It is a serious criminal offence for anyone not on the register to "diagnose or treat disease in animals. " It's not only lay scanners who are a problem, there's also all the "alternative " practitioners. Neither Royal College nor the police seem prepared to do anything about it.

Making a diagnosis (for a charge) while not a veterinary surgeon. Clear breach of Veterinary Surgeons Act. As with "rodentologists" and the like, I doubt if anyone will do anything about it.

Re: Lay scanners
None specifically in this area I know of, but I know a lot of people who've had the sheep-scan-man scan the farm bitch when he's there. They count puppies and on the whole do a very good, accurate job. Their kit is designed to give a large field of view as they are counting thousands of lambs every year.
I would trust a sheep lay scanner.I wouldn't trust an breeder who decides to supplement their income in between litters by buying a scanner, going 'on a course' and suddenly becoming an expert on canine reproduction. Even diagnostic imaging diplomats I imagine would only give a 95-98% confidence on numbers of pups present, considering complications such as resorption.
