The whole point is that the inspection is done by a vet - so I would guess no, you cannot.

Having said that, I don't doubt an RVN would be able to do it extremely well.

I hated these but haven't had to do any for years and years

I feel this would make good sense. It would keep supervision under the 'veterinary' banner without the cost becoming prohibitive.

However the legislation is quite specific:

“veterinarian” means—

(a)

a person who is for the time being registered in the register of veterinary surgeons maintained under section 2 of the Veterinary Surgeons Act 1966(3), or

(b)

a person who is for the time being registered in the supplementary veterinary register maintained under section 8 of that Act;

I suspect there would need to be a change in legislation to allow veterinary surgeons to delegate some of the responsibilities. This delegation would have to specific to RVN's otherwise it would open up the can of worms regarding lay inspectors.
