The RCVS Council has announced its agreement with wholesale reform of the College’s governance arrangements to improve the efficiency and accountability of its decision-making processes.
The changes agreed by Council included almost halving the number of Council members and formalising lay and veterinary membership.
Under the proposals approved by Council it would be reduced to 24 members – comprising 13 elected veterinary surgeons (constituting a majority of Council), six appointed laypeople, three members appointed on behalf of the UK veterinary schools and two veterinary nurses. There would also be the option to appoint an additional member on behalf of any allied professions that RCVS Council may choose to regulate as associates of the College.
Professor Stuart Reid, Senior Vice-President of the RCVS and Chair of the Governance Panel that developed the recommendations, said: "I am delighted that Council so fully supported our proposals for a new structure. The new composition will ensure that both veterinary nurses and laypeople have a guaranteed place at the Council table, as well as maintaining a majority of elected veterinary surgeons and important input from the veterinary schools.
"The proposal recognises the unique nature of the RCVS and will allow us to expedite our decision-making process, making us more fleet of foot and better able to respond to the needs of the profession and the public. It has also been constructed to allow Council to evolve its position, ensuring it remains relevant into the future. If all goes well we hope that the changes could come into force as soon as March 2017."
Liz Cox, the Chair of VN Council, particularly welcomed the changes in respect of veterinary nursing representation on RCVS Council, adding: "It is an historic decision for veterinary nurses and one that has been long awaited. It is only right that those who work so closely alongside veterinary surgeons in practice should have a direct input into regulation that affects us all."
Council’s approval of the recommendations was the culmination of two years of debate and consultation with the profession and other stakeholders. This included a formal consultation by the Department for Environment, Food and Rural Affairs (Defra) last year which garnered 52 responses – including from the British Veterinary Association - most of which were supportive. Different options for reform had, in turn, been developed by a Governance Panel, chaired by Professor Reid, which was set up by Council in March 2015 to consider various options.
Defra will now run a short informal consultation to provide those who responded to the initial consultation the opportunity to comment on the proposed reforms. If no issues are raised Defra officials will seek approval from the Government to proceed with a legislative reform order (LRO) to make the necessary changes to the Veterinary Surgeons Act.
This LRO will be scrutinised by parliamentary committee and voted on in both the House of Commons and House of Lords. Once this has been passed there will be a three-year transitional period, agreed by Council members, during which Council’s numbers would be gradually reduced.
The RCVS has brought out a new publication to help members of the veterinary and veterinary nursing professions understand their legal and professional obligations regarding controlled drugs.
Controlled Drugs Guidance is a consolidation of existing advice and guidance on controlled drugs from a number of organisations including the RCVS itself, the Veterinary Medicines Directorate (VMD), the British Small Animal Veterinary Association (BSAVA) and the Home Office. The guide also gives details of the existing legislation concerning controlled drugs, namely the Misuse of Drugs Act and associated regulations.
The guidance provides advice on a variety of topics to reflect the common queries the RCVS Advice Team receives, such as storage, destruction and disposal; keys and keyholders for controlled drugs cabinets; controlled drugs in vehicles; and veterinary nurses administering controlled drugs.
The publication also deals with specific controlled drugs such as ketamine which, on 30 November 2015, was rescheduled to a Schedule 2 controlled drug, meaning that it is now subject to the same strict storage, prescription, dispending, destruction and record-keeping requirements as other medicines in this Schedule.
Laura McClintock, Standards and Advisory Manager at the RCVS, said: “We hope that this publication will help members of the profession navigate the often complex legislative and professional requirements regarding controlled drugs, as well as imparting best practice advice on how they should be stored and disposed and so on.
"This publication has also been endorsed by our colleagues in the Home Office, VMD and BSAVA and, because this is an area that is subject to regular change, we will make sure to keep it up-to-date as and when the regulations change."

The RCVS has been out promoting the profession, the Practice Standards Scheme (PSS) and its new 'Find a Vet' search tool to animal owners at BBC Countryfile at Blenheim Palace last week.
The RCVS stand was designed to look like a veterinary practice, complete with waiting room, consulting room, prep room, operating theatre and RCVS Accredited Practice logos.
The team from the College handed out around 1,500 ‘Find a Vet’ canvas bags containing 'Find a Vet' and Practice Standards Scheme leaflets and merchandise, and persuaded over 200 people to take part in special ‘Find a Vet’ and PSS-themed games and competitions.
These included having to find a veterinary surgeon or nurse around the showground (volunteers from RCVS Council and VN Council, including RCVS President Chris Tufnell and VN Council Chair Liz Cox, along with David Catlow, Neil Smith, his dog, Fire, Lucy Bellwood and Amber Richards).
The College reports that there was also a continual stream of children eager to pretend to be veterinary surgeons and veterinary nurses for the day and have a go at the on-stand ‘animal examination’ and ‘animal surgery’ activities. All this gave rise to plenty of photo opportunities, which parents and competition entrants were encouraged to share on social media, to help spread the word about the College’s activities.
Ian Holloway, RCVS Head of Communications said: "This was the first time the RCVS had been to such a large-scale and high-profile public event, and it provided a superb opportunity to explain to animal owners who we are and how we can help them.
"We had a great deal of interest in our new Find a Vet service, and people also seemed reassured that there was a scheme in place to accredit veterinary practices around the country. Having attended both the London Pet Show and BBC Countryfile Live this year, we now plan to increase the number of animal owner events we attend next year, to further raise public awareness of the RCVS Practice Standards Scheme and our Find a Vet service."

Lindsay Newell, a Derbyshire veterinary nurse, has been struck off by The Veterinary Nurses Disciplinary Committee of the RCVS, after she was found guilty of the unlawful possession of veterinary medicines and failing to give regard to welfare in respect of six animals.
The hearing for Ms Newell, who did not attend and was not represented, concluded on 18th November 2015. It related to two main charges against her. The first was that, on 29 November 2012, she was found in possession of a number of veterinary medicines without lawful permission.
The Committee heard that the RSPCA and police officers had attended Ms Newell’s home on that day, where they found veterinary medicines, including controlled drugs, stored in an insecure cabinet within an insecure shed. It heard that during a police interview, she agreed that she was not allowed to possess some of the drugs and subsequently accepted a police caution, which the Committee took as an admission of the offence and therefore found the charge proved.
The second charge was that, between 1 and 29 November 2012 at the Burton Wildlife and Rescue Centre in Etwall, Derbyshire, she failed to give any or sufficient regards to the welfare of six animals in her care. These charges relate to an RSPCA investigation of the rescue centre on 29 November 2012 which found two animals dead and the rest of the animals emaciated and in poor physical condition.
The animals included a male lamb found dead in its pen, a ‘furry-faced’ lamb which died just over a week after the investigation took place, a female goat which died 12 hours after being taken to a veterinary practice for treatment and a pig which died during the investigation process, as well as an adult ewe and a pony which both survived. The charge against her also cited her failure to supply an adequate diet, obtain any or any adequate veterinary attention and explore and address the cause of the weight loss for these animals.
The Committee found all parts of the second charge proved and was satisfied that Ms Newell failed to give sufficient regard to animal welfare as is required by the RCVS Code of Professional Conduct for Veterinary Nurses.
In deciding its sanction, the Committee considered a number of aggravating factors in this case. It found that, in respect of both charges, the misconduct was “sustained over a period of time rather than being a single and isolated incident” and that, in respect of the second charge, that there was “actual harm caused to animals, which resulted in the deaths of four out of the six animals.”
The Committee felt that this constituted reckless disregard for animal welfare rather than deliberate acts but, nevertheless, said that these animals unnecessarily suffered for a period of at least four weeks due to inadequate diet and that, as rescue animals that were already vulnerable, the expectation was that they would be given the appropriate level of care. It also found that Ms Newell had demonstrated limited insight into her behaviour. Furthermore, it considered that a Magistrates’ Court had also disqualified Ms Newell from keeping sheep, goats, pigs, and equines for a period of five years.
In mitigation it considered that Ms Newell did show some insight into her behaviour in relation to the first charge by making admissions during her police interview, as well as the fact that the animal sanctuary, which opened in 2008, had no complaints or cause for concern prior to 2012.
Ian Green, chairing the Committee and speaking on its behalf, said: “The Committee is of the opinion that removal of Ms Newell’s name from the Register of Veterinary Nurses is the only appropriate sanction based upon the severity of the facts found proved.”
The panel, chaired by veterinary ethicist Professor David Morton CBE, was established last year on a trial basis as a means of offering an ethical review process for practice-based research projects that may not have the same access to resources as clinical studies in academia or industry.
Since its establishment at the end of July last year it has received 23 applications, mostly concerning small animal clinical studies. However, due to demand from the profession, it will shortly be considering applications for equine or farm animal-based research and will be recruiting new panel members to cover these areas.
Eleanor Ferguson, RCVS Registrar, said: "Although the number of cases considered so far have been relatively small, the service has been very well received as a means of providing ethical review to those who might not otherwise be able to do so and so, therefore, might struggle to get papers published.
"Considering the importance of practice-based research we expect there to be an increase in the number of applications as word gets out about the service and so are happy to extend the trial for another year and for it to consider a wider range of applications."

The Clinical Supervisor course is designed to help veterinary surgeons to guide their students in developing the professional behaviours and Day One Skills they need to join the Register.
The course is also designed to complement any existing training that a vet who is a Clinical Supervisor has received from the college or university for which they are supervising the SVN.
RCVS Director of Veterinary Nursing Julie Dugmore said: “This course will help you undertake your role as a coach and assessor, ensuring your student has achieved the RCVS requirements by the time they have completed the practical elements of their training.
“It comprises modules that include the role and functions of a Clinical Supervisor, the types of professional behaviours SVNs need to develop and understanding of the Day One Skills in which they need to become competent.
"In addition, it will enhance the training Clinical Supervisors will receive from the relevant educational institution by promoting understanding of the RCVS requirements.”

Guidance for veterinary surgeons and veterinary nurses on client confidentiality and microchipping has been amended by the RCVS.
The amendments deal with situations when a client presents an animal registered in another person's name, and a new flow diagram has been added to provide additional practical advice for vets and VNs dealing with these types of situations.
Animals can be registered in a different name to that of the client for various reasons. For example, an animal may have been re-homed or sold, but the details on its microchip have not been updated; it could have been stolen; or, the owners may be involved in a civil dispute.
Veterinary surgeons in practice may be unsure what to do in these situations. The new guidance informs veterinary surgeons about their options and provides advice on client confidentiality and data protection issues.
The College advises that veterinary nurses employed by a veterinary surgeon or practice should discuss the issues with a senior veterinary surgeon in the practice before breaching client confidentiality.
The amendments apply to Chapter 14 of the supporting guidance to the RCVS Code of Professional Conduct. The supporting guidance and flow diagram are available at: www.rcvs.org.uk/confidentiality.
The webinar will discuss the importance of self-compassion and provide an overview of Katherine and Sarah’s research into the effectiveness of an online compassion focused therapy (CFT) intervention in improving the mental wellbeing of veterinary professionals.
Katherine and Sarah will also go into more detail about how to get the most out of a CFT course they have created, which will be made freely available for veterinary professionals on the Mind Matters website and on the RCVS YouTube channel .
Katherine said: “Our recent randomised control trial has shown the course to significantly improve resilience and self-compassion and reduce rumination and self-criticism amongst veterinarians.
"Therefore, Sarah and I are delighted to now be disseminating the CFT course freely to the veterinary professions, so that as many people are able to benefit from the evidence-based resource as possible.
“Even though our research was conducted on veterinary surgeons, we hope that the course will be useful to all those working in the veterinary team as the content can be applied in a number of contexts.
“Our webinar will explain more about our research, as well as some of the science behind the effectiveness of the course in a veterinary context.

Katherine and Sarah’s compassion focused therapy course will be made available on the Mind Matters website in due course. In order to access the online compassion course, individuals are invited to complete a short questionnaire before and after watching one 10-15 minute video each day for 14 days, with the aim of the video intervention being to develop self-compassion skills and reduce self-criticism.

Kate (pictured right) was confirmed as the 150th RCVS President at the College’s 2021 Annual General Meeting, which took place last Friday. Kate’s investiture makes her the 10th female President of the RCVS and the first to lead an all-female presidential team with Senior Vice-President Mandisa Greene and Junior Vice-President Melissa Donald.
Kate has been an elected member of RCVS Council from 2015 to 2019 and then from 2020 onwards, and brings with her a bank of professional experience having worked in clinical farm practice, in the pharmaceutical industry and as a senior civil servant in non-veterinary roles, including as Principal Private Secretary to three Secretaries of State for Scotland.
She’s a graduate from the Royal (Dick) School of Veterinary Studies at the University of Edinburgh and during her time on RCVS Council has chaired the Standards Committee and been a member of the Legislation Working Party. She currently chairs the Preliminary Investigation Committee /Disciplinary Committee Liaison Committee and sits on the Education Committee, Registration Committee, VN Council, Primary Qualifications Subcommittee and the Environmental & Sustainability Working Party.
During her first speech as RCVS President, Kate spoke about how experiences of loneliness early in her veterinary career, when she was working in rural farm vet practice, has led her to have a deep understanding of the importance of connection, something which has been reinforced by the coronavirus pandemic.
She said: “The Covid pandemic has demonstrated the value of connections for our mental health and wellbeing. Social distancing has spotlighted in fluorescent pinks, blues and greens the need for social connections. When hungry we eat, thirsty we drink, when we feel lonely we need to connect.
“And that starts with connecting with ourselves, nurturing our minds and bodies, building our sense of self and resilience. I am passionate about initiatives including the RCVS Mind Matters Initiative and Vetlife that support our professions.
“Connections within the professions have been fundamental to my career, providing opportunities to collaborate, extend my knowledge and forge support networks. I look forward to building stronger connections with vets in the UK and abroad, including the Federation of Veterinarians in Europe. I’m so excited about the energy, new connections and networks springing up in the profession.
“I’ve worked in non-veterinary roles where I’ve had the opportunity to make new connections and share knowledge across professional disciplines.
“Pre-pandemic I attended a seminar on domestic violence. Speakers from social services said how hard it was to identify victims of domestic violence who were too scared to report. I informed the room about the Links Group, which works hard to raise awareness of the connection between the abuse of animals and people. Sadly, there are still silos, disconnections between well-meaning professionals. That proves to me the critical role of vets in human health and welfare by reporting animals they suspect of non-accidental injury.”
She concluded her speech (which is available to read in full at www.rcvs.org.uk/features) by saying: “I am excited about my presidential year, thankful for my connections, my iceberg of support. I’m thankful for the wise counsel of past Presidents especially Mandisa Greene and Niall Connell. My priority is to encourage Connections that Count, making sure we look after ourselves so that we can build vibrant purposeful and powerful connections across ours and allied professions for the good of animal and human health and welfare, for our communities, society and the environment.
“My aim this year? To amplify and extend the reach of the veterinary voice.”
The dispensation was brought in during the spring 2020 lockdown to safeguard animal health and welfare, the health & safety of the veterinary team, and public health, by allowing prescriptions to be made by veterinary surgeons without having first physically examined the animal.
Since it was brought in, the temporary dispensation has been under constant review and, in September, was extended to midnight on Sunday 31st October 2021.
Last week, the Standards Committee met and decided to end the dispensation, although it has put back the end date for the guidance to midnight on Sunday 21 November to allow sufficient time for veterinary practices to change their protocols and policies accordingly.
Melissa Donald, RCVS Junior Vice-President and Chair of the Standards Committee, said: “Due to a number of factors, including evidence that there has been a decline in the amount of remote prescriptions taking place, the Committee took the decision to end the dispensation, albeit with a three-week extension period to allow those practices that are still prescribing remotely to change their policies, inform their clients and so on.
“While the dispensation is ending, it is worth noting that it will still be kept under review in light of any changes in the circumstances around the pandemic, including government advice and regulations.”

The RCVS has launched the recruitment process for new Practice Standards Scheme (PSS) Assessors, ahead of the Scheme's relaunch in November this year.
The College is looking to recruit 18 experienced veterinary surgeons as Assessors who will work directly with RCVS-accredited practices to help them comply with the Scheme and maintain the highest possible standards of veterinary care.
Successful candidates will be expected to actively assess and inspect veterinary practices at the different PSS accreditation levels - core, general practice and hospital - to encourage continuous improvement; they will work proactively with practice teams to ensure that the Scheme's standards are understood and being worked towards. The College is aiming to recruit Assessors from across the UK who have experience in small animal, equine and/or farm animal practice.
An Open Day will be held at the RCVS on Friday, 12 June 2015, to give prospective candidates more information about the roles. The original deadline for nominations for the three honours (the Queen’s Medal, Golden Jubilee Award and Honorary Associateship) was Friday 16 September – this has now been moved to Friday 21 October 2016.

The Queen’s Medal was introduced in 2013 and is the highest honour that the College can bestow upon a veterinary surgeon in recognition of those who have achieved a highly distinguished career and outstanding achievements. Nominations can be made by any Member of the RCVS in respect of another veterinary surgeon.
The Golden Jubilee Award was introduced in 2011 to mark the 50th anniversary of the first RCVS training course for veterinary nurses and now recognises those nurses who are taking a leadership role within the profession. Nominations can be made by either veterinary nurses or veterinary surgeons in respect of a veterinary nurse.
Finally, nominations can also be made for Honorary Associateship which is eligible for those who, while not veterinary surgeons or nurses, have had a significant impact in the veterinary field. Previous winners have included scientists, farmers, farriers, educationalists and journalists.

Applications are now open for new members to join the RCVS Preliminary Investigation and Disciplinary Committees.
This is the first time that non-Council members have been able to sit on these two key committees, and follows the approval of a Legislative Reform Order (LRO) to the Veterinary Surgeons Act, which comes into force on 6 April 2013.
Under the new legislation, the two statutory committees will move through a transition period until they completely comprise independently-appointed non-Council members, by July 2015.
This move will provide regulation in line with modern practice, by ensuring that the same group of people is not responsible for setting the rules, investigating complaints and adjudication, and by bringing lay people formally into the Preliminary Investigation Committee.
The LRO will also allow the RCVS to increase the pool of people available to investigate complaints and sit on disciplinary hearings, reducing the workload on the individual Committee members whose primary appointment is to RCVS Council.
This first recruitment phase seeks:

The Disciplinary Committee of the RCVS has refused an application for restoration to the RCVS Register by Dr Janos Nemeth, who had previously been found to have fraudulently registered with the RCVS and struck off.
At the original hearing, in February 2009, Dr Nemeth - the holder of a veterinary science degree from the Szent István University in Budapest, who had practised in the Wokingham area of Berkshire - was found to have dishonestly entered his name in the RCVS Register using a forged document (a Certificate of Membership and Good Professional Behaviour from the Hungarian Veterinary Chamber). The Disciplinary Committee at that time found the evidence that the document was a forgery to be "overwhelming" and concluded that Dr Nemeth had been lying to them about his knowledge of the forgery. It directed that his name should be removed from the Register.
Dr Nemeth lodged an appeal against this decision with the Privy Council, but then took no further steps. Accordingly, the Privy Council dismissed Dr Nemeth's appeal and he was struck off in October 2009.
On lodging his application for restoration, Dr Nemeth had asserted he was not guilty of the original charge. The Committee was disappointed with this aspect of Dr Nemeth's application saying that he would be "well-advised to demonstrate some insight into the seriousness of the original findings."
The Committee emphasised that a finding of dishonesty against a member of the College is "one of great seriousness and never made lightly" and accepted that it may be considered "fundamentally incompatible with being a veterinary surgeon."
Questioning Dr Nemeth, the Committee was further disappointed to learn that he had not made himself more familiar with the RCVS Guide to Professional Conduct, or made a greater effort to keep up to date with veterinary practice in the UK, or provided documentary evidence of attendance at continuing professional development (CPD) meetings.
After considering all the facts presented to it, including the severe personal and financial impact on Dr Nemeth of his removal from the Register, the Committee was not satisfied that he was fit to be restored and did not consider it in the public interest to grant his application.
Acknowledging she could not bind a future Committee as to any further application for restoration by Dr Nemeth, Committee Chairman Mrs Caroline Freedman advised: "Dr Nemeth should provide supporting evidence where possible, including records of CPD, testimonials from other veterinary surgeons or employers, or a more incisive knowledge of the Guide to Professional Conduct. We would remind Dr Nemeth that the onus is on him to establish his fitness to be restored to the Register."
The RCVS is seeking applicants for an Appointment Group which will be responsible for deciding the membership for the governing body of the new RCVS Fellowship.
In June, RCVS Council approved proposals to develop a new style Fellowship to move it away from being an examination-based award to a formal learned society with routes to entry for those veterinary surgeons who can demonstrate meritorious contributions to clinical practice, to the profession or to learning. The Fellowship by thesis route has been discontinued as of 1 August 2015, although all applications received by this route prior to that date are being processed.
The new Fellowship will be governed and administered by a Fellowship Board with an additional Credentials Panel of up to 30 members to review new applications.
The College says it is now in the process of putting together an Appointment Group which will decide the membership of the Fellowship Board and the Credentials Panel. It is currently seeking to appoint a veterinary surgeon in the earlier stage of their career to the Group. The Group will be chaired by former RCVS President Lord Trees with other members being RCVS President Dr Bradley Viner and BVA President Sean Wensley as well as a lay observer. The first meeting of the Appointment Group is likely to take place before the end of the year and, once the Fellowship Board and Credentials Panel are established, the Group will be dissolved.

Seven veterinary surgeons who took their final assessments at the University of Liverpool on 6 September have become the first to receive the postgraduate RCVS Certificate in Advanced Veterinary Practice with equine designations.
Dr Mark Holmes, a member of the RCVS sub-committee for the CertAVP who observed the assessments at Liverpool said: "I was very impressed by the quality of all the candidates and the diligence of the examination process.
"It is clear that candidates putting themselves forward for 'named' certificates have demonstrated particular interest in their chosen fields and place considerable value on passing their synoptic examination."
The modular certificates were introduced in 2007 to be a more flexible replacement for the old-style postgraduate certificates. Vets can now choose from 79 subject modules, with RCVS-accredited assessments offered by a range of universities. These institutions may also offer associated courses which vets can take to support their studies, although candidates are free to choose where and how they wish to study.
To build their credits into the full CertAVP qualification candidates must first enrol with the RCVS, which keeps a record of modules achieved. Candidates need to take two compulsory modules, and several of a range of optional modules, within ten years in order to receive the award. Candidates aiming for a designated award must choose specific modules from amongst the options, and additionally pass an overarching 'synoptic' assessment.

Veterinary nursing dominated the event held by the RCVS to celebrate the launch of its new Royal Charter at the House of Commons last week.
Over 200 guests attended the occasion, which was sponsored by the MPs Neil Parish (Conservative), Angela Smith (Labour) and David Heath (Liberal Democrats).
The new Charter, which came into effect on 17 February, sets out the objects of the College and underpins many of its core functions such as the Practice Standards Scheme. However, the main focus of the event was the impact the Charter has had on veterinary nursing. Specifically how it recognises veterinary nursing as a profession and empowers the VN Council to set standards for training and CPD.
Professor Stuart Reid, RCVS President said: “There is one more piece of this jigsaw that is missing. We would like to increase further the confidence of the public in veterinary nurses with formal statutory protection of the title veterinary nurse. It is simply unacceptable that unqualified individuals should be able to use the same title as a well-qualified, properly regulated professional.”
Kathy Kissick, a registered veterinary nurse and Chair of VN Council, commended the hard work it had taken to get a new Charter, adding: “I am so very proud to stand here as a registered veterinary nurse and an associate of the Royal College of Veterinary Surgeons. Registered veterinary nurses should wear their badges with pride.”
Nick Stace, RCVS CEO, closed the event by outlining how the College was fulfilling its strategy to become a first-rate regulator citing the streamlining of the complaints process, the new alternative dispute resolution (ADR) trial and the Mind Matters Initiative as just some of the ways in which the College is making a positive contribution to the welfare of animals, the public and the profession.

The National Association of Veterinary Physiotherapists (NAVP) is calling for the Royal College of Veterinary Surgeons (RCVS) to establish an independent register of veterinary physiotherapy practitioners. According to the Association, such a register would eliminate individuals practicing without proper training and qualifications and raise the standard of veterinary physiotherapy by providing a disciplinary role.
NAVP President and leading veterinary anatomist Dr Sue Kempson is heading the NAVP campaign for the establishment of an independent register. In a letter to the President of the RCVS, Dr Kempson said: "Recognition by the veterinary profession of the role of physiotherapy in post-operative rehabilitation and in supporting both companion and performance animals is growing. However, we do believe that referring veterinary surgeons are increasingly faced with a dilemma caused by the wide differential between qualifications offered by the various organisations representing practitioners in areas such as physiotherapy. There is an urgent need for a distinction to be made between these different types of qualification. To this end, there should be a clearly defined independent register of practitioners with appropriately validated qualifications which are clearly understood by the veterinary profession."
In partnership with Harper Adams University College, the NAVP has introduced a fully-validated post-graduate course in veterinary physiotherapy which offers a choice of Post-Graduate Diploma or Masters Degree. Only one other professional body, the Association of Chartered Physiotherapists in Animal Therapy (ACPAT) currently offers a similar qualification at this level.
Dr Kempson said: "The establishment of a register of physiotherapists would greatly assist vets and their clients to make informed decisions on their choice of therapist. It would eliminate those individuals without proper training and qualifications and help raise the standard of veterinary physiotherapy by providing a disciplinary role. At present there are no sanctions on those people practicing without the necessary qualifications or those whose work is sub-standard or who are guilty of professional misconduct.
"We do not believe that such a register should rest with any individual professional body or be affiliated to specific educational courses. To have authority, it requires independence and a register held under the auspices of the Royal College of Veterinary Surgeons would carry the credibility that the veterinary profession requires."
The taskforce was established following the EU referendum result on 24 June, with the central purpose of putting the profession in charge of its future by maximising the opportunities and minimising the risks of Brexit.
Almost half of veterinary surgeons registering in the UK qualified from veterinary schools elsewhere in the EU. While the Government issued a statement in mid-July clarifying that as yet there has been no change to the rights and status of EU nationals in the UK or UK nationals in the EU, it is not clear whether this situation will continue once the UK has left the EU.
The Brexit Presidential Taskforce will consider, and proactively engage with, the many possible changes that could shape the future of the UK veterinary profession due to Brexit.
The members of the Taskforce are: the President of the College, Chris Tufnell; the CEO, Nick Stace; the Treasurer, Amanda Boag; Operations Director, Corrie McCann; Junior Vice-President, Stephen May; Acting Registrar, Eleanor Ferguson; Chair of Education, Susan Dawson; Head of Education, Chris Warman; Council member Stuart Reid; Chair of VN Council, Liz Cox; and Director of Strategic Communications, Lizzie Lockett.
The terms of reference include: considering how EU regulations currently impact the regulation of veterinary professionals in the UK, and making recommendations as to which should be maintained; looking at the issue of mutual recognition of veterinary graduates in Europe; considering workforce requirements and the implications of a new system of immigration; understanding the implications for the current RCVS agenda; considering whether a proactive RCVS agenda can influence any new UK legislation; reconsidering the College’s existing international strategy; and studying the financial impact on the College.
It was also agreed that the College should maintain communications with the British Veterinary Association and coordinate approaches where appropriate.
Dr Chris Tufnell, President of the RCVS, said: "Brexit has profound implications for our professions. The Presidential Taskforce is exploring all implications and will develop proposals that will seek to mitigate the risks and maximise the benefits that can flow to the veterinary professions and to animal welfare.
"We are working closely with representative bodies and others so that the veterinary professions have a coordinated and well executed plan in place. We are in discussions with all relevant Government departments, working collaboratively and constructively, ensuring that our voice is heard and our influence is felt."
The next meeting will be held on 15 September, with the third one scheduled for 9 November.

The project was launched as a joint initiative between the RCVS and the BVNA in 2016. Its objectives included highlighting veterinary nursing as a career, encouraging more people into veterinary nursing, improving retention, expanding the scope of the VN role, and providing more opportunity for career progression.
The report begins by highlighting perhaps the biggest challenge facing the profession, that in 2019, 25% of veterinary nurses said they plan to leave the profession in the next five years, largely because of poor pay, because they don't feel sufficiently valued, lack of career opportunities and because of a poor work/life balance.

The RCVS Council has decided that the final enrolments for the remaining RCVS Diplomas must be made by 1 November 2012.
According to the College, this is in line with the recommendation made by the Education Policy and Specialisation Committee to Council that the RCVS should speed up the process of phasing out all of the remaining RCVS Diplomas in favour of the increasingly popular European Diplomas.
There are now such small numbers of candidates sitting RCVS Diploma exams that benchmarking and determining a consistent examination standard becomes increasingly difficult, and the examination increasingly indefensible and unsustainable. For example, in each of the past three years, only two candidates have entered the Diploma in Small Animal Surgery (Orthopaedics) exam, and there was only one candidate in 2008. Similarly, it is now usual for only one or two candidates per year to sit Diploma exams in Zoo Medicine, Cattle Health and Production or Ophthalmology.
A number of RCVS Diplomas have already been phased out, and new enrolments are no longer being taken in subjects such as Small Animal Medicine, Dermatology, Anaesthesia and Diagnostic Imaging.
Examinations will continue to be held for enrolled candidates (including candidates who enrol ahead of the 1 November 2012 deadline). The last Diploma examinations held in each subject will depend upon when its final candidates complete the pre-examination requirements. For candidates enrolling this year, this means 2019 at the latest.
The phasing out of RCVS Diplomas has been an agreed strategy of Council for many years after the then Education Strategy Steering Group recommended greater convergence with European Colleges in a report to Council in 2002 entitled "A framework for veterinary education and training for 2010 and beyond".
The position of each subject has been under review by the respective subject boards at their annual board meetings for the last few years, and some have already been closed to new entrants.
Professor Mike Herrtage, Chairman of the RCVS Diplomas and Certificates Subcommittee said: "For some subjects, there had been a perception that the European route required the candidate to follow a residency in an academic institution, which could be a barrier to UK practitioners' chances of completing a Diploma.
"However, all the European Colleges allow an alternate training route for practitioners provided the programme is planned and specified at the time of enrolment and approved by the College before training starts."
In some subjects, the European Diploma syllabus may not cover exactly the same ground as the RCVS equivalent - for example, small animal surgery encompasses both soft tissue surgery as well as orthopaedics - but the trend for residency positions in both universities and specialists practices has been to take candidates through the European style programmes, which produces more surgical specialists who thereafter can major in one aspect of another.
Mike said: "Recent experience has shown that many diplomates take the European Diploma first, and this entitles them to apply to join the list of RCVS Recognised Specialists. If they then want to specialise in a narrower field they can do so, by providing supporting data and references to show that they are practising at a specialist level in the area concerned."
Veterinary surgeons will continue to have multiple routes to RCVS Recognised Specialist status - including via European Diplomas, which also offer a route for those not in a standard residency position, American Diplomas, the RCVS Fellowship, or other such high level qualifications.
The Practice Standards Scheme was launched in 2005 and then relaunched in 2015 to better recognise and reward how practices use their resources to create a positive outcome for patients and clients.
The modules and awards for all species groups (small animals, farm animal, and equine) have now been updated and a summary of the changes can be found at the end of each set of the respective modules.

The RCVS President and Principal of the RVC, Professor Stuart Reid, has announced that he is to run the London Marathon on 26 April, in aid of the RVC Animal Care Trust, the Veterinary Benevolent Fund (VBF) and Mind.
The RVC Animal Care Trust will use the funds to assist the student bodies at all of the UK veterinary schools. The VBF, through Vetlife, the Vet Helpline and the Veterinary Surgeons' Health Support Programme, offers specific assistance to members of the veterinary team. Mind has been working with the profession and the veterinary schools at all levels in developing approaches to mental health and wellbeing.
Stuart said: "As President of the RCVS and Principal of the RVC I feel that I am in a privileged position and I would like to take every opportunity to help break down the stigma associated with mental health and wellbeing, and to raise what I can to assist these three excellent charities in dealing with what is, sadly, a major issue for us.
"Most of all, I am doing it for the nine people I know personally who are no longer with us, and the many more who have found, and will find, help in time."
