Environmentally: bleach is a very good disinfectant indeed.

Topically: hibitane? Or Vetericyn (which is of course just expensive bleach).

Nebulisation: dunno – but is that really necessary?

And two more things puzzle me:

The surgery was presumably done by a veterinary surgeon. Should not he or she be investigating, doing post-mortems?

My inclination would be to use F10 or alternatives for environmental control +/-nebulisation +/-topically

Are post mortems not possible for the patients that die? Probably the best way to move forward.
