Sounds pretty standard. I tend to find even private budgie owners are often reluctant either due to cost or the assumption that a GA will kill it! Often helps to find something overt on clinical exam e.g. feather dystrophy/loss to persuade them there is a problem to find and deal with. Frustrating cases otherwise!

RE: Strange Budgie Behaviour
Will very much depend on what the rescue centre are willing to do!
Malnutrition, polyoma virus and PBFD will cause feather deficits and altered flight.

Other options are otitis media, metal intoxication, chlamydial neuropathy, orthopaedic injury (the coracoid is nigh on impossible to evaluate without rads), hepatic encephalopathy, testicular mass compressing sciatic nerve, mass altering centre of gravity or visual impairment.

Approach will depend on how many things you can rule out on exam but I'd be keen to do rads to look for injury, masses and metal densities plus chlamydia screen. Conscious ophthalmic exam is limited in birds due to voluntary pupillary constriction but under GA this is possible. Viral screens on feather pluck samples if any abnormalities on exam.

Will very much depend on what the rescue centre are willing to do!
