The owner has given me permission to post this picture and discuss this case.
This is a Standard poodle of about 3-4 months old (sorry guys, I'm at home without notes). He seems to be managing well for now. But this opening wasn't there

RE: Abnormal penis and new opening

Thank you all for taking the time to answer my case, it's been very helpful.

Hi Fran, did you check for a persistent frenulum? Is the urethral opening placed dorsally? If he has no opening how does he urinate?

Depending on the type of malformation you may either amputate the penis or consider surgery to open the urethra ventrally and reconstruct the prepuce to provide adequate cover.
He urinates dorsally, the penis contains os penis but doesn't have an opening at the end.
Perineal urethrostomy, close hole. No need to amputate penis.
I was thinking that too.

With the understanding that it's still not a normal urethra in length, diameter or (probably) lining and therefore may stricture or be subject to an increased risk of infection cf normal. Or perineal urethrostomy.

Pretty unobservant breeder not to notice this till the pup is 3-4mo. Are they clever enough to understand that they cannot buy surgery to turn it into a normal pup? I would discuss euthanasia as an option especially if the pup is clinically affected ie has signs of cystitis or urine scalding.

We had one of these a couple of years ago, pup had been bought via DoneDeal/Gumtree or somesuch from Wexford/Tipp (puppy farming central), no mention by breeder, new owner noticed it a few days later. Think pup was unwell in self, from memory owner had no money and elected euth.

RE: Abnormal penis and new opening

.

RE: Abnormal penis and new opening
As to whether it's ethical to sell the puppy - I don't see why not as long as they are upfront about the issue (and preferably have fixed it beforehand!). I don't know how heritable the problem is but I'd probably advise not to repeat that mating, at least.

RE: Abnormal penis and new opening

Is he urinating without problem, and where from? If there is no problem I don't see the need for surgery. The picture reminds me of a "heifer"I saw a few years ago, it looked fairly similar in position of the normal vulva and he/she was urinating straight up in the air from the little penis. I could feel testicles in the groin and assumed it was a type of hermaphrodite. I will try to dig out the photo.
