The RCVS issued a reminder today that there is just over a month left before the 1 April deadline for all veterinary practice premises from which medicines are to be supplied to be registered with the College.
Just over 4,500 premises have applied for registration since November 2008. This includes about 750 premises not previously listed with the College, demonstrating the usefulness of the process, which will enable the government to fulfil its obligations under European law to maintain and improve traceability of, and accountability for, veterinary medicines.
From 1 April it will be an offence for a veterinary surgeon to supply a veterinary medicinal product from any practice premises not registered with the RCVS. On conviction, those committing the offence may be liable to prosecution, which may include a fine or prison sentence. Veterinary surgeons convicted of criminal offences are also considered by the College's Preliminary Investigation Committee to decide whether the conviction would affect the individual's fitness to practise and should be referred to the Disciplinary Committee.
In addition to ensuring their practice premises are registered, veterinary surgeons also need to keep a record of other places where medicines are stored, so these can be considered during an inspection - such as vets' homes or cars, or perhaps a charity premises from which veterinary work is carried out and where medicines are stored. Such records will not be published, although some of those premises may need to be registered in their own right.
Practices accredited under the RCVS Practice Standards Scheme will be inspected by the RCVS; non-compliance with medicines standards will be dealt with under the rules of the Scheme. The Veterinary Medicines Directorate (VMD) will carry out inspections of other registered premises to ensure compliance with the Veterinary Medicines Regulations. Where non-compliance is noted, the VMD will take a proportionate enforcement approach ranging from issuing advice to, where appropriate, serving an improvement notice or seizing medicines.
The RCVS and the Veterinary Medicines Directorate (VMD) will be holding a free Masterclass offering practical guidance on the requirements of the Veterinary Practice Premises Register, on Saturday 4 April, at BSAVA Congress.

The 2009 RCVS Continuing Professional Development Record Cards have been sent to all practising vets and Registered Veterinary Nurses.
Undertaking and recording Continuous Professional Development (CPD) is a mandatory professional requirement for these vets and RVNs. Vets must average at least 35 hours of CPD per year and RVNs 15 hours, although many will do far more.
The RCVS can ask to see CPD records - and they may be checked during practice inspections as part of the Practice Standards Scheme. For newly-qualified veterinary surgeons, completing the Professional Development Phase also fulfils the CPD requirements in their first year of practice.
Jill Nute, President of the RCVS, said: "CPD is about maintaining professional competence. Vets and RVNs are expected to make continuous improvements in their knowledge and skills, which will have benefits for their patients and clients, their own development and the profession at large. Undertaking CPD allows vets and RVNs to demonstrate their commitment to maintaining the highest professional standards."
As professionals, vets and RVNs are expected to evaluate what knowledge and skills they need to develop, and how they will do this. This may include activities such as going to particular case-conferences or asking for some in-house training. Getting together with other practices to organise training sessions or secondments or finding a mentor can also be useful.
Personal study - documented in a learning diary detailing the aims of the study, what was studied and the outcomes, for example, a change made to a practice protocol - can also be used. There is no limit on properly documented study, but vets cannot count more than 10 hours, and veterinary nurses five hours, each year of undocumented study.
All CPD activity should be systematically planned to meet identified professional needs, and clear records must be kept of what has been done.

The Disciplinary Committee of the Royal College of Veterinary Surgeons last week ordered a month's suspension for a veterinary surgeon from Dolgellau for dishonest certification of bovine tuberculin testing in the Gwynedd area in early 2007.
At a hearing that concluded last Friday, Iwan Parry, a partner of The Veterinary Surgery, Bala Road, Dolgellau, and an Official Veterinarian, was charged with serious professional misconduct for certifying on eight separate occasions that he had tested and inspected cattle for clinical signs of bovine tuberculosis (TB), when he had not done so. At the outset of the hearing, Mr Parry denied the charges.
The Committee heard that Animal Health (a DEFRA Executive Agency) had discovered irregularities in TB testing paperwork from Mr Parry's practice. These included two locum veterinary surgeons, who were not Local Veterinary Inspectors (LVIs), having carried out TB pre-movement testing, but the relevant paperwork being signed and certified by Mr Parry. It therefore suspended him from LVI duties and lodged a complaint with the RCVS.
The Committee heard that, at the time, Mr Parry's practice was in difficulty as all eight of his assistant veterinary surgeons had recently left and he was struggling to maintain services. It was also reported that the incidence of bovine TB in Mr Parry's area was very low.
Under questioning, Mr Parry admitted that he had not done the testing, but had allowed non-LVI veterinary surgeons to do so and then signed the certificates himself. Denying the charge of dishonesty, he maintained that he had thought his actions were legitimate, providing he questioned the veterinary surgeons afterwards and checked their results. However, he told the Committee he now deeply regretted this "honest mistake", made at a time of great personal pressure, and that it would not be repeated.
The Committee also heard evidence from a number of character witnesses, including Mr Elfyn Llwyd MP, testifying to Mr Parry's good character, integrity and good standing in the local community and agricultural sector.
Nevertheless, in view of Mr Parry's long experience as an LVI, his understanding of the importance of routine herd testing and accurate veterinary certification and his reputation for keeping up to date with legislative and professional developments, the Committee decided that his actions were not just inappropriate, but were the result of conscious impropriety on his part. It found that he was not only guilty of dishonesty, but of allowing non-LVIs to perform TB testing, both of which amounted to serious professional misconduct.
In passing judgment, the Committee emphasised that the integrity of veterinary certification was of the utmost importance, especially when carried out on behalf of the Government, in order to safeguard animal health and facilitate international trade. It also felt that Mr Parry could not have failed to have been fully aware of what he was signing and that he should not have done so.
It was, however, prepared to take account of some exceptional mitigating factors in this case, including the low risk of TB spread following Mr Parry's actions; that no financial gain had been sought or received by him; his unblemished career and uprightness of conduct to date; the esteem in which he was held in the farming community and the potential (financial) impact on that community if he were to be removed from the Register (therefore unable to practise) for a significant period of time.
Nigel Swayne MRCVS, chairing the Disciplinary Committee, concluded: "We are reminded that the primary purpose of any sanction is not punishment, but the maintenance of public confidence in the profession and to uphold professional standards of conduct.
"Whilst only a reprimand is not an appropriate sanction where dishonesty and false certification have been found proved, and such findings would normally attract at least a long period of suspension, given the wholly exceptional circumstances of this case and the strength of the mitigating factors, we direct that Mr Parry should be suspended for one month."
Following the announcement last month of the establishment of a Working Party to review Extra-Mural Studies (EMS) in the undergraduate veterinary degree, the Royal College of Veterinary Surgeons is inviting comment from all those involved with organising, providing and receiving EMS.
Opinions are not being sought in response to a set of formal questions, but respondents may like to consider the strengths and weaknesses in the system; problems and possible solutions; and what should be retained and what could change.

This call for input is the first of several phases of activity that will lead to the delivery of a report from the Working Party to the RCVS Education Policy and Specialisation Committee in October 2009. Following this initial information-gathering stage, some individuals and organisations will be invited to deliver their views in person to the Working Party during April.
Draft recommendations will then be formatted for any change to the current system, which requires that veterinary students undertake pre-clinical and clinical work experience placements for at least 38 weeks during their degree course. A further consultation process may follow, depending on the nature of the recommendations, before the paper is finalised.
Dr Barry Johnson, RCVS Council member and Chairman of the EMS Working Party said: "It is over 10 years since the RCVS undertook a major review of EMS, although the requirements and guidelines were revised and updated in 2005 to introduce more flexibility for universities to meet the individual learning needs of their students.
"In recent years, there have been significant changes in the UK higher education system, the veterinary curriculum and the organisation of veterinary schools, and the time is now right for a more substantial review."
Emeritus Professor Leslie Vaughan DSc DVR FRCVS, President of the Royal College of Veterinary Surgeons in 1987-8, has died.
Qualifying from the Royal Veterinary College in 1949, Professor Vaughan held various posts within the RVC, including House Surgeon, Lecturer and Reader. He was awarded a personal chair in 1972 as Professor of Veterinary Orthopaedics, becoming the Professor of Veterinary Surgery and Head of Department two years later. He was Vice-Principal from 1982 to 1991.
Having formally retired in 1991, Professor Vaughan continued to see small animal orthopaedic cases referred to the Queen Mother Hospital (QMH) at the Royal Veterinary College until he finally ‘put down his scalpel' at the end of 2007. During these 16 years, not only was he involved in both undergraduate and postgraduate teaching on rotations, but claimed no payment personally for his work: he donated any fees to the RVC's Animal Care Trust to support further development of the QMH. It is fitting that the third and final phase of the QMH was opened this week by HRH the Duchess of Cornwall. This was the culmination of a major project that Professor Vaughan helped initiate in the mid-1980s.
Professor Vaughan, who was 81, became a Fellow of the RCVS in 1957 for a thesis entitled: A study of the clinical and pathological aspects of the intervertebral disc protrusion in the dog.
Dr Jerry Davies, RCVS Treasurer and former colleague of Professor Vaughan said: "Leslie Vaughan had an international reputation in veterinary orthopaedics, both as a clinician and a researcher, that included small animal, equine and even farm animal species.
"Those remarkable achievements were equalled by his skills as a teacher. He had an ability to instil in his students the fundamental principles of diagnosis where meticulous clinical observation and examination must precede the careful selection of adjunct investigations such as radiography and laboratory testing. The extraordinary number of veterinary surgeons, both past and present, that will have benefited from his teaching over no less than 58 years will never be surpassed".

Recent changes in the way veterinary schools teach clinical and practical skills, coupled with increasing financial pressure on students and new graduates, have triggered the Royal College of Veterinary Surgeons to review its guidelines for Extra-Mural Studies (EMS) and clinical education.
A requirement has been in place for the last 75 years that veterinary students ‘see practice' for at least 26 weeks in their clinical years.
The purpose of EMS has always been to ensure that veterinary students have the right mix of practical and theoretical teaching and understand the realities of commercial clinical practice before they graduate. This objective does not change, but the College's Education Policy and Specialisation Committee believes it is now time to look again at what is covered in the clinical curriculum of the undergraduate degree to ensure that guidelines are kept up to date.
EMS was last reviewed in 1996, but in the interim veterinary schools have introduced new ways of teaching practical and clinical aspects of the curriculum. There has also been an increase in the role played by the veterinary schools' own first opinion practices.
In addition, having to carry out EMS not only restricts students' capacity to work during the holidays, but often incurs substantial travel and accommodation expenses. With students facing increasing amounts of debt, the financial impact of EMS needs to be reviewed.
The review group, which will be chaired by RCVS Council Member and practitioner Dr Barry Johnson, will gather evidence from a broad range of stakeholders. It aims to make a report to Council by the end of 2009.
The lower age limit for student veterinary nurses - previously set at 17 - has been removed by the Royal College of Veterinary Surgeons, in order to comply with age discrimination legislation.
The entry requirements remain unchanged: five GSCEs at grade C or higher, or five Scottish Standards at grades one to three (including English Language, Maths and a Science subject).
Candidates must also have a place with an RCVS-approved Training Practice or on a recognised veterinary nursing degree course.

The RCVS has announced that registrations for the new RCVS Register of Veterinary Practice Premises will be accepted from 1 November 2008, allowing all those who wish to supply medicines from veterinary practice premises from 1 April 2009 onwards a full five months to comply with the latest medicines legislation.
In order to fulfil its obligations under European law to maintain and improve traceability of, and accountability for, veterinary medicines, the UK Government decided that any veterinary surgeon may only supply veterinary medicinal products (VMPs) from premises registered with the Secretary of State, with effect from 1 April 2009.
The Veterinary Medicines Directorate (VMD) is responsible for the inspection and registration of practices under the Veterinary Medicines Regulations. Steve Dean, VMD's Chief Executive, says the new veterinary practice premises register will complete the UK information base by bringing veterinary practices in line with other suppliers of veterinary medicines who already have to operate from registered premises.
The Register will enable the supply of veterinary medicines by veterinary surgeons, including controlled drugs, to be subjected to inspection and verification. As a result, DEFRA Ministers and the European Commission can be re-assured that veterinary medicines are being supplied in the UK in accordance with EC legislation.
In discussion with the VMD, it was agreed that the most appropriate body to maintain this register would be the RCVS, not least because the College already manages the RCVS Practice Standards Scheme and publishes the (voluntary) Directory of Veterinary Practices, so has the necessary systems already in place. The register will be published on RCVSonline and updated quarterly.
Whilst there will now be a statutory fee levied for each practice premises registered on the new Register, the College's existing database framework has kept this to a relatively low £40 compared to what other bodies might have had to charge after starting from scratch.
Practices could appear in the Directory for free because the cost of producing it was partially covered by subsequent data sales. However, the new Register will need to be self-funding, as the data it contains will be freely available online.
Not all practices will have to pay the statutory fee. RCVS President Jill Nute said: "For those practice premises already accredited under the RCVS Practice Standards Scheme (PSS), the fee will be taken from their existing PSS annual fee.
"What's more, accredited practices will not face additional four-yearly inspections by VMD inspectors (unless there is an investigation for enforcement purposes) as their PSS inspections already ensure that they keep up to date with current medicines legislation."
Practice premises that have applied to join the Scheme, but have not yet been accredited, will not face additional VMD inspections either, but will still need to pay the statutory fee.
To help practices understand the new requirements and what they need to do before next April, the RCVS has produced a range of guidance, including a series of Frequently Asked Questions (www.rcvs.org.uk).
"In particular, we hope this guidance will help to explain which premises are likely to be considered ‘veterinary practice premises' and the difference between those premises and places where medicines might simply be stored or kept," said Mrs Nute.
"It is important to realise that there is a legal requirement to register veterinary practice premises for the supply of medicines, and a professional obligation, set out in the Guide to Professional Conduct, to keep a record of where all medicines are stored or kept. This record should avoid the need for additional registration of car boots, farms and homes."
Over the coming weeks, application forms will be posted to all practices currently listed in the Directory and accredited under the PSS, containing all the practice information currently held. These forms must be checked, signed and returned, even if no fee is due. Separate application forms will be available for any non-accredited practice premises not published in the Directory, and a letter will be sent to all RCVS members to ensure the whole profession is aware of the new requirements.
The RCVS has accredited four more universities to assess modules for its Certificate in Advanced Veterinary Practice (CertAVP). This means that there are now 78 modules for candidates to choose from, with many modules available through more than one university, giving veterinary surgeons a real choice as to how they work towards postgraduate qualifications.
The RCVS CertAVP Subcommittee has approved applications from the Universities of Edinburgh, Glasgow, Liverpool and the West of England (in partnership with Hartpury College).
A very broad range of modules is now available, covering most species and many disciplines. They include some firsts for the CertAVP - equine modules will be available through both Edinburgh and Liverpool universities, and Edinburgh will also be assessing modules in equine dentistry, laboratory animal science and cattle and sheep medicine, amongst others. Glasgow's range includes modules in veterinary public health, as well as emergency critical care, while the University of the West of England's offering includes the key skills modules, and ‘B' modules in small animal, equine and production animal practice.
These universities now join the Royal Veterinary College and the Universities of Cambridge and Middlesex in being accredited to assess modules. While all of the accredited universities provide courses to support candidates working towards modules, including distance-learning options and online support, they must also offer an assessment-only route for those who prefer self-study, or who want to attend courses elsewhere.
The modular CertAVP was launched during 2007 and gives candidates the benefit of a mix and match style of learning. This aims to meet the needs of those who are committed to planned continuing professional development (CPD) but who need to balance this with busy practice life.
The new Certificate also better meets the needs of those whose practice interests change over the enrolment period, or who want to combine study across different species and disciplines to suit their practice caseload. Previously there was little flexibility built into the examination system.
"We are delighted that the list of modules available has nearly tripled this month," says Freda Andrews, RCVS Head of Education. "Interest in the new certificate is growing, and there are already around 200 people enrolled with RCVS for various modules. So it's great news that these universities are now backing the Certificate and enabling much greater choice for veterinary surgeons studying for the qualification."

From 31 October 2008, veterinary surgeons will again be allowed to charge animal owners for writing prescriptions, when a three-year ban on such fees comes to an end.
The Supply of Relevant Veterinary Medicinal Products Order 2005 was introduced by the former Department of Trade and Industry (DTI) to implement recommendations from a 2003 Competition Commission inquiry into the supply of prescription-only veterinary medicines, which, among other things, found that prescription charges were against the public interest. It was hoped by the DTI that the move would benefit consumers by providing for pharmacies and other suppliers to have an opportunity to establish themselves as competitors to veterinary surgeons in supplying prescription-only veterinary medicines.
Although veterinary practices will be able to make a charge for writing a prescription from 31 October 2008, one thing does not change: practices must not charge different fees for other services or veterinary medicines to those who take a prescription and those who do not.
Jill Nute, RCVS President said: "The OFT (Office of Fair Trading) will monitor the reintroduction of prescription charges and has indicated that the level of monitoring will be proportionate to the perceived need - how well the market is working.
In addition, the RCVS will monitor complaints that relate to prescription charges and meet with the OFT to review the situation in six months time. Care must be taken to ensure that prescription fees are calculated sensibly, or the zero-fee ruling may be reintroduced."
The OFT has advised that veterinary practices must not agree between themselves what constitutes a suitable fee: it is prohibited by competition law.

Other Competition Commission recommendations, such as displaying a price-list of the ten relevant veterinary medicinal products most commonly prescribed during a recent period, have been enforced since 2005 via the RCVS Guide to Professional Conduct and will remain in place.
The Royal College of Veterinary Surgeons has set up a new Veterinary Legislation Group to consider proposals for changes in veterinary regulation, in the light of the Environment, Food and Rural Affairs Committee's inquiry into the current Veterinary Surgeons Act, and the Government's response to the EFRA Committee's report.
The new group, which will be chaired by RCVS Council Member and Dean of Glasgow Veterinary School, Professor Stuart Reid, will be tasked with taking a fresh look at changes that need to be made to the current legislative framework, and how these might be accomplished. It will not restrict itself to looking at a replacement for the Veterinary Surgeons Act, but will consider other ways that changes can be made in the short- and long-term.
The Group will meet in September, and comprise RCVS Council members and non-members - both lay people and veterinary surgeons. Once the RCVS position has been clarified, further discussion will follow with DEFRA, the BVA and the profession.
Responding to the Government's response to the EFRA Committee report, RCVS President Jill Nute said: "We welcome the fact that DEFRA is willing to consider any detailed proposals that might come forward from the profession, although we accept that DEFRA itself does not have time or resources to be proactive at this stage.
"We are also pleased that Government acknowledges that the veterinary nursing profession has come of age and that the time is right for the regulation of veterinary nurses to be taken forward, although again it is disappointing that DEFRA does not have the resources to progress this at present.
"Finally, we welcome the suggestion that the Presidents of the BVA and the RCVS meet with the Chief Veterinary Officer to discuss plans and to what extent DEFRA can help us - accepting the fact that DEFRA, like the RCVS, feels that a piecemeal approach may not be the most effective," she concluded.
The RCVS has launched a research project into the extent to which veterinary surgeons are able to meet its requirement that steps are taken to provide 24-hour emergency cover.
The College's 24-hour Emergency Cover Working Party (24-7 WP) has been considering the ongoing practicality of the current requirement in the Guide to Professional Conduct, and whether it should remain, be removed, or be amended in some way. The research aims to build a sound evidence base on which a decision can be made.
"Changes in practice profiles and owner demands, health and safety issues, the desire for an improved work-life balance, veterinary and animal density... all these factors affect the ability of veterinary practitioners to meet our 24-7 requirement. The Working Time Regulations - which prescribe maximum working hours and minimum rest periods - have also affected practices' ability to run out-of-hours services," according to RCVS President Jill Nute.
"However, we are frequently reminded by members that the profession is proud to offer a 24-hour emergency service to animals and their owners. There seems to be no single majority view in the profession, so we need to understand exactly how people are meeting the requirement before any changes are made," she says.
To ensure that the research is independent and representative, the RCVS has contracted a specialist market research agency, Cognition Market Intelligence.
The first step is to build a robust and unbiased questionnaire that takes account of all of the issues. To this end, in-depth interviews will be carried out over summer with a small number of veterinary surgeons from a range of different practice types, and across different gender/age/role categories.
The 24-7 WP will then meet in September to hear the findings and agree the questionnaire, which Cognition Marketing Intelligence will then use during autumn as part of a quantitative phone interview exercise with 440 veterinary surgeons, again covering a spread of individuals, practice types and geographies. The phone interview approach will ensure that the views of a range of different practitioners are heard, which is not always the case with a paper survey.
Should changes to the Guide to Professional Conduct be recommended by the Working Party on the basis of the findings, a consultation exercise may be undertaken.
The RCVS President has sent a letter to all home-practising members to explain the activities. She has urged veterinary surgeons to assist the research team, saying "your contribution will make a difference".
The Royal College of Veterinary Surgeons is stressing the need for employers to check the registration status of the veterinary surgeons and veterinary nurses they recruit.
This comes following several incidences where veterinary surgeons have been found to be either not registered or registered in the wrong category. For example, foreign nationals wishing to work in the UK must be registered as home-practising members, not overseas-practising members. The latter category is for those practising overseas who wish to retain their MRCVS status.
Furthermore, there have been some cases of veterinary surgeons registering as ‘non-practising' and going on to carry out veterinary nursing roles, in the absence of relevant qualifications or being listed/registered as a veterinary nurse. This may be happening in cases where overseas veterinary surgeons are struggling to find work in the UK, possibly due to language difficulties.
RCVS President Jill Nute said: "Vets and veterinary nurses have complementary roles within the practice team. If someone wishes to undertake a veterinary nursing role, they should be qualified and registered as such. Many skills are taught in the veterinary nursing training that are not included in the veterinary degree. Although some veterinary nursing tasks can be carried out by veterinary surgeons, they certainly must not be undertaken by those who are not on the RCVS Register of Veterinary Surgeons".
She added: "Ours is a self-regulated profession and it is important that employers play their part by ensuring that practice employees are appropriately qualified and registered".

Mrs Jill Nute has been invested as president of the RCVS at the AGM and Awards Day, held on 4th July in London.
Mrs Nute graduated from Liverpool University in 1970 and initially assisted in mixed practice in the Lake District, Droitwich and Leominster. In 1976, she established a mixed practice with her husband Geoff, a fellow Liverpool graduate, in Wadebridge, Cornwall.
The practice is now an eight-veterinary surgeon concern, a veterinary nurse Training Practice, an RCVS Accredited Tier 2 Small Animal General Practice and Farm Animal General Practice, and an equine practice accredited to Tier 1; it is also a Meat Hygiene Service approved contractor.
Mrs Nute has been an RCVS Council member since 1993, serving on all of its committees. She has chaired many of these committees and additional working parties, including the Advisory and Public Affairs Committees. She served on the Officer team as Treasurer for three years, from 1996-1999, and is currently Chairman of the Practice Standards Group. Spending several years on the Councils of the British Veterinary Association and the Society of Practising Veterinary Surgeons (SPVS), she was elected President of SPVS in 1991.
RCVS Day also brought other changes to the RCVS Officer team: Dr Bob Moore, outgoing President, became Senior Vice-President, and Professor Sandy Trees took up the role of Junior Vice-President.
Professor Sheila Crispin stood down as Senior Vice-President, with Dr Moore commenting that: “The veterinary profession is privileged to have such a knowledgeable and committed advocate.”
Retiring Council members included David McDowell, Debby Reynolds, Neil Smith and Wendy Harrison. New lay observer to the Preliminary Investigation Committee, Catherine Harvey, will replace retiring observer Diane Mark. The President paid particular tribute to long-standing Council member and past-President Stephen Ware, who retires from Council but will remain active in veterinary politics as Vice-President and Treasurer of the Federation of Veterinarians in Europe, he also remains Chairman of the RCVS Trust.
As part of the AGM, newly-elected Council members Richard Stephenson, Charles Gruchy and Bertie Ellis were welcomed. A fourth new member, Catherine Goldie, was not present. It was also announced that Professor Michael Herrtage and Professor Duncan Maskell have been reappointed for further four-year periods by the University of Cambridge, and Professor Sandy Tress has been reappointed for the same term by the University of Liverpool.
Dot Creighton was re-elected to the Veterinary Nurses Council and Katherine Kissick was elected for the first time. New lay member Penelope Swindlehurst and appointed veterinary surgeon Helen Torrington were also welcomed to the VN Council and the President thanked retiring VN Council members Diane Guinan, Donna Hunter and Neil Smith.
President Dr Bob Moore conferred a range of awards, including an Honorary Associateship upon Petplan and Petplan Trust founders Mrs Patsy Bloom and Mr David Simpson who, he said, have had a “remarkable effect on the veterinary profession, animals and their owners.”
Honorary Associateship was also awarded to Mr Geoff Davies, who has dedicated his 30-year career at the University of Bristol Veterinary School to the training, support and development of future veterinary surgeons. He has also served as a valued member of the RCVS Extra-Mural Studies Committee for many years. “It is his enormous contribution in supporting and encouraging the students that is being recognised today,”said Dr Moore.
Honorary Fellowships were awarded to Mr Gary Clayton Jones, Professor Paul Flecknell and Dr Christine Gibbs, and the Dame Olga Uvarov Award, a cash prize for a researcher under the age of 40, was awarded on behalf of the RCVS Trust to Dr Harriet Smythe (in her absence)
New faces on the RCVS Council include Richard Stephenson, Charles Gruchy and Catherine Goldie. Dr Barry Johnson (first elected to Council in 1985) and Dr Christopher Chesney (first elected in 1996) have been voted on for further terms. Dr Robert Ellis, who has had three previous periods on Council, has been re-elected.
A report published by the Environmental, Food and Rural Affairs committee this week has concluded that The Veterinary Surgeons Act 1966 is in need of updating. However, lack of available budget in the current Comprehensive Spending Review period means that further work on a White Paper won't happen till 2011 at the earliest. In particular, the report found consensus within the profession that the disciplinary procedure is in urgent need of updating. However, the Royal College of Veterinary Surgeons does not have majority support for its proposals on compulsory practice standards and compulsory continuing professional development. The report crticised the RCVS for not having done enough to provide a clear picture of its proposals for a new statutory framework for the regulation of the profession. However, an RCVS spokesman said: "In fact, we have invested considerable time and resources in the development of proposals, led by a working party that included stakeholders. However, we have been awaiting further input from Defra before taking matters further." Chairman of the Committee the Rt Hon Michael Jack said: "We urge the profession to coalesce round some specific proposals to amend the disciplinary process for veterinary professionals. We believe that a working party should be set up between Defra, the Royal College of Veterinary Surgeons and the British Veterinary Association to produce a new Bill for introduction in 2009." Responding to the publication of the report, BVA President Nick Blayney said: "While we will certainly consider EFRACom’s proposal that BVA work with Defra and RCVS to produce a draft bill, the BVA is a voluntary association and our focus is the benefit of our members. Given that we are not even persuaded of the need for a new Act, it is likely that our contribution will be advisory and not financial." Click here for the full report
According to the RCVS, 86% of veterinary surgeons, and 92% of veterinary nurses have so far failed to vote in this year's council elections.

The Shrubbery Hotel in Ilminster is the venue for the final Regional Question Time of Bob Moore’s Presidential year, where he looks forward to seeing lots of familiar faces for a lively debate.
Veterinary surgeons, veterinary nurses and others involved in the profession are all welcome to attend the meeting, which kicks off at 6:30pm with a relaxing drink, a bite to eat and a chance to catch up with colleagues, followed by Question Time at 7:15pm. The meeting will finish at approximately 10:00pm.
Bob Moore will be chairing the meeting and the panel will be made up of the Officer team and Veterinary Nurses Council Chairman Andrea Jeffery, who will be answering your questions and concerns regarding the veterinary profession.
Hot topics expected to be raised on the night include the RCVS Practice Standards Scheme, a new Veterinary Surgeons Act, RCVS modular certificate, 24-hour cover, the Professional Development Phase and the non-statutory Register for veterinary nurses.

A one-day seminar entitled ‘One World, One Disease,’ will take place at the Royal Society of Medicine (RSM), Wimpole Street, London, on 24 June 2008.
The event, which has been jointly organised by the RSM and the Royal College of Veterinary Surgeons (RCVS), will examine some of the effects of climate change on patterns of animal health and the impact of this on humans. The meeting will provide an understanding of the complexity of the global changes that we face, and will work towards the integrated approach needed to manage the serious problems that threaten animal and human health.
About two-thirds of new infectious diseases that threaten humans come from animals. With global climate change, this looks set to increase. Now more than ever, it is important that veterinary and medical colleagues come together to discuss disease control strategies.
Speakers will include RCVS Senior Vice-President Professor Sheila Crispin, who has been instrumental in organising the conference, Caroline Lucas MEP, Professor Bob Watson, Defra’s Chief Scientific Adviser, the RVC’s Professor Quintin McKellar and Lt Col Tim Brookes from the Health Protection Agency, among others.

The RCVS has published a revised complaints procedure on RCVSonline.
The procedure represents the culmination of 12 months of work from the College's Preliminary Investigations Committee, with the aim of making the decision-making processes more transparent.
There are four information packs about the complaints procedure, all of which are available on RCVSonline. These are for complainants, veterinary surgeons who are complained about, those involved in decision-making at the RCVS and additional guidance for Lay Observers who provide independent, lay input to the process.
