My understanding is that cess pits are just holding tanks that are emptied by tankers, likely to need a big tank and regular emptying.

Do you mean antibacterial residue in urine / faeces from patients ?

At home we are not on mains drainage and have installed a water treatment plant, quite expensive but works. It works like municipal water treatment plants, ie large surface area for bacterial growth ( lots of spiky plastic ball things ), with constant air flow bubbling over liquid surface.

We had problems with it not functioning temporarily, our aggressive neighbour supplied us with a list of likely causes including cleaning products with bleach, washing powders detergents etc etc also kids had been on antib's for chest infection. We did tons of research. None of these cause a problem, even if the bacteria were killed off, the bacteria contained in the next ( never ending) supply of sh1t recolonises so the tanks "reset" in a few days. The problem we had was the air supply had been occluded so not enough oxygen for aerobic digestion.

The effluent is suitable to enter a water course.

Municipal sewage treatment works don't use chemicals, dread to think what goes into the system and it continues to function.
