If it is normal then you do not have a diabetic, rather a Fanconi syndrome which means renal tubular damage

In my experience diabetics have renal glucose > 3+ on a dip and glucose properly up and fructosamine in the DM range. Urine SG is usually 1.025 in a diabetic, usually a fair bit lower/ isosthenuric in a Fanconi.

Also in my experience Fanconi dogs do not get cataracts as their blood glucose is actually always normal. How long have the cataracts been present? I have had a couple of Fanconis over the years and they are not fun. short to medium term prognosis is reasonable, long term sucks.

Re: Primary renal glucosuria?

Some stuff on VIN about Fanconi syndrome related to jerky treats that are manufactured in Asia - no chance of these? I had one client in London feeding these. Otherwise doesn't sound like diabetes, but UPC might be good to check if protein significant and culture to rule out UTI?
