It is not perfect and to start with the better breeders will be the compliant ones but I think it&amp;rsquo;s a step in the right direction and also allows veterinary input to improve standards of care where people have been breeding for years and can be helped to do things better. The fact that it brings additional income to the councils will be an incentive for councils to act. At the moment they just need assistance in interpretation. Things like the fact that certain breeders who do not want to vaccinate find that in order to be licensed they have to show proof of vaccination or titre testing but are trying to pressurise their councils to licence them anyway. But there are also council operatives who have no experience or knowledge that are trying to interpret the guidelines . &lt;p&gt;there is a different set of interpretation and regulations depending on whether the breeding bitches are kennelled and just used for breeding, or pet dogs which are also bred from. The large kennel spaces are for those dogs kept exclusively in the kennel area. This is where interpretation and common sense has to be applied . All of my checks have been on pet dogs also used for breeding. If you have dogs just confined to kennels then the minimum areas apply. Then as far as I can tell if you have bitches that whelp indoors and are then transferred to outside kennels later you have to apply common sense . As with kennelled dog that are exercised daily or have access to additional exercise facilities . The council representative goes through the higher standard options first to get a ball park assessment, then we go through the whole document highlighting any areas of concern.&lt;/p&gt;
&lt;p&gt;i spent several days trying to find a government vet or department to help me with interpretation but have come to the conclusion I have to use common sense and experience from breeding litters myself as well a a long Veterinary career to make judgements. Sadly the best prepared breeders have been the crossbred breeders and those with bull breeds. I write a report highlighting areas where improvements should or could be made. Not sure if it&amp;rsquo;s right but no one has lodged a complaint so far. Just very time consuming .&lt;/p&gt;
