Not only you should but you are obliged to do so otherwise you may be guilty of perverting the course of justice. Also in cases where veterinary staff suspect abuse of pets it should be reported to the police as it is well known that most serial murderers started out by abusing animals first and if the trend can be nipped in the bud lives may be saved in the future.

I suspect contacting the RCVS would muddy the waters rather than give clarity. if you feel a crime has been committed that has resulted in welfare issues, you should be willing to report it to the authorities!

In your final notes at the end of the survey you state that if a veterinary surgeon is considering breaking confidentiality to report a suspected criminal act then the Code of Professional Conduct requires him to contact the RCVS first.

This is not true, although it is a widespread and surprisingly persistent myth.
