The yellowing is normal from the look of things. I would however go for a bit of a husbandry review and probably a faecal exam to check for parasites. This is a growing tortoise so the husbandry needs to be as good as possible to avoid any deformities developing. The tortoise trust website has one good info for this.

Some Russian tortoises can look very yellow.
Any other signs?
