From October 2020 it will be mandatory for all owners to microchip their horses, ponies and donkeys, or face a fine of up to £200. The new Central Equine Database will then allow local authorities and police to track down the owners of dumped horses and make sure they are punished. It will also mean lost or stolen horses will be reunited with their owners more easily.
Lord Gardiner, Animal Welfare Minister, said: "The government shares the British public’s high regard for animal welfare and it is completely unacceptable that hundreds of horses and ponies are left abandoned every year by irresponsible owners.
"That is why we have today laid new regulations in Parliament requiring horses to be microchipped. This will bolster the ability of local authorities and police to identify abandoned animals, ensuring these beautiful creatures receive the care they deserve and that those who mistreat them will face the consequences."
The BVA has welcomed the move as an important step forward for horse welfare and the integrity of the UK food chain.
British Veterinary Association Senior Vice President Gudrun Ravetz said: "We welcome this announcement to extend compulsory microchipping and believe that the measures represent an important step forward for horse welfare and the integrity of the UK food chain. The one-off cost of microchipping a horse is minimal while the animal welfare benefits in terms of being able to identify lost, stolen, abandoned or fly grazing horses, and identify horses in the face of disease outbreak, as well as the benefits to the integrity of food chain safety, are enormous.
"Universal microchipping of domesticated horses ensures that the legislation has value, the cost of implementing the new Central Equine Database (CED) is not wasted, and that food safety is protected. Together these measures will protect horses, ponies and donkeys from irresponsible owners, help loving owners to be reunited with their animals and keep the food chain free from potentially contaminated horse meat."
The regulations for the database were laid in Parliament today and, subject to parliamentary approval, will come into force on 1 October 2018.
The MSD Animal Health Vet Surgeon Research Bursary offers awards of up to £4,000 each. Each project has to be completed within one to two years and the veterinary surgeon proposals are judged by university academics to ensure independent assessment.

2018 is the second year MSD Animal Health has extended its Veterinary Surgeon Research Bursary to include companion animals. The 2017 award went to Dr Sarah Caddy for her research into cat bite abscesses.

The initiative is part of the company’s Keeping Britain’s Horses Healthy (KBHH), and provides a way that practices can work with their Equine Account Manager to help horse owners bring their vaccination status up-to-date for equine influenza and tetanus.
Peter Young, Equine Business Manager said: "We’re aware how easy it is for owners to get behind on their horses’ vaccinations but with over half of the UK horse population not protected against equine ‘flu, vets need all the help they can get to improve vaccination rates in their area. We should be aiming for at least 70% ‘flu vaccination rates to ensure our horses benefit from herd immunity so we’re offering vets some practical support to help them improve the situation."
The KBHH vaccination amnesty will be offering a reduced cost option for horses needing to restart a primary course, encouraging horse owners to add their horse to the population already protected.
Horses will need to be over 12 months of age and be unvaccinated or have lapsed from their normal booster vaccination for more than three months.
MSD is also providing a range of online and printed material for vets to help promote the amnesty and ensure their clients take action, including materials that practices can post on Facebook to raise awareness of the symptoms of equine ‘flu and the importance of vaccination.

This, says Spillers, suggests that older horses, whether or not they have been diagnosed with insulin dysregulation, need an appropriate diet and management plan to help minimise the risks associated with insulin dysregulation such as laminitis.
The two studies1,2, which were conducted in collaboration with Michigan State University, aimed to find out more about the relationship between insulin dysregulation, dietary adaptation, and ageing to help guide more appropriate feeding regimens for senior horses.
Both studies investigated tissue insulin resistance and the insulin response in healthy adults compared to healthy senior horses adapted to diets with varying levels and sources of hydrolysable and structural carbohydrate (starch, sugar, and fibre).
Results from both studies showed insulin responses tend to increase with age in healthy horses, regardless of the diet they had been fed prior to evaluation. The insulin response, for example, was highest in the senior horses fed a starch rich meal even when they had been adapted to such a diet.
Clare Barfoot, RNutr, the research and development manager at Spillers said: "These studies confirm that even healthy older horses can have an increased insulin response compared to younger animals.
"This suggests that the energy sources used in the diet of senior horses and their effect on insulin dynamics need to be carefully considered.
"Practically, this means restricting the overall amount of starch and sugar in the diet especially for those horses that already have additional risk factors such as obesity, native breeding or PPID."

The epidemic of respiratory disease in early 2010 was characterised by coughing and nasal discharge.
The disease spread through the population of 77,000 Icelandic horses within weeks, leading to a self-imposed ban on their export and significant economic cost to the country.
Initially, due to the speed at which the disease had spread, a viral cause was suspected. However, investigations by researchers at the University of Iceland showed that only Streptococcus zooepidemicus was consistently recovered from coughing horses and rare fatal cases of infection. However, this bacterium is also often found in healthy horses.
The AHT and the Wellcome Trust Sanger Institute were brought in to investigate. Dr Simon Harris from the Wellcome Trust Sanger Institute said: "To identify the culprit, we sequenced the DNA from 257 samples of bacteria from diseased animals and people. This showed that one specific strain of S. zooepidemicus, called ST209, was the likely culprit, and we also found this strain in a human case of blood poisoning. This study highlights, for the first time, how DNA sequencing can be used to identify endemic strains of bacteria and distinguish them from the cause of an epidemic infection."
Iceland is free of all major equine infectious diseases thanks to the ban on the importation of horses into the country in 1882. Consequently, Icelandic horses are particularly susceptible to any new bacteria or virus that crosses the border, and so strict biosecurity regulations are in place to help protect them.
Dr. Sigríður Björnsdóttir of the MAST Icelandic Food and Veterinary Authority, used information from owners and veterinary surgeons to build an epidemiological network. This enabled her to identify an equine rehabilitation centre where horses exercised in a water treadmill. The water treadmill is thought to have provided the perfect conditions for transmitting the disease as water was splashed up and ingested. Horses would complete their rehabilitation and return home, whilst incubating the disease, taking the infection with them.
The ST209 strain of S. zooepidemicus found in Iceland has also been recovered from a coughing horse in Sweden and an abdominal abscess in a Finnish horse trainer.
Dr Andrew Waller, Head of Bacteriology at the AHT, said: "There are a couple of theories as to how the strain entered Iceland. These bacteria are able to survive outside a horse for a week or so, which means the import of contaminated equipment or clothing is the most likely route by which ST209 entered Iceland. However, this particular strain could have even infected a human who travelled to Iceland, before spreading the strain back to a horse and triggering the epidemic.
"We are delighted to have helped uncover the likely identity of the cause of this epidemic. Our investigation highlights the ability of S. zooepidemicus strains to cause disease in animals and people. We found evidence that even endemic strains of S. zooepidemicus were likely causing cases of respiratory disease in Icelandic horses, illustrating that this group of bacteria causes more clinical problems in horses than was previously thought. We hope that raising awareness of the cause of this epidemic, and the likely involvement of a water treadmill as a key factor in disease transmission, will encourage veterinarians around the world to improve disease control precautions preventing future epidemics."
Research amongst veterinary surgeons by Janssen Animal Health, maker of Cavalesse oral and Cavalesse topical, has revealed that owners could be doing more harm than good when it comes to managing sweet itch in their horses.
92% of vets questioned are aware that people follow old wives' tales by administering lotions and potions such as garlic and olive oil to ward off flies during the summer sweet itch season, when garlic actually has the opposite effect of attracting them.
According to Janssen, it is thought that only a quarter of horse owners are aware that it is important to carry out preventative measures before the start of the midge season to help alleviate sweet itch. 14% of people are thought to go to their vet for advice on sweet itch, while 30% seek help from their country store or tack shop, 27% search for information on websites and 26% ask other horse owners for guidance. This is despite the fact that 92% of those questioned believe that sweet itch would clear up quicker if people sought advice from their veterinary surgeon.
Nicki Glen, marketing manager at Janssen Animal Health said: "Sweet itch can be an incredibly difficult and frustrating condition to manage, however horse owners do not tend to seek advice from their vets. It is therefore important to educate horse owners while you are on yard visits with pro-active advice on the condition for the long-term health and welfare of horses."
Cavalesse is a natural food supplement containing a specialised formulation of water-soluble vitamins and minerals, including nicotinamide. Once a month the contents of each sachet are dissolved in water to form an oral solution, which can be administered daily via a special pipette, either by sprinkling over a small handful of feed or adding to a treat such as a sugar lump. Janssen says the supplement helps horses maintain a healthy skin and promotes normal immune function in horses prone to summer allergies.
Cavalesse Topical is a skincare gel that can be used in combination with the Cavalesse solution. The gel can be applied to the skin to help support natural immunity from the outside, whilst the oral solution works in partnership from the inside.

The responsible use of antibiotics termed critically important is an important strand in the UK policy to fight antibiotic resistance development.
However, NOAH says there is much confusion about which antibiotics should be considered within this group, with different organisations referring to different classes.
Donal Murphy, Head of Technical and Regulatory Affairs at NOAH said: "NOAH believes the classification and use of antibiotics in veterinary medicine should be driven and guided by the regulators, who are independent and make science based decisions and recommendations.
"Of course, all classes of antibiotics, whether critically important or not, should be used responsibly and guided by the principle outlined by the Responsible Use of Medicines in Agriculture Alliance (RUMA) who state they should be used 'as little as possible but as much as necessary'. The use of these important products in this manner can ensure that the availability and efficacy of antibiotics can be maintained to ensure animal health and welfare in the future."

Dechra Veterinary Products has launched Osphos, an intramuscular clodronic acid injection for the control of clinical signs associated with the bone resorptive processes of navicular syndrome in horses, the only such licensed product in the UK.
Dechra says it expects Osphos to change the way chronic lameness caused by navicular syndrome is tackled by equine vets.
According to the company, clinical trials of Osphos showed 74.7% of horses experienced improvement by at least one lameness grade at 56 days post treatment.
Dechra brand manager Emma Jennings said: "Osphos intramuscular injection contains the bisphosphonate clodronic acid which inhibits resorption in the navicular bone by binding to hydroxyapatite crystals and by direct cellular effects on osteoclasts.
"We are delighted with the results of the trials, which proved that Osphos is effective at 6 months post-treatment. We're looking forward to being able to support equine vets, vet nurses and practices by providing an intramuscular Clodronic acid injection for horses."
Dechra also says studies showed that mild transient colic was seen following just 1.6 per cent of treatments.
Osphos 60 mg/ml solution for injection for horses is available from September 2014.
As part of the programme, BEVA is giving the coaches workshops, discussion forums and online toolkits to develop their mentoring skills. Having been trained by a specialist mentoring professional, the coaches are then paired with recent graduates to give them guidance and support during the foundation years of their careers.
The project, called 'Leg Up', has been driven by BEVA President Renate Weller, and is being trialled over the next 12 months before being rolled out more widely.
Renate said: "All professionals, but especially new graduates need support in navigating their journey through their chosen career.
"With the veterinary industry’s rapidly changing landscape and rising concern around wellbeing, consistent support and guidance have never been more relevant."

The British Equine Veterinary Association has published the results of a survey it commissioned which found that horse vets in the UK are probably at greater risk of injury than any other civilian profession, including the prison service.
For the study, which was conducted by the Institute of Health and Wellbeing and the School of Veterinary Medicine at the University of Glasgow, 620 equine vets completed a work-related injuries questionnaire. The results of the study indicated that an equine vet could expect to sustain between seven and eight work-related injuries that impeded them from practicing, during a 30-year working life.
If the 620 respondents were representative of the rest of the profession, the injuries they reported would equate to 26,452 per 100,000 equine vets in employment per year. That compares with 10,760 for people working in the prison service, 8,700 for policemen below the rank of sergeant, 6,980 for welders, metal formers and related trades, and 4,760 for construction workers.
Participants were asked to describe their worst-ever injury. Most were described as bruising, fracture and laceration, with the most common site of injury being the leg (29%), followed by the head (23%). The main cause of injury was a kick with a hind limb (49%), followed by strike with a fore limb (11%), followed by crush injury (5%). Nearly a quarter of these reported injuries required hospital admission and notably, 7% resulted in loss of consciousness. The most common reason for the examination during which the injury occurred was foot lameness, followed by dental and female reproductive.
BEVA Past-President Keith Chandler said: “We were shocked to discover the extent of the injuries sustained. Of greatest concern is the number of vets who suffered head injuries and unconsciousness. These injuries appeared to be more common when certain procedures were being performed, such as endoscopy of the upper respiratory tract, when vets are often only partly sighted while using examination equipment, or during wound management and bandage-changes, where vets are often crouched-down for long periods, next to the patient.”
38% of the ‘worst’ injuries occurred when the vet was working with a ‘pleasure’ horse and most frequently (48% of all responses) the horse handler was the owner or the client at the time of the injury. Whilst the number of laypersons or handlers injured at the same time was low, Tim Parkin, vet and lead researcher, pointed out: “This work should act as a wake up call to all involved in the training, employment and engagement of equine vets. The risks associated with handling and working with horses should be the primary consideration for equine vets and horses owners alike, every time a horse is examined or treated. In addition, the experience of the horse handler should be considered when undertaking riskier procedures.”
David Mountford, Chief Executive of BEVA said: “The results are very concerning and justify a careful prospective scientific quantification of the risks. In the short term, knowledge of these risks allows us to better inform all vets who work with horses. In turn vets will be able to inform horse owners, horse-keepers and trainers of the risks, and this may provide justification for having trained assistance on-hand or the more extensive use of sedative drugs in practice, potentially reducing the risk of injury.
"The British Equine Veterinary Association will now look to work with the Health and Safety Executive, Veterinary Schools, large employers of vets in the UK and our members to help develop policies to mitigate the risk of serious injury for vets working with horses.”

Katie, who works at Milbourn Equine, is now preparing with her horse Templar Justice, or TJ for short, to take part in what is widely acknowledged to be one of the world's most difficult equestrian events.
Last year, she competed at the Burghley Horse Trials and was voted "Amateur Rider of the Year" by Horse and Hound magazine.
Katie says she is determined to build on that success with a strong showing at Badminton: "The Burghley Horse Trials were amazing last year. I was so excited to be there and it went so well. To now be competing at Badminton will be an awesome experience.
"It’s one of only six 'five-star' equestrian events in the world and to compete there really is my dream come true."

The charity says that it had already been suffering a period of 'dire financial constraints' and the economic effects of coronavirus are now having a direct effect on funding.
The charity's Trustees and Executive Committee is still trying to find emergency funding to try and save the organisation, failing which it will close on the 31st March.
The Investigating Committee and the Disciplinary Committee are responsible for conducting desk-top investigations and disciplinary hearings in response to complaints, disclosures and notifications that may amount to serious professional misconduct by Registered Farriers.
As the Royal College of Veterinary Surgeons did in 2015, the FRC is splitting off its disciplinary functions from that of its Council, meaning it now needs to recruit new members to perform the role.

As we all know, antibiotic resistance is increasing throughout human and veterinary medicine, and there are few new antibiotics being produced. As BEVA says, it’s therefore imperative for vets to protect the usage of antimicrobials to maintain their effectiveness for the future.
To that end, the purpose of the survey is to help fill in gaps in knowledge about how antimicrobials are being used and also the current landscape of resistant infections encountered in equine practice.
The survey has been designed by Amie Wilson and Dr Gina Pinchbeck at the University of Liverpool and Tim Mair the incoming President of BEVA.
Tim said: "This survey will assess any changes in prescribing of antimicrobials in equine practice since the last survey in 2009. In addition, we will collect data on the current frequency and types of antimicrobial resistant infections seen by clinicians in all areas of equine practice and what infection control and audit practices are currently using to combat this."
The survey results should lead to a greater understanding of the role of antimicrobial treatment in the overall epidemiology of antimicrobial resistance in horses and will help protect antibiotics for the future of equine and human health.

Armed with the new microscope, New Forest Equine Vets (NFEV) has started offering a mobile equine veterinary service, including expert worming advice.
The microscope captures images with a resolution of 1 micron, with a live magnification of x200 and x400 or more, which means that the practice can carry out an accurate egg count in the yard, rather than sending faecal samples off to the lab.
This, they say, allows for a more a more accurate result, because posting faeces can lead to the sample desiccating and the eggs hatching, leading to false negative results. It also allows the veterinary surgeon to give immediate advice and treatment.
Dr. Beth Robinson BVSc Cert AVP(EP) MRCVS, co-owner of NFEV, says "One of the main aims of performing worm egg counts is to identify horses shedding low numbers of eggs so that we can maintain a low number of parasites on the pasture that have not been exposed to wormers and therefore have not been placed under selection pressure for resistance. In horses shedding high numbers of eggs, worm egg count reduction tests are a useful way of assessing whether treatment has been effective."
Andrew Monk, co-founder of ioLight, said: "The product is incredibly simple to use. By using a tablet both the owner and vet can view the image and discuss treatment. We hope that more horse owners in the New Forest will use the services from NFEV to protect their animals, and that it will encourage other equine practices to purchase a microscope so they can also offer a similar high quality service. The allied professionals that the BVA says should be led by veterinary surgeons include: Registered Veterinary Nurses (RVNs), Official Auxiliaries/ Meat Hygiene Inspectors, embryo transfer technicians, equine dental technicians, foot trimmers, farriers, hydrotherapists, animal behaviourists and veterinary physiotherapists.
To clarify where the responsibility for a patient sits and how it is shared between veterinary surgeons and allied professionals, the new policy statement also calls for:
The regulation of allied professionals to include mandatory veterinary diagnosis and oversight and appropriate access to veterinary records as pre-requisites before treatment;
Clarity on the delegation of duties for RVNs under Schedule 3 of the Veterinary Surgeons Act and protection of the ‘veterinary nurse’ title in legislation;
Consultation with the veterinary profession on any regulatory changes that may arise as a result of technological or other innovation.
British Veterinary Association President Simon Doherty (pictured right) said: "Against an evolving landscape, it’s essential that the veterinary profession keeps pace with change and addresses the challenges and opportunities it presents.
"Vets across sectors have always worked closely with allied professionals. The hub and spoke model acknowledges and clarifies this working relationship with clear lines of accountability and responsibility for the animals under our care. It also emphasises that vets’ right to diagnose, prescribe, and undertake surgical procedures and medical treatments must not be undermined.
"An effective and efficient vet-led team can help deliver better animal health and welfare, improved client care, and more effective use of skills within the veterinary professions. Given the ongoing workforce shortages, a strengthened veterinary workforce also has the potential to ease recruitment and retention concerns for both vets and RVNs and offer improved wellbeing.
"BVA will continue working with professional bodies and organisations to formalise the hub and spoke model, promote the value of regulation, and drive up professional standards."
The threshold values for diagnosis of the disease currently vary dependent on the season, but Waltham says these new findings suggest that diet should also be considered.1
PPID, formerly termed Equine Cushing’s Disease, results from a change in hormone regulation in the pituitary gland, which is situated just below the brain. In healthy equids, the release of some hormones from this gland is controlled through another; dopamine. However, in those with PPID, there is a reduction in the amount of dopamine released. This, in turn, removes the restriction of the hormones from the pituitary gland. One such hormone under this control is adrenocorticotropic hormone, ACTH.
A simple baseline ACTH test is often used to diagnose PPID, with a result above a certain level deemed as positive. However diagnosis is not clear cut as there is a grey area between the threshold for normal and positive results.
Diagnosis can also be challenging because the circulating concentration of ACTH is seasonal, peaking in the Autumn. It is also known to vary with stress, exercise and nutritional state (fasted or fed). When the results lie in the grey zone (between the maximum normal and the minimum disease level), a modified test can be used. This involves measuring the ACTH level before and after administering thyrotropin-releasing hormone (TRH). TRH stimulates the release of hormones from the pituitary gland for all horses. However, the subsequent increase in the circulating ACTH is much greater for those with PPID, even in the early stages of the disease, than healthy animals.
The research investigated the impact of different factors on ACTH levels. Eight senior horses and eight adult horses were all fed grass hay and a rotation of four complementary feed options over seven weeks. The base diet was a low starch and sugar pellet fortified with vitamins and minerals. Horses were fed either the base feed alone or in reduced amounts with one of three options; feeds rich in sugar, starch or fibre. All diets provided the same amount of total energy. The effect of each of these on the ACTH concentrations at specific time points was measured.
As expected, the ACTH in the blood from the senior horses was higher than for the adults. As with previous studies, the level of ACTH was raised in October (Autumn) compared to March, May and August, regardless of age. However, the results revealed that diet can also influence the ACTH levels in horses. The senior horses had much higher levels of circulating ACTH when fed the starch rich diet compared to the adult group at the same time of the year.

Equine Herpes Virus is a contagious virus, which can cause respiratory disease, abortion and more rarely neurological disease. In addition, sub-clinical infections can be associated with a syndrome of poor performance and have a potential effect on the health of the whole yard.1
The disease is transmitted from horse to horse through the respiratory tract, by inhalation of the viral particles shed by infected horses. Once a horse is infected with Equine Herpes Virus it is likely to be latently infected for life. Viral reactivation and nasal shedding can occur at any time, particularly during stressful periods such as when mixing with other horses at equine events. This can lead to acute disease episodes. Often affected horses are asymptomatic but if they do show symptoms these may include depression, lethargy, pyrexia, nasal discharge and a dry cough. Reduction of shedding through management and vaccination is key to disease control.2

The company says it's not just older horses suffering from joint disease, 36% of horses developed the condition by the time they were eight years old.
In the survey, 69% of horses needed up to five visits to their veterinary surgeon for treatment, while 21% needed as many as ten visits. Horse owners spent an average of £2,104 treating their horse’s joint condition while 5% spent more than £7,500 on the problem.
In addition, 53% said they've missed up to ten competitions due to joint disease, with 17% missing more than 20 competitions.
The survey revealed that joint problems are an ongoing concern for many. 76% of owners said they worry about their horse developing osteoarthritis and 30% had retired a horse earlier than expected owing to joint disease. In addition, 84% admitted that they would not buy a horse if they knew it had joint problems.
In terms of joint care, 74% of respondents said they give their horse a joint supplement. 69% check their horse's legs daily and 90% implement post-competition leg care measures.

Saliva was collected from 237 horses at the UK welfare charity, Bransby Horses, where EquiSal Tapeworm saliva testing was used to inform on anthelmintic administration over the course of a year. This diagnostic-led approach reduced the use of anti-tapeworm treatments by 86% compared to 6 monthly interval treatment strategies.
Austin Davis Biologics Ltd, the maker of the EquiSal Tapeworm saliva test, says it accurately diagnoses horses with a tapeworm infection, providing a low, borderline or moderate/high diagnosis.
Treatment is recommended for horses with a borderline or moderate/high result2.
In this latest study, the company says most horses diagnosed below the treatment threshold in the first saliva test remained below the threshold in the following two tests and 168 horses (71%) required no anti-tapeworm treatment at all.
Importantly, no increase in tapeworm infection prevalence was observed during the study period and only seven horses received treatment following all three saliva tests, suggesting that some horses are more susceptible to tapeworm infections.

Janssen Animal Health has launched Domosedan Gel, an oromucosal gel for the sedation of horses.
Janssen says Domosedan Gel, which contains 7.6 mg/ml (40mcg/kg) detomidine, induces sedation and analgesia with the efficacy and recovery comparable to Domosedan injection. Domosedan Gel is administered under the horse's tongue, so it is rapidly absorbed.
The company also says Domesedan Gel can replace physical restraint and improve safety during treatments, diagnostics and transport, and that the gel is ideal for horses that are nervous or needle-shy and when owners need more control during clipping, shoeing, dental treatments and boxing.
