&lt;p class="MsoNormal"&gt;&lt;span style="color:black;"&gt;As a matter of course the RCVS
will always inform the relevant authority about the Disciplinary Committee&amp;rsquo;s
decision where someone has a connection with another jurisdiction, whether or
not we know they are registered there or intend to register there in the
future. &lt;/span&gt;&lt;/p&gt;
&lt;p class="MsoNormal"&gt;&lt;span style="color:black;"&gt;&lt;/span&gt;&lt;span style="color:black;"&gt;If the vet were to apply to
register in another country they may be asked for a letter of good professional
standing from the RCVS. Before we issue this letter we will check if there are any
outstanding charges or complaints against the vet and, if there are, will refer
it to our Professional Conduct Department to decide whether we can issue the
letter at all or issue it with the details of the charges and complaints. &lt;/span&gt;

substantial costs. In addition, all the relevant animal owners agreed with this

out, the purpose of the Disciplinary Committee is not to punish but to protect
the welfare of animals, protect the public and uphold the reputation of the

&lt;p&gt;As Ms Mostyn said, the RCVS is designed to regulate and maintain public confidence, not punish. It is not a prosecuting body.&lt;/p&gt;
&lt;p&gt;The drink driving offence is a categorical fallacy. Drink driving, like many driving offences, are strict liability offences, i.e. &lt;i&gt;mens rea&lt;/i&gt; is immaterial - you did it, so you&amp;#39;re guilty. Quite obviously DC hearings or &amp;#39;offences&amp;#39; are not of the same type (and require different levels of evidence).&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Not if there is absolute proof of an offence having been committed.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The DC is not there to prosecute an offence (that is for the courts). They are there to ensure animal welfare is not compromised or the profession &amp;nbsp;brought into disrepute. &lt;/p&gt;
&lt;p&gt;Removal (voluntary or involuntary) from the register is the ultimate sanction for the RCVS to impose on a vet. If Mr Cartmell choses to practice again he will need to face the DC before restoration to the register.&lt;/p&gt;

&lt;p&gt;[/quote] I&amp;#39;ve ended up with two driving licences as I had a replacement for a lost one and then found the original so I could do that and still drive - good idea Rob!! I should have sent it back but I have no real intent of using it inappropriately and the spare is useful to keep tucked in my passport in case I need a hire car while on holiday as I did forget my licence once.&lt;/p&gt;

The RCVS then accepted my application. &amp;nbsp;No letter of good standing or police report was involved. Don&amp;#39;t know if that has now changed?&lt;/p&gt;

I suspect the DC has allowed this to save a potentially long and expensive battle. Until this battle is finally resolved a vet in this situation would be able to continue to practice and may pose an ongoing risk. Sometimes a better outcome for everybody.&lt;/p&gt;
&lt;p&gt;I suspect a number of elderly drivers have elected to stop driving and give up their driving licence rather than face a court case. Not so different and removes the risk to the general public!&amp;nbsp;&lt;/p&gt;

Practicing as a vet when not qualified to do so is a matter for the courts, but the article says that the CPS weren&amp;#39;t interested in taking the case forward. So I&amp;#39;m not sure what other options were available to the RCVS.&lt;/p&gt;

&lt;p&gt; I guess a qualified vet with a degree recognised by the RCVS, practicing but not registered, is a slap on the wrist/fine/don&amp;#39;t do it again offence although it may be considered a deliberate attempt to avoid due fees which is effectively fraud, whereas practicing when not qualified or when struck off with the intention to deceive would be much more serious and warrant a custodial sentence.&lt;/p&gt;
