If we know they gave the dog away 6yrs ago then I'd suggest what is registered on the database with petlog is not relevant with respect to ownership. Obviously if they'd updated the microchip details when they gave the puppy away, there'd be less confusion.

Interestingly, the owning parties were split:

1. Microchip owners (gave puppy away when 6-12m old) wanted to refer, and claimed had money to do so.

2. Owners for last 6y didn't want to refer.

As only g1 IVDD, conservative mx was a reasonable option.

Perhaps someone should explain the legal implications of: failure to provide necessary care and attention, to the "Owners" declining to act upon the advice to refer.

Ownership probably begins at the point where the first owner actively, and with fully informed consent, passes 'full ownership' to the other party who willingly accepts the terms of the transfer from the first party.
It's all in the 'contract' baby.

If there is then a dispute who is the actual owner its hardly your problem it's their collective problem if they can't agree. Pity if the dog suffers as a result but c'est la vie.
