&lt;p&gt;Identifying the issue is merely the start. For me the recent case of &amp;#39;animal mishandling&amp;#39; got too far into the process. The claimant failed to attend the hearing and in my opinion it should be made very clear to any member of the public that there are indeed implications to bringing a complaint be it financial or in the case of a malicious allegation a method of redress.&lt;/p&gt;
&lt;p&gt;There are serial complainers, by toadying up to them all the time all you do is encourage, as you say it is simply to easy at present.&lt;/p&gt;
