This is nothing at all to do with the PETS travel scheme. That is to allow movement over borders.&lt;/p&gt;
&lt;p&gt;This sounds like a lack of awareness of the law which tends to happen if you allow ferry staff etc to do the monitoring instead of properly trained government staff.
