&lt;p&gt;Who in this instance is the &amp;#39;College&amp;#39;? &amp;nbsp;Was this genuine opposition to the restoration or was it an &amp;nbsp;adversarial procedure necessary before the committee as in some courts of law?&lt;/p&gt;
