The crime is against the government not the new owner. &lt;/p&gt;
&lt;p&gt;It&amp;#39;s like saying that the owner of a second hand car should take the previous owner to court if they find out that a repair was carried out by an illegal immigrant, or using a stolen part!&lt;/p&gt;

&lt;p&gt;Trading Standards, every time. They are apparently under employed and love exerting power.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;6 months ago I was presented with a Persian kitten together with a so called vaccination certificate saying that the kitten had had its 1st vaccine. I noticed that the the certfiicate was from a practice in Cornwall yet the kitten was purchased from Somerset. Indeed it was colour photocopy of a blank vaccination card from the Cornwall practice who had no knowledge of the kitten or the breeder. Intervet said that the batch number was not from a vaccine in this country and must have been imported. &lt;/p&gt;
&lt;p&gt;Neither the RCVS or the VMD were interested. The practice partner in Cornwall was understandably upset that his practice stationery was being copied and used fraudulently and was told that his only avenues of complaint were trading standards in Somerset or the Governing council of the Cat Fancy as she was a registered breeder. The case is finally going before their disciplinary committee later this year (the new owner and myself have both submitted evidence). &lt;/p&gt;

I often have puppies presented which have merely a breeders &amp;quot;evidence &amp;quot; that they have had their 1st vaccine I always refuse to cary out a 2nd vaccine, and insist on revaccinating from scratch. I also advise the new owner to report this to the police, for illegal importation is a criminal offence, and should be treated as such. This is where the probs start &lt;/p&gt;
&lt;p&gt;a)many owners answered a free-ads advert, which gave a mobile number as contact, and then met the &amp;quot;helpful &amp;quot; breeder at the motor-way service station&lt;/p&gt;
&lt;p&gt;b)many owners do not want to be involved in a possible court case&lt;/p&gt;
&lt;p&gt;c)the police are not interested &lt;/p&gt;
