As part of its review, the College had planned a series of focus groups of veterinary surgeons and nurses across the UK. However, these have had to be delayed both because of social distancing rules and because of the pressures that practice teams are currently working under. However, the agency tasked with hosting the focus groups is now exploring alternative options and it is hoped there will be a revised timetable soon.
In the meantime, the College says it now plans to commission an additional independent agency to survey veterinary surgeons about their experience of remote prescribing during lockdown.
In March, RCVS Council agreed to temporarily allow veterinary surgeons to prescribe prescription-only veterinary medicines remotely, without first having physically examined the animal, subject to a number of conditions and safeguards being in place.
This position is due for review by 30th June, and the College will be looking for feedback and data from veterinary surgeons about your experience of remote prescribing, in order to determine whether these arrangements can continue, with or without any extra safeguards.
Because remote prescribing is also one of the most important aspects of the planned under care review, feedback gathered now will help inform future discussions too.
RCVS President Niall Connell said: “We recognise the current conditions that veterinary practices are working under in no way represent normal practice life. Most practices will not have been set up to offer remote services and remote prescribing in a way that they might have chosen, given sufficient time and appropriate detailed guidance, if indeed there are any future guidance changes after the review.
"However, we feel it would be remiss of us not to seize the opportunity arising from this current crisis to ask about the experiences – good or bad – of those on the frontline of clinical veterinary practice in providing remote services to their clients.
"Whilst this will be no substitute for the formal evidence gathered by the research agency in due course, whatever data and feedback we can collate from veterinary practices at this unique time for our professions will, I’m sure, be extremely valuable to our ongoing discussions."
The symposium will be launched by Dr Leah Quinlivan (pictured right), a research fellow and chartered psychologist at the University of Manchester.
Her talk ‘Evidence-based care for people who have self-harmed: risk prediction, psychosocial assessments, and aftercare’, will outline the importance of improving mental health services for patients who have harmed themselves, via discussion of evidence, policy, and practice for risk prediction, psychosocial assessment, and aftercare.
Leah's talk will be followed by presentations delivered by veterinary mental health researchers from across the UK and Europe.
Topics will include post-Covid wellbeing amongst veterinary professionals, the impact of companion animal euthanasia, workplace stressors and how they change with career stage, and the quality of mental health support received by veterinary nurses.
Lisa Quigley, Mind Matters Initiative project manager, said: “This year, the event promises once more to be a supportive and thought-provoking event, where we can gather to share findings, information and best practice for the good of the professions.
“The recent publication of MMI’s five-year strategy has outlined our recognition that we need to expand the conversation beyond mental health awareness and into looking at more systemic and cultural issues, as well as exploring how the insights gained from research might be implemented in practice.
"These ambitious aims are reflected in the breadth of the talks and presentations at the symposium and so I look forward to hearing more from those who share our values and aims, and to continuing the conversation about how and where we can do more.
“The symposium is very much open to all members of the veterinary team including vets, vet nurses, practice managers and academics."
Tickets cost £45 per person although the event is free for students, people with lived experience of mental health problems, and people who are unwaged, who would not otherwise be able to attend.

The survey was held in mid-June and gathered 196 responses from UK practices. That compared with the 532 responses to the initial survey conducted early in April and 251 responses to the second survey conducted at the start of May.
One of the main findings was a marked increase in the number of practices running a near-normal caseload, from 3% in May to 32% in June. Practice turnover data similarly reflected a shift back towards normality, with 46% now reporting a reduction of less than 25%, compared with 19% last month.

Lizzie Lockett, RCVS CEO, said: "This latest survey has demonstrated a continuation of the previous survey’s positive trends including an increase in practice turnover with more practices approaching a ‘near normal caseload’ and with a reduction in the number of practices impacted by staff self-isolating or with confirmed cases of Covid-19.
“In this survey we also asked about what difficulties practices may be experiencing with EMS placements for vet students and VN training placements as a result of Covid-19, and this will help us to understand how we can better support students and practices in these areas.
“We will continue to monitor the situation via these regular surveys, with the next one planned for later this summer. I would urge as many practices as possible to continue to complete them, so that we can build up a stronger evidence-base on how veterinary businesses have been affected and how they are recovering.
"This information is not only vital for our own policy decisions but also allows us to present a stronger case to the Government and other public bodies where we wish to influence the decisions they make that will impact the veterinary professions and businesses.”

Linda, who was first elected to Council in 2019, will take up the post at the RCVS Annual General Meeting in July.
She is currently Chair of both the RCVS Standards Committee and the Riding Establishment Subcommittee and also sits on the Primary Qualifications Subcommittee and the Preliminary Investigation and Disciplinary Liaison Committee.
Outside of the RCVS, Linda is a Director at The George Veterinary Group in Wiltshire, an independently owned practice providing equine, farm, pig and small animal veterinary services.
Linda has been part of The George since 1992, having started her career in practice in Winchester after graduating from Bristol University Vet School the previous year.
She is a member of the British Veterinary Association, the British Equine Veterinary Association and the Society of Practising Veterinary Surgeons and is also a Trustee for Brooke – an international equine animal welfare charity.
Linda said: “Having recently been re-elected to Council for another term by fellow members of our profession, I am really looking forward to joining the Officer Team in my role as Junior Vice-President and I thank my colleagues on Council for their endorsement and support.
“Since joining Council four years ago, I have learned a lot – one of the difficulties I have observed is the tension of our profession having a Royal College which regulates.
"Wearing two hats is never easy, and being both our leadership body and our regulator can position the College in a difficult place in the eyes of its members.
"There are, however, advantages for us as a profession in being self-regulating.
“As Junior Vice-President, I look forward to increasing Council’s direct contact with vets working in first-opinion practice.

A total of 8,234 votes were cast in this year’s election, a turnout of 25.5%. The College says the previous highest turnout recorded this century was 22.8%, and it thinks this year's result may even be an all-time record.
It is unclear how much the results were influenced by VetSurgeon.org's reporting of the candidates standing for election, but in another first, Niall Connell was later seen sporting a t-shirt displaying the story: "Arlo said I'm 'by all accounts, something of a national treasure'. Had to do it. Got the T Shirt."
You're welcome, Niall. And huge congratulations to Jo Dyer, who is such a passionate advocate for coal face vets, and to Linda Belton too.
At the other end of the results, isn't it staggering that there are as many as 422 MsRCVS who are prepared to vote for a single non-issue candidate based the other side of the world. Who are you? Why do you do it? I mean, one can understand a few people voting for the Monster Raving Loony Party out of the general population numbering millions. But 5% of a small, highly educated and qualified profession? What on earth is that about?

No election to Veterinary Nursing Council was held this year due to the fact that there were only two candidates – Liz Cox and Jane Davidson – standing for the two elected places. Both Liz and Jane will take up their three-year terms at Royal College Day.
Captains Nicola Housby-Skeggs and Claire Budge, the first two members of the Royal Army Veterinary Corps (RAVC) to achieve the RCVS Certificate in Advanced Veterinary Practice (CertAVP), have been presented with their certificates at Belgravia House.
The two Captains were visiting the RCVS as part of a 'Meet the RCVS Day' organised for a group of Officers from the RAVC. The Captains were presented with their Certificates by Vice-President Peter Jinman.
Capt Nicola Housby-Skeggs had completed a mixture of small animal and equine modules in order to achieve her Certificate, and was positive about the modular approach. She said: "It's reassuring to know you can have a break if you need to. The compulsory module on professional key skills was also more useful than I had anticipated, as it focused on aspects that you don't really have time for at vet school, such as management, and health and safety."
Meanwhile, Captain Claire Budge appreciated the fact that many of her modules could be completed via distance learning. She said: "It was great that I could continue with my studies even when serving in Afghanistan. My only regret is that when I started the Certificate back in 2008, there wasn't the range of modules available that there is now. For example, I would like to have done one of the new Animal Welfare, Ethics and Law modules. However, there is no reason why I can't just take this as continuing professional development - that's the benefit of the modular approach."

The Royal College of Veterinary Surgeons is calling for members to nominate veterinary surgeons and non-veterinary surgeons who merit the award of Honorary Associateship or Honorary Fellowship.
Honorary Associateships are awarded annually to people, not necessarily veterinary surgeons, by reason of their special eminence in, or special service to, the veterinary profession. Council has agreed that these should only be people ineligible for election as Honorary Fellows.
Honorary Fellowships can be awarded to up to three veterinary surgeons in any one year for their service to, or special eminence in, the cause of veterinary science.
Nominees for Honorary Fellowships must be members of the RCVS and have been a member, or held a registrable qualification, for at least 20 years.
All nominations need to include the particular reasons why the honour/award should be conferred, along with supporting statements from two referees, at least one of whom must not be a working colleague of the person nominated.
Nominations must be received by the President, Dr Jerry Davies, by Friday, 2 September 2011.

Dr Linda Prescott-Clements, RCVS Director of Education, said: “We have been listening to the concerns of various stakeholders, including those who have undertaken the Stat Exam previously and veterinary employers, and we used this feedback to work with the Department for Environment, Food & Rural Affairs (Defra) to come up with a set of practical, deliverable changes that improve the experience of Stat Exam for all candidates, and hopefully alleviate some of the stress involved around timescales, opportunity and finance.
“These changes will make the exam more accessible, as it will allow candidates to have two attempts at the written papers within the same diet, which need to be passed before being allowed to proceed to the practical exam and it will also help improve accessibility to the exam from the perspective of candidate finances.

The first meeting takes place on Thursday 27th May from 12.30pm to 1.30pm. It will look at how veterinary practices have had to work differently and adapt to the challenges posed by the coronavirus pandemic.
Chris Tufnell, RCVS Council Member and Innovation Lead (pictured right), will be chairing the session. He said: “In the past 15 months we have been in innovation overdrive, adapting at a unprecedented pace to transform how we work, serve our clients and patients, and continue to function as veterinary businesses in less-than-ideal circumstances.

All veterinary surgeons, veterinary nurses and VN students are to be invited to take part in an RCVS survey of their profession and, for the first time, these surveys will measure mental wellbeing at a population level.RCVS Registrar, Jane Hern said: "Both surveys are being undertaken on our behalf by the Institute of Employment Studies - an independent research organisation. As in previous surveys, all the data will be anonymised by the IES before being shared with us. This will ensure individuals cannot be identified."The information will provide a snapshot of the veterinary profession and help the RCVS to understand and analyse changing trends. Some of the anonymised data will also be shared with researchers at Defra and at the School of Medicine, University of Southampton, who will analyse selected topics in more depth.Jane added: "These surveys produce very useful information about the veterinary and veterinary nursing profession, not least because they usually get a good response rate.
"We will use the information, for example, in our discussions about new veterinary legislation, 24/7 and the Professional Development Phase for newly-qualified vets. So please make sure that you send the form to the IES - or fill it in online - before 8 February."The RCVS normally surveys veterinary surgeons every four years, and last surveyed veterinary nurses in 2008. The RCVS Disciplinary Committee has suspended a Co. Tyrone veterinary surgeon from the Register for ten months, having found him guilty of serious professional misconduct relating to three convictions for contravening animal export regulations.
Whilst working as an Authorised Veterinary Inspector in Castlederg for the Department of Agriculture and Rural Development (DARD), William Manson had falsely certified that he had inspected three consignments of sheep presented for assembly at Plumbridge Export Assembly Centre on 16 and 23 August 2009. At this week's two-day hearing, Mr Manson admitted that the convictions he had received at the Strabane Magistrates Court on 26 November 2010 made him unfit to practise veterinary surgery, but said in mitigation that he had examined the sheep nearby at Landahussy, a site he considered more suitable for a large number of animals.
The Committee was satisfied that Mr Manson believed the Landahussy site to be more suitable for large deliveries; the Committee also was satisfied that he did carry out a visual inspection of the sheep at the Landahussy site on 16 and 23 August 2009. However, the information Mr Manson provided on the three certificates was false and misleading. Mr Manson had also been reminded of the importance of complying with government regulations in a disciplinary case in 2004, following convictions for failing to notify DARD about changes in the number of sheep for which he was claiming a premium. The then Committee dismissed the case, deeming the convictions a result of his "genuine but regrettable oversight".
Speaking on behalf of the Committee, Chairman, Prof Peter Lees said: "Mr Manson's actions in certifying that he had examined the sheep at an approved assembly centre when he had not done so amounted to a serious departure from professional standards. If there had been a disease outbreak on either the Plumbridge or Landahussy site, such actions would have rendered contact tracings unreliable and inaccurate."
In mitigation, the Committee accepted medical evidence and Mr Manson's testimony that he was at that time under exceptional stress. He was working long hours in difficult circumstances without an assistant, and was under considerable personal pressure as a result of his wife's serious illness. It also took into account his age (66), exceptional testimonials produced on his behalf, and the impact on the community he served.
Prof Lees said: "The Committee has concluded that the removal of Mr Manson's name from the Register is neither proportionate nor necessary in the public interest nor to protect the welfare of animals. A proportionate sanction in this case is to suspend Mr Manson's name from the Register for a period of ten months."
The Council of the Royal College of Veterinary Surgeons has approved a new Health Protocol, which formalises a more compassionate approach to veterinary surgeons with health problems.
The Protocol will allow - in appropriate circumstances - veterinary surgeons (and, from next year, registered veterinary nurses) who suffer from health concerns affecting their ability to practise safely, to have the matter dealt with confidentially, without going to a full public Disciplinary Committee hearing.
It will allow individuals to access appropriate support and help away from the public spotlight, while ensuring that they do not put animals or the public at risk.
According to independent legal advice sought by the College, such an approach is appropriate and necessary in order for the College to fulfil its regulatory responsibilities - similar systems exist within other regulators.
The draft Protocol was the subject of consultation amongst the profession and the public over summer. Proposed amendments to the RCVS Guide to Professional Conduct, to support the introduction of the Health Protocol, were also approved in the November meeting.
RCVS Head of Professional Conduct, Gordon Hockey said: "The Protocol encourages anyone coming into contact with veterinary surgeons - including other veterinary surgeons, veterinary nurses, members of practice staff, clients and healthcare professionals - who have concerns about a veterinary surgeon's health to report those concerns to the RCVS as soon as is reasonably practicable.
"Veterinary surgeons and veterinary nurses who are concerned about the health of a veterinary surgeon must also take steps to ensure that animals are not put at risk and that the interests of the public, including those of their colleagues, are protected."
The survey is the second stage of a three stage review recommended to RCVS Council by the College’s Standards Committee in 2019, after it looked at the implications of new technologies for both animal welfare and veterinary regulation.
The main areas under consideration include the provision of 24/7 emergency cover and the interpretation and application of an animal being under the care of a veterinary surgeon. The review also encompasses remote consulting.
In stage one of the review, the RCVS commissioned a research agency to conduct a series of focus group discussions with veterinary professionals working in a variety of roles and sectors. The information gleaned from the discussions was then used to develop the questions for this survey.
The survey will ask veterinary professionals to reflect on what, for them, should underpin good regulations and guidelines for practice.
It will then ask respondents how these principles should be applied in particular situations relating to 24/7 emergency cover and 'under care' before inviting their views on how they would like regulations on these two areas to deal with any tensions between different desirable regulatory aims.
The survey results will be used to help produce any changes to the RCVS Code of Professional Conduct and its supporting guidance concerning ‘under care’ and the provision of 24/7 emergency cover, which will then be put out for full public consultation later this year.
Chair of the RCVS Standards Committee, Dr Melissa Donald, said: “This review addresses fundamental questions about how we should continue to interpret ‘under care’ in a profession, and a society, that is largely unrecognisable to the one that first defined the term, and, at the same time, how we can continue to provide 24/7 emergency cover for those animals under our care.
“The original Vet Futures report also emphasised the impact that technological advances may have on the veterinary professions, so we must ensure we have in place a regulatory framework that gives consideration to these potential changes whilst ensuring animal health and welfare remain at its heart.
“These are challenging but hugely important questions on which we are hoping to receive as much feedback as possible. I do understand the huge pressures my vet and vet nurse colleagues continue to work under at the moment, so would like to thank them in advance for taking a little time out of their busy days to send us their views.”
The survey will open on Wednesday, 19th May 2021 for all UK-based veterinary surgeons and veterinary nurses.
All responses will be used and reported anonymously, so respondents will not be identified.
The survey will be open for four weeks, closing at 5pm on Wednesday, 16 June 2021.
It should take 15-20 minutes to complete, but can be returned to and completed in stages if preferred.

The RCVS Disciplinary Committee has dismissed a charge against Nicholas Robert William Horniman MRCVS, a veterinary surgeon from Cinderford, Gloucestershire, that alleged he was guilty of pet insurance fraud, along with one of his clients, and of dishonestly altering clinical records.
The charge was that, between December 1 2008 and June 30 2014, in relation to Cassy, a Labrador retriever belonging to Jayne Bowkett, Mr Horniman:
The Committee heard that Cassy, who had previously been diagnosed with hip dysplasia, had been registered with Pets Barn Veterinary Group in Gloucestershire in May 2008 when Mr Horniman was the Principal and owner of the three-practice group. Cassy was treated at the Cinderford branch of the practice where she received regular prescriptions for her condition.
At some point in 2008/2009, Mrs Bowkett had relayed concerns to Mr Horniman that her current pet insurance policy needed to be renewed, that the renewed policy would not cover Cassy's existing hip problems and that she would be unable to pay for any future operations herself. It was alleged that, in response to Mrs Bowkett's concerns, Mr Horniman told her that they could take Cassy off the practice computer and put her back on under a different insurance policy in a different name.
Mrs Bowkett took out a policy with Petplan, beginning on 13 August 2009, using her father's details instead of her own. It was alleged that Mr Horniman then arranged for new practice records to be set up in the name 'Cassy Griffiths'. These new records were first used substantively in May 2010 when Cassy returned to the practice with hip problems, following which two separate records were maintained for the dog under 'Cassy Bowkett' and 'Cassy Griffiths'.
In August 2010 Dariusz Drozdz MRCVS, a vet who had treated Cassy several times, had been told by Mrs Bowkett that the dog had two separate records. He told the Disciplinary Committee that he queried this with Mr Horniman who suggested that it was a mistake and that they 'RIP' the name Cassy Bowkett. Mr Drozdz disagreed on this course of action but was told by Mr Horniman to 'leave it to me' and the records were then changed to say that Cassy Bowkett had died.
Mrs Bowkett alleged that, at some point in 2011, Mr Horniman explained to her that it would no longer be possible to claim for treatment for Cassy's hip dysplasia under the Petplan policy in her father's name. However, the policy remained active, and was transferred into Mrs Bowkett's name upon her father's death.
In July 2011 Cassy Griffiths was seen by Jennifer Jones MRCVS, a part-time locum vet at the Cinderford practice, who told the Committee that she was puzzled about why there were very few clinical records relating to the animal. A receptionist explained to her that there were two sets of records for the same dog and that Mr Horniman had instructed her to mark the original pet as having been euthanased and close its records and create a second new record for the dog. Ms Jones tendered her resignation shortly afterwards citing concerns that a pet had been 'reincarnated to ensure continued income from insurance claims'. In November 2011 Ms Jones submitted a formal complaint to the RCVS.
During the course of the hearing the Committee heard evidence from Mrs Bowkett, Mr Drozdz and Ms Jones, amongst others.
In giving evidence Mrs Bowkett admitted that she had knowingly engaged in fraud but maintained that at all times she had acted with the knowledge and on the advice of Mr Horniman. However, the Committee found that she was unable to remember any relevant material dates and was unclear about the chronology of events. It was suggested on several occasions that she was lying to the Committee, which she denied. However, the Committee believed that she took no responsibility for her own fraudulent actions but merely blamed Mr Horniman and that she had a strong motive to engage in the insurance fraud.
In regards to the evidence given by Mr Drozdz the Committee noted that he did not record his suspicions of possible fraud, that he continued to treat Cassy Griffiths after he raised his concerns, and that he appeared to have accepted Mr Horniman's assurance that he had dealt with the issue.
The Committee found that Ms Jones was correct in her suspicions that there was only one dog. However, it felt she offered no evidence to support her suspicion that this was part of Mr Horniman's 'scheme to maximise income for the practice' as she alleged in her witness statement.
The Committee also heard oral evidence from and on behalf of Mr Horniman who categorically denied suggesting to Mrs Bowkett that she commit insurance fraud and attempting to cover this up through the maintenance of two separate records. He maintained that it was not until Ms Jones voiced her concerns that he realised that Cassy Bowkett and Cassy Griffiths were the same dog.
The Committee voiced a number of concerns about Mr Horniman's actions and behaviour and, at times, found his evidence to be unsatisfactory. For example, the Committee found it difficult to understand why 'alarm bells' did not ring that he was dealing with only one dog when he prescribed medication for two almost identical dogs in May 2010 when only one was presented for examination. It also queried why, when he became aware that the insurance policy for Cassy Griffiths was fraudulent, practice records were not updated and no attempt was made to contact Petplan to inform them of this, as is clearly advised by the RCVS Code of Professional Conduct.
Furthermore, the Committee was concerned that, in his correspondence with the RCVS, he was less than transparent, candid and honest. The Committee considered this to be unacceptable behaviour from a professional in dealings with investigations undertaken by the regulatory body.
In making its judgment, the Committee had to make a decision on whose account it felt to be more reliable in regards to the first element of the charge.
Noreen Burrows, chairing the Committee and speaking on its behalf, said: "In coming to its conclusion ... the Committee is faced with conflicting evidence from Mrs Bowkett, who is an admitted fraudster, admits to acting dishonestly and to lying to Petplan. This is in contrast to the evidence from the Respondent, who is of good character, had an unblemished personal record over 23 years and is supported by impressive character references."
The Committee found the evidence of Mrs Bowkett to be "vague, lacking in clarity and inconsistent with the facts" and therefore rejected her evidence concerning the first element of the charge. In regards to the second element of the charge, the Committee was not satisfied that Mr Horniman had arranged for or allowed the records to be changed as was alleged. In regards to the third element it found that, since it had already rejected the charge that Mr Horniman suggested to Mrs Bowkett that she embark upon insurance fraud, it was unlikely that Mr Horniman would have acted dishonestly in the manner alleged.
Noreen Burrows added: "In the light of the above findings, all charges against the Respondent are dismissed."
The awards, which which celebrate initiatives that advance the quality of veterinary care and demonstrate a commitment to using an evidence-based approach, will be open for applications until 13th January 2023.
The two new award categories are Antimicrobial Stewardship and Canine Cruciate Outcomes.
The Canine Cruciate Outcome Awards are to recognise and celebrate individuals and teams who are using Quality Improvement initiatives alongside RCVS Knowledge’s Canine Cruciate Registry (CCR) to monitor and improve their canine cruciate surgery outcomes.
Applications are invited by surgeons and teams who are using the CCR.
The Antimicrobial Stewardship Awards, which are divided into farm animal, equine, and companion animal categories, aim to showcase practical examples where individuals and teams are improving responsible antimicrobial prescribing.
In addition, the charity is looking for entries for its existing awards for students and those who have implemented Quality Improvement (QI) techniques.
The Veterinary Evidence Student Awards enables students from around the world to enhance their academic and research skills by writing a Knowledge Summary and submitting it for publication to Veterinary Evidence, RCVS Knowledge's open access, peer-reviewed journal.
The Quality Improvement Awards showcase the implementation of Quality Improvement techniques which drive improvement within the professions.

The College says it has become increasingly recognisant of how a blame culture can lead to a fear of making mistakes, something which can have a negative impact on both the mental health and wellbeing of members of the profession and, ultimately, animal health and welfare.
The anonymous online survey, which is being conducted by the Open Minds Alliance, is described by the College as a major step towards moving to a learning culture which has a greater focus on openness, reflective practice, learning and personal development.
Nick Stace, RCVS Chief Executive Officer, said: "Moving towards a learning culture is one of the key aims of our Strategic Plan 2017-19 and we have already started to make some progress in this area with our Mind Matters Initiative, for example. This survey will help establish a baseline against which we can measure any improvements over the course of the next three years.
"As a regulator this is part of our attempt to be much clearer about the kind of culture we would like to see in the professions; one that encourages members of the veterinary team to learn from each other, and from their mistakes, and to be more open about when things do go wrong in order to better manage public and professional expectations.
"By moving towards a learning culture we can also hopefully reduce levels of stress and mental ill-health within the profession, as practitioners will feel they can be more open about their mistakes and take steps to improve their practice – rather than feeling like they cannot talk about what goes wrong, which can lead to fear and anxiety.
"This is no easy task – particularly when public expectations of what veterinary surgeons and veterinary nurses can and should do is increasing – but we hope that by being brave and open about this new ambition we can galvanise veterinary associations, educators, practices and individual veterinary surgeons and veterinary nurses and make a real difference."
The survey will also be asking to what extent members of the profession feel that the College, as the regulator, contributes to any blame culture and where improvements could be made to the concerns investigation and disciplinary process to help combat it.
Eleanor Ferguson, RCVS Registrar and Director of Legal Services, added: "It is a common misconception that if you make a mistake then this will be investigated by the College and you will end up in front of a Disciplinary Committee.
"However, we recognise that mistakes can and will happen and that expecting 100% perfection is unrealistic. The real professional conduct issues arise when members of the profession try to cover up their mistakes, whether that is to professional colleagues or clients, which often does far more damage than if the person was open and honest about what had gone wrong.
"We do also accept that there is always room for improvement in our own processes and if there are positive steps we can take to make the investigation and disciplinary process less onerous for members of the professions then we would like to hear your suggestions."

Figures produced by the Royal College of Veterinary Surgeons show that almost half of the first cohort of newly-qualified vets to sign up to the Professional Development Phase (PDP) have now completed it.
The PDP is a web-based database that enables new graduates to develop, and reflect on, their professional skills during their first year in clinical practice. Completing the PDP became a professional obligation for all newly-qualified vets from 2007 onwards. Of the 636 vets who graduated in 2007, 586 (92%) signed up to PDP and 290 have now completed. Of the 616 vets who graduated in 2008, 546 (88%) have so far registered for the PDP.
Freda Andrews, RCVS Head of Education, said: "Undertaking PDP is a professional requirement for every newly-qualified vet working in clinical practice. The first vets to undertake PDP seem to be taking around 15 months from signing up to signing off. Properly completing PDP counts as the first year's CPD and we strongly recommend that this year's graduates sign up as soon as they have found their first clinical role."
The PDP is also open to any vet returning to practice.

The procedure represents the culmination of 12 months of work from the College's Preliminary Investigations Committee, with the aim of making the decision-making processes more transparent.

These are for complainants, veterinary surgeons who are complained about, those involved in decision-making at the RCVS and additional guidance for Lay Observers who provide independent, lay input to the process.

Following a two-year postponed judgment, the Disciplinary Committee (DC) of the Royal College of Veterinary Surgeons last week warned a Cambridgeshire veterinary surgeon as to his future conduct, after he had been convicted in 2006 for causing death by careless driving whilst under the influence of alcohol.
In September 2007, the Committee heard that Peter Hanlon MRCVS, of Soham in Cambridgeshire, had been involved in a road traffic accident in February 2006. Mr Hanlon's car had drifted across the road and collided with an oncoming car driven by James Barber who was accompanied by his wife, Ivy. Mr Barber was pronounced dead at the scene and both Mrs Barber and Mr Hanlon sustained injuries.
At the initial hearing, Mr Hanlon admitted the conviction (for which he had been sentenced to 30 months in prison and received a four-year driving ban) and the charge that it rendered him unfit to practise veterinary surgery. The Committee decided to postpone its judgment for two years on the agreement that Mr Hanlon would undertake to abstain from alcohol and to submit quarterly medical reports and six-monthly CPD (continuing professional development) reports to the Committee chairman.
At the resumed hearing last week, the Committee carefully considered Mr Hanlon's written and oral submissions, and accepted that he had fully complied with these undertakings. He had abstained from alcohol since the day after the accident, produced an "exemplary" CPD record and provided impressive reports from his employers concerning his professional competence.
In addition, Mr Hanlon, who spent around 14 months in prison and remained on licence until July 2009, also reiterated to the Committee his remorse for the death of Mr Barber and respect for his family.
The Committee was mindful of its duty to maintain confidence in the veterinary profession and uphold proper standards of conduct. Whilst it did not consider it necessary to postpone judgment again, it felt that Mr Hanlon should be warned about his future conduct.
Caroline Freedman, chairing the Committee, concluded: "As this case has demonstrated, and as Mr Hanlon himself has fully recognised, abuse of alcohol can lead to far reaching consequences in personal and professional lives and the lives of others."
A Royal College of Veterinary Surgeons audit panel is to visit UK veterinary schools to assess how Extra-Mural Studies (EMS) is being carried out, identify good practice and make recommendations for improvement. The exercise is part of a package of measures which aims to improve the way that EMS helps veterinary undergraduates to gain skills and knowledge in a practice environment.
RCVS Council agreed to the implementation of proposals made by a Working Party set up to review the whole EMS process in November 2009. While the EMS system was largely agreed to be valuable and working well, some areas were identified for improvement. Many of the recommendations centred on a better understanding amongst all parties involved - students, practices and vet schools - of the aims and objectives of EMS for the student, and improved communication about expectations and outcomes.
As a first step, the Education Policy and Specialisation Committee has put in place an audit of EMS at the veterinary schools. It has commissioned Dr Barry Johnson, who led the original Working Party, together with practitioners David Black, David Wadsworth and Dr Chris Chesney, to follow through individual cases, talking to the students, practitioners and clinical tutors and EMS co-ordinators at the vet schools, to build a picture of how administration, communication and follow-up is managed.
Barry said: "The objective of the audit is to identify areas of good practice that can be shared, and identify where improvements could be made - it will also promote dialogue between practices and the schools. The exercise will be repeated over the next couple of years to track changes."
The first audit took place at the Royal Veterinary College in February, as part of the full RCVS visitation of the undergraduate degree programme. The EMS audit panel will report its initial findings in June.

The RCVS Disciplinary Committee has agreed to accept undertakings from a Dorset veterinary surgeon, Philippa Ann Rodale MBE, in which she requests that her name is removed from the RCVS Register of Veterinary Surgeons with effect from 31 July 2015, and undertakes never to apply to be restored to it.
The Committee met on Monday 17 August, resuming a hearing which had been adjourned on 20 July. The adjournment had been made to allow Ms Rodale time to submit formal responses to the charges against her and indicate whether she agreed with them. In the event, as outlined by a letter from her solicitors received by the College on 14 August, Ms Rodale declined to comment on the charges and did not admit to any of them.
Ms Rodale did not attend the hearing on 17 August, however, the Committee decided to continue in her absence, on the understanding that, as evidenced by her solicitors’ letter, she was fully aware of the hearing and had voluntarily waived her right to be presented and represented.
The original charges related to Ms Rodale’s standards of practice (in relation to issues such as biosecurity, hygiene, in-patient facilities, drug storage and the disposal of hazardous waste, among other things) and also to a test for Intradermal Comparative Tuberculin. The charges relating to her standards of practice did not have complainants, as the College raised the matters itself; with respect to the Tuberculin test charge, the Animal and Plant Health Agency, as the relevant body, raised no objection to the proposed course of accepting undertakings.
In accepting the undertakings, the Committee felt that a contested hearing that could take up to seven days and involve up to eight witnesses for the College and up to three for the Respondent would not be in the public interest. Furthermore, since the 20 July hearing, Ms Rodale had retired and closed her practice. The Committee also noted that there had been no previous disciplinary findings against her, in what was otherwise a long and unblemished career.
Ian Green, chairing the Committee and speaking on its behalf, said: “The Committee is satisfied that the undertakings offered by the Respondent protect the welfare of animals since the Respondent has now retired and is no longer in practice. It is also satisfied that the reputation of the profession is upheld since the undertakings offered go beyond any sanction which the Committee could impose at the conclusion of a contested hearing, were any of the Heads of Charge to be found proved. It considers that it would not be proportionate or in the public interest for there to be a lengthy contested hearing.”
The deal includes an option for the College to lease the building for up to two years to give it time to consider its options for the future, and how they may have changed as a result of the pandemic.
The decision to sell the property was made back in November 2018, when Council decided that the building was rapidly becoming unfit for purpose and the College needed more up-to-date and modern facilities with more room for a growing workforce. The College’s Estates Strategy Project Board was tasked with managing the process, chaired by former RCVS President Barry Johnson.
RCVS Treasurer Susan Dawson said: “Council recognised that this deal realised maximum value for the building, especially considering the impact the pandemic has had on property prices in Central London.
“It also provides a very valuable opportunity to reflect on the changing needs of the organisation and the professions and public it serves, and to consider the requirements and different working patterns of the College staff going forwards.
“It is likely that many staff members will wish to continue to work at home more than they did pre-Covid, so the need for pure desk-space may not be as great as we had planned for the 10-15 years ahead. However, the importance of in-person meetings for collaboration, creativity and the maintenance of good corporate culture is not to be underestimated, so our new requirements are likely to be different to that anticipated back in 2018.”
The College says it expects to welcome limited numbers of staff back to the office in June, to work in a socially distanced way, including virtual or partly-virtual meetings.
Changes to working patterns over the coming months will also help inform decisions around future remote working policies and the type and size of building that will best suit the future needs of the College and its workforce.
Under the previous system, complaints made about a veterinary surgeon or veterinary nurse would, at Stage One, be considered by a Case Examiner Group (CEG) which would determine if there was an arguable case of serious professional misconduct.
If the CEG found there was an arguable case, it would then refer it to Stage Two of the process for consideration by the Preliminary Investigation Committee.
The CEG stage of the process has now been replaced by Stage One Preliminary Investigation Committees which, rather than using the ‘arguable case’ threshold, will consider from the outset whether there is a realistic prospect that the alleged conduct constitutes serious professional misconduct and that there is sufficient evidence.
The new Stage One Preliminary Investigation Committees will comprise members of the professions and lay people, and will be assisted in their investigations by an RCVS Case Manager who will also be the first point of contact for those raising concerns, witnesses and respondents in the case.
Eleanor Ferguson, RCVS Registrar and Director of Legal Services, said: “By keeping to one consistent threshold for serious professional misconduct throughout the concerns investigation process, we hope that these changes will help to simplify our investigations while still ensuring that the process remains robust and thorough.
"We also hope that, in time and when the changes are fully bedded in, we may also see a swifter resolution to some cases, as concerns that may previously been referred on to Stage Two of the process can now be closed at Stage One.”
If a Stage One Preliminary Investigation Committee cannot close a case it will refer it on to a Stage Two Preliminary Investigation Committee.
This will gather additional information and evidence and then determine if there is a realistic prospect of finding serious professional misconduct and if it is in the public interest for the case to go to Stage Three - a full, public Disciplinary Committee hearing.
Eleanor added: “The introduction of these new stages is the first step in the programme of reform of our concerns investigation and disciplinary processes.
"Next year we will be looking to introduce our Charter Case Protocol which will be a way of resolving some less serious cases of alleged misconduct where it would not necessarily be in the public interest to hold a full Disciplinary Committee hearing.”

RCVS/VSC BAME Student Support Working Group Report.
The Disciplinary Committee (DC) of the Royal College of Veterinary Surgeons last week issued a reprimand to a veterinary surgeon for reckless certification of an equine passport, having found her to have been "wholly indifferent" as to whether the horse had been vaccinated properly against equine influenza.
Eleri Wyn Jones graduated from the University of Liverpool and qualified as a veterinary surgeon in 2006, before joining The Veterinary Practice on Bala Road in Dolgellau, Gwynedd, where she was also an authorised Local Veterinary Inspector (LVI). The principal of that practice is Iwan Parry, who himself was the subject of a DC hearing involving false certification earlier this year, for which he received a one-month suspension from the Register.
The Committee heard how, in late 2007, as Ms Jones was leaving the practice to begin her rounds, she was asked by a non-veterinary colleague to certify in a horse passport that two vaccinations for equine influenza had been administered. The horse in question was being liveried by a regular client of the practice, to whom the practice regularly dispensed veterinary vaccines (although Ms Jones was unaware of this), but had been recently purchased by someone who was not a registered client.
In evidence, Ms Jones admitted the certification process took her only 30 seconds and that she did not obtain any further information about the certification, either from clinical or non-clinical colleagues; nor did she check any other documentation before signing the passport, but assumed the vaccinations had been administered by a veterinary colleague. The Committee had to decide whether Ms Jones had acted recklessly, and to do so, Ms Jones' Counsel suggested the Committee would need to be satisfied that she "did not care less" whether or not the vaccinations had been given by a veterinary surgeon before signing the passport.
In reaching its decision, the Committee took into account the fact Ms Jones, on her own evidence, was generally familiar with RCVS guidance on certification and, as an authorised Local Veterinary Inspector, had certification training. It stated: "Whilst we recognise that Ms Jones received little or no mentoring from Mr Parry, we are satisfied that she would have been aware of the importance of veterinary certification. She was also aware that Mr Parry had been suspended as an LVI, due to certification issues, which had affected her own authorisation."
In view of these facts, and that Ms Jones made no attempt to obtain verification from any other source despite knowing she had not performed the vaccinations herself, the Committee decided that Ms Jones had been "wholly indifferent" to proper vaccination procedures and was therefore guilty of disgraceful professional conduct for reckless certification.
In reaching its decision on sanction, the Committee wished to remind members that cases involving improper certification would ordinarily result in suspension or removal from the Register. "We strongly disapprove of the circumstances in which Ms Jones certified this horse.
Clients, and external bodies, are entitled to rely upon the integrity of the veterinary surgeon in not certifying that horses have been vaccinated unless they have carried out the vaccinations themselves or have obtained full and proper evidence that vaccination has been carried out by another veterinary surgeon," it said.
In mitigation, however, the Committee took into account Ms Jones' age and inexperience, her previously good record, her good character and the significant number of supporting references from colleagues and clients alike. It was also mindful that any sanction's main purpose was to protect animal welfare and maintain public confidence in the profession, rather than to punish.
Nigel Swayne, chairing the Committee, concluded: "This is not a case where undertakings for training or monitoring are required. This isolated incident was a fateful misjudgement on a single occasion. We consider that the sanction most proportionate to the nature and extent of the charge, the public interest and the interests of Ms Jones is a reprimand."
