My opinion for what it is worth is 1) If the dog is impossible to safely chip due to behavioural problems and/or the owner will not agree to/pay for sedation I would just make a note in the clinical notes, it is then their problem. 2) I can't see what the issue is with change of details from breeder's to new owner's. It is their responsibility and just another cost of responsible pet ownership. If they can't afford it they can't afford the dog

No, when I spoke to anibase they said everyone has to pay £6. Petlog it's a whopping £16 (consider we buy chip and registration for <£5) - unless the puppy is KC registered when the breeder can update the new keeper's details for free via some KC Breeder Portal - not being a breeder have no idea how this works.
So either way non non-KC breeders it's cheaper to rechip than update owner details - how arse about tit!

I definitely didn't pay for my dog's details to be transferred from the breeders. Though he is KC registered so that may affect things

I think Anibase will do the breeder - owner change FOC if it's within 28days. I suspect only if it's a breeder who has registered with their website though.

We tend to do all the registration for chips we implant to make sure that it does get done. We do stress that the keeper is responsible for updating details from that point onward

As far as I can see it's £6 with anibase, and £16 with petlog unless the puppy is KC registered when it's free.

I'm pretty sure the animal care rep told me that when breeders register their litter the owner doesn't have to pay to change the details. Of course I'm not sure if that applies to all databases or just Anibase.

I had a client enquire about this today, I advised her that it would need to be microchipped. She phoned back later to say that she had spoken to the National Tattoo Database and they told her it didn't need a microchip and vets were just trying to make money! I have just read through the microchip act on the government website and there is no mention of an exemption for dogs that are tattooed.

As far as compulsory chipping goes, I'm with Michael- I really don't think anyone need worry about it! If you 'get caught', then chip the dog!

I recommend it for puppies (at 2nd vacc, which won't change) and am letting all owners of older dogs know about the change in the law, and suggesting that chipping is a good idea anyway.

Beyond that, I really don't get involved. It will be impossible to police and if you don't lose your dog, you are extremely unlikely to have any issue with noncompliance.

It is a law completely without teeth.

I was wondering about this - can't imagine every single new owner will be happy to pay £16 to re-register the chip as soon as they get the puppy home, & presumably it's their responsibility to do it once it's left the breeders premises. I expect there will be lots of dogs running around still registered to their original breeder over the next few years, which isn't especially helpful for traceability!

We use petlog and direct registration via the PMS; any idea how we comply with:

"(b)where applicable, the fact that the keeper is also the breeder;

(c)if the keeper is the breeder and is licensed by the local authority under the Breeding of Dogs Act 1973(1)—

(i)the breeder’s licence number; and

(ii)the name of the local authority by which they are licensed;"

The PMS won't do this and I can't see any relevant fields on the petlog website if you register it that way??

Only if someone scans you and issues a notice....

(all dogs need chipping, so yes)

It's supposed to be about trace-ability, at any time in the future you should be able to find out who bred a dog because the chip company will have the details of everyone it was registered to, the chances of people having moved or changed phone numbers in the intervening period is another matter!

Just carry on as you are. At worst if they are caught without a chip all that happens is:

serve on the keeper of a dog which is not microchipped a notice requiring the keeper to have the dog microchipped within 21 days;

Most of the farmers are therefore going to chance it. If i had a litter of puppies I'd chip them, but I don't think I'd bother registering the chips. If the dog is needle-phobic then don't bother and only chip in the extremely unlikely chance they are checked and found without then chip the dog in the 3 week window.

I would say yes it's a reasonable argument. One that you could back up with some photos of Xrays of chips in spinal canals if necessary. Dunno how you get the form. Here in Northern Ireland they had the sense to make it 6 months not however many weeks it is in England, and a letter on a sheet of headed practice paper for the owner to hand to the local council was enough to get an exemption. We didn't do many of these- just a handful mostly for good clients with well cared for but doddering extremely ancient dogs with no teeth to bite people with and insufficient mobility to run away. Never got challenged on it (if we had we could have said that the stress of a vet visit and chip might have been enough to make them keel over)
