations in a disciplinary case in 2004, following convictions for failing to notify DARD about changes in the number of sheep for which he was claiming a premium. The then Committee dismissed the case, deeming the convictions a result of his "genuine but regrettable oversight".
Speaking on behalf of the Committee, Chairman, Prof Peter Lees said: "Mr Manson's actions in certifying that he had examined the sheep at an approved assembly centre when he had not done so amounted to a serious departure from professional standards. If there had been a disease outbreak on either the Plumbridge or Landahussy site, such actions would have rendered contact tracings unreliable and inaccurate."
In mitigation, the Committee accepted medical evidence and Mr Manson's testimony that he was at that time under exceptional stress. He was working long hours in difficult circumstances without an assistant, and was under considerable personal pressure as a result of his wife's serious illness. It also took into account his age (66), exceptional testimonials produced on his behalf, and the impact on the community he served.
Prof Lees said: "The Committee has concluded that the removal of Mr Manson's name from the Register is neither proportionate nor necessary in the public interest nor to protect the welfare of animals. A proportionate sanction in this case is to suspend Mr Manson's name from the Register for a period of ten months."
The Disciplinary Committee (DC) of the Royal College of Veterinary Surgeons last week issued a reprimand to a veterinary surgeon for reckless certification of an equine passport, having found her to have been "wholly indifferent" as to whether the horse had been vaccinated properly against equine influenza.
Eleri Wyn Jones graduated from the University of Liverpool and qualified as a veterinary surgeon in 2006, before joining The Veterinary Practice on Bala Road in Dolgellau, Gwynedd, where she was also an authorised Local Veterinary Inspector (LVI). The principal of that practice is Iwan Parry, who himself was the subject of a DC hearing involving false certification earlier this year, for which he received a one-month suspension from the Register.
The Committee heard how, in late 2007, as Ms Jones was leaving the practice to begin her rounds, she was asked by a non-veterinary colleague to certify in a horse passport that two vaccinations for equine influenza had been administered. The horse in question was being liveried by a regular client of the practice, to whom the practice regularly dispensed veterinary vaccines (although Ms Jones was unaware of this), but had been recently purchased by someone who was not a registered client.
In evidence, Ms Jones admitted the certification process took her only 30 seconds and that she did not obtain any further information about the certification, either from clinical or non-clinical colleagues; nor did she check any other documentation before signing the passport, but assumed the vaccinations had been administered by a veterinary colleague. The Committee had to decide whether Ms Jones had acted recklessly, and to do so, Ms Jones' Counsel suggested the Committee would need to be satisfied that she "did not care less" whether or not the vaccinations had been given by a veterinary surgeon before signing the passport.
In reaching its decision, the Committee took into account the fact Ms Jones, on her own evidence, was generally familiar with RCVS guidance on certification and, as an authorised Local Veterinary Inspector, had certification training. It stated: "Whilst we recognise that Ms Jones received little or no mentoring from Mr Parry, we are satisfied that she would have been aware of the importance of veterinary certification. She was also aware that Mr Parry had been suspended as an LVI, due to certification issues, which had affected her own authorisation."
In view of these facts, and that Ms Jones made no attempt to obtain verification from any other source despite knowing she had not performed the vaccinations herself, the Committee decided that Ms Jones had been "wholly indifferent" to proper vaccination procedures and was therefore guilty of disgraceful professional conduct for reckless certification.
In reaching its decision on sanction, the Committee wished to remind members that cases involving improper certification would ordinarily result in suspension or removal from the Register. "We strongly disapprove of the circumstances in which Ms Jones certified this horse.
Clients, and external bodies, are entitled to rely upon the integrity of the veterinary surgeon in not certifying that horses have been vaccinated unless they have carried out the vaccinations themselves or have obtained full and proper evidence that vaccination has been carried out by another veterinary surgeon," it said.
In mitigation, however, the Committee took into account Ms Jones' age and inexperience, her previously good record, her good character and the significant number of supporting references from colleagues and clients alike. It was also mindful that any sanction's main purpose was to protect animal welfare and maintain public confidence in the profession, rather than to punish.
Nigel Swayne, chairing the Committee, concluded: "This is not a case where undertakings for training or monitoring are required. This isolated incident was a fateful misjudgement on a single occasion. We consider that the sanction most proportionate to the nature and extent of the charge, the public interest and the interests of Ms Jones is a reprimand."
ViVet (derived from the Latin word ‘vivet’ meaning ‘it will thrive’) will, says the College, provide a variety of resources and support to help the professions keep pace with change and remain at the forefront of animal healthcare provision.
Chris Tufnell, RCVS Senior Vice-President, helped develop the scope of the ViVet programme during his presidential year. He said: "This is an ambitious project for the College to embark upon but also very important for the future relevance and survival of the professions. Technology in the animal health sector is developing rapidly, such as the growth of telemedicine, wearable and implantable devices to gather health-related data from our animals, and low-cost genomic sequencing.
"These technologies could have a disruptive effect on the veterinary sector, so it’s important to encourage and support veterinary input at an early stage to enable the professions to shape their development and ensure that animal health and welfare is a foremost consideration.
"ViVet will help veterinary professionals to engage proactively with innovation in animal health, so that they can embrace and drive change and are not side-lined by it."
The Vivet website (www.vivet.org.uk), which was launched simultaneously at the College's inaugural Innovation Symposium in London today, contains a number of resources to showcase new technologies and innovative business models.
Anthony Roberts, Director of Leadership and Innovation at the College, said: "The aim of these resources is to help veterinary professionals harness the immense opportunities that innovation can bring to animal health and welfare by providing practical advice on areas such as launching new products and services and, in turn, encourage innovators to think about how the expertise and knowledge of the veterinary professions could input into new technologies.
"Furthermore, the programme will also help the College gain insights into the animal health market and how it is evolving. This will allow us to develop a regulatory framework that is relevant and adaptable to 21st century technology, while continuing to foster and support responsible innovation."
ViVet will also continue to organise events like today’s live-streamed symposium, which brought together thought-leaders from across the animal health, technology and business sectors, and provided a forum to discuss the opportunities and threats presented by innovation in the veterinary sphere, the impact it may have on the professions and how they are regulated.

The RCVS has announced that the Code of Professional Conduct has been updated to restrict - from April 2016 - the use of the word specialist and its derivatives in veterinary practice marketing and promotional materials, except when referring to an RCVS Recognised Specialist.
Alternatives for practitioners who want to describe a special area of expertise in their marketing materials, but who are not on the RCVS list of Specialists include: 'Special interest in ...', 'Experienced in ...', 'Advanced qualifications in ...', or, for those who hold the status, 'Advanced Practitioner'.
The College says the changes will also apply to European Veterinary Specialists fully recognised by the European Board of Veterinary Specialisation, who will now need to join the RCVS list if they wish to use the title in the UK. However, European Specialists will be offered a simplified application process and a 50% reduction in the fee, because their revalidation is carried out by their specialist European college.
The College has also extended the deadline for new applications for Specialist Status to 30th September 2015. The deadline for re-applications by existing RCVS Specialists remains 14th August 2015.
In addition to changing the Code, the College has also amended Chapter 23 of its supporting guidance ('Advertising and publicity') to give more detailed advice on use of the terms 'specialist' and 'specialising in' in the context of advertising and referrals.
Gordon Hockey, RCVS Registrar, said: "Specialist status is not easy to achieve. Those who hold it have achieved a postgraduate qualification at a minimum of Diploma level and have satisfied us that they make an active contribution in their speciality, for example, through publishing academic papers.
"The change to the Code of Professional Conduct is therefore intended to ensure the integrity of the specialist list and title, so that those who do not have RCVS-recognised qualifications, experience and expertise do not claim or imply they hold such a status.
"These changes will benefit the public and, ultimately, animal welfare by clearly identifying those who have specialised knowledge and skills. They should also aid members of the broader profession in the UK when they are deciding who they should refer cases to.
"We recognise this represents a significant change which is why we have allowed a 'bedding in' period before the change comes into force, as well as extending the deadline for applications."

The procedure represents the culmination of 12 months of work from the College's Preliminary Investigations Committee, with the aim of making the decision-making processes more transparent.

These are for complainants, veterinary surgeons who are complained about, those involved in decision-making at the RCVS and additional guidance for Lay Observers who provide independent, lay input to the process.

The RCVS Disciplinary Committee has agreed to accept undertakings from a Dorset veterinary surgeon, Philippa Ann Rodale MBE, in which she requests that her name is removed from the RCVS Register of Veterinary Surgeons with effect from 31 July 2015, and undertakes never to apply to be restored to it.
The Committee met on Monday 17 August, resuming a hearing which had been adjourned on 20 July. The adjournment had been made to allow Ms Rodale time to submit formal responses to the charges against her and indicate whether she agreed with them. In the event, as outlined by a letter from her solicitors received by the College on 14 August, Ms Rodale declined to comment on the charges and did not admit to any of them.
Ms Rodale did not attend the hearing on 17 August, however, the Committee decided to continue in her absence, on the understanding that, as evidenced by her solicitors’ letter, she was fully aware of the hearing and had voluntarily waived her right to be presented and represented.
The original charges related to Ms Rodale’s standards of practice (in relation to issues such as biosecurity, hygiene, in-patient facilities, drug storage and the disposal of hazardous waste, among other things) and also to a test for Intradermal Comparative Tuberculin. The charges relating to her standards of practice did not have complainants, as the College raised the matters itself; with respect to the Tuberculin test charge, the Animal and Plant Health Agency, as the relevant body, raised no objection to the proposed course of accepting undertakings.
In accepting the undertakings, the Committee felt that a contested hearing that could take up to seven days and involve up to eight witnesses for the College and up to three for the Respondent would not be in the public interest. Furthermore, since the 20 July hearing, Ms Rodale had retired and closed her practice. The Committee also noted that there had been no previous disciplinary findings against her, in what was otherwise a long and unblemished career.
Ian Green, chairing the Committee and speaking on its behalf, said: “The Committee is satisfied that the undertakings offered by the Respondent protect the welfare of animals since the Respondent has now retired and is no longer in practice. It is also satisfied that the reputation of the profession is upheld since the undertakings offered go beyond any sanction which the Committee could impose at the conclusion of a contested hearing, were any of the Heads of Charge to be found proved. It considers that it would not be proportionate or in the public interest for there to be a lengthy contested hearing.”
Each candidate will produce a written reply to two questions of their choice, which will be included on their candidate profile webpage ahead of the start of the election.

A Royal College of Veterinary Surgeons audit panel is to visit UK veterinary schools to assess how Extra-Mural Studies (EMS) is being carried out, identify good practice and make recommendations for improvement. The exercise is part of a package of measures which aims to improve the way that EMS helps veterinary undergraduates to gain skills and knowledge in a practice environment.
RCVS Council agreed to the implementation of proposals made by a Working Party set up to review the whole EMS process in November 2009. While the EMS system was largely agreed to be valuable and working well, some areas were identified for improvement. Many of the recommendations centred on a better understanding amongst all parties involved - students, practices and vet schools - of the aims and objectives of EMS for the student, and improved communication about expectations and outcomes.
As a first step, the Education Policy and Specialisation Committee has put in place an audit of EMS at the veterinary schools. It has commissioned Dr Barry Johnson, who led the original Working Party, together with practitioners David Black, David Wadsworth and Dr Chris Chesney, to follow through individual cases, talking to the students, practitioners and clinical tutors and EMS co-ordinators at the vet schools, to build a picture of how administration, communication and follow-up is managed.
Barry said: "The objective of the audit is to identify areas of good practice that can be shared, and identify where improvements could be made - it will also promote dialogue between practices and the schools. The exercise will be repeated over the next couple of years to track changes."
The first audit took place at the Royal Veterinary College in February, as part of the full RCVS visitation of the undergraduate degree programme. The EMS audit panel will report its initial findings in June.

Last year a cohort of 1,010 veterinary surgeons responded to the CPD audit, which took place in September 2019 and included a random sample of 658 vets sourced from across all UK postcode areas.
The audit found that 820 (or 81%) of respondents met the annual requirement – a 13% increase from the 2018 audit. This followed a decline in compliance rates from 82% in 2014 to just 68% in 2018.
Amongst veterinary nurses, 79% of respondents were compliant, a 7% increase on last year’s compliance rate and the highest compliance rate ever from a veterinary nursing CPD audit.
Dr. Linda Prescott-Clements, RCVS Director of Education (pictured right), said: "It is fantastic to see that this year’s results demonstrate a significant increase in CPD compliance rates after a number of years in decline for vets and a largely static rate for veterinary nurses and I hope that it is part of a long-term trend towards the professions recognising the value of keeping their clinical and non-clinical skills up-to-date.
"This year we have made a number of changes that should make CPD compliance even easier now, including a clearer and simpler annual CPD requirement of 35 hours for vets and 15 hours for vet nurses, and the 1CPD platform and app which can be signed into through the My Account area and provides the professions with the ability to record, plan and reflect on their CPD."

The RCVS Charitable Trust has made two 'Blue Sky' grants of £20,000 each for research into feline rotavirus and equine gut bacteria.
One award has been made to Allison German and Kenton Morgan at the University of Liverpool as a Richard Daubney Research Fellowship. This will enable research to be undertaken into the molecular epidemiology and zoonotic potential of feline rotavirus in UK cats.
Allison said: "Feline rotaviruses have been identified in diarrhoeic children in Japan, Italy, Israel and America, but because of limited funding options, there has been no systematic study of rotaviruses in cats, so the prevalence, risk factors and zoonotic potential are unknown. I am pleased that the Trust has recognised the importance of emerging infectious diseases in companion animals and their potential role in animal and human health."
By assessing faecal samples from cats within Cats Protection Adoption Centres in the UK, the study aims to discover the prevalence of rotavirus in this cat population and broadly identify the strains of feline rotavirus that are circulating, including looking for any with identity to human strains. The study will also determine whether the molecular epidemiology of rotavirus in the cat population enables understanding of the diversification and evolution of rotaviruses in people.
A second Blue Sky award of £20,000 has been made to Chris Proudman and Alistair Darby, also at the University of Liverpool, to research the role of gut bacteria in horse health and disease. Called Metagenomic Analytical Utilities for Equines (MANURE), the project will sequence DNA from microbes taken from horse intestines, and analyse the diversity, composition and abundance of the microbial populations. This is expected to improve veterinary understanding of the role of equine gut bacteria, and benefit horses and their owners. Tools being developed to characterise and investigate equine gut microbiota, and findings expected, such as the discovery of novel bacteria, should also be useful to other research.
RCVS Trust Director Cherry Bushell said: "As usual, the standard of applications was very good, although we do continue to receive a relatively high number of applications for projects that the assessors judge to be more 'surveys' than genuine blue sky research.
"In deciding which research to fund, a number of factors are taken into account, such as the quality and strength of the research team, the likelihood of success, and whether a genuine gap in knowledge has been identified. For example, the feline rotavirus research could have important findings in the longer term if it is found that there is genuine risk to human health, and also shows clear potential for further study. Similarly, the equine gut bacteria study is likely to increase considerably knowledge over the longer term and to attract funding from elsewhere for further research."
RCVS President, Dr Jerry Davies, has committed to prioritise the establishment of a new Audit and Risk Committee, following publication of the recommendations of a report into two overspends at the College.
Earlier this year, outgoing President Peter Jinman had announced that a review would be carried out into the circumstances that led to higher-than-expected expenditure on the College's new database and building development works in the Lower Ground Floor at Belgravia House.
The RCVS Officer team asked Professor Bill McKelvey - a member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to look at all aspects that related to its budgeting and expenditure process of those projects, and propose lessons that should be learned.
Dr Davies said: "That such a review was required is regretted, but I would like to thank Professor McKelvey, Richard Davis and Judith Webb for their diligence in this work. Their recommendations will be a very helpful addition to the work that is currently underway to ensure corporate governance is fit for purpose and, in particular, that the management of capital projects within the College is optimised."
The full Overspend Report (one sentence was redacted on legal advice) was considered by Council at its meeting on 3 November. Council agreed that the recommendations should be made public. The College is currently seeking further legal advice on whether it is proper for the report to be made available under the Freedom of Information Act.
Dr Davies added: "The recommendations of the report are under consideration by a group of five past Presidents, together with Richard Davis and Judith Webb as lay members of Council, under the Chairmanship of Peter Jinman, and their proposals will be considered by Council in due course.
"The recommendation that an Audit and Risk Committee be set up will be prioritised, as this was highlighted as an imperative. Other related activities, such as the development of a protocol for the management of major projects, had already been put in place by Officers prior to the overspend review."
Regarding the two projects at the heart of the report, the College says building work in the Lower Ground Floor at Belgravia House has been complete for some time and the new rooms and their facilities are being used, particularly when Disciplinary Committee hearings render much of the rest of the building out of bounds. The new data management system is also in use and an external consultant is currently looking at the work that has been carried out so far, and will make recommendations for the future.
"Meanwhile, although there are many lessons to be learned from the report, it's business as usual in terms of bringing to a conclusion many of our important ongoing initiatives, such as the introduction of the new Code of Professional Conduct, the consultations on the recommendations of the Specialisation Working Party and a draft Performance Protocol, and, of course, the ongoing work of the Disciplinary and Preliminary Investigation Committees," said Dr Davies.

The RCVS is to launch a new badge for registered veterinary nurses (RVNs) at the British Veterinary Nursing Association Congress later this week.
The launch ties in with the 50th anniversary of veterinary nurse training, and highlights the fact that RVNs, while qualified to the same level as their listed colleagues, stand apart because they additionally agree to account for their professional practice and keep their skills and knowledge up to date.
The non-statutory RCVS Register of Veterinary Nurses was introduced in 2007, and RVNs abide by a code of professional conduct, commit to continuing professional development and, from 1 April this year, can be taken to task via a disciplinary system.
The new badge builds upon the old version but with the word 'registered' underneath. Plans for a more dramatic departure from the existing badge were dropped when the College saw the affection in which veterinary nurses held the traditional antique silver and red-enamel badge, introduced in 1984.
Liz Branscombe, Chairman of the RCVS Veterinary Nurses Council said: "There is currently no legislation to protect veterinary nurses' title and area of work, but we have not stood still and the Register shows a real commitment to developing our status as professionals. We need to ensure this commitment is recognised by clients and others in the veterinary team, and hope the new badge will make it easier to identify who is professionally accountable."
All those veterinary nurses qualifying since 2003 automatically became registered and those qualifying earlier could choose to do so. Currently there are 8,682 registered veterinary nurses, and 1,463 remain on the unregulated list.
The RCVS has announced a number of senior staff changes.
Gordon Hockey has been ratified by Council as Head of Legal Services and Registrar. This is a new role created when the post of Registrar and Secretary was split into two: Chief Executive and Secretary; and Head of Legal Services and Registrar.
Gordon, who was previously Assistant Registrar/Head of Professional Conduct, and then Acting Registrar, will have oversight responsibility for registration and professional conduct.
At the same time, Eleanor Ferguson, formerly Acting Head of Professional Conduct, has been confirmed in the position.
The post of Head of Registration has been made redundant, with a new role of Customer Experience Manager created to ensure that the customer (public and profession) journey improves across the organisation. This position will also report into Gordon Hockey.
There have been other changes on the Senior Team at the College. The post of Head of Corporate Services that had been vacant since the departure of Richard Holford last December will not be filled, and Head of Finance Corrie McCann has been promoted to the new role of Head of Operations, which will incorporate finance, corporate services (IT, mailing, reception) and facilities.
Two other posts have been made redundant: Special Projects Manager and RCVS Charitable Trust Director. A new post of Executive Director for the Trust will be developed, with a view to taking the Trust through a full strategic review.
Chief Executive Nick Stace said: "I believe that an engaged and well-purposed team of staff, with a focus on customer service and driving improvements, lies at the heart of any successful organisation. These changes will enable the College to move into the next stage of its development towards becoming a first-rate regulator."
The changes will mean that the Senior Team is reduced from 11 people to seven, being the Chief Executive plus Heads of Legal Services, Operations, Human Resources, Education, Veterinary Nursing and Communications.
Mrs Jill Nute has been invested as president of the RCVS at the AGM and Awards Day, held on 4th July in London.
Mrs Nute graduated from Liverpool University in 1970 and initially assisted in mixed practice in the Lake District, Droitwich and Leominster. In 1976, she established a mixed practice with her husband Geoff, a fellow Liverpool graduate, in Wadebridge, Cornwall.
The practice is now an eight-veterinary surgeon concern, a veterinary nurse Training Practice, an RCVS Accredited Tier 2 Small Animal General Practice and Farm Animal General Practice, and an equine practice accredited to Tier 1; it is also a Meat Hygiene Service approved contractor.
Mrs Nute has been an RCVS Council member since 1993, serving on all of its committees. She has chaired many of these committees and additional working parties, including the Advisory and Public Affairs Committees. She served on the Officer team as Treasurer for three years, from 1996-1999, and is currently Chairman of the Practice Standards Group. Spending several years on the Councils of the British Veterinary Association and the Society of Practising Veterinary Surgeons (SPVS), she was elected President of SPVS in 1991.
RCVS Day also brought other changes to the RCVS Officer team: Dr Bob Moore, outgoing President, became Senior Vice-President, and Professor Sandy Trees took up the role of Junior Vice-President.
Professor Sheila Crispin stood down as Senior Vice-President, with Dr Moore commenting that: “The veterinary profession is privileged to have such a knowledgeable and committed advocate.”
Retiring Council members included David McDowell, Debby Reynolds, Neil Smith and Wendy Harrison. New lay observer to the Preliminary Investigation Committee, Catherine Harvey, will replace retiring observer Diane Mark. The President paid particular tribute to long-standing Council member and past-President Stephen Ware, who retires from Council but will remain active in veterinary politics as Vice-President and Treasurer of the Federation of Veterinarians in Europe, he also remains Chairman of the RCVS Trust.
As part of the AGM, newly-elected Council members Richard Stephenson, Charles Gruchy and Bertie Ellis were welcomed. A fourth new member, Catherine Goldie, was not present. It was also announced that Professor Michael Herrtage and Professor Duncan Maskell have been reappointed for further four-year periods by the University of Cambridge, and Professor Sandy Tress has been reappointed for the same term by the University of Liverpool.
Dot Creighton was re-elected to the Veterinary Nurses Council and Katherine Kissick was elected for the first time. New lay member Penelope Swindlehurst and appointed veterinary surgeon Helen Torrington were also welcomed to the VN Council and the President thanked retiring VN Council members Diane Guinan, Donna Hunter and Neil Smith.
President Dr Bob Moore conferred a range of awards, including an Honorary Associateship upon Petplan and Petplan Trust founders Mrs Patsy Bloom and Mr David Simpson who, he said, have had a “remarkable effect on the veterinary profession, animals and their owners.”
Honorary Associateship was also awarded to Mr Geoff Davies, who has dedicated his 30-year career at the University of Bristol Veterinary School to the training, support and development of future veterinary surgeons. He has also served as a valued member of the RCVS Extra-Mural Studies Committee for many years. “It is his enormous contribution in supporting and encouraging the students that is being recognised today,”said Dr Moore.
Honorary Fellowships were awarded to Mr Gary Clayton Jones, Professor Paul Flecknell and Dr Christine Gibbs, and the Dame Olga Uvarov Award, a cash prize for a researcher under the age of 40, was awarded on behalf of the RCVS Trust to Dr Harriet Smythe (in her absence)
The awards, which were first launched last year, are open to UK practices, branch surgeries or other organisations who employ veterinary surgeons or nurses. They were created to highlight wellbeing in the veterinary profession and celebrate workplaces where:
• health and happiness are valued;• there are systems and initiatives that motivate;• staff are engaged;• communication is positive;• there is commitment to being a better place to work.
The prize for each category includes two registrations and banquet tickets for SPVS/VPMA Congress 2018 where the winners will be announced to the media and will be available for interview.
Practices that are thinking about applying can now access a free five-minute Wellbeing Checklist that can help provide examples of some simple activities that can improve the health and wellbeing of the veterinary team.
Nick Stuart from SPVS said: "Taking five minutes to fill out the Wellbeing Checklist is a great way to get a sense of how your practice is doing, and to identify ways in which you could improve. Practices are often doing a lot more than they realise and the Checklist shows how even such small steps as a having a fruit bowl in the staff room, or having a five-minute huddle at the start of the day, can make a huge difference."
Lizzie Lockett, MMI Director, said: "Having a supportive and constructive culture is key not just for the welfare of the staff, but for the animals they take care of. It allows all members of the team to feel comfortable coming forward with questions, clarifications, or even mistakes, and can ultimately lead to safer and more consistent care for patients."

The lower age limit for student veterinary nurses - previously set at 17 - has been removed by the Royal College of Veterinary Surgeons, in order to comply with age discrimination legislation.
The entry requirements remain unchanged: five GSCEs at grade C or higher, or five Scottish Standards at grades one to three (including English Language, Maths and a Science subject).
Candidates must also have a place with an RCVS-approved Training Practice or on a recognised veterinary nursing degree course.
