The candidates for this year's RCVS Council election have been announced, many of whom will be coming to the VetSurgeon.org forums to lay out their stalls and explain why you should vote for them.
A record number of veterinary surgeons - 14 - are contesting six seats in the RCVS Council election. Veterinary surgeons may each vote for up to six candidates to fill these seats, which fall vacant as elected Council member's terms of office expire at the RCVS Annual General Meeting (6 July). In 2012, five existing Council members are seeking re-election, and nine new candidates are standing.
Of the 42 RCVS Council members, four are appointed by the Privy Council, 14 by the veterinary schools and 24 by direct election; each member serves a four year term. This year's candidates are:
Voting opens from Friday 9 March and all veterinary surgeons eligible to vote should receive their ballot papers shortly. Votes must be received by 5pm on 27 April 2012 and, as in previous years, can be cast online, by post, or by text message

Ellie West, who is sustainability lead for Linnaeus nationally, collected the Most Green Individual award as jointly with Laura Higham, the founder of voluntary group Vet Sustain.
Ellie was recognised for her leadership in the veterinary sector by raising awareness of sustainability and encouraging others to make a difference.
She said: “Winning this award is a real honour, and I’m very grateful to be recognised by my peers in the veterinary community.
"We can only make a difference to the environment by working collaboratively, so I am lucky to have so many supportive colleagues at Davies and Linnaeus who also play their part in making this sector more sustainable.”

Zoetis has announced the results of a YouGov survey it commissioned to look at pet owner compliance.
The survey, which formed part of the company's 'Respect Antibiotics' campaign, indicates that owners believe they are reasonably compliant. 55% of those surveyed had administered antibiotic tablets to their dog. 88% of those claimed not to have missed a dose, 87% claimed not to have any medication left at the end of the course and 89% administered medication at the same time each day.
Nevertheless, the majority of owners (52%) said they struggled to give their dog a pill and 19% believed they had insufficient information from their vet on the importance of accurate dosing and course completion. 47% said they would prefer to be offered a single treatment given by their vet and most (52%) were prepared to pay a premium for this option.
When it comes to osteoarthritis (OA) medication, the survey found that dog owners are slightly less diligent. Of the 41% surveyed that had given OA/pain medication at some point, 79% claimed not to miss a dose, 62% claimed to finish the course and 87% claimed to administer the medication at the same time each day. Once again, convenience was important, with 48% preferring a monthly treatment, rising to 57% for a long term condition and 52% being prepared to pay a premium for it. Only 17% opted for daily medication.
Andrew Page, product manager for Convenia and Trocoxil said: "We are aware that there may be a disconnect between what pet owners claim to do and what they actually do, especially as nearly half of those surveyed (49%) admitted to forgetting their own daily medication. However, the message that comes out loud and clear is that dog owners would like to be offered medication that can either be given less frequently or administered by their vet, especially as over half of those surveyed had struggled to give antibiotics to their dog and 45% had difficulties giving OA/pain medication."
The response from Scotland’s Cabinet Secretary for the Rural Economy and Connectivity, Fergus Ewing MSP, which was also sent on behalf of Scotland’s Cabinet Secretary Roseanna Cunningham MSP, said that:
"The First Minister is seeking guarantees from the UK Government that the residency status and other existing rights of the 173,000 EU citizens living in their respective countries will remain unchanged now and in the future."
This point was echoed in a response from Wales’ Cabinet Secretary for Environment and Rural Affairs, Lesley Griffiths AM, who said:
"The First Minister has also made it clear there are many sectors of business, which depend on EU citizens to fill vital posts and damage to public services and the wider economy would be immense if EU citizens were required to leave the country. I appreciate this could cause difficulties in relation to the veterinary profession and delivery of our Animal Health and Welfare programmes and policies in Wales."
Similarly, the Northern Ireland Minister of Agriculture, Environment and Rural Affairs, Michelle McIlveen MLA, acknowledged the vital contributions EU citizens make to animal health and welfare, saying:
"I will also endeavour, given the importance of animal and veterinary public health to the local economy, to ensure that this concern [you raise] is represented in the composite Northern Ireland input into the final United Kingdom negotiating position and strategy."
The new Secretary of State for Environment, Food and Rural Affairs, Andrea Leadsom MP, has offered to meet with BVA President Sean Wensley to discuss these and other priority issues for the veterinary profession.
BVA is establishing a Brexit working group to prioritise and develop policies on the key issues that should be raised in forthcoming discussions and negotiations.
The article, which is available open-access, comprises a literature search of both medical and veterinary medical journals for evidence of the effectiveness of input-based and outcomes-based CPD.
Its conclusion is that outcomes-based CPD, which concentrates less on hours logged and more on interactive and reflective learning, is the most effective at improving practice and patient health outcomes.
The paper was originally presented to the RCVS CPD Policy Working Group on 4 December 2015 to inform its discussions. A six-week consultation with the profession was held over the summer asking for their views on the resulting proposals for an outcomes-based approach to CPD.
The proposed model for CPD has four key components: planning, doing, recording and reflecting. While an overall majority of the 3,357 people who responded to the College’s consultation agreed with the proposed changes, certain elements received less support than others. The lowest amount of support was received for the ‘reflection’ component with 35% of respondents disagreeing with it.
With this in mind the RCVS Education Committee and VN Council decided that a pilot of a new outcomes-based approach should be held during 2017 with a group of volunteers, and made this recommendation to RCVS Council. RCVS Council approved this pilot at its meeting on 10 November.
The pilot is expected to be launched in February next year and the College is now looking for volunteers who both support the proposals and those who have a ‘healthy scepticism’ about them. Volunteers will receive help and support throughout the trial and will also be invited to attend an introductory CPD meeting at the College’s offices on 28 February.

The Veterinary Benevolent Fund (VBF) has launched a new support website, vetlife.org.uk. Designed to help veterinarians access emotional and professional support, the website is part of a series of initiatives aimed at improving the mental wellbeing of the veterinary profession.
Vetlife.org is designed to make it easy for veterinary surgeons, nurses and students to find information about the different types of professional and emotional support available. This includes support provided by established veterinary care organisations such as Vet Helpline and the Veterinary Surgeons’ Health Support Programme and trusted sources outside the profession such as Mind, the leading mental health charity, and the Samaritans.
The website was conceived after the Veterinary Benevolent Fund (VBF) asked Dr Wendy Harrison to chair a Veterinary Support working party, formed from representatives of all the main veterinary organisations and the Samaritans, to look at what could be done to improve support to the profession. The impetus for the formation of the working party was the publication, in The Veterinary Record in October 2005 of research by Richard Mellanby that indicated that the suicide rate for the veterinary profession was four times higher than that of the general population and twice that of doctors and dentists.

The Royal Veterinary College and The Donkey Sanctuary have launched WikiDonkey, a new information resource about donkeys for veterinary surgeons, nurses and students.
According to The Donkey Sanctuary, WikiDonkey is the first site of its kind and will provide the most comprehensive source of accurate, research-led, practical and regularly-reviewed donkey veterinary information on the web.
WikiDonkey covers all the common conditions of donkeys and identifies the major differences between the management and treatment of donkeys and horses. The site also provides a set of normal physiological, biochemical and haematological parameters, resources that have not always been easily accessible but will undoubtedly prove essential for those treating donkeys.
The Donkey Sanctuary's veterinary project and development manager, Faith Burden said: "When we were approached by WikiVet to sponsor and provide content for their donkey section we were happy to support the initiative as it offers an excellent medium for us to share our expertise with others. The Information Commissioner has supported the Royal College of Veterinary Surgeons' decision not to publish the Overspend Review Group's report (aka the McKelvey Report) in full.
The verdict follows two challenges to the College's decision, one made by the British Veterinary Association and a second by a member of the College.
The College says its original decision not to publish the report in full was based on two sets of external legal advice that to do so would be unlawful under the provisions of the Data Protection Act. However, the College did publish the recommendations from the report (otherwise known as the McKelvey Report), which it says comprise more than half of the total.
The Overspend Review Group was tasked with considering all aspects that relate to the College's budgeting and expenditure processes and to propose lessons that should be learned. It was set up following overspends in two areas: the installation of a new data management system and building development work at the College's premises in London.
RCVS President Jacqui Molyneux said: "This verdict is welcome in that it supports our original decision. But I can appreciate that it may frustrate those members unhappy that they will not see the full report.
"When it was commissioned, it was intended that the report would be published in full; in the event, the document included information that would contravene the Data Protection Act if published. However, I would like to reassure members that the substance of the report was included in the published recommendations, and these have now, in the main, been acted upon."

Horses suffering from neurological conditions similar to those that affect humans could be helped by a breakthrough from stem cell scientists, according to a study published in the journal Stem Cells and Development.
Researchers at the University of Edinburgh's Roslin Institute took skin cells from a young horse and turned them into stem cells using a technique that was originally developed for human cells. The reprogrammed cells are pluripotent, which means they can be induced to become any type of cell in the body. The team used them to create nerve cells in the laboratory and tested whether they were functional by showing that they could transmit nerve signals in a test tube.
The university says horse stem cells have been produced in the laboratory before but this is the first time that scientists have created working cells of a specific type from them. The advance may pave the way for cell therapies that target conditions similar to motor neurone disease.
In addition, the research could also benefit horses affected by grass sickness, a neurological condition that affects around 600 horses a year in the UK. Little is known about the disease, which causes nerve damage throughout the body. It is untreatable and animals with the most severe form usually die or have to be put down.
Dr Xavier Donadeu from the Roslin Institute, an author of the study, said: "Stem cells hold huge therapeutic potential both for people and animals. Our research is an important step towards realising that potential for horses and provides an opportunity to validate stem-cell based therapies before clinical studies in humans."

Expert speakers at Advances in Diagnostics, a meeting held in Brussels last month, have said that molecular technology will play a vital role in safeguarding the health and productivity of food animals in the future.
Dr Willie Loeffen, President of the European Association of Veterinary Laboratory Diagnosticians (EAVLD) said: "Technology is taking over. Laboratory diagnosis used to be 99% labour and 1% technology, nowadays the emphasis is the other way around. Technology is now an integral and indispensable part of veterinary laboratories."
Dr Loeffen used the investigation of PRRSV infection in pigs and the more recent appearance of Schmallenberg virus in Europe to highlight how modern molecular techniques could help to characterise new disease threats rapidly.
"It took four years of laborious work for us to characterise the cause of PRRS, but thanks to sequencing technology Schmallenberg virus took just a few months.
"Technological developments mean that diagnosticians now do things that they could only dream about 10 or 20 years ago."
As well as providing a means of identifying new disease threats quickly, the meeting highlighted the increasing role of diagnostic tools as an integral part of maintaining animal health.
Dr Kirk Adams, Director of Product Management at Life Technologies, the meeting sponsor, said: "Diagnostics are no longer just a way of finding out what an animal died of - they have a multitude of uses on farm. They mean that we can take a more holistic and proactive approach to animal health; in contrast to the reactive, disease-driven approach of the past.
"As just one example, better diagnostics allow a more targeted approach to treatment, and the potential to reduce the use of broad-spectrum drugs - such as certain antibiotics - and thus comply with the wishes of consumers and legislators."
Dr Adams said that modern diagnostic tools also provided the means to improve vaccination programmes and biosecurity, and were essential for disease eradication schemes and for improving herd health status, for example by identifying persistently infected, asymptomatic animals.
They also enable veterinary surgeons to monitor herd health and build up an accurate and dynamic picture of health status and risk profile - and screen for emerging disease threats.
Dr Adams added: "Veterinarians now have access to a wider range of better diagnostics than ever before. Tests are now faster, more accurate and more precise than ever before.
"The next twenty years could see the biggest change in the way we manage production animals in over a hundred years."
The meeting was also addressed by Dr Kees van Maanen, from the Netherlands Animal health Service (GD), an expert in modern diagnostic technology and its application on both local and national levels. He called for greater international co-operation to protect European animals against threats from increasing global interaction. He said: "Pathogens and insects do not respect borders: trusting each other's results requires further harmonization and transparency for diagnostic procedures between laboratories and countries.
"Rapid and accurate diagnosis contributes to disease management, but does not stop epidemics. However, it has contributed significantly to gaining insight into the epidemiology of emerging diseases and formulating appropriate measures.
"The development of modern diagnostics has given us the potential to manage animal health and control infectious diseases in production animals far more effectively in the past - both on a local level and a national or regional level. Recent experience with unexpected disease outbreaks has shown that we can now characterise and track pathogens far more quickly and accurately than ever before.
"However, we need to make sure that we keep veterinarians and farmers informed about these developments, so they know how to apply them in practice in order to make the most of them.
"Diagnostics will continue to become a more integral part of animal health management in the next decade, we just need to make sure we can apply that knowledge in the best possible way."
Scientists from the Animal Health Trust, the Wellcome Trust Sanger Institute and the University of St. Andrews have pinpointed the genes which allow the bacteria responsible for strangles to thrive, thereby paving the way for the development of a vaccine.
In the study, which the researchers say was the largest of its kind, 224 samples of Streptococcus equi (S. equi) were procured from horses around the globe to try and find a common bacterial ancestor from which modern strains would have developed. Despite the disease first being described in 1251, the researchers were surprised at the genetic similarity of the samples and identified a total population replacement at the 19th or early 20th century. This corresponds to a period when horses from around the world were brought together in global conflicts including World War I, where an estimated eight million horses died on the battlefield.
Dr Simon Harris from the Wellcome Trust Sanger Institute said: “The mobilisation and mixing of horses in conflicts such as WWI provided perfect conditions for S. equi to thrive. This combined with high mortality rates among the horses and their replacement with young susceptible horses could explain what we see around the world today".
While loss of diversity could be considered detrimental to bacterial populations, S. equi still infects more than 20,000 horses in the UK alone each year. Its success, researchers believe, is due to its ability to persist in some horses for years after they have recovered from strangles, where the bug can evolve to evade the horse’s immune system.
Dr Andrew Waller, Head of Bacteriology at the Animal Health Trust said: “The data we have gathered in this study has enabled us to pinpoint the genes that help the bacteria to persist, spread and thrive in the horse population. This research provides an unprecedented opportunity to reduce the impact of and prevent strangles in future generations of horses.”
The AHT says that the ability of S. equi to adapt to living in a persistent state within its host and still infect new horses mirrors the situation with HIV and the bacteria that causes tuberculosis in humans. Dr Matthew Holden from the Wellcome Trust Sanger Institute and the University of St Andrews said: “Unravelling the complex population dynamics of S. equi sheds new light on the balancing act between acute and persistent infection that is going on in many pathogens. Not only does this collection of whole-genome sequences for S. equi offer hope for an effective strangles vaccine, it also provides us with a useful model for understanding persistent infection in humans.”

The University of Glasgow, School of Veterinary Medicine, is calling for help with research into the prevalence of pseudopregnancy in spayed bitches.
The research takes the form of a survey being conducted amongst a representative sample of veterinary surgeons by Pippa Hutchison, Dr Tim Parkin, Caroline Warnes and Dr Philippa Yam.
In particular, the research aims to gather data looking into how often veterinary surgeons are diagnosing and treating pseudopregnancy, and how frequently the condition occurs both before and after spaying.

The researchers say that after this initial work, they plan a prospective study establishing the wider incidence of pseudopregnancy in both entire and spayed bitches.
New faces on the RCVS Council include Richard Stephenson, Charles Gruchy and Catherine Goldie. Dr Barry Johnson (first elected to Council in 1985) and Dr Christopher Chesney (first elected in 1996) have been voted on for further terms. Dr Robert Ellis, who has had three previous periods on Council, has been re-elected.
According to the European Scientific Counsel for Companion Animal Parasites (ESCCAP), serious zoonotic diseases, currently rife across Europe, could be a far more serious threat to pet and human health in the UK than official figures suggest.
Vets and parasitologists at an ESCCAP meeting held in Bristol on 19th September, heard evidence that UK cases of diseases such as leishmaniosis and babesiosis are grossly under-reported. ESCCAP is urging vets and parasitologists to help raise awareness of the threat and lobby the Government to prevent further relaxation of pet movement restrictions.
According to DACTARI, the voluntary web-based Dog And Cat Travel And Risk Information scheme, just 19 cases of leishmaniosis, 10 babesiosis, 10 ehrlichiosis and one case of dirofilariosis had been recorded between 1 January 2003 and 30 September 2006, which are the latest figures reported on the Defra website.
But latest figures presented by Susan Shaw, senior lecturer in dermatological and applied immunology, revealed a screening programme underway at Bristol University casts serious doubts on the reliability of the Defra-backed service to monitor cases.
"From 2005 to 2007 we recorded 257 cases of leishmaniosis. The babesiosis cases you can multiply by about five, the ehrlichiosis cases by about 10 and dirofilariosis by three," Ms Shaw told delegates at the sixth ESCCAP meeting. "That is absolutely outrageous - we are dealing with a massive number of cases. I would be very concerned if we are making decisions for the UK based on the DACTARI figures."
Maggie Fisher, an independent consultant in veterinary parasitology and founding member of ESCCAP pointed out that the PETS (Pet Travel Scheme), has issued dogs and cats with passports for travel across Europe since 2000 and has proven immensely popular, with 76,000 dogs entering the UK in January to October 2007 alone.
"What is coming into the country with those animals is not well documented," said Mrs Fisher. Case studies point to harrowing experiences for individual families travelling with their dogs to mainland Europe unaware of the dangers. "One family thought they'd done everything they should because they followed the instructions under PETS. What they didn't realise is that they weren't protected against ticks, tick-borne diseases and worms whilst they were away and their dog picked up babesiosis."
Human health and veterinary professionals at the meeting explored the real threat and implications of parasites across Europe. Peter Deplazes of ESCCAP, Switzerland, reported that the human form of Echinococcus multilocularis claims three or four lives per year in Switzerland and is a very common endoparasitic diagnosis in dogs. Forty per cent of foxes are infected with E multilocularis.
Leishmaniosis causes renal failure in dogs, reported ESCCAP Spain's Lupe Miro Corrales, often leading to death or euthanasia. Worldwide more than 12 million people are already infected, and one in ten at risk of being infected. Stray dogs and cats are important carriers and almost 80 per cent of sero-positive dogs have no clinical signs.
Natural controls offered by the UK's island status are now under threat. Currently a derogation allows the UK, and four other EU member states, stricter controls to help maintain their Echinococcus multilocularis and tick-borne disease free status. It extends to July 2010 but comes up for review next year, pointed out Maggie Tomlinson from the Department of Health, who is taking the case to the EU Commission.
"I can say categorically that they are not keen for us to keep the derogation and it's going to be a very hard fight. We only have until January to push the Commission to make a decision."
Chairman-elect of ESCCAP Europe, James Duncan, pointed out the organisation is seeking to raise awareness of the serious risks posed by endo and ecto-parasites to human and animal health, and is developing independent guidelines and educational materials for their optimal control.
"There is no immediate panacea," he said. But those in the veterinary profession who are aware of the risks should take action. "It is up to you to lobby - put your voice to Government and influence the pet passport scheme. You can do that and it will help our cause because we are singing from the same hymn sheet."
