Plus secondary bacterial infection. Personally I would re X-ray and repeat BAL if not done already as suggested above

Don't want to teach granny to suck eggs but: Has an absolute diagnosis of asthma been made by BAL? Which steroid inhaler are you using? Have the possible underlying causes been discussed especially the owner's smoking?

One clinical trial (Am J Vet Res 2005;66(7):1121–7) showed no noted benefit.

The recent review in Vet Clinics considered Leukotriene receptor antagonists to be ineffective in feline asthma owing to the fact that cysteinyl leukotrienes do not seem to be important mediators in feline asthma. It's a good review worth looking at re your case if you have library access.
