Thank you for your ideas, Marie. I'll make enquiries although getting her to take them to a local vet rather than trying to do it via Facebook seems a much better idea!

Personally I prefer the Turtle Wax idea. I would suggest it although she may not realise it is a joke and try it anyway

Looks like some poor quality keratin on the shell from here which is pretty non-specific. What is husbandry like? Especially presence and temperature of dry basking area, water temperature, UVB provision and type, diet and water hygiene protocol. Any regular water testing?

Can't see clearly but looks like there may also be some dermatitis on the neck which would be a bigger concern at the moment.

As you say, she is best off finding a vet to see them close up and try and get a better appraisal of the problem. Worth taking water samples to any consult as well as the turtles.
