I'd be tempted to do at least a smear of the discharge and ideally C&S and then opting for antibiotics/antifungals based on findings plus pain relief (metacam 0.1mg.kg bid as generally cautious of NSAIDs in budgies). Don't be tempted to put medication in the water once settled on a treatment plan as budgies drink very little so often fail to take in anywhere near a sufficient dose, owners need to be grown ups and medicate their animals properly themselves!

Yes but it is not easy to give advice without any clinical details - parasitic and viral pathologies are more common than primary bacterial otitis externa and treatment choice will depend on diagnostic test results.
