Ultrasonic scalers only dislodge plaque biofilm because of the cavitation effect- implosion of gas bubbles within a liquid. It’s not the ultrasonic waves per se which are anti-plaque so I’m dubious about a toothbrush’s efficacy

I’ve seen them touted at veterinary dental conferences - I think Emmi Pet is one brand.
I haven’t seen any evidence that they’re superior to a manual or electric toothbrush - but if anyone has any I’d be interested to read it

Various things of this kind are sold for human use, so I wouldn't be at all surprised if someone stuck a new label on one and flogged it for dogs.

I dare say it works. Whether it's any better at cleaning than a toothbrush I doubt. It might well be easier (or more fun) for the owner, or more acceptable to the dog, and these would be advantages.
