It was like this previous to surgery. Will be looking to investigate the blepharitis.

RE: Epiphora

I agree looks like blepharitis. but maybe Claire Godfrey can clarify if this due to the recent surgery? If not. then there is certainly a lot of staining around the eyes, rather than just at the medial canthal area, so I agree with Francisco that I would be looking at the skin more- periocular irritation with no other skin signs quite common in my experience with atopy

RE: Epiphora

What I can see in the close up picture is blepharitis rather than epiphora (which your spaniel might as well have). And if I'm correct and no other corneal/conjunctival disease, I would skin scrape those inflamed lids or/and cover with bravecto. Then I would put the dog on system antibiotics for its skin, not just topical.

Other differentials that come to mind are for that bilateral inflammation to be consequence of a allergen and, if you have overflow of tears, I would check tear ducts are patent.

Also, in the other picture, those upper eyelids still feel heavy to me. Some of these need a rhytidectomy to solve the upper eyelids issue.
