I think there might be a translation issue here, having looked at some articles about this online what they seem to be talking about is what we would call 'street dogs', the articles talk about there being no free roaming dogs in the Netherlands and there being plenty or rescue centres that can take unwanted dogs, so not hugely different to the UK?
