The charity reports that 2020 was its busiest year ever, with 3,921 calls to its Helpline - a 25% increase over 2019.
Similarly, Vetlife's Health Support service saw a record number of referrals in 2020. There were 190 referrals made over the year, compared to 149 in 2019.
At the same time, the charity says it has seen a decrease in income, putting a strain on its resources. The pledge from the RCVS comes in addition to the annual donation of £100,000 made by the Mind Matters Initiative towards the Health Support service. On top of this, the Mind Matters Initiative also helps to fund other essential running costs for the charity, including the Helpline call directing service and by its contribution to the annual Helpline training for volunteers.
Graham Dick, Vetlife President (pictured right) said: “The last 12 months have brought significant challenges for Vetlife as restrictions in fundraising have combined with a significant uplift in demand for our Vetlife Helpline and Health Support services. Against this background the substantial ongoing financial support provided by the RCVS through MMI, both for the costs of professional mental health support and for the necessary call-handling facilities which underpin our Helpline, continues to be an invaluable contribution to the wellbeing of the veterinary community we serve."
The work done by vetsurgeon.org and vetnurse.co.uk attempted to identify the sorts of unpleasant behaviour that veterinary surgeons and and nurses found themselves on the receiving end of, and the impact that it had on them. It was not, however, able to quantify the prevalence of these types of behaviour other than to the extent that there were 677 reports.
The new survey of over 650 vet nurses and student vet nurses found that not only did 96% agree or strongly agree that bullying and incivility is a serious problem in the profession, but 70% of respondents had personally experienced a mental health concern as a result.

Attendees will have the opportunity to discuss the challenges highlighted in the survey and how they can be addressed. The results will also be published at a session led by Jill McDonald, VN Futures Project Coordinator at BVNA Congress, taking place Saturday 2nd – Monday 4th October.
Lisa Quigley, Mind Matters Initiative Manager, said: “A number of our survey findings are extremely concerning, particularly the high levels of bullying, incivility and discrimination reported by participants. We conducted the survey with the intention of finding out more about what systemic issues across workplace practices were impacting on the profession’s mental health.
"We want to thank everyone who took part and shared their experiences with us. There were some upsetting accounts shared with us about experiences of bullying and discrimination – no one should go through this at any point in their life, let alone at their place of work.
"Decisive action needs to be taken to tackle this and we will be using the findings of the survey to help form our 2022-2027 strategy and decide what resources and training we create for the profession. Supporting the wellbeing of veterinary nurses and student veterinary nurses is one of our key priorities, and will be part of all future MMI activities.”

This takes immense courage, but it is only by calling out this behaviour that it can begin to be addressed. We will be launching Active Bystander training in early 2022, to equip people with the confidence to call out unacceptable behaviour, and the skills to proactively support colleagues who have been targeted.”
Matthew Rendle, Chair of the RCVS Veterinary Nurses Council, added: “As a veterinary nurse some of these results were a difficult read and I would like to thank those student vet nurses and newly qualified vet nurses who came forward with great honesty and bravery with their views and experiences, as it couldn’t have been easy.
“We take these matters very seriously and opening up the conversation is an important first step. I hope that, following these results, we can take look at things such as strengthening reporting mechanisms for bullying and discrimination and encouraging better workplace practices to mitigate against these incidents.
“While it’s easy to focus on the negatives, I do think that these survey results have given us positive steps to build on, not least that people know how to access mental health support so they’re not suffering in silence and the role that our amazing clinical coaches are playing in supporting people with their mental health, and how we can better give them the tools for this support.”
The Vet Futures Action Plan included a series of 24 work-streams to be completed over five years (2016-2020), building on the six core themes of: animal health and welfare; veterinary professionals’ wider roles in society; the health and wellbeing of veterinary professionals; diverse and rewarding veterinary careers; sustainable businesses and user-focused services; and leadership.

VN Futures
The VN Futures project (Action X of Vet Futures) isolated six ambitions to achieve by 2020, with the shorter time-scale reflecting the faster rate of both turnover and training for veterinary nurses.
A number of development groups have been created, focusing on each of these ambitions and creating specific actions to ensure their completion. Of these:
RCVS President, Chris Tufnell said: "When we launched Vet Futures back in 2014, the scope of the project seemed daunting and some were sceptical of our ability to succeed. However, through a robust process of evidence-gathering, analysis, action planning and now taking action itself, we are starting to make an impact on some of those core areas that are so fundamental to the future of our profession, such as animal welfare, technology, veterinary skills and knowledge, and leadership.
"Our Action Plan set out a five-year timeframe and we have made some really excellent progress in year one. This will form the foundation of work yet to come – although it remains important to ensure we scan the horizon for new issues that will have an impact on the profession, navigating our way through challenges as they arise."
BVA President Gudrun Ravetz added: "The excitement was palpable at the Vet Futures Summit last year and it spurred us on to roll up our sleeves immediately to start working on the Action Plan, and so a lot has been achieved already.
"Many of the actions are interlinked and so BVA, RCVS and the VSC are working closely together to oversee their delivery, but we have been particularly pleased at the high level of engagement and enthusiasm from others. The success of Vet Futures will be in the profession coming together to bring about the changes we need for a sustainable future.”

The recommendations were proposed by the Legislation Working Party (LWP), which was set up in 2017 to consider the principles governing any new legislation affecting veterinary regulation and come up with recommendations for what innovations could and should be included in any future replacement for the Veterinary Surgeons Act 1966.
The LWP comprises members of RCVS Council, RCVS staff and representatives from the BVA and the BVNA.
The approved recommendations were grouped into five key headings: embracing the vet-led team; enhancing the veterinary nurse role; assuring practice standards; introducing a modern ‘fitness to practise’ regime; and, modernising RCVS registration processes.

Professor Stephen May, RCVS Council member and Chair of the LWP since its inception in 2017, said: “The scale of the changes that are recommended in this report are very significant indeed and, if implemented via new primary legislation, would really change the face of veterinary regulation, bringing it up to date with that of other healthcare professions, and ironing out many of the oddities and closing many of the gaps in our current regulatory regime.
"Changes to the legislative framework for veterinary regulation have been mooted for some time. While the Veterinary Surgeons Act 1966 has served the profession well for over 50 years, and we have been able to make some changes to it – for example, reducing the size of Council, the separation of the Disciplinary Committee from Council and introducing the concept of delegation to veterinary nurses via Schedule 3 of the Act. However, there are limits to how much we can continue to tinker around the edges, and it has become increasingly clear that new legislation is needed if we are to make progress.
"I have been very grateful to my colleagues on the Legislation Working Party for their hard-work over the past three years. There has been a lot of robust debate on how we can move veterinary regulation forward, but ultimately we have a consensus that there are significant deficiencies, imperfections and blind-spots in the current regime and, in order to ensure that the professions are able to best fulfil their mandate to protect animal health and welfare, and that the RCVS is able to meet its mission to set, uphold and advance veterinary standards, significant changes are needed.
"I am delighted that members of RCVS Council have agreed to put our recommendations to a full consultation and I look forward to seeing how this report and its, sometimes quite radical, recommendations will spark important debate of these big ideas.”
A full public consultation process on the recommendations is expected to take place later this year. After this has taken place, and depending on its outcome, and Council’s final decision on how to proceed, a full set of proposals on legislative reform will be put to the Department for the Environment, Food & Rural Affairs in the hope of seeking support for new legislation.
While RCVS Council approved, in principle, the report as a whole, there was a separate debate on some of the report’s recommendations concerning reform to the RCVS disciplinary regime which do not require changes to primary legislation, but could be made through powers granted to the College via its 2015 Royal Charter. Further details on this will be announced separately.

The RCVS Disciplinary Committee has reprimanded Gloucestershire veterinary surgeon Adele Lewis for failing to pass on information about a horse’s clinical history to a potential buyer during a pre-purchase examination.
Ms Lewis, the sole principal of the Cotswold Equine Clinic in Lechlade, Gloucestershire, carried out the examination of a pony called Luke on 13 February 2014. Luke was owned by Mrs Booth who was a long-established client of Ms Lewis, both at her previous practice, Bourton Vale, and at her current practice. The examination was carried out on behalf of the prospective purchaser, Mrs Grieve.
Upon examination Ms Lewis certified that, in her opinion, Luke’s veterinary history did not increase the risk of purchase.
Following the purchase of Luke, Mrs Grieve attempted to obtain insurance for Luke and found out from a pet insurance company that a claim had been made by Mrs Booth in September 2013. She subsequently found out that, following concerns expressed by Mrs Booth and her trainer about Luke’s movement and their wanting an expert opinion, Ms Lewis had referred him to Dr Kold, a Specialist in Equine Orthopaedics, in September 2013. Dr Kold had diagnosed Luke with lameness and had given him intra-articular medication. Luke had also had a follow-up appointment with Dr Kold about four weeks later in October 2013.
The Disciplinary Committee hearing commenced on Tuesday 13 October 2015. At the outset, Ms Lewis admitted several parts of the charges (charge A and charge B) against her. In regards to charge A, she admitted that she had failed to inform Mrs Grieve that, when she examined Luke on 24 September 2013, his then owner Mrs Booth had complained firstly that Luke was “not tracking up and going forward” and, secondly, that he had improved significantly when put on a Phenylbutazone trial. She also admitted that she had referred him to Dr Kold for a poor performance investigation and that she ought to have informed Mrs Grieve of these matters.
In regards to charge B, she admitted that she completed a Certificate of Veterinary Examination in which she had declared that Luke’s veterinary history did not increase the risk of purchase and allowed the vendor’s declaration to include assertions that there had been no previous lameness and no intra-articular medication given in the last 12 months. Ms Lewis admitted that she ought to have known that her declaration that Luke’s veterinary history did not increase the risk of purchase was incorrect.
However, Ms Lewis denied being aware that Dr Kold had diagnosed lameness, administered an intra-articular corticosteroid to Luke and examined and noted a problem with his breathing, including upper airway disease and possible lower airway disease. Furthermore, she denied dishonesty in regards to both the charges against her and in relation to vendor declarations made on the Certificate of Veterinary Examination regarding previous lameness and intra-articular medication.
During the course of the hearing, Ms Lewis told the Committee that she had not received the reports about the two consultations by Dr Kold (despite their having been sent to her by letter and, with respect to the second report, also by email) and that she was therefore unaware of his findings when she carried out the pre-purchase examination. She also stated that she had not been informed of these by Mrs Booth. During her evidence, Ms Lewis also admitted having entered inaccurate information on a veterinary report to assist with an insurance claim.
The Committee did not find Ms Lewis to be an impressive witness citing the fact that her “explanations as to her practice showed a worrying absence of probity in the completion of veterinary reports for the purposes of insurance claims, and an absence of any effective practice management, consistent with acceptable practice.”
However, the Committee felt it did not have the evidence to conclude that Ms Lewis had acted dishonestly during the pre-purchase examination. It cited the fact that her actions, when informed by the purchaser Mrs Grieve of Dr Kold’s examination, did not appear to be those of someone trying to cover their tracks.
In regards to charge A, the Committee also found that the “apparently chaotic manner in which Ms Lewis ran her practice, and her own opinion that the pony was sound, would appear to have led her to wrongly disregard these matters from disclosure.”
In making its decision on her conduct and sanction, the Committee said that Ms Lewis’ failure to fully communicate to Mrs Grieve all the relevant information about Luke’s veterinary history fell far short of the conduct expected from a veterinary surgeon. It also cited the utmost importance of a complete and accurate certification process, as made clear in the RCVS Code of Professional Conduct and the Twelve Principles of Certification.
Chitra Karve, chairing the Committee and speaking on its behalf, said: “The Committee continues to emphasise the importance of maintaining the integrity of veterinary certification in any aspect of practice. Mrs Grieve told this Committee that if she had been fully informed about Luke’s veterinary history she would not have purchased the pony. It is clear from the evidence that it affected Mrs Grieve’s ability to insure the pony. Ms Lewis has accepted that the information about Luke’s veterinary history, not having been disclosed, was capable of affecting the risk of purchase. The public are entitled to rely upon veterinary surgeons providing complete and accurate information, when certificates and reports are prepared.”
In mitigation, the Committee paid regard to Ms Lewis’ inexperience at running her own practice and found no issue with her competence or clinical ability as a veterinary surgeon. It concluded that she had acted out of character and that there was no financial motivation for her actions. It also found it “highly relevant that the facts admitted and found proved related to a single pre-purchase examination.”
It also noted that Ms Lewis has now put in place a practice management system and has shown insight into her actions, by taking active steps to better comply with her obligations under the Code of Professional Conduct. She had also made early admissions of guilt and made a full apology to both Mrs Grieve and the RCVS both at the outset of the hearing, and in her evidence.
Chitra Karve added: “Having had the opportunity of observing her demeanour at this hearing, the Committee believes that it is unlikely that she will repeat her conduct.... The Committee has concluded that an appropriate and proportionate response in this case is to reprimand Ms Lewis.”

Pam Mosedale, Lead Practice Standards Scheme Assessor, said: “We are very sorry for any inconvenience this may cause, but based on the UK Government’s advice and our duty of care to our team of Assessors, as well as team members and clients at veterinary practices, our only option was to postpone and reschedule all visits in the short-term.
"Although we have cancelled all assessments until the end of April, we will be constantly monitoring the situation over the coming weeks, and it is likely that there may be some further postponement of assessments planned for May and beyond."
The Veterinary Medicines Directorate, which carries out assessment inspections of veterinary premises that are not within the ambit of the Practice Standards Scheme, has also confirmed that it has postponed its forthcoming inspections. Dr Thomason initially denied both heads of charge, but on the third day of the hearing he changed his plea and admitted the charge in its entirety.
The first part of the charge related to the fact that the seller of the horse was a both a client of Dr Thomason’s practice and a personal friend of his, and he therefore had a potential and/or actual conflict of interest.
Dr Thomason did not disclose this professional and personal relationship to the prospective purchaser before the pre-purchase exam.
The prospective purchaser only discovered Dr Thomason’s relationship with the seller when reading the vetting certificate at home, and stated that, in the past, she had had a similar experience in which the horse was then found to be lame. She later found out the extent of the personal relationship, when invited to join the seller on a social media site.
The Committee found that, in this set of circumstances, Dr Thomason should not have undertaken the pre-purchase exam at all, and, at the very least, disclosed his personal and professional relationship with the vendor.
The Committee also found that although Dr Thomason did have a system in place to inform any prospective purchasers if the vendor was a client of his practice, this failed to work on this occasion and neither the practice nor Dr Thomason told the prospective buyer that the seller was a client before booking the pre-purchase exam. Dr Thomason had no similar system in place to disclose any close friendships with sellers.
Dr Thomason did not consider there was a conflict of interest as he felt confident he could carry out the pre-purchase exam impartially. In addition, it was his belief that the seller had been alerted to the conflict through a system in place at his practice, implemented to safeguard against this type of error. He stated that he in no way attempted to hide his relationship with the seller to the prospective purchaser.
It was not alleged that Dr Thomason had acted dishonestly.
Ultimately, the Committee found Dr Thomason not guilty of disgraceful conduct in a professional respect.
Ian Green, chairing the Committee and speaking on its behalf, said: "Whilst the Committee concluded that the respondent’s view of his obligations to disclose both the professional and personal relationships he had with the vendor was mistaken, it did not find any improper motivation on his part. It has already noted that he sought to disclose to the prospective purchaser through his system the fact that the vendor was a professional client of his.
"The Committee has weighed all these matters very carefully. It is for the client to determine whether or not to proceed with a PPE when in possession of all relevant facts in relation to any potential conflict of interest, and not for the veterinary surgeon to decide. The autonomy of the client must be respected. The Committee was firmly of the opinion that a failure to comply with the Code is very serious. However, taking into account the particulars of this case, the Committee does not consider that the actions of the respondent amount to disgraceful conduct in a professional respect."
The College says the online library, which is free to access, aims to encourage people to develop their leadership skills, regardless of what stage of their career they are at.

“It is also assumed that leadership is a condition of status or position, but this is not necessarily the case.
"Leadership is an everyday practice that is applicable to everyone, regardless of their role.
"The Leadership Library provides learning opportunities for anyone looking to develop and reflect on their leadership skills, which will also count towards the annual CPD requirement.”

The RCVS has released the results of a survey which has found that increasing numbers of graduates over the last five years have had little impact on veterinary job prospects.
The survey was carried out for the RCVS by the Institute for Employment Studies, which asked the last five years' UK graduates who have registered with the College how long it took them to find work, how long they stayed in their first jobs, and why they moved on.
The online survey, which achieved a 43% response rate (1,354 responders), found that an average of 94% of graduates seeking a role in clinical practice obtained work within six months of starting to look.
The actual figure ranged from a high of 96% in 2008 to a low of 92% in 2010, and did not change significantly over the five years under consideration, despite UK graduate numbers increasing by around a quarter during the same period (from 650 in 2007, to 819 in 2012). Meanwhile, the College has registered an average of 618 overseas graduates annually during this time.
The survey did show that it was taking graduates slightly longer to secure their posts, with a shift from 85% securing work under three months in 2008, to 71% in 2012.
The results seem to suggest some small differences in the time taken for men and women to find their first jobs, with men finding jobs slightly quicker, although the vast majority of both genders found veterinary work.
Jacqui Molyneux, RCVS President said: "After the announcement from the University of Surrey that it will be opening a new vet school in the near future, there was a great deal of discussion amongst the profession about how easily new graduates could find employment. I undertook to get some real facts and am pleased to find that the picture is not as gloomy as predicted.
However, Jacqui said she was concerned that there has been a slight increase in the proportion of respondents who left their first position after a relatively short period of time. Amongst 2012 graduates, over 40% of those who had left their first position did so within three months of starting work. However it must be stressed that only 18% of those answering the survey who graduated in 2012 had already left their first position. Jacqui said: "Although the turn-over in first jobs seems to be, in part, due to an increase in temporary posts, I am saddened to see that the most commonly-cited reason for graduates leaving their first job was lack of support from their employers or professional colleagues.
"This is an area that we, as a profession, must address. As I have told all the students I have admitted to the College, their first jobs will influence their whole careers, and getting adequate support is probably the single most important factor. Meanwhile, it is heartening to see that nearly all of those moving on have obtained further employment."
Although the survey was sent to all those UK graduates who had registered with the RCVS within the last five years, the contact details for those who had subsequently de-registered may not have been up to date, which may mean that those who had de-registered because they could not find work were not well represented. However, the College says it thinks it is more likely that these individuals would have switched to the 'non-practising' category.

The RCVS is seeking applicants for an Appointment Group which will be responsible for deciding the membership for the governing body of the new RCVS Fellowship.
In June, RCVS Council approved proposals to develop a new style Fellowship to move it away from being an examination-based award to a formal learned society with routes to entry for those veterinary surgeons who can demonstrate meritorious contributions to clinical practice, to the profession or to learning. The Fellowship by thesis route has been discontinued as of 1 August 2015, although all applications received by this route prior to that date are being processed.
The new Fellowship will be governed and administered by a Fellowship Board with an additional Credentials Panel of up to 30 members to review new applications.
The College says it is now in the process of putting together an Appointment Group which will decide the membership of the Fellowship Board and the Credentials Panel. It is currently seeking to appoint a veterinary surgeon in the earlier stage of their career to the Group. The Group will be chaired by former RCVS President Lord Trees with other members being RCVS President Dr Bradley Viner and BVA President Sean Wensley as well as a lay observer. The College says that design thinking is a problem-solving process that anyone can use in all areas of veterinary practice. It is a method by which teams can create solutions to problems or challenges using empathy, creative thinking and experimentation.
The 75-minute session will give an overview of the principles behind design thinking, its various practical stages, and how it can be used to tackle challenges and problems within everyday practice.
Sophie Rogers, RCVS ViVet Manager, said: “While design thinking may sound quite theoretical and conceptual, it is actually a very practical problem-solving process that suits busy veterinary professionals and their teams. For example, the webinar will also be applying design thinking to the current backdrop of the challenges posed by Covid-19 and will be using examples that are relevant to the veterinary world to explore how it can help overcome some of these key challenges.
“The webinar will also be interactive, with delegates being sorted into small groups to carry out tasks that bring ideas to life and demonstrate how it supports innovation and working collaboratively.”
The webinar will be hosted by Gill Stevens, the Founding Director of Level Seven, a consultancy that specialises in merging coaching with design thinking methodology as a way to support innovation and team productivity, and Rick Harris, Founder of Customer Faithful, a research-led consultancy, specialising in customer research, proposition design and employee engagement.

The Committee has been named after the Supplementary Royal Charter 2015 which broadened the functions of the RCVS and allowed for a more flexible approach when dealing with complaints about professional conduct.
The Charter Case Committee can resolve cases where the conduct of a veterinary surgeon or nurse has fallen far below the level of conduct expected of them, but not so far as to warrant a full, public Disciplinary Committee hearing.
The Committee can deal with such cases without the need for a public hearing and can give veterinary surgeons or nurses either a confidential or a public warning about their future conduct.
A warning issued by the Charter Case Committee does not affect the individual’s registration status or their right to practise.
Eleanor Ferguson, RCVS Registrar, said: “The establishment of the Charter Case Committee plays a vitally important role in balancing our statutory role of upholding professional conduct standards and protecting animal health and welfare and public confidence in the professions, with our mission to become a compassionate regulator.
“The Charter Case Committee Protocol allows for the alternative resolution of certain cases where a veterinary surgeon or veterinary nurse has engaged in behaviour that amounts to serious professional misconduct or has been convicted of an offence, but where it is not in the public interest for the matter to be referred to a hearing of the Disciplinary Committee because it is at the lower end of seriousness.
“The type of cases we envisage being dealt with by the Committee are those where the Code has been breached but where there is no ongoing risk to animal welfare or public confidence, and where the level of insight and personal reflection regarding their conduct is such that it can be resolved without the need for an onerous, stressful and expensive Disciplinary Committee hearing.
"We estimate that the CCC will deal with around 20 such cases per year.
“The most serious cases of professional misconduct will, of course, continue to be referred to Disciplinary Committee hearings.”

The model for the forecast was developed by the College with the Institute of Employment Studies using data from the RCVS Registers, the 2019 and 2024 Surveys of the Professions, Office for National Statistics data for projected economic growth and the PDSA’s Animal Wellbeing (PAW) Reports.
However, the model does not take account of the impact of the increasing costs of veterinary care on pet ownership trends, the full effect of which may not yet have been felt.

Lizzie Lockett, RCVS Chief Executive Officer, said: “In 2021, there were clear concerns about there being a workforce crisis within the veterinary professions, and while that certainly seemed to be the case, and is likely to continue to be so in the short-term, according to this model the future picture for the professions looks much better in most areas of veterinary practice.
“However, government service/public health looks to be an area where there is still a significant shortfall in supply, which is concerning considering the importance of government vets in food safety, disease prevention and international trade and we are willing to continue to work with government to find ways to remedy this shortfall.
“We are aware that there may be some concerns about the implications of the model, particularly concerning the potential oversupply of veterinary nurses.
"While we stand by the robustness of the data, demography is not destiny, and with the planned enhancement of the veterinary nurse role, and the likelihood of suppressed demand due to prior shortages, it is likely that the number of veterinary nursing roles will expand to encompass the number of veterinary nurses available to work in it.
“Finally, we are aware that there are also some limitations to the model in its current form, for example, in terms of regional data.
"This is a work in progress, and we will continue to update and improve the model as and when new data allows.”

Meantime, the school was given a “conditional accreditation” for its degree, as it had met only 27 of the 77 RCVS accreditation standards.
The visitation was conducted by an accreditation panel comprising representatives from veterinary academia and clinical practice, as well as student and international representatives.
As part of the accreditation process, the panel considered documents and records, discussions and interviews with students and faculty members, a tour of the teaching facilities, and meetings with other stakeholders.
Based on the evidence, the panel agreed 55 recommendations for improvement which were then discussed, alongside the formal response from the Department, by the RCVS Primary Qualifications Subcommittee (PQSC), the body responsible for considering accreditation reports and making recommendations to Education Committee.
By contrast, the accreditation visit to the University of Bristol this year generated just one recommendation, likewise the visit to the University of Surrey last year.
Due to the unusually high number of recommendations and concerns about the delivery of the Cambridge degree, PQSC recommended that the programme receive conditional accreditation for 10 months, which was then agreed by Education Committee.
An RCVS spokesperson said: “Following careful review of the evidence, during the Committee’s detailed discussions, it was unanimously agreed that the number of standards not currently being met, which extended across all domains, meant that the Committee made the difficult decision to grant conditional accreditation.
“In reaching a decision and timeframe, given the problems identified, and the impact these will have on student learning and experience, Education Committee members firmly agreed on the need to help the vet school support both existing students on, and future applicants to, the Cambridge veterinary programme.”
“At the next visitation in September 2025, a panel will consider the evidence submitted and then a decision will be made on the future status of the degree.”
"In the meantime, we recognise that both students and staff might have concerns about this outcome, so we remain able and very willing to work closely with the Department in the coming weeks to ensure it has appropriate support plans in place.”

Designed with the RCVS Standards and Advice team, the ‘Client confidentiality’ course explains the steps veterinary teams need to take when deciding whether or not to make a disclosure, and how to remain compliant with their professional obligations under the Code of Professional Conduct.
Senior Standards and Advice Officer, Victoria Price said: “Deciding to breach confidentiality is often a difficult decision with no right or wrong answer.
"The course should help learners to feel confident about what to consider in order to make justified and well-supported decisions.”

The University of Edinburgh and the Royal Veterinary College (RVC) have announced a new initiative to help vet students prepare for their Extra Mural Studies (EMS) placements.
Freda Andrews, RCVS Head of Education said: "This is a free online learning tool which will look familiar to any veterinary student who has recently taken the driving theory test. Any veterinary student can use it as part of their preparation for EMS."
The project was drawn up by Dr Catriona Bell at the University of Edinburgh, and Dr Sarah Baillie at the RVC, two lecturers with experience of practice life who want to make sure that student placements work well for all concerned. The aim is that by helping veterinary students understand what will be expected of them, students can be better prepared and get the most out of their placements.
Sarah Baillie said: "We found that students aren't always aware that doing some simple practical things can make a huge difference to how well their placement goes. There are some common pitfalls, such as not taking a lunch with them so the vet has to find a shop whilst out on call, which can catch out the unwary."
Catriona Bell said that the importance of body language was a consistent theme in the research they undertook for the project: "Students want to do well, however placements are a new environment and can be tiring. Vets are not paid to provide EMS, and say they take on students as they want to support the next generation of vets. Students need to make sure they convey their interest and enthusiasm to all members of the practice team through their body language - they don't always realise, for example, what an impact slouching and looking down at the floor can have."
Other tips for students that came out of the research include making sure that you prepare thoroughly before you go, and offering to help out the veterinary nurses.
Sarah said: "We put in what real students told us they'd wished they'd known. The practising vets who support students also gave us valuable information; for example, by explaining what they expect with regards to confidentiality and professionalism, a working vet's skills."

Kate’s election means that, come July and subject to ratification by RCVS Council, the offices of RCVS President, Senior-Vice President and Junior Vice-President will all be held by women for the first time in the College’s 177-year history.
A graduate of Edinburgh’s Royal (Dick) School of Veterinary Studies, Kate was a farm vet for 15 years, a partner in a 15 vet practice in Aberdeen. She then moved to the pharmaceutical industry as a veterinary advisor before joining the Department for Environment, Food & Rural Affairs (Defra). From there, she moved into non-veterinary Senior Civil Service (SCS) roles in several Whitehall departments including the Cabinet Office and the Ministry of Justice. As a senior civil servant she was Principal Private Secretary to three Secretaries of State for Scotland, handling a diverse policy portfolio and working across Whitehall, including No.10 Downing Street and the Devolved Administrations.
First elected to RCVS Council in 2015 for a four year term and again in 2020, Kate has previously served as Chair of the RCVS Standards Committee and RCVS representative on the UK co-ordination group for the Federation of Vets of Europe (FVE). Currently Vice Chair of the Education Committee, member of the Registration Committee and the Environment & Sustainability Working Party, Kate is an appointed veterinary member of Veterinary Nurses’ Council.
Kate is a qualified Official Veterinarian (OV), a Non-Executive Director on the Moredun Foundation and Scottish Agriculture College (SAC) Commercial Boards, a veterinary advisor on a Scotland’s Rural College (SRUC) mental health project and on the Council of the Association of Government Veterinarians. She’s a member of the British Veterinary Association (BVA) and the Veterinary Public Health Association. A Council member of the British Cattle Veterinary Association (2004-10), Kate served as a Trustee of the BVA Animal Welfare Foundation (2014-17).
Current RCVS President Dr Mandisa Greene will become Senior Vice-President, and joining Kate and Mandisa on the Officer team will be Dr Melissa Donald, who last month was elected Junior Vice-President for 2021-22. Current Senior Vice-President Dr Niall Connell was recently elected RCVS Treasurer.
The vacancy in the RCVS Officer team arose following Professor David Argyle’s decision to resign from Council in March, meaning that Council needed to hold two votes in quick succession: one at its scheduled meeting in March for the 2021-22 JVP position; and one today for the current JVP vacancy.
Kate said: “I am delighted to be elected JVP. It’s been an exceptionally challenging year for those in all walks of veterinary life, including students aspiring to join our profession. It will be an honour to lead the RCVS as its tenth female president, working with veterinary colleagues as well as reaching out to allied professionals acknowledging that there will be challenges to navigate as well as triumphs to celebrate.”
The RCVS has announced that its new Royal Charter, which recognises veterinary nursing as a profession, is due to come into effect early next year once it has been signed by Her Majesty the Queen and received the Great Seal of the Realm.
The Charter, which was approved at a meeting of the Privy Council on 5 November, sets out and clarifies the objects of the RCVS and modernises its regulatory functions.
The Charter will also confirm the role of the College as the regulator of veterinary nurses and give registered veterinary nurses the formal status of associates of the College.
In addition, the Charter will also underpin other activities of the College such as the Practice Standards Scheme.
One of the key changes is that those qualified veterinary nurses who are currently on the List will automatically become registered veterinary nurses. This means that they will be required to abide by the Code of Professional Conduct for Veterinary Nurses, will be held accountable for their actions through the RCVS disciplinary process and will be expected to keep their skills and knowledge up-to-date by undertaking at least 45 hours of continuing professional development (CPD) over a three-year period.
In addition, the Charter will give formal recognition for VN Council to set the standards for professional conduct and education for veterinary nurses.
Kathy Kissick RVN, the current chair of VN Council, said: “A Charter which recognises veterinary nursing as a fully regulated profession is something that many veterinary nurses, as well as the British Veterinary Nursing Association, have been wanting for some time so I commend this development.
“This can only be a good thing for the profession, the industry as a whole and animal welfare because it makes sure that registered veterinary nurses are fully accountable for their professional conduct and are committed to lifelong learning and developing their knowledge and skills.
“Furthermore, the new Royal Charter is a significant step towards attaining formal, statutory protection of title, which would make it an offence for anyone who is not suitably qualified and registered to call themselves a veterinary nurse.”
From next autumn those former listed veterinary nurses who have become registered veterinary nurses will be expected to confirm that they are undertaking CPD and will also need to disclose any criminal convictions, cautions or adverse findings when they renew their registration.

Although the date for signing and sealing the Charter has not yet been confirmed, once it comes into effect the College will be contacting all listed veterinary nurses by letter to outline the changes as well as putting an announcement on www.rcvs.org.uk.
Miss Padron Vega faced four charges. The first and second alleged that in February 2016, for the purposes of an application to the Food Standards Agency for a Certificate of Competence under the Welfare of Animals at the Time of Killing Regulations 2015, she backdated two separate veterinary witness certificates to 7 December 2015. The third charge alleged that her acts of backdating were misleading, dishonest and in breach of the RCVS Principles of Certification.
The fourth charge against Miss Padron Vega was that, between September 2015 and February 2016, she failed to fulfil her duties as an Official Veterinarian in respect of: failing to prepare herself for the implementation of the Welfare of Animals at the Time of Killing Regulations 2015; failing to have regard to the information provided to her by her employers about the regulations and their implementation; failing to take any steps to ensure that the two individuals for whom she had given veterinary certification were licensed to perform slaughter in accordance with the regulations; and failing to identify that two individuals were not licensed to slaughter in accordance with the regulations.
The Committee heard that the Welfare at the Time of Killing Regulations were introduced on 5 November 2015 which placed the responsibility on slaughtering operations not to permit animal welfare abuses and required certification by a veterinary witness regarding compliance.
The new regulations required existing slaughter licence holders to apply for a Certificate of Competence before midnight on 8 December 2015 or they would not be permitted to continue operating even with experienced operatives.
During the hearing, Ms Padron Vega admitted charges 1 and 2, admitted that she had been in breach of the Principles of Certification and admitted the fourth charge against her.
However, she denied she had backdated the certificates in a misleading or dishonest way, maintaining that she had done so by mistake.
In considering the facts of the case, however, the Committee rejected this argument and, taking into account that she had been responsible for veterinary certifications in the UK since 2001, found that her conduct was knowingly misleading and dishonest.
The Committee then went on to consider whether the charges she admitted and the charges found against her constituted serious professional misconduct, both individually and cumulatively.
The Committee found that all the charges amounted to serious professional misconduct.
In relation to charge 4 in particular Stuart Drummond, chairing the Committee and speaking on its behalf, said: "The Committee has found that the respondent failed to read even those emails which her employer sent to her which were marked ‘urgent’ or ‘OV importance high’. She must have known that her employers were directing attention to some new statutory scheme for she was provided with PowerPoint slides in that regard which she could read at any time of her convenience. The Committee has been driven to the conclusion that the respondent did not even bother to read those slides for, had she done so, she would have known that she needed to apprise herself of the requirements of the impending new statutory scheme.
"The respondent’s failings in this regard are little short of extraordinary, especially given her obligations as Lead OV for FAI Farms. The total abdication of her responsibility to understand the requirements of the Regulations governing the slaughterhouse operations constitutes, in the judgement of this Committee disgraceful conduct in a professional respect."
The Committee then went on to consider the aggravating and mitigating factors in the case. In terms of aggravating features the Committee noted a lack of insight into the gravity of her conduct, that her conduct undermined in the most serious way public confidence in veterinary certification, and that there were animal welfare implications on her conduct as a number of chickens had to be removed from the slaughterhouse and alternative arrangements made because an auditor from the Food Standards Agency found that it was not compliant.
In mitigation the Committee considered that, despite the potential risk of harm, there was no actual harm occasioned to animals, that Miss Padron Vega has had a long and otherwise unblemished career and no previous issues with the RCVS and that she had admitted some of the charges against her.
Stuart Drummond added: "Ultimately, the Committee was driven to the conclusion that the public’s desire to see the implementation of the highest certification standards in relation to activities which impact on animal welfare and public health, and which did not occur on 3 February 2016, must outweigh this particular veterinary surgeon’s desire and need to continue in practice. This is not a conclusion which the Committee has arrived at lightly. On the contrary, it has reached this decision because it has been driven to the conclusion that it would be failing in its public duty to protect the wider public interest in the maintenance of standards of honesty and right conduct in a member of the profession.
"It is, therefore, the conclusion and decision of this Committee that the only proper sanction that can be imposed in this case is that the respondent’s name should be removed from the Register and it directs the Registrar accordingly."
Miss Padron Vega has 28 days from being informed of the Committee’s decision to lodge an appeal with the Privy Council.
The RCVS has written to the MPs drawn in today's private members' Bill ballot to call upon them to introduce legislation to protect the title 'veterinary nurse' and introduce an effective regulatory system that would ensure that those veterinary nurses found guilty of serious professional misconduct are prevented from carrying out medical treatment to or surgery on animals.
Currently the title 'veterinary nurse' is not protected, so anyone can legally refer to themselves as a veterinary nurse, regardless of their level of training.
Furthermore, veterinary nurses (VNs) are not subject to statutory regulation; the RCVS uses powers under its Royal Charter to award certificates to VNs who have undergone approved training. Qualified VNs (whose names appear in a List of certificate-holders published by the RCVS) are allowed to give medical treatment to, or carry out minor surgery on, animals under the Veterinary Surgeons Act 1966 (VSA).
In 2007, the RCVS introduced a non-statutory Register of Veterinary Nurses. Registered veterinary nurses (RVNs) commit to follow a code of professional conduct, keep their skills and knowledge up to date and submit to a disciplinary system.
RVNs found guilty of serious professional misconduct can be suspended or removed from the Register at the direction of the RVN Disciplinary Committee (DC), but the RCVS has no power to remove them from the List. This means they can still legally give medical treatment or carry out minor surgery and perform other nursing duties specified under VSA (although they will then be formally listed as 'DC removal - Listed').
The RCVS has been working for some time to develop a framework for the regulation of veterinary nurses and has sent the ballot MPs a pre-prepared Bill, drafted by leading Counsel.
The statutory regulation of VNs is widely supported by the veterinary nursing profession and the public. This is evidenced by a 2012 HM Government e-petition, calling for the statutory regulation of veterinary nurses, which received over 2,500 signatures. Furthermore, the regulation of veterinary nurses by statute is supported by the British Veterinary Nursing Association and the British Veterinary Association, the representative bodies for veterinary nurses and surgeons in the UK.
RCVS Chief Executive Nick Stace said:"I urge MPs selected in today's Ballot to take forward legislation for the statutory regulation of veterinary nurses and the protection of the title veterinary nurse. The nation's animals and owners deserve better than the current situation.
"There is widespread support amongst the public and profession for such legislation, so the RCVS has had a Bill drafted by leading Counsel and is prepared to offer significant support to any MP willing to pick up this worthy cause."
Nockolds Solicitors was approved as the new administrator of the ADR trial by RCVS Council at its June 2016 meeting at Cardiff City Hall. The company was identified and approved by the RCVS Operational Board as meeting its requirements, a decision which the RCVS says has been welcomed by the Veterinary Defence Society and the British Veterinary Association, as well as receiving lay and consumer support.
The current trial, which was launched in November 2014 and is administered by Ombudsman Services, will come to a close by 1 October, when the new trial with Nockolds will start.
Nick Stace, RCVS Chief Executive and Secretary, said: "In order to be able to make an informed choice about how we wish to design and implement a permanent ADR scheme we wanted to ensure that we have as many different options and as much data as possible. It is very important that we get the permanent scheme right and this is why Operational Board made the decision to have a second trial. It was also clear that satisfaction levels from consumers for the previous trial were lower than we would have liked and that we therefore need to explore other options.
"It is important to note that this will not just be a re-run of the first trial with a different administrator – there will be some significant differences between this and our first trial with Ombudsman Services.
"First, this will be a truly alternative process as consumers will be able to access the trial directly rather than having to go through the College’s concerns process first.
"Second, this will be a process of mediation meaning that expert advisors from Nockolds will facilitate communication between the complainant and the veterinary surgeon to try and find a satisfactory solution to the concern."
The trial will be promoted to both the public and the profession as an alternative to the College’s formal concerns investigation process and participation in the trial will be voluntary. There will also still be a panel of veterinary advisors overseeing the trial and helping staff at Nockolds with any clinical queries they may have.
Jennie Jones is a Partner at Nockolds and will head up the trial. She said: "We are committed to providing a service that mediates complaints to find a fair, efficient and proportionate resolution. We are looking forward to working with everyone involved in veterinary profession to develop an effective mediation service that can be accessed by both the public and members of the profession.
"The service will focus on finding effective and practical resolutions. Understanding the root cause of the complaint and re-establishing effective communication are the crucial first steps in mediation and helping the parties to find a solution they can both accept. Over the coming months, we will be working with the RCVS, representative bodies for the profession and consumers to launch the service.
"In addition to mediating complaints, we will share insight in mediation and complaint resolution to inform practitioners and stakeholders and to enhance standards at veterinary practices. This enables complaint analysis to be used to help improve client care, avoid complaints and maintain trust and confidence in the profession."
A bespoke website for the trial will be set up in time for the launch on 1 October 2016.
The increase, which was approved by the Privy Council on Thursday 2 March, will mean that the standard annual renewal fee for UK-practising veterinary surgeons (which must be paid on or before 1 April 2023) will increase by £15 to £379.

Lizzie Lockett, RCVS CEO, said: “We are proud that all throughout the pandemic period, when we know that many were struggling, we managed to keep our fees at the same level in the 2020/21, 2021/22, and 2022/23 fee years.
“The increase that we proposed to the Privy Council is very modest, particularly in comparison to the overall levels of inflation that the British economy has experienced over the past year, which has had an impact on our costs.
“While we appreciate that any rise in fee levels will not be welcomed by everyone, we can assure all members of the professions that we are continuing to use our income prudently and with oversight from our Audit & Risk and Finance & Resources Committees.”
As the increase has been confirmed by the Privy Council, annual renewal fee notifications will be sent to all veterinary surgeons in early March.
