We had to go to full planning when I bought an old nhs clinic. As the building was becoming derelict, planning dept was very on board to get more life into the area

Sorry - reread this and realised I wasn’t clear. If anything you are planning on offering as a service could cause a nuisance that needs to be run past environmental health (smell, noise, emissions) or if you are making modifications to the exterior that require planning (flues, etc) then you might still need planning even if it falls under veterinary activities.

Use Class E should be fine as long as it isn’t attached to your residence. See:

Caveat is it depends on whether any of your fit out or intended use needs planning (ours did so we are sui generis, but it’s a niche use!). Fit out may need running past building control.

If you aren’t sure then you can either pop into your planning office or seek more formal pre-application planning advice from your planning team.
