&lt;p&gt;With valid reasons and well written contemporaneous notes - shouldn&amp;#39;t have any issues&lt;/p&gt;

&lt;p&gt;Is it an emergency? how much is it coughing? is it eating, drinking and toileting?&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As others have said, really need a video consult to see it coughing.&amp;nbsp;&lt;/p&gt;

Contact Idexx or APHA about testing the cat I guess, Idexx seem to have been testing samples sent to them as far as their press releases go. Perhaps the owner could do a throat swab? There have been experimental infections in cats so it might become a notifiable disease.
