They may end up conflicted though. Boss phones and receives advice - employee phones later and advice can't be given as advising the other party in the dispute.

The same laws apply to each party so the advice should be the same whether employer or employee so I cannot see a problem.

Ambulance chasers have ulterior motives so will frequently have conflicts of interest.

These are advice lines to help guide people to their rights and duties under employment law; as they're geared towards a conciliatory approach in the first instance and an appropriate path of behaviour in the second, both sides getting advice from the same general source - unlikely to be the same person - makes sense.
