The policy pulls together current research on potential long-term health and welfare impacts of neutering and ways these may be reduced, including different methods, delaying the procedure, or not neutering.
It recommends assessing male dog castration on an individual basis, taking factors such as age, breed and lifestyle into account.
Advice for cats is unchanged, with male and female cats still recommended for neutering at around four months of age, before sexual maturity.
The Associations say the general consensus is that male and female dogs should be neutered at around 12–24 months, when many breeds are considered to have reached skeletal maturity, to reduce the risk of developing orthopaedic conditions.
A joint FAQs resource has also been produced to summarise the conclusions and recommendations for practice teams.
BVA Senior Vice President Dr Elizabeth Mullineaux said: "The updated policy position brings together the latest evidence to support small animal vets with making context-based decisions on a case-by-case basis and what that might mean for discussing neutering options with clients."

The authors say that measuring the severity of pterygoid bone medialisation before surgery may therefore be useful as a guide to the likely prognosis.
The study, funded by BSAVA PetSavers, is the first to investigate the effect of pterygoid bone medialisation and nasopharyngeal narrowing on BOAS surgical outcomes in brachycephalic and non-brachycephalic dogs.
Researchers at the University of Cambridge Department of Veterinary Medicine analysed computed tomography (CT) images of the head and neck of 144 brachycephalic dogs (French Bulldogs, Pugs and English Bulldogs) and compared with 30 non-brachycephalic control dogs.
A BOAS index was determined both pre-operatively and post-operatively.
Medialisation of the pterygoid bones was more severe in brachycephalic breeds compared to non-brachycephalic breeds and was associated with nasopharyngeal narrowing.
French Bulldogs were particularly affected, and those with more severe pterygoid bone medialisation were far more likely to have a poor BOAS surgical outcome.
There are currently no effective surgical interventions to correct the deformities of the pterygoid bones in BOAS-affected dogs.
The authors say medialisation of the pterygoid bones can be easily identified via CT scans, or alternatively, simple palpation of the pterygoid bone during surgery from the oral cavity can give an indication of how medialised the pterygoid bones are.
Dr. Sze Lynn Yuen, lead author of the study, said: “BOAS is a complex disease which encompasses breed-specific anatomical lesions.
"The medialisation index will be useful for vets in practice to guide them on the likely prognosis prior to surgery.
"It would be beneficial to identify the significance of the medialisation index on a larger dataset of BOAS-affected patients as the next step.”

According to the researchers, who came from the University of Nottingham School of Veterinary Medicine and Science, Guide Dogs and Feldon Veterinary Centre, this was the first study to compare peri- and postoperative complications, behaviour after surgery, and surgery duration, for the two most common neutering procedures for female dogs; laparoscopic ovariectomy (LAP-OVE) and open ovariohysterectomy (celiotomy) (OVH-CEL).
For the study, the researchers analysed data from 519 bitches neutered by either LAP-OVE or OVH-CEL at four UK veterinary practices.
Fewer bitches developed wound redness or swelling at the surgical site following LAP-OVE (16%), compared to those that underwent OVH-CEL (36%).
Intraoperative complications were reported for 2% of dogs neutered by LAP-OVE and 3% of those neutered by OVH-CEL.
Postoperative complications were reported for 0.5% of the LAP-OVE group and 1% of the OVH-CEL group.
Unusual behaviours (inappetence, discomfort, licking or chewing) in the postoperative period were less common in dogs neutered by laparoscopic ovariectomy.
There was no significant difference in surgical duration between the two techniques.
The researchers say that their findings add to a growing body of evidence suggesting that postoperative complications, including those related to wound healing and those requiring further veterinary intervention, are lower for laparoscopic than open surgeries for bitches neutered by experienced veterinarians.
Lead author, Dr Rachel Moxon, said: “While there is already evidence from other studies relating to complications following neutering surgeries in bitches, this is the first time that the outcomes have been compared between what are anecdotally reported to be the two most frequently performed neutering surgeries for female dogs in the UK.
"The results will be of interest not only to vets, but for pet owners and others that have to make choices about neutering their dogs. Understanding the surgical risks is an important factor to consider, and decision making is made easier when it can be informed by evidence”.

The one-day course covers a variety of procedures, from forelimb, hindlimb and tail amputations, to enucleations and simple eyelid mass removals.
Graduates will also begin learning about the use of basic skin flaps to close larger wounds.
They will also be taught how to recognise a patient requiring urgent or emergency care and initiate evaluation and management.

The procedure has already been performed in the US and Germany, where it is reported to have had a success rate of 70-80% in around 250 cases, many of which were show jumpers, eventers and dressage horses.
The team at Liphook, led by European Specialist Rachel Tucker (pictured), has now performed the procedure on six horses.
Rachel said: “Enlargement of the articular process joints of the lower neck is a relatively common finding in horses, but occasionally this can cause compression and irritation of the spinal nerves.
"The foraminotomy procedure means horses experiencing nerve pain can be made comfortable and have a good chance of returning to ridden work and a competition career.
“The surgery is minimally invasive but it is a very delicate procedure to perform because you are working very close to the spinal cord.
"Due to the location, the surgery is performed down a single portal under direct visualisation using a camera, guided by ultrasound and X-ray.
"What has been remarkable so far has been the rapid recovery of the horses, who have been home and out in a small paddock within a few days of surgery with some showing rapid signs of improved comfort and movement.
“We are very pleased with how the procedures at Liphook went.
"Our patients are continuing to recover well and we are looking forward to following their progress in the future.

Phovia is a two-part FLE system consisting of a chromophore gel that is applied to the affected skin and a blue light LED lamp.
When used together they produce light of varying wavelengths that penetrates the skin to different depths, which Vetoquinol says helps to control bacteria and reduce inflammation on the surface of the skin and stimulates regeneration in the epidermal and dermal layers.
The unit is portable, and applications take four minutes once a week.
After diagnosis and subsequent recommendation by a veterinary surgeon, any trained member of the clinical team can use Phovia.
For the study, which was led by Dr. Andrea Marchegiani, nine female dogs that had undergone unilateral or bilateral mastectomy for mammary neoplasia had half their wounds treated with FLE, whilst the other half served as the control and received no FLE.
To assess the potential benefits of FLE in reducing infection risk, swabs were taken for culture and sensitivity three, five and seven days after surgery.
The swabs from all FLE-managed wound portions showed no bacterial growth, in contrast to the control wounds, in which three dogs had positive culture results.
Andrea said: “For many reasons healing of surgical wounds can become challenging, especially after removal of mammary gland lumps.
"Veterinary clinicians have to face the three-fold challenge of meeting owner expectations of prompt and trouble-free wound healing, recognising those wounds in which healing may be prolonged or impaired and also following the principles of antibiotic stewardship.”
The study concluded that the research underscores the value of Phovia as a significant adjunct to conventional postoperative care in veterinary medicine, offering the dual benefits of reducing potential infection risks and lessening the home care burden for pet owners.
FLE’s application could potentially replace certain topical treatments and improve overall compliance by simplifying the administration of home therapies, thereby relieving pet owners of some responsibilities associated with postoperative care.

The procedure was performed on a 13-year-old Siberian Husky called Marigold, which was diagnosed with a malignant mammary tumour last year.
Unfortunately, despite £20,000 worth of radiotherapy, Marigold failed to respond to treatment, and the tumour spread.
Marigold’s owner, Mrs Norma Pophosherti from Derby said: “We couldn’t bear to part with Marigold, she’s one of the family, so when we heard about the groundbreaking work being done at the University of Bromsgrove Veterinary School, we had to give it a go."
Unfortunately there was no realistic prospect of a donor from a matching breed of dog.
Thankfully, though, a local man with a 4-year-old Labrador stepped forward to help.
Hit by the cost of living crisis, he’d been unable to afford to keep his dog and was about to have it put to sleep when he heard about the Phophosherti family’s search for a donor.
Although he wished to remain anonymous, he said: “It gives me great comfort to think that Buddy will be able to live on, and spare the Phophoshertis from the pain of losing their beloved Marigold”
Professor Flora Olip MRCVS led a team of 6 veterinary surgeons who undertook the 28 hour procedure, which is estimated to have cost over £100,000.
She said: “This was a very tricky procedure which probably only had a 30% chance of success.
"But I’m delighted to say that Marigold’s new body has taken well, and she can now look forward to perhaps a whole more year with Phophosherti family, albeit as less of a Siberian Husky, and more of what you might call a Huskador"
Flora added: “More importantly, this heralds the way for similar procedures in humans, which I think are probably just a few years away now.”

The course covers wound management, making decisions on dressings, drain management, how to complete biopsies and fine needle samples, how to complete a number of suture patterns and how to remove cutaneous masses and complete other surgeries under Schedule 3 legislation.
The course includes eight hours of practical skills training on cadavers as well as 2 hours online training, covering suture selection and legislation.
On completion of the course, CVS nurses are able to recognise what nurses can complete under Schedule 3 legislation, identify the correct dressing for each stage of wound healing, identify the equipment and correct technique for a range of biopsies, complete a number of different suture patterns, and remove cutaneous masses and complete other surgeries under Schedule 3 legislation.
Each nurse has a skills checklist to inform their ongoing training needs and is encouraged to have regular, informal meetings with a local mentor – who is able to support their learning.
The next Surgical Schedule 3 Course is scheduled for 21st March 2024.

Membra is a transparent, water-resistant, non-toxic, biodegradable bandage replacement consisting of a hydrogel polymer which can be applied to open wounds.

VetPlus says it can be used in many situations where bleeding is an issue and the gel can be applied directly to the site of bleeding, including liver biopsies, mass removals, amputations and enucleations.
Jackie Marshall, VetPlus Technical Advisor, said: “This innovative product is already transforming the way vets perform both dental and surgical procedures, and we have had really positive feedback from those practices where it is being used already.
"Vetigel isn’t intended to replace a surgeon’s technique, but it is designed to stop bleeding where pressure or other methods are ineffective or impractical.
"Because it is a gel, it can conform to a wide range of wound shapes, making it a rapid, effective way of controlling bleeding.
“We believe this product will make a lasting impact on veterinary care, transforming the way surgeries are carried out and assisting haemostasis in animal patients.”
Zak Leavold, a vet based at Calster Vets in Great Yarmouth used Vetigel in an emergency situation, out of hours, on a dog with a bleed due to a kidney laceration.
He said: ‘I genuinely believe the product saved the dog’s life that night.
"I will certainly be keeping Vetigel on hand for any future soft surgeries – just in case!’

Nine-year-old Nigel the puma, from Lincolnshire Wildlife Park, was suffering from a deteriorating arthritic condition, which was causing loss of function in his front leg.
His veterinary team consulted an orthopaedic specialist and trialled medical management including steroids and Solensia, but Nigel was unresponsive to treatment.
This led to a severe debilitating limp and pain, leaving a choice between amputation or euthanasia.
Nigel's treatment was funded by donations from visitors to Lincolnshire Wildlife Park, which is a registered charity that was originally established as a sanctuary for parrots in the early 1990s, who raised nearly £5,000 following a fundraising campaign.
The operation took place in a sterile theatre set up in Nigel’s enclosure, where the entire limb was removed, including the scapula.
After an intense five-hour operation, led by Iain Cope, veterinary surgeon and practice owner at Vets4Pets Newmarket, and Shannon Grimwood, veterinary nurse at Vets4Pets Newmarket, Nigel is now on the road to recovery and adapting well to life with three legs.
Iain said: “Nigel’s case was certainly unique and one we haven’t come across before. Working alongside Lincolnshire Wildlife Park and a team of local vets and veterinary nurses, we applied our knowledge of domestic cat amputations to a big one.
“The approach was extremely similar, and the operation ran as smoothly as possible.”
His most recent case was five-year-old bulldog called Jesse.
Guillaume said: "Jesse was suffering from both atlantoaxial instability and a spinal arachnoid diverticulum in the thoracic spine.
“As a result of the two conditions, he had lost a lot of mobility and was dragging his hind legs behind him.
“We decided it was best to carry out two separate operations, prioritising the surgery to tackle the atlantoaxial instability as that was potentially life-threatening.
“I used a new technique for this, adopting a dorsal approach, which involves an insertion through the top of the neck when normally this type of surgery is generally performed ventrally, through the bottom of the neck.
“We have had great success with this approach so far.
"The normal mortality rate is between 5 to 10%, however, we have now done 20 of these procedures together with colleagues, all of which have been successful.
“The main advantage of the technique is it likely reduces the risk of complications, which is why I prefer it.
“With the ventral approach you go through the soft tissue and nerves in the neck which brings the risk of vomiting, regurgitation, megaesophagus, swelling and even tracheal injury.” =
