I&amp;#39;d make no bones about the holes in the current one - if it were a building, it would have been condemned by now.&lt;/p&gt;
&lt;p&gt;When the penalty for not following the guide may be removal from the register, it needs to be watertight and transparent. Will certainly be looking at it this weekend.&lt;/p&gt;
