&lt;p&gt;You can apply yourself if you can offer 30 places, or use a representative if not.&lt;/p&gt;
&lt;p&gt;Now, which organisation is ideally placed to be that profession&amp;#39;s representative?&lt;/p&gt;

The idea that it is restricted to larger businesses is going to be incredibly limiting. Joining a group of other employers strikes me as a nightmare. I suspect the extra costs will stop the scheme being worthwhile.&lt;/p&gt;
